start staffing the police department recruitment efforts. we will be, we've negotiated lower start rates for the incoming recruits for the classification which has allowed us to start a class of 50 recruits in october, early october. and we'll be staffing aggressively and reflected in your budget that the board passed earlier this year. we expect to have three classes in the next 12 months. we are very happy that we can do that and we can do that in part because the agreement that we bring to you has lower start rates for these individuals who will be coming in which represents a 10 percent lower start and as the employees go through the process of going through steps, it does offer a lot of savings. you will see from the

comptrollers record that you will see a savings and now extended to 3 years to 2018, but in short-term we'll see a saving in 2013, 14 and 15, 16 and we have a very modest cost-of-living increase. 1 percent in 16 and 2 percent in 17 and 18 as measured by the department of labor. we believe it's a sustainable model for not only this department but others in the city and allows us to meet the rates. >> when you say lower start rate, you are talking about salary. what about the lateral transfers? >> that would, the lateral transfers, it depends on what

step they come in at the department. i do believe they go to the academy. if they come in as a police officer, i believe they do go to the academy and start at that step, if they start as an officer in the command staffcious they would not be affected by the lower start rate. >> let me clarify my question, if you are a lateral transfer are you getting a pay raise, are you getting an increase or coming in at the level that you left. >> that's a good question. i'm going to ask the city manager. >> good morning. steve ponder. my understanding is they come in if they are a full standing police officer, they would have training. they wouldn't go up or down. it would be something approximately to what they are earning at their former jurisdictions. >> thank you so much. is that it? >> that's the presentation.

>> one quick question because just for the public's sake, i know this item came up. if you wouldn't mind sharing with us briefly what the changes were? >> absolutely. the parties and city and negotiators and the poa negotiators reached a tentative agreement back in about july, i believe, june, may, june. and what happens once you reach an tentative agreement, the association receives a board process and we filed as with the board we were scheduled with the committee and before the committee hearing, at least before the full board hearing, the matter was voted down by the membership of the police officers association. we went back and we revisited their concerns, actually the final agreement has less money in it,

their concern was the sick leave cash out program that had a set date in the first version of 2017 version. they asked that sunset date be pushed out to 2018 and took 1 percent less in the cola to make-up for that. it was a little bit of tweaking. it did not get better. which is also nice to bring forth the principles that you passed your agreements that was passed overwhelmingly. >> thank you very much. let's open up for public comments on these items 1 or 2. you have 2 minutes. you will hear a soft bell which will indicate that you have 30 seconds remaining. thank you. >> good morning, supervisors.

when i looked at today's schedule, these two first items struck me as being outside the jurisdiction of this committee. the reason why i feel that way is that the name of the committee is audit and oversight and even though there was questioning now just now of the details, i feel that these two items maybe should be better heard in budget and finance. now if i remember my schedule correctly, budget and finance only meets one. i think under the current state of san francisco, it should meet more than once. so i find this kind of interesting that this committee meets twice, but yet, budget and finance meets only once. it's kind of obvious when

four different options on how to respond. the recommendations has been implemented. the recommendation has not been implemented, the recommendation requires further analysis on the recommendation will not be recommended. we have the staff here to join us with these efforts. thank you. with that introduction let's begin our first report. we have miss maria martinez and hilary from the civil grand jury to present. good morning. thank you for joining us. >> hi. i'm the fourth person from the former grand jury. good morning madam chair, supervisor tang and other members. the jury thanks you for holding this hearing for "are the wheels moving forward?" frup for the 2010 sharing the roadway from conversation to conversation. before i pass the podium to my colleague, i would like to

acknowledge the presence of the other grand jury members from 2012-2013 and members of the current sitting grand jury. now i would like to call up my colleagues maria martinez who is the chair of this report and hilary. >> welcome to all the members, past and present. after this civil grand jury report, i believe we have four city departments that will be presenting their responses. >> good morning, supervisors. san francisco's landscape is changing in an exciting and dangerous way. in 2010 the board of supervisors passed the bicycle mode share to 20 percent by 2020. since that time the city has added miles of bike lan and bike lane

infrastructure which has helped increase the rider ship we see on our streets. in this report, "are the wheels moving forward?" the civil grand jury did a follow up to the 2009-2010 civil grand jury report sharing the roadway from confrontation to conversation. while our jury acknowledges that the city is making in roads to promote cooperation and understanding between bicyclist and motorist and pedestrians more needs to be done with education and enforcement. hardly a week goes by that we don't see a bicycle related story make head lines and often involving and accident. this is a topic on many people's minds. our leaders must do more to enhance the safety of our streets. first and foremost the jury believes it's important to set a goal. in this case the

bicycle fatality and incidents. we ask that the city adopt a bicycle safety agreement. based upon the mayor, sftd and advisory committee, this idea requires further analysis. to clarify the civil grand jury agreement is to bring the city department's together to collaborate on how to city should address enforcement issues and give sf p.d. more support. as the sf mta response and locations for targeted enforcement for engineering counter measures. the recommended safety

enforcement campaign would be a high profile campaign that will put all users on high alert on conduct and suffer consequences if not honored. both the mayor and sf mta that the steering committee could reconsider state of the issues with the possibility of setting goals. this injury does not believe this is a strong enough commitment. this injury urges the board of supervisors to pass a resolution requesting the creeks -- creation of a bicycle safety agreement task force to advance this recommendation further. the jury recommended that the sf p.d. establish a comprehensive bicycle training program for it's new recruit officers as well as on going bicycle training in its continuing

education program for police officers. while the sfpd has bicycle training that includes traffic enforcement instruction, only 1 hour is dedicated to bicycle enforcement. given the increase in bicycle rider ship and increasing numbers, the jury believes more robust and single topic class needs to be implemented. a stand-alone class to review california vehicle code and traffic codes as related to bicycling is essential to training and also stresses to officers the importance of this issue. the jury would like to acknowledge the sfpd and their commitment to update it's safety video modeled on chicago's traffic enforcement for bicycle safety. it is crucial that this version include all california vehicle codes and traffic codes related to bicycles. the sfpd expects

to complete and include this video in existing officer training program with a completion date of january 2014. since this injury -- jury has completed it's termed, we expect this to be fulfilled. we respectfully request that you perform this program as well as give bike lights during the campaign. the jury also

recommended that bicycle education extend to private san francisco businesses and is pleased to learn that the sfmta and in conjunction with the bicycle coalition with a new bike program that will reach out to employers and employees. it is set to launch now. with the goal of targeting motorist and a broader audience, the jury recommended that the sfmta insert flyers and promote bicycle education into sfmta renewal residential parking packets. unfortunately due to add ministrative and financial challenge this will not be implemented. the jury understand that you are looking

to fund and target all roadway users and the jury request that you find cost-effective ways to reach out to all users and the share the road message and urges the mayor to prioritize it's funding. lastly the jury has followed up with the 2009-2010 recommendation that the city establish a traveng school for bicyclist. at the time the report was written, the jury was told that the city would launch a diverse bicycle program this past summer. the jury has learned this program will not be established if the foreseeable future. it is due to primarily due to procedural difficulties with state superior court citation processes. we understand this program has been placed on hold

but would like to be implemented once feasible. as the city encourages bicycling for residents, it must ensure safety for all users. the city must insert safety goals. let us not wait until the next bicycle related accident makes headlines. let's plan, prioritize and do more now. thank you. >> thank you. we have four city departments that are going to be making -- offering a response. we have the mayor's office, we have mta and police

comes into conflict and sometimes result in injuries or tragedy. the traffic enforcement safety are welcome. we agree with the jury that more can be done and address the response based on the report. i'm going to jump ahead to finding four and recommendation 4.1 and 4.2 since the mayor's office has asked us to respond to those items. in regards to finding 4, sfpd needs laws. we agree. mayor supports all sfpd efforts in law. for example they used mobile devices for traffic citations and reports. the sfpd can quickly analyze where bicycle collisions are occurring. this is a way to analyze and improve traffic

enforce many and we are fully supporti. recommendation 4.1. the mayor and board of supervisors should successfully enforce roadway laws by establishing a safety agreement that will pursue the goals of zero bicycle fatalities and annual reduction in bicycle collision. we the mayor's office sfmta and p.d. acknowledge that this requires further analysis. we think the goals are laudable. in fact the recent complete safety task force was in response to a directive to reduce pedestrian injuries and fatalities. our idea is to the steering committee as well as recommended locations aengd nearing counter measures. this committee was previously led by

sfmta and we understand they are willing to add this scope of work. recommendation 4.2 through collaboration of the sfpd, the dac and sfmta, the city shall build an enforcement and alert the plan that will follow. we believe this is already partially implemented. the sfpd routinely implements traffic safety campaigns and plans on further traffic and safety enforcement. requiring further analysis would buy a campaign on bicycle safety. we have asked sfpd to work with the steering committee to see what campaign if any is necessary. in conclusion i want to thank the jury for their hard work and i'm happy to answer any questions. thank you.

>> good morning. my name is patrick neale liaison with livable streets. i want to thank the civil grand jury and the mayor's office and the advisory committee for their support in collaboration in improving safety for people biking. as the number of people biking in the last 5 years has grown dramatically, so has our effort increased to provide safe streets as well as our efforts to increase and diversify our bicycle safety education program. i'm going to speak to the civil grand jury report. no. 1, recommended expanding to non-cyclist and motorist. i'm very happy to report that we have added bike

safety trainings for taxi drivers and munis operators for 2013. in terms of expanding bicycle safety for bike riders, we have launched a number of initiatives. we have a new bike safety initiation guide which is a much easier to read format printed in languages in english, spanish and chinese and we have bike safety information, bike lights and promote safe lighting through our various social media channels. point no. 1, the civil grand jury recommends materials be placed in parking renewal paktd. it's the we recommend not implementing this. at the time we send out renewels
