this requires analysis. we've reached out to our neighboring probation department as to a reasonable alternative to the division of the juvenile justice. unfortunately those conversations were not fruitful. there's new leadership including the leadership in our department and i'm happy to reinvigorate that conversation. in conclusion the juvenile probation department in conjunction with the other city response in the mayor's office appreciates the work of the civil grand jury and this opportunity to highlight law cabin ranch and focus on the needs of the facilities and the youth and the community it serves. >> are there any members of the public that like to comment on items two and three. >> no comments from the civil

grand jury yet. through supervisors, cohen and tang. >> my name is today and i'm the chair of the the juveniles commission is an arm of superior court. and commissioners are appointed by the supervising judge of san francisco unified family court. our mandate is in california and welfare institutions code and it establishes a justice commission in each county and charges our commission with inquiring into the administration of juvenile justice in san francisco. there's 12 commissioners serving in a capacity. we expect the facilities and programs of the juvenile justice system and group homes that youth are assigned to and adult lock ups where juveniles are held. in the expansion of programs for the youth residing at law cabin ranch and a viable master plan, we are in favor of

those. we endorse all of the recommendations of the civil grand jury and we thank them for the work that goes into the report of the grand jury. we have a tremendous respect for chief alan nans and ranch director dan prince. we urge increase funding for law cabin ranch and for the juvenile department as a whole. as a former civil grand juror i would like to address a comment made by another speaker. the civil grand jury does have subpoena power and generally city departments s employees are corporate but with he have used our power in cases where it has been needed. >> anyone else who would like to speak on this item. this is an appropriate item if there's any other members of the civil grand jury that like to speak.

agree in part and disagree in part since there's a needs assessment that is scheduled coming up and also the master plan is funded for the 2014-2015 budget. >> okay. >> finding number 4 the board of supervisors agrees with that one. our recommendation number three, partially implemented. recommendation 4.1 implemented. and recommendation 4.2 will be implemented. i'm sorry, recommendation 4.2 will be further analysis. >> i apologize. >> did you get that. i want to make sure you got 4.2. >> yes. >> okay. recommendation 3, i think under the state requirements it has to be implemented or has not been

implemented. >> the answer, we cannot -- the response cannot be partially implemented. q. that's not one of the choices. >> who could be said will be implemented. it has not been implemented but it will be reviewed during the budget review. perhaps it will be -- okay. the recommending requires further analysis and the date could be -- within six months so it would be a hearing prior to budget are view within six months. >> i think we can live with that. >> so for -- just to clarify for recommendation number three we recommend further analysis and we will revisit it in six months. >> correct. >> okay. so i mean i want to clarify there's no way for us

armenia, culture and cusine has had much cultural exchanges with its neighbors. today armenian food infuses he flavor from the mediterranean, middle east, and eastern europe. >> this is our 55th year and in san francisco we're the largest armenian food festival and widely recognized as one of the best food festivals in the area. we have vendors that come up from fresno, from los angeles showing off their craft. we really feel like we have something for everyone in the neighborhood and that's really what it is, is drawing people to see a little bit of our culture and experience what we experience weekend in and weekend out. >> we are behind the scenes now watching the chef at work preparing some delicious armenian kabob. this is a staple in armenian cooking, is that right? >> absolutely, since the beginning of time. our soldiers used to skewer it on the swords.

we have a combination of beef and lam and parsley. and every september over 2000 pounds of meat being cooked in three days. >> after all that savory protein, i was ready to check out the fresh veggie options. >> this is armenian cheat sheet. it's tomatos and mint and olive oil. that makes summer food. and what i'm doing is i'm putting some nutmeg. it is kind of like cream cheese. in armenia when they offer you food, you have to eat it. they would welcome you and food is very important for them. >> in every armenian community we feel like we're a "smallville"age and they come together to put on something like this. what i find really interesting about san francisco is the blends of armenia that come together. once they are here, the way people work together at any age, including our

grandmothers, our grandfathers, skewering the meat, it's fun to see. fun to see everybody get together. >> we call it subarek. it's a cheese turn over if you want. we make the dough from scratch. we boil it like you do for la san i can't. >> the amount of love and karin fused in these foods is tremendous. they come in every day to prepare, cook and bake bread, all in preparation for this big festival. >> nobody says no. when you come them, they have to come tomorrow for the feast. >> what a treat it is to taste a delicious recipe, all made from scratch and passed down through generations. it really makes you appreciate the little things. >> it's one of the best festivals. it's outstanding, a marvelous occasion. >> we're outside checking some of the food to go options. i grabbed myself a ka bob sandwich, all kinds of herbs and spices. i'm going to taste this. looking fantastic.

one of the best i've had in a long time. you know it's delicious b i have just enough room for dessert, my favorite part. we're behind the scenes right now watching how all the pastries get made. and we've got a whole array of pastries here. honey and nuts and cinnamon, all kinds of great ingredients. this is amazing. here's another yummy pastry made with filo dough. oh, my god. really sweet and similar, it's lighter. this is what i like. we have a lovely row here. looks like a very delicious and exciting surprise. i'm going to bite into it. here we go. um. this is great with armenian coffee.

but the view is worth every step. this is the place to bring that someone special. golden gate park's largest body of water is an enchanting place. is a popular spot for paddling around in boats, which can be rented. created in 1893, it was designed for these your boating -- for leisure boating. it is named for the wild strawberries that once flourished. there is also a waterfall, two bridges, and trails the climb to

the summit, the highest point at more than four hundred feet. you can catch glimpses of the western side of the city that make this hilltop a romantic look out. for public transit, i take the n train. the lad the ad -- lake is ada accessible. watch many ducks, swans, and siegel's. -- seagulls. it is a great place to stroll and sail away. many couples come here to take a ride around a lake, going under the bridges, passing the chinese pavilion and the waterfall. for a quiet getaway, making for a memorable and magical experience.
