thank you. >> thank you very much. next speaker >> my name is andrea [inaudible] i live in glen park. i just want to make a few points. i really appreciate you all keeping your eye on this issue. and trying to keep the gg nra honest on this and representing us in our interest. i don't it's okay for a federal agency or state agency or any other agency to make agreements with the city and break them. that is what the gg nra is proposing to do by eliminating recreation as a primary mandate for the area that we go to visit with our dogs, our families, that we love to walk in and stay healthy in. the other point [inaudible] federal officials have been able to stop this. it's our san francisco officials that need to say 1st this is our city and we need you to support us in this. it's

important that we pass this resolution and put the city of san francisco strongly on the record as against the gg nra's proposal. finally, i miss a lot, because i was at work but i want to say that clearly from my perspective and a lot of other perspectives this isn't an issue of our mental versus dog walk dog lovers. i'm a strong environment will advocate and have been for my entire life. we can protect the environment. you can preserve recreation for dogs are families and all the people san francisco but not through this print. i'm standing up against this plan. thank you. >> next speaker. >> i'm nancy stafford codirector of the san francisco professional dog walkers association. we fully support this resolution and thank you for bringing it forward. we were surprised and disappointed with the few changes that revised the current plan. previous public comment land, 75% against. why does the gg

nra asked for public comment if they are going to discount it. it appears if the results don't suit their vision they feel free to ignore them. yet say they've done their due diligence. even if they have not. the dg nra claims there required to manage the park the same as all recreation or national parks. if in their hands are tied. hasn't the gg nra try to change the rules that fit the needs of a national recreation area located in an urban area. during recent shutdown professional dog walkers noticed increased use of the parks they frequent by additional owners and dog walkers. mclaren had overflowing garbage cans. i also want to correct the number of dogs in the city. 120,000 dogs was quoted by carl friedman. over a dozen years

parks in my neighborhood and, like you've heard from others, there are so many rules and regulations there. i don't know whether i can go use the bathroom let alone my pets. so if you guys would please continue to fight the good struggle and see if we can turn it around and take our parks back because this is ridiculous. thank you. >> thank you. next speaker >> hi. my name is anthony [inaudible] i lived in san francisco for 10 years. since 2001 when i moved here. just recently i moved to delhi city. i am a dog walker. i've been for 3 years now. almost 4 actually. i just again want to say thank you for bringing this forward. you know, i feel that for constant is a gem for us for san francisco. there are a

lot of other places that i've been to where i look at the dog rules and i live in san mateo county where no off leash areas and it's so strange to me to live near a 33,000 acre nature preserve and not even be able to take a dog or on leash. when you look at federal match national parks, state parks, other cities, the mo in general is that dogs are not allowed so i feel some porn to stand up and say this is our land. this is something uniquely going on in san francisco. this is part of our culture and our well-being. and to preserve that unique feature of our urban landscape as an independent one-man show business owner, i am very happy what i do and feel extremely satisfied that i was disappointed with the new dog walker legislation because it limited my group size. for

example, when gg nra was [inaudible] i had 3 dogs boarding plus one of my own and to have to be limited to a group size of 8, i was not able to legally walk all the dogs that i had that day. this is a high cost of living area. i'm speaking from very limited experience as a dog walker, but i like to have a little bit more room to operate my business and have financial freedom in a high cost of living area. thank you >> thank you very much. next speaker. >> hello. my name is susan kobayashi and him and a former chair of the point isabel dog owners association. point isabel is a multiuse off leash recreation area in richmond california and part of the east bay regional park district

system. i just want to say thank you for keeping the gg nra honest in its dealings with the city. it's a federal agency. we all have a stake in it and i would like to see that it continue to be available for the off leash recreation. thank you very much. >> thank you very much. next speaker. >> my name is [inaudible]. i'm a dog owner and this is my dog moved to san francisco 2 years you. basically, everything has been said. by all the different people. i would like to [inaudible] walking off leash with my dog on ocean beach. that's where we're going. my dog had surgery and he needs to walk at his own pace. i did not

have surgery but i also need to walk in my own pace. [inaudible] where i feel he saved an unsafe. if i couldn't go there with my dog it would be better for him and i think i would not go because being with your dog, when you need to walk, it gives you a positive motivation. i think it's the same for most senior people. yes, and also i feel safe walking with my dog. where i was not with my dog i would not feel that safe, i think. the 2nd thing is i don't have any family in the us and i'm a housewife. so walking with my dog is most important opportunity for me to [inaudible] with different kind

of people. dog owners and non-dog owners. it's also, other people said, it's a very good way to socialize. i think being in a city where you have people, children, you have dogs, the different kinds of dogs, different kind of people, different kind of [inaudible] here in the city we share the space in winnie to be >> thank you very much. next speaker. >> my name is kathy reichert. i live in district 3 n. beach northing supervisor wiener for holding the hearing today. [inaudible] 2 years ago and other than that i think city hall wants to get my marriage license so that gives me an idea of how important this issue is to me. [inaudible]

greatly impact the well-being of my dog my family and myself. i adopted my dog 3 years ago when she had a variety of anxiety and behavioral issues. was i going to fort carson with exercise and socialization that her problems have been managed. i can literally say for constant save my dog. my husband called for cuts in the city canine mental health center. for some dogs going to a small neighborhood park isn't enough if the difference between a gel cell in an open field. some dogs need to run. some don't. but mine does. one high-energy breed doesn't get enough exercise that extra energy become anxiety, parking and even aggression all of which i've experienced with my dog. exercise is a simple solution to many of these problems for a lot of dog. the exercise also helps me my family has a history of asthma and high blood pressure but thanks to my

dog [inaudible] i'm well on my way to breaking that pattern. i'm pretty sure it's not the presence of dogs that's preventing non-dog owners from going to places like fort constant. if i don't have a dog would exercise somewhere less windy and closer to home. i don't think that the older folks that washington square and chinatown are going to go to fort constant to do tai chi. no matter how much dog poop there is washing his characters going to be more people sunbathing there at fort constant. so the truth is both places will be better places if this draft dog [inaudible] does not exist. thank you >> thank you very much. next speaker. >> hi. i'm mort ginsberg i'm 80 years old. i'm a homeowner. i've walk my dog at fort constant for the last 30 years.

environmentalist. russell numbers of the most notable national environmental groups. we are about everything environmental. dog pack, and i represent dog pack of san francisco here, dog pack supports all the previous speakers and the department's comments in this edition. the gg nra official did not address your concerns. they ignored you bust your constituents. recreation is for all. on the heels of the stock restriction plan is the general management plan. which would seek to further restrict public access. so if you're able to complete their plans by imposing this dog management plan, just wait and see what happens to the rest of this. the gg nra wants to restrict and lower the recreational standard but was equally categorized as a national park akin to you summon and yells and honestly san francisco does not want and is not that. finally, personally, as you know i have had it serviced regularly for the past decade. for these dogs

that work all day and are restricted from any additional exercise or more less freedoms having the space and the area to be able to recreate and stretch themselves out is extremely important for the health every day. please [inaudible] chrissy speak, even north and south of us are really important for all dogs to get info exercise. thank you very much. >> thank you. next speaker. >> my name is marie adamson. several things that i want to say about have already been said. so just 2 things. i think it was extremely efficient of our government to shut down so that we could conduct our own lands management, what's the

the more so on this important issue. i come to you from 2 perspectives. one is as a native whose spent all my life looking at the parks of our parts and see life that give us our unique civility. [inaudible] tog on my heart that this was a major loss for our city. for the reasons so many have spoken . the loss of civility that we find at ocean beach and other places where people can freely linger. my 2nd perspective is as the attorney who is principally involved in the litigation that forced park service to engage in the public input process. that was

important for another reason. that may give you some comfort in what you're doing. what you're doing is a bold move and require that the gg nra do things that they don't ordinarily do which is to listen to you and listen to the public comments. normally we have a system [inaudible] federal agencies of courts and states and towns. in the litigation of fort constant and later in the [inaudible] litigation, the court made a finding that broke that cycle of deference. the court said that when there's a showing of bad faith you no longer need to afford the park service the deference in the view of whether they considered comments properly. so that is why you are doing the right thing and you are friends of the gg nra when you make them comply with the law. thank you very much >> thank you. next speaker. >> my name is daniel [inaudible] thanks for doing

this. i'm not a homeowner. or business owner. in fact i'm not even from here. i'm a composer and classical pianist in brazil. 2 years ago i adopted my 1st dog extremely active red golden retriever who completely changed my life. one of the only ways i can really tire her down is actually [inaudible] off leash run both equally important. the goal was to [inaudible] it's a vibrant and the dogs care good care that owners provide to their dogs many [inaudible] in the dog world. newly search is being done on [inaudible] dogs have emotions. i hope future research will encourage again and in good treatment of animals. [inaudible]. communication is what maintains them a healthy

community and this is exactly what is not being done by gg nra. so dogs are friendly and they deserve their space to. i can't imagine the impact that will have in [inaudible] dog parks that are crowded. doug parks and off leash parks should be designed for recreation and that includes our dog. thank you. >> thank you very much. next he could. >> my name is lisa vettori. i actually also want to thank the park service for so efficiently recycling the last plan. because by doing that they generally have 2 make any real, do any work. listen to the public. i'm a former park service employee. i work for the park service and did a lot of volunteer projects with them all through the 80s and 90s. i am so sad about this. because basically they just said fark you and i'm sorry if you need that. you know, when they came

in here in the 80s, they had a [inaudible] talk about inclusion and about diversity and including everybody including all the different activities. i really appreciate the person talked about managed about planning and layering. that's what i started working with them and learning about. i agreed with a lot of us are environmentalists and i agreed without restoration. i did tons of it. i probably did more restoration than most of the people in the park service. now i feel like the park service is basically becoming a big mean bureaucracy who doesn't really care about its promises. i am sad about that because i think we could be something different and we can also show something different. it really is about

finding different ways to do restoration in cooperation with the rest of the [inaudible]. i think this is a park service setting this up for fellow. he pushed all the user groups into one place. for example i chrissy field, so they would interfere with each other. i'm actually not [inaudible] on from baker beach and for all the other places that people are not talking about because i need to walk. i need to walk far every day in order to maintain my health. thank you. >> thank you very much. next speaker. >> hello supervise my name is [inaudible] up in a san francisco residents since 1900 homeowner and a dog owner. let's go on his short trip. the journey in our minds imagine for a moment it's a beautiful day in sunny out until we can. maybe it's one of those [inaudible] who goes to ocean beach? everyone goes to ocean beach. people with dogs go people without dogs that's a

great thing. it's beautiful. now let's take a different journey st. peter different, dave. it's after maybe half hour before sunset. the weather is overcast typical san francisco evening. kind of cool maybe it's a drizzly maybe it's [inaudible] a breeze coming up. who is out on the beach? the people with a beach ball and swimming suits? no. the people out on the beach are the dog walkers. have a great time out there who do that every single day of the year because that's what our dogs need and love. now let's take a 3rd visit the gg and ra says we can have our dogs there anymore. who's going to be on the beach? it's going to be a young kid getting drunk, maybe. the homeless people, yes, maybe. the intravenous drug users, yes maybe. people looking for trouble, yes, maybe. it's going to be vandals, yes maybe. going to be bad elements. that can't be a good thing. today the nps

anyway, i think most of it's been said but i want to thank you, supervisor winner, and supervisor avalos, and that's go get some. good job. >> thank you. next speaker. >> good afternoon. my name is robin garcia and i'm a san francisco resident since 1991. almost from the beginning i had a dog so i've been in almost every dog battle that this dog this city has. and we had a lot. i don't want to repeat what all the people said, but [inaudible] the gg nra is just going to pass out what they wanted to. a few years ago we had those hearings it were really not public comments. we really got no way to really quantify what was said in those [inaudible] but my guess because i was there many times, most people maybe 321 or 4 to 1

were for basically keeping the status quo the way it is. that's what i came [inaudible] we cannot let the federal government come here and tell us how were going to [inaudible] rc. the gg nra is part of the federal government that they too had to take into consideration the interest of the residents of san francisco. this is not your 70. this is not one of those faraway national park. this is in the middle of our city. all i could to see [inaudible] once or twice a year at ocean park. just like moving the san one way or the other and then we come [inaudible] that golden retriever [inaudible] that doesn't make any sense. so we need to bring clarity to this. we need to involve our elected officials [inaudible] and what i really want to [inaudible] i don't know what we would be doing without what you are doing to make sure that interest of the residence
