that's ready, okay. >> what brought me here today because of transportation issues and i joined the organization power because i was at the bus stop when i was frustrated and a lady came up to me and said "are you interested in community concerns for transportation" and that's how i ended up joining power. what i'm here today to say is that i've been riding public transportation for about 40 years and i rode bart and still ride bart and i can go all over the bay area to get to hunter's bay point. i know time is an issue, but all

-- but overall i would like to say have a heart. i have 33 years office experience as executive assistant. i've typed up budgets and sheets so i know how the budgets work. i work for corporate america and commissions and doctors and lawyers and banks and i commute from the hunter's bay to the corporate district. i want to see fair treatment. i want it have the bicycles in bay view if i want to rent a bike. i want to ride from bay view hunter's point to the pier and get on the fairy. i want to do what everybody else do. and so all these budgets and all this other stuff, i think it needs

to be put in a late person's term because when you come to the community you have to come into the community in a respectful way and in a fiscal way. >> that was your time. >> can i say one thing. >> i'm in the task force and we have to go to different -- i had to go to southeast to hear about the $4 billion project and come here to hear about this. if it can be concise for the bay area and we can hear what's going on on. >> thank you. >> next speaker. >> i'm peter, i'm here from the transit rider staff. i want to thank you for making that a goal and to senator mark for securing the passage of sp 4942. i'm here to speak about the license fee. we feel it's imperative and a lot of you

have commented that a portion of those funds be available for transit service funding. i have the highest regard for the controllers office and mrs. muda, but it's inrealistic that the infrastructure improvements can themselves relieve the funding needs in this city. spare taught us the words structural deficit and what they meant and what the structural deficit facing transit service in this city is. it's unfunded long term. they're unfunded to support the transit needs of the transit effective process. the city will see over the next decades.

it was spare that identified the license fee which was the appropriate means to address transit funding. there are -- we're networking with a coalition. you received a letter on september 3rd and a letter yesterday. we feel it should be used to fund transit service restoration, service improvements and service enhancement and that's the most important source to do so. further more transit service funding is also something which can address the needs of the various communities of our city and we feel it's important that that be done as part of the overall program. we're all available to work with the controller's staff and the mayor's staff to insure that this program is more effective than what's proposed. >> thank you. >> thank you. next speaker,

please. >> hi, jessica with senior and disability action. i'm here speaking for several other seniors and disability organizations who we've been talking to about these issues who couldn't be here. i want to echo what you and the people on the public comment have said, that we support funding for transportation and this is important to our community but we do have several problems to where we are now. the first thing is lack of representation with those with disabilities on the task force. there's a big difference between having a city agency represented and having community organizations there and of the disablt and senior organizations that we've talked to, none of us was invited to participate. we're

concerned that these revenues are proposed. low income and people of color and disabilities, we like to see the license fee go for health and human service. yes, san francisco does a great job of funding healthy service. it's a question of where does the money go that we in the senior community see a strong need to improve services. looking at routes and low income areas, making sure stops haven't been moved further apart which has been happening and affordability. we ask to find a way to have community input before we go on. not just having briefing but a chance to weigh in and change the recommendations as needed for all of our communities. thank you. >> thank you very much. next speaker, please.

>> good afternoon. erik, union. the presentation was fine until she mentioned the overtime budget. we're not going to accept that not from our standpoint. it's not our fault. the budget has risen over the last eight years times two. $850 million. they've taken away service. they've taken away service where the $850 million budget. seriously, we're not going to be accepting the issues surrounding overtime. it's not our fault. and you have the faa who collected over $80 million over ten years. it went from chang to me that the agency requested two items to be funded from the fcctaa $700

million right now, that's in a safe spot right now. so why don't we have trains and have equipment. i brought the lighting street on market street, it's so old that we can't get a left turn only for the transit buses marketing second to make a complete turn without almost hitting a pedestrian or getting into a vehicle accident. we need lights and turn signals for the buses. we brought it to the fcctaa. how about coming out of the tunnel and send those down market and keep it flowing. nobody's mentioned that. to mrs. chang, the agency hasn't requested any of

those funds to do that, to work that and help out in the system. everybody is talking about what the operator is doing. every operator i've talked to said what can we do and what can they do to help this system work. no one has addressed that, please and no one has addressed me to be on this task force. >> thank you. that's it. >> next speaker, please. >> my name is angelina and we work with people in the city. i'm here because we're excited about the city having a conversation in the transit. we want to bring a social equity lens to this policy and conversation and suggest exploring ways to link

performance matrix and bench mark it the way the funding is being used. we want to make sure that funding does not call harm to communities of color and concern and really not have any decrease service to existing riders. the second part is where does the funding go. it's important as many of you have echoed to have folks who utilize transit be the one to shape ha the community -- shape the community and decide where those fundings should be. >> environmental justice organization here. part of the coalition that sent the letter and signature as well as to that letter, a couple of areas, we want to associate ourselves around the expenditure plan. i've been involved in other,

both sale's tax and other revenue camping in the area where we've had a more rebust plan and we didn't deal with the task force. i think we need a much more expensive -- there was a long list of folks. if you look at that list and city staff, i don't think that by its own numerical listing of how many people were on there shows the representation. you heard from the board. around the expenditure plan itself, we need a more wider conversation. you heard the idea today that if you have a more closed group of folks making decisions, the expenditure plan is going to follow that. i think peter from the transit rider union brought this idea around and more importantly the notion

that we're going to be able to provide more service, simply by didding state of good repair, replacing our vehicles, that's a necessary thing but it's not significant to add the kind of service improvements that we think are necessary and the system need and what the staff can do to develop an equity to tie the revenue where the expenditures might going. having real transparency and monitoring and it's important and we look at how we're containing the capital cost. thank you. >> thank you very much. next speaker, please. >> hi, steve wu from china town cdc. we represent china town which is highly transit. we support transit in general. we want to make sure with the

mayor's task force that we take a riding tide float approach. our neighborhood is extremely low income and transit dependent and we want to make sure that into discussions about transit, there's an analysis done which we haven't seen about how the expenditures will be planned for equitable. as bob mentioned, it's good to set performance matrix to tie the expenditure plan or to help inform the expenditure plan as to how it can be -- how it can get out to low income neighborhoods. unity is under funded but they served poor people and it has been the poor people transit system. transit riders are becoming more middle class, which in general is a good thing and we think more people should ride transit. we

don't want transit revenue to be prioritized to one group or another. we think transit revenue should help all people and the services that have served china town folks and low income communities is protected as well as other services expended. so we really think an equity analysis is important and we look forward to working with all of you and transportation authority in helping develop something that can better inform the transportation expenditure plan that's before us today. thank you. >> thank you very much. any other member of the public who like to comment on the task force staff update. >> if you want to talk about the task force update, that's great. come to the microphone to speak.

majority of the commission members today spoke about some concerns in terms of involvement by a wide speck of san franciscans, when do you expect the task force to be done with its work. >> commissioner, we don't have a stat tory deadline. but we have a meeting on the 29th and then november 19th. we initially had expected that we would would be done at the end of october, but because we felt like we needed to reach out to more constituents, to more stakeholders, representative bodies that didn't have a seat

at the table, we extended that period and so after the meeting next week we'll have a better feel for whether or not we can actualry complete the final report and present to the mayor and the task force on the 19th of november. >> the only thing that i would say is and i thank you and appreciate the fact that there was an extension of time. given some of the comments we heard today, i don't see how you can complete something that incorporates all of the issues that had been raised and have that completely by the 19th of november and ultimately this is going to be presented to the mayor and also to this board and i think that you're going to have a lot of questions if you don't take the time to do it in a way that addresses some of the very legitimate issues that were raised today. >> if there's specific

recommendations for me, or the members or the transportation authority, that is something we can accept and consider. i think to some extent because we don't have a lot of specifity as to neighborhood, there is a concern or a doubt that there will be significant improvements made in the neighborhoods and the issue of equity does come up. most of the very -- most of the expenditure plan as its proposed -- the better market program, you all the signals, all of the replacement of the

vehicles and the pedestrian improvements and bicycle improvements, those are neighborhood centric. we the task force are not equipped or able or trained to identify exactly which neighborhoods and so i'm not sure how much of that can be done regardlessful how many months. if there's recommendations to move some categories around, that can be done within the next month that people can a dpree on which is a more consensus document. >> i appreciate that, but i think that if you're going to come up with something that is going to go to the ballot down the road and going to be able to successfully get us to 2/3 plus one of san francisco voters agreeing on something, i just don't think that you are

where you need to be in terms of that right now and when you have a majority of the elected members of this body raising concerns about who was at the table and about the level of input of some very key stakeholders, i think it's an issue, and i don't think that a november 19th deadline will get you there. so that's all i'm saying, and i don't know what the solution is, but i can tell you what it isn't, i don't think you are where you need to be to get to that point. i just speak for myself. >> thank you. >> okay. mrs. muda thank you for your presentation and we do want to work with you. we want to bring our communities to you
