cindy choi and other folks. our i think all of you should have a copy of the report that we'll be giving to you it includes our observations 12 and 13 update on the bbc challenges and questions and a concerns. you have the copy of the bilingual committee observation report 12 and 2013 we gave to the oversight committee in may of last spring. additionally you'll have what we're proud of the san francisco unified school district program guide it's available in china and a myriad of other languages. this is one of the many examples that the san francisco unified school district has been responsive to the b b y and the

>> (speaking foreign language.) >> we like to honor and recognize the work and commitment to a bbc member who served for many years and recently passed away. thank you >> thank you cindy. >> so, now in our packet you have the copy of the bilingual observation report for the observations we made in 2012 and 2013. this is a report that we submitted to the internal oversight committee. i'm not going to read through this but i want the opportunity to highlight a couple of things. they visited the school sites

and they represent did bilingual folks. they met with the administration and the fourth and a fifth grades. this was for students at the long risks not to learn. we wanted to compare the pathway students. we're going to talk about the bbc challenges but i want to add because of the lack of numbers we did those observations with 5 members. so it really made a big impact on the scope of the work we remember able to do but we were able to put together a comprehensive plan that really the leadership of maria who served as our historian as

helped with the leadership. we put together our observations linked to the same 10 concerned that the department of justice had highlighted for this san francisco unified school district in their communications with the district. they're concerned are our concerns. there are 10 areas of concern that the department of justice highlighted and we looked at our observations through those lessons. i won't read all of them by item 4 is the improvement of communications with the families and item 67. the support of long-term members. when we visited we found a lot of improvement to reach out to english speaking families and the parents guide is a fine

example of how we as a district are moving forward with reaching it out to families. when we went to visit the site they were having community meetings and we observed the parents are actively involved and offered translation. we heard from parents that many of them are involved in school counsels and a are working together with the staff. we - we have be able to see we is saw the english book is being used by the families and staff to provide information to the families that they may not have known or access before. that's our recommendation that the handbook be distributed to

staff and faculty. if we just go down to our bbc recommendations. we want to continue to ask there's improvement regarding the pathways. there seems to be a gap in the especially understanding families about the option they have in the pathway. just to continue to ask bbc to do the good work they're doing and a making sure the families know the option. the uniform policies and generate the handbooks and that is a concern for us. plan more inservice program so the families know the policies and continue to use the report card and provide the teachers a

copy and number 6 is the long-term english learners. we found that the sites found with this the report card because it goes k through 5 it has some more information that is helping staff and families start to track their kids are long-term english learners. the report card is being used for an important informational guide. we see some sites that staff is still not completely understanding or aware of the classificati classifications themselves. so we're serving the parents we have to continue to serve new

staff it's pretty big and difficult to understand it's changed and continuing to change especially this year w with the new star tests changes. we really want to make sure there's a continuing education with staff for the reclassification process. if you have any questions, i'll be happy to answer them later or do we hold questions for later do you have any more left in your presentation? we'll do comments at the end of the presentation >> i'll report on the b cc and it's challenges it's the most important how to advocate on the behaves of the folks. it's to be empathized of fourteen members and currently,

we have 9 members thank you for appointing tyler woods. and with the new policies that are being discussed by the board as it relates to your board 4 team members we have we need 9 seat to be seated if we want to reach the fourteen member and we want to see how long a seat can be empty. we're concerned about limiting painter voices or the impact on parents voices that the new policies might have and really want to work closely with the board to see how long we can have the representation.

one is to consider a application process where we would be selecting 4 folks who are interested in being part of the b cc and having the application process bring the recommendation to the board and once we'll fill the seat and engage the board by having the board recommend applications during each cycle and additionally we want to receive the terms for all b cc members and it isn't necessarily clear and since the board wants their community to serve a

diverse representation >> thank you. >> so we're going to end our portion of our report with four questions and concerned. the first is in keeping with the fact that we're trying to find and repute more b cc members we often have trouble even defining to the public who we are as we're trying to recruit people. he want to know what the board of education plans are to promote the b cc as you're looking to help us be a positive part of the team working with english language are learners along with pack we want to them to know how the promotion of the b cc as well as the teaching to

continue to promote the b cc. i know we're on the we are talking about and posting our agenda and what else can we do it promote the b cc. we'd a lot of the board members to come and some folks have come and we've changed our meetings so i think there was a conflict with one thought i think it was one of your subcommittee meetings and we can be flexible and is if there's another conflict while try to resolve those. we courage the b o e commissioners to regularly check in with our appointees. but it would be great if you regularly check in with the people you've appointed to keep

a finger other than the pulse of the b cc. number 2 we instructional with timely translations. it's our right and responsibility to ask for translations as better can be asking for translations for our own members. we want to continue to exercise the right of translations and we're trying to be concerned about perhaps there's a need for - we're concerned about the workload and we're going to have those folks come and talk about how they, better do their job. we want to highlight the san francisco website was not updated for spanish and this has

had a big impact on our engagement there's 13 drop down memos and all 13 were in english and 13 were translated into china's and only 6 were in spanish and it's important because this is the enrollment period right now. we were told the response back was that all those who were not translated we're taking them do you now we only have 7 enrollment and hopefully, we'll have 13 but this is impacting our family engagement. this is one example of how the work of the translation department if they've over worked or understaffed and

unable to get something as important to the districts family engagement piece as enrollment that's concerning to us. and 3 this is a question to the b cc staff do you receive many training a question that had come up and part of the counseling practice for the families it is - includes giving the program guide and a mentioning the multiple communities to them. we know it's given to families by there can be a highlight. i know from my work from a preschools director one of the first parts people are told about take. we want to know when the b cc is giving consulting the way they

information lacking. so i'm wondering why do you think that is. why do you think that you're hearing an observation that the meeting are unorganized and unfocused? >> well like we said we 9 and note that we saw a rage in the limited museum of observations we were able to do with or it's a small committee and it's interesting to us we heard and went to many schools we had a rage. people felt really encoder k empowered and excited but if all fairness like the report when we heard they found delax that the communities found that the
