treatment being provided by the city. that's very important because looking at the non-profit entities, these are mainly concerned with memo health issues, substance health abuse. it seemed to us based on our discussions that you can track the various performance techniques. that's why we wanted to ensure that "avatar" got in the service. >> the "avatar" system is it in existence? >> it's in existence and has been used at some level and the report we got that it's very difficult and contractors are having problems of the system of the data entry problems. in that sense it's like any system starting up, but there was certainly complaint and concern that the contractors didn't

have enough help in working the system and that impaired the over all "avatar" system. >> if i'm a service provider and i have access to the "avatar" system, does that mean i'm in my office and i upload information. how exactly, do i need to go down to the public office? how does that work? >> it's a marvelous system. many aspects of treatment can go into that. there are criteria for reimbursement and compensation of the contractor which is necessary to have a good way for entering your data, and that was the main problem the contractors had because they weren't able to get their bills paid and other techniques had to develop to

get the money flowing. the system isn't fully implemented is from my understanding. but what you can do is pretty impressive to be able to track mental health treatment and being able to select bond methodology is going to help. >> thank you very much. we have another speaker. >> hi, my name is dr. kelly hong, i'm the manager for cbhs, it's the mental health and substance abuse component. "avatar" is the electronic medical record for cbhs. it tracks, it's where we track the information for medi-cal standards. it will be in compliance for all the use

measures which are federal measures coming in the next few years. it has already started for san francisco general. so for the purposes of the committee is that there are other electronic health records that are being utilized in san francisco general at amongst primary care. "avatar" is specific to mental health and substance abuse services. within that, there are measures that we are required to provide to the state as well as to the feds regarding outcomes. so they are correct in saying that it's robust in what it has available to it. at the time of the review it was implemented, we are fully implemented at this point. what i mean is that everyone is using it.

>> how long have you had the system? >> we started in july of 2010. >> 3 years? to get fully implemented? it's a long time. >> yes. >> why did it take so long? >> it's been implemented. the first year of implementation, we were given access to the people who need it. basically your question, how does it work, where do you get the information? this is a web based service, it's available online and you have to be online and available for practitioners to have access to the information. we have customized so the product allows for a vast amount of

one for all. i thought that was very important. with that, those are all the comments i have. >> can i make one more comment? >> of course. >> your question was absolutely perfect. our grand jury work was completed in june. the work done by the department of public health on the "avatar" system is admirable. when we started our work and during the majority of our work during the year that we served, the "avatar" system was not up and operating. as a result of the work of our members of the subcommittee with the department of public health they added additional assets and additional personnel and have in fact implemented and have been up and operating our system. the effect of the grand jury is not always making findings and recommendation but sometimes as the interaction they have from the public in
