denver. and it was an awesome, awesome, event. and i met the woman who wrote the book the new jim crow and went to a lot of formerly incarcerated people and hear the meetings about was based after having a low drug non-violent felony, and it was just a really eye opening thing, and dan safe also did a little bit of a meeting with clubs, and stuff like that that i attended and then, on another note, i just wanted to notice that reed has passed away and he is a big hero of mine and so i am sorry to hear that. and just wanted to get some words here at the commission. >> thank you. >> any other commissioner comments and questions? >> just want to say that i had the pleasure of working with lou reed back in the day.

to have a conversation just, and i don't know if we need to, you know, they want us to do anything or whatever, but i would like to hear from them, and i would like to talk about how we can at least have a conversation around harm reduction in night clubs. and i also think that it would be interesting to hear about the new drugs that are out there and some of the ways this they warn people and what they tell people not to do and i think that this is a great message to get out there. and if we can stop harm from happening that would be great. so i would like to schedule that for the first meeting of december, if we could. i thought that if i offered a date then it would be helpful. also, since halloween just passed, i know that cami has talked to people about halloween. and i think that we should do something to work to see if the

city can't somehow get a parade going, or something like that, because, i think that a lot of other cities have parades and have the ability for things like this to happen and i think that our city could do this, and i know that there is a lot of public interest in having something like that happen. i don't think that we should close off all of the streets and have people party because i don't think that really works, but i think that if we had some sort of organized party of some sort, i don't want to put any limits or ideas, i just think that we should think about that. >> and also i just want to ask about ten b, and if we had heard from scott weiner's office about when they will be coming to talk about that. >> i have a meeting last week with an aid regarding numerous issues as p pertains to outdoor

events which is where i think that the ten b sort of fits in. and they are not prepared yet with anything, to move forward publicly on it, but there is still movement. and just, and i don't have any dates, specific for you at all. >> and okay. so, do you want the halloween discussion, or like they did it in something in the calendar. >> and i think that this might be something to calendar, but i think that there needs to be a little more inner office and discussion in with the people that are from the neighborhoods who are interested in helping. and i think that that is why i want to go because there are people from the neighborhoods who are hoping to participate and i think that that, if that is true, then that is a great way to maybe, incorporate the neighbors, and stuff into things that we do. >> great. >> and if i could ask, i guess,

that at some point for you to in touch with those neighbors, to find out when you think that might be best organized, and then, we direct the conversation, specifically as we can, those of us who were around for the last ten years, remember, a lot about attempts and even this year, i think that the discussion around bringing something back for halloween, and we learned that it is still too soon, which is really the short answer, but, it does not mean that we can't hear from community, if you think that they have something to say, and i do want to add, just for context, that, we are beginning to be concerned as a city around the day of the dead. and we saw a huge increase in activity and numbers and in the mission, and some behaviors that were not so positive with respect to that.

and sort of unsponsored gathering as well which is the day after halloween and so again, the context of that conversation, keep in mind that we may have a new challenge and certainly the police will have a new challenge. and if that continues to grow. >> and i also wanted to just add, if you don't mind, when we, when the entertainment commission was working on halloween, part of what we did was a light parade and the person who did it was a guy named jim lights and i would be happy to give you his contact information and so that he can explain to you the good parts and the challenges, of doing the parade. and just also, you need to know that a parade, of any kind, of any length, requires a tremendous amount of city resources, and again, i am not sure that i agree with josylen that they having been involved

with halloween and the castro and our attempt to take it out of the castro into a big venue and the challenges that have, and it might be too soon, politically and for that to happen. and but, i encourage you to meet with neighbors and the neighbors have the best voice in the city. >> and it is next year, too, halloween falls on a friday and i think that, you know, the police kind of really pointed out the officer that having it on thursday was so many advantage to distribute all of that and i don't know that people want to party on halloween and get dressed up. >> i have a question. was this, was your idea a daytime parade or a nighttime parade? >> >> i am thinking early evening after work, 5 to 7:00 and i just remember that new york has a great parades and new york

has a ton of issues and it is a huge city. >> we have to be cautious so we don't have that conversation right now. and so i am thinking that there has to be some way to get the communities involved and because the community has asked if there was some way to look into it. >> and everybody else, started to do the in-house thing and we all have an extra day, that, you know, you don't have a busy weekend and then all of a sudden, halloween is in the middle of the week and the clubs want to rent out the venue. and obviously, you know how that goes. and we were there when, when there was security issues and you know, when we really tried to have that castro party and i think that was a great thing and again, like, audry says that politically it is a stuff one, but you know, a deversion,

librarian was guilty of three years of violations for further report of gifts and these are laws that are designed to represent those in the public from representing the interest of those who give them money instead. and in order for the society to protect itself, the city library had to sign, every other year under penalty of perjury that he attended ethics trainings on reporting gifts and in order for this society to protect itself, the city has to sign that he has taken training and after that he has signed the perjury that he had nothing to report, while he was receiving $65,000 per year, from the friends of the library. and these statements under the penalty of perjury had no effect on inducing the city library from making the required disclosures, the reason for the signature under the penalty of pergry is to

make every violation willful and to create the constructive knowledge of the regulations. advice from the office and from the library department account ants and from the lawyers from the private non-profit providing money all had no effect in enducing city library to make the required disclosures, it goes without saying that the oversight, and we don't have these laws, regarding the disclosure of gifts because everyone hates christmas and the laws are because the potential for conflict of interest exist and so that we can have some notice of the officials doing favors for the private wealth that are giving the gifts and we know that in the 12 years of the friends of the library, the friends of the library ex-spended $53 million. and the amount expended to benefit the library was 5.1 million or 9.6 percent of that

total. the friends have no agreement with the city, but they do have an agreement with that city librarian and he is now acknowledged that the quarterly reports that were provided under that agreement were in fact never done. that the way off for the gifts, is that this private entity gets to proceed without any accountability or oversight whatsoever. this is the trickle down effect from the fact that you were on notice, to the rest of the city that you regard the enforcement as negative, and by implication, the law breakers as positive. thank you. >> and, thank you, may the minutes reflect that commissioner hur arrived at approximately 3 minutes into that statement, thank you. >>
