project spitting of her own personal desires to see something of significance to be developed in the western edition by black folk as rooerd townsend refers to us and she supported our efforts to support that project. the connection of those two points in history for me is the recognize that i follow the path into business and for that was with regarded with the opportunity to work on this project. to create a one hundred affordable senior units in the western edition dedicated to mary rogers pr i'm eternally grateful for the opportunity to witness her leadership and her

passion and her commitment that she dated in working for this community. i want to read a brief list of the folks who helped to make this project happen and to recognize the numerous individuals and thank them for their work. first faye paulson of yorba exposure. now that you've clapped could you hold your applause for everyone else after i've finished the list. mohammed and ms. jones all the folks at kay hill our architect team and all the various consultants. community housing partners and

affordable housing developers and after participating in the be financing of those fields. it takes a tremendous amount of teamwork and pool of resources to make this happen. i do want to highlight the city of san francisco's contribution to this deal. it wasn't the biggest dollars it was the first money in. once that money is committed to a deal it can be lifrjd to private and public sources. i comprehend the city for investing in our community through affordable housing and i hope they will continue their work. reverend fong and michael your respected team at urban core at

first office that sees problem when you see foreclosures. in the past the height of the recession we saw 90 foreclosures and this year we're at the 26 but it's still too many. i think we have a long ways to go to remain affordable and we have a role to play. i want to say thank you, thank you, thank you and, of course, to the family helene rogers her spirit lives on so thank you so much >> thank you. - now on the board of supervisors. prior to that, i got to know london first and we're all proud she joins us ann as a representative of the board i want to say thank you for all our supports and for the rogers family >> (clapping) >> thank you. my first meeting at the national association for the advance of colored people the naacp i was very, very young. there were a lot of members of the community there. alex was the president at the time. i raised my hand and proposed an idea and was shot down all of a sudden out of no where this

petite young yelled we support young people and listens to this child she's our future and she went on and on. i said is that ms. rogers? i asked that because her name had been in honor household grouping. my grandmother would tell us stories about how ms. rogers did this and that. low and behold it was ms. rogers. when i had an opportunity to be part of the redevelopment allocation i made a phone call and rooerd jones but ms. rogers said this will be great for the

community but you have to do what you think is best for you if you can be an advocate for the community then i support you. i was able to be on this great committee where that folks were at the forefront of approving affordable housing and we were all at the table to name this facility after ms. rogers i was proud to be part of the process and working with her over the years. ms. rogers was a big presence i equipped her to be around pardon at any time hard for me, i can't imagine the impact on the family who had given her to the community. she made mario come and pick her up for a meeting and forced here

kids to be part of the force. that's why we're standing here today because many of the housing t is primarily due to ms. rogers fighting against the injustice of redevelopment and how we make decisions in this city. this is why i'm personally so appreciative of the tab natural doing the outreach. the reefrdz were aggressively outreaching to the african-american community because our numbers are over he 50 percent of the population which includes the seniors. ms. rogers wanted to make sure we were reaching out to the population and make sure they were living here like not only in the city. i appreciate the tab natural. we had a previous developer

michael johnson's has stepped up to the plate. michael johnson stepped down with the china town and they said absolutely we want to be part of this they develop incredible housing projects so the partnership of those along with the tab natural to make this affordable housing possible t is absolutely incredible and i know ms. rogers is 13450i8 down on us to make sure wire doing the right things. i'm honored to be a supervisor at that time, like this is opening up to our population. it's a beautiful building. i haven't seen the artwork but mario was actively see involved and we have so many people who

are important. i want to mention reverend town sunday who dealt with the fights and so many people made this probable possible. mr. king led the fight for the naming of the site after ms. rogers. it's an honor to be here and an honor to really have known ms. rogers and know when i'm making decisions at the board of supervisors i want to also know what ms. rogers do. if i do that i won't be politically correct and she was about that. you i'm happy to share in this occasion. i want to bring up the mayor >> thank you all so much for

sharing with us on this occasion. >> well, thank you supervisor it's often said i just wanted to share my personal appreciation for everybody that's here we need to keep together closely. this is another a example of what we can do. just imagine i've got to thank mary helene rogers when they pointed out out that young would woman in the crowd that's another way of thanking the rogers family. but just think imagine if the asian and the african-american community got together on more projects what we could accomplish. this was what was behind the selling con valley and the experience of the city together

to provide leadership on housing so that one hundred units can be just a start. this is just a start. we know already it's rk9 our values 20 of those units targeted for homeless seniors we've got to take care of our seniors. i want the city to show it's love for a whole generation of people. so let's keep coming together. we need more banks like silicon valley ail our banks to join the nonprofits and to join the communicative base and a developers like urban core and others to get more done. that's what's behind the infrastructure investment a replacement for very development.

we weren't going to cry we were going to fight. so we were here two times and many of you recall that rainy day when we green broke ground. we keep he pounding the ground. we came back and said with rooerd townsend we're going to do something else we're going to build the big picture. we announced the community trust fund for 1 and a half billion dollars to use that money to replace the projects so we full those other promises we made. and this is what's behind the mary helene rogers site. it fulfills a promise we

wouldn't have poverty housing in this city to revision public housing. so let's keep working together all the elements that mr. johnson identified we need outline r all those we need urban core and everybody to work across different racial ethic divides. we're not going to end this is about mary helene rogers legacy. i condominium to you this is just another beginning of more projects to come as we bring more people across. this is a city that's rich in resources. we've got 80 get those resources to talk to each other and make a commitment to build more housing in the city. reverend fong i'd like to have

my mom and dad raised us in the community awhile she fight in the community she didn't fight us she beat us and made the familiar roses that reverend townsend talked about. i want to thank everyone for coming out. in the one of my mom's themes. sure. michael, thank you for doing this project. i need to set the record straight for people in this community. there was an outreach done in this community people complaining about black folks not obeying being accepted in this project they were. some of them didn't qualify and do what they were supposed to do. they didn't follow through with what they were supposed to do.

reverend mccrepe maid that everyone got into this project. those who got in did what they were supposed to do. awning driveway would you raise our hand. mark he got back into the project so i know it works he's my brother envy twin. outreach works (clapping) so i wanted to set the record straight. michael working diligently with this family and chinatown worked diligently with the family day to day. i worked on this project from the day it started to end. so i know they did what they were supposed to do. i wasn't going to let it had

anything else. when they told us the rent was going to be too high we went back to the drawing board and came up with other monies to induces some of the units. so they did a good job. thank you from the family for everybody that worked on this project. my mother it smiling down other than the project and city. we were more than ready to share her because she made sure that we did our homework and chores whatever. and if we didn't you all know what she did to us. with that, i'm going to turn it over to my baby brother paul he wants to sing a short song to my

everybody and thank you for being here to witness and a celebrate the signing of dues process for all ordinance in san francisco. and first, i'd like to commend supervisor avalos for your work supervisor in bringing this important legislation to this body before the board and public. i want to thank all the other supervisors as a role wholly

know they spent a lot of time on this to think about the changes we're macro and i especially want to give a particular things to tang and kim for oh, amendments it strengthened the ordinance itself. i also want to give a very strong thank you it the numerous agencies about public safety but the cabinet rights ease the cabinet advocates many are in the room today including the groups that xhiepsz is rights committee i had the opportunity to hear the stories of victim who were getting tangled up with icing detainers for trying to cooperate with our police department. i'm also glad to have our police

chief and he also is the first chief in the state of california to support assemblyman trust act which all of you has been signed by governor brown. thousands of our members of our limited english and immigrant community, in fact, all our commensurate's live in fear of did he portion and they've mistrusted the system. so this is a message i want to send by the signing of this ordinance and i'm speaking to our immigrant communities that's it's safe absolutely save to call the police if you're a victim or witness to a crime. everyone knows we need to stand

against s come we also retain some local flexibility to deal with violent felons and while we compromised on that aspect of it and understood how complicated that was that perhaps we had points of view on we never lost sight of getting rid of s came. so we do what i think other government's should do we found the common ground and that's why i'm proud to be signing this ordinance. i'd like to take p the opportunity to invite supervisor avalos what it's meant to him but basing also to the rest of the city. thank you, mr. mayor. and i want to thank you for your work

on this legislation. we met in early august to discuss this item and i was very impressed with how much you thought about the issue and what the city is facing and the immigrant in inform and around this country is facing with the s come system. your well, with our staff. i want to thank law enforcement as well as for your input in contrast this legislation and thank you sheriff and the police departments who helped craft this legislation. i most of all, i didn't bring this legislation forward as the defense economy did interest i represent a district about 50 percent of usor foreign-born so

some people on the street have experience with immigration that are really unfair to the contributions they're making in san francisco but the organizing that was good morning and the conversation was very, very strong and actually passing this legislation and doing the advocacy puts you tell u us at a higher level to protect immigrants. and the relationship we build between government and community will strengthen our police efforts to make us safer. and most of all, i want to thank people like nellie who got entangled as a victim and later spent 8 months facing deportation procedures. no one should have to have fear

of calling the police wondering if they're going to get deported. people should be able to come forward as witnesses or victims and this legislation helps that happen. as the mayor said no one here should have any fear again if you're immigrant call the police whether you're a victim or witness. i want to thank the colleagues. i do want to thank supervisor kim for helping to bring forward amendments we worked all agree on to move forward this legislation. everyone are regardless of our citizenship status should have due process and it's a constitutional right and it's the fifth amendment of our constitution and we here in san francisco uphold that and we say
