1:00 pm
it is going to one? >> yes, formally we would do it in the office but anything that goes after ten p.m. and it is outdoor we bring it to you. >> great. >> any other questions? >> would you be opposed to at least have the communication with you know the head of security of the hotels, in case you do get a complaint that they can call you. >> absolutely. no complaint with that and no reservations with that. we do have them as part of this. >> so that they can call you directly rather than go through the police. >> and absolutely, and we can coordinate that with the four seasons and i can check in with the other hotel and we can coordinate through the area, with just a few others right there. >> but, the names escape me. >> commissioner campagnoli? >> thank you. and so you do have some ten bs? >> yes. >> you are hiring, could i ask
1:01 pm
how many? >> that is yet to be agreed upon is what it boils down to, the station itself is making the assessment and going to let us know what we are going to have on site. >> you have met with them? >> yes. i am here for the sound permit, for the after hours sound permit but there has been a variety of different portions of this, and the head of security for play station has been in contact with central. central, southern. >> southern. >> sorry. >> and what is your (inaudible) called? >> and how many? >> and so they did they are expecting, around 500 is what we are, is what we are enthusiastickly estimating. >> this is a game release? >> ps 4. >> the new system. >> yes. >> it is the play station four. and not my dem graphic, either, but i know a lot of people who
1:02 pm
get a lot out of the video games. and >> so this is a young crowd that you are expecting? >> the demographic is 14 to 35 when you look at video games as a whole. >> yeah. >> it leans towards males but it is a mixed crowd and it is 14 to 35. and so, because of the price of this item, i am thinking that it is going to be in talking with the play station people they are going to see a slightly more mature crowd and it will not be a bunch of 15-year-olds running aaround unattended because this is going to cost some money. >> right. >> all right. i think that we have heard as much as we would like to hear. so thank you. >> thank you. >> and any police comments on this? >> all right. and is there any public comment about this? >> seeing none, i have the public comment closed and the matter is now with the commission. >> commissioner campagnoli? >> what we have heard from
1:03 pm
southern? >> you should have the police conditions in your folders. at the very end, southern station, and sent these today and they were unable to attend this evening. >> okay. >> and do you see it, and commissioner campagnoli? >> yeah. >> and i need these back, though. >> right there. and all right. >> all right, so, i am happy to take a motion. >> i move to approve, is there a second? >> with the police conditions. >> sorry. move to approve with the police conditions. >> aye. >> seconded by commissioner akers. >> any discussion? do we want at all to limit the hours, i mean that they said three to one is really just three to 6 is when they are setting up. and then, i don't know if anyone has any feelings about after midnight or...
1:04 pm
>> so 6:00 to 1:00 are the hours. >> yeah. and i think that they said 6:00 to 11 are the hours and, then they want to continue playing some music 11 to 1. >> and which is essentially 6 to 1. >> yeah. >> true. >> and i am thinking that as the people go through and to the crowd starts to disperse, i think that what they are trying to do is giving those people who have been waiting in line for hours, you know, something to sort of, and i think that like if this is in a more residential area, i would be a little more concerned, but it is right there on market street. and as long as... and there will be there, people there controlling the sound. i feel like they have done a lot of connecting to people, so that if there is a issue, with the sound then they will be responsive to it. and so, i think that it should be okay. but i would understand if people wanted to restrict the
1:05 pm
time also. >> i threw it out there, we don't have to keep going with it. >> i think that it is okay, they have communication with the security at the hotel and says that the southern has a right to shut it down if it is really too noisy. >> okay. so there is a motion and a second? >> could we take a vote, then? >> okay. on the motion commissioner akers? >> aye. >> hyde. >> aye. >> lee. >> aye. >> campagnoli. >> aye. >> and president tan. >> aye. >> so, congratulations, and the permit has been approved and we will move on to the last parts of our meeting. i don't know where commissioner joseph is. >> all right. so, just two more items. commissioner comments and questions is next. so, commissioner hyde, why don't you take it away. >> all right. >> a couple of comments, i have gone to the international drug
1:06 pm
policy reform conference in denver. and it was an awesome, awesome, event. and i met the woman who wrote the book the new jim crow and went to a lot of formerly incarcerated people and hear the meetings about was based after having a low drug non-violent felony, and it was just a really eye opening thing, and dan safe also did a little bit of a meeting with clubs, and stuff like that that i attended and then, on another note, i just wanted to notice that reed has passed away and he is a big hero of mine and so i am sorry to hear that. and just wanted to get some words here at the commission. >> thank you. >> any other commissioner comments and questions? >> just want to say that i had the pleasure of working with
1:07 pm
lou reed back in the day. and i was really sad that he passed away, i am with you. >> any other comments? from commissioners? >> i just want to say that i want to ghost ship on october 19th, was it? and i forget, but it was a halloween party and i thought that it was a great way to activate an old port that is going to be developed over the next 20 years. but nice to see, some life infused into that area, and it was a really well run and the great art and music. >> and any other comments, if not, we will move on to the next item. and the public comment and there is no one here. >> all right, we will move on to item 7, new business requests for future agenda items. >> commissioner hyde? >> yeah. all right, so, since i was at the drug policy reform conference and i talked to dan safe, i would like to have dan
1:08 pm
safe come here and i would like to have a conversation just, and i don't know if we need to, you know, they want us to do anything or whatever, but i would like to hear from them, and i would like to talk about how we can at least have a conversation around harm reduction in night clubs. and i also think that it would be interesting to hear about the new drugs that are out there and some of the ways this they warn people and what they tell people not to do and i think that this is a great message to get out there. and if we can stop harm from happening that would be great. so i would like to schedule that for the first meeting of december, if we could. i thought that if i offered a date then it would be helpful. also, since halloween just passed, i know that cami has talked to people about
1:09 pm
halloween. and i think that we should do something to work to see if the city can't somehow get a parade going, or something like that, because, i think that a lot of other cities have parades and have the ability for things like this to happen and i think that our city could do this, and i know that there is a lot of public interest in having something like that happen. i don't think that we should close off all of the streets and have people party because i don't think that really works, but i think that if we had some sort of organized party of some sort, i don't want to put any limits or ideas, i just think that we should think about that. >> and also i just want to ask about ten b, and if we had heard from scott weiner's office about when they will be coming to talk about that. >> i have a meeting last week
1:10 pm
with an aid regarding numerous issues as p pertains to outdoor events which is where i think that the ten b sort of fits in. and they are not prepared yet with anything, to move forward publicly on it, but there is still movement. and just, and i don't have any dates, specific for you at all. >> and okay. so, do you want the halloween discussion, or like they did it in something in the calendar. >> and i think that this might be something to calendar, but i think that there needs to be a little more inner office and discussion in with the people that are from the neighborhoods who are interested in helping. and i think that that is why i want to go because there are people from the neighborhoods who are hoping to participate and i think that that, if that is true, then that is a great way to maybe, incorporate the neighbors, and stuff into things that we do. >> great. >> and if i could ask, i guess,
1:11 pm
that at some point for you to in touch with those neighbors, to find out when you think that might be best organized, and then, we direct the conversation, specifically as we can, those of us who were around for the last ten years, remember, a lot about attempts and even this year, i think that the discussion around bringing something back for halloween, and we learned that it is still too soon, which is really the short answer, but, it does not mean that we can't hear from community, if you think that they have something to say, and i do want to add, just for context, that, we are beginning to be concerned as a city around the day of the dead. and we saw a huge increase in activity and numbers and in the mission, and some behaviors that were not so positive with
1:12 pm
respect to that. and sort of unsponsored gathering as well which is the day after halloween and so again, the context of that conversation, keep in mind that we may have a new challenge and certainly the police will have a new challenge. and if that continues to grow. >> and i also wanted to just add, if you don't mind, when we, when the entertainment commission was working on halloween, part of what we did was a light parade and the person who did it was a guy named jim lights and i would be happy to give you his contact information and so that he can explain to you the good parts and the challenges, of doing the parade. and just also, you need to know that a parade, of any kind, of any length, requires a tremendous amount of city resources, and again, i am not sure that i agree with josylen
1:13 pm
that they having been involved with halloween and the castro and our attempt to take it out of the castro into a big venue and the challenges that have, and it might be too soon, politically and for that to happen. and but, i encourage you to meet with neighbors and the neighbors have the best voice in the city. >> and it is next year, too, halloween falls on a friday and i think that, you know, the police kind of really pointed out the officer that having it on thursday was so many advantage to distribute all of that and i don't know that people want to party on halloween and get dressed up. >> i have a question. was this, was your idea a daytime parade or a nighttime parade? >> >> i am thinking early evening after work, 5 to 7:00 and i
1:14 pm
just remember that new york has a great parades and new york has a ton of issues and it is a huge city. >> we have to be cautious so we don't have that conversation right now. and so i am thinking that there has to be some way to get the communities involved and because the community has asked if there was some way to look into it. >> and everybody else, started to do the in-house thing and we all have an extra day, that, you know, you don't have a busy weekend and then all of a sudden, halloween is in the middle of the week and the clubs want to rent out the venue. and obviously, you know how that goes. and we were there when, when there was security issues and you know, when we really tried to have that castro party and i think that was a great thing and again, like, audry says that politically it is a stuff
1:15 pm
one, but you know, a deversion, a way from, you know, our venues can only hold so much. >> and when the things start moving along, with twitter and texting they move around. and they tend to... >> and the next one... >> and it is to reiterate what she said. >> yeah. >> and okay, that is. and okay, so, any other future business items? and i know that we got carried away there. >> okay. seeing none, is there any public comment? >> seeing none, this meeting is now adjourned. thank you, all. >> good. >>
