especially true for anything on the base side of the embarcadero and the views out over the water are prized by all. while, 3.0 is an improvement and offers some very creative ideas, i'm not seeing anything that makes me believe that the warrior's arena to be truly worthy of our water front, something that enhances in almost everyone's eyes, rather than detracting from the tremendous views that are there now. the giants open our eyes and you can build it out over the deep sea bay and often of the hours of pleasure while they are there with games, and in addition to in joining and in the playing field and they have

public access above the out field area, which also and the other opportunities for everybody. and while not exactly comparable, the city opera house, that anyone who has seen it admires, the creative architect haves created the iconic opera house, on the center and thinking of a skupted iceberg, brought in as a playground at the edge of the city to be climbed all over and enjoyed the views over the harbor and back to the city. if the arena was something hike that, with a roof top, public plaza and garden, 125 feet above the water and 360 degrees back, over the bay and back to the city, with the cafes above to help to activate it might be truly worthy of the water front

and this will be something that will be a site and a wonderful experience for everyone. and with the couple of another idea and rebuild, where one can visit the tall, dome and looked down through the glass upon the perlimentarianand to look down from above upon the professional basketball will be a new experience for all. and so excitement and innovation like this will be truly worthy of san francisco and our water front district capture our imagination and make us look forward to an ad dish for all people and not just the basketball fans thank you. >> thank you. >> and next up, sue hester. >> sue hester, there have been a lot of meetings of people in

the neighborhood about this project, and this is a neighborhood. and what we didn't see a shred of today is any discussion of the other block, if there is to be any change at all, people should be told that. secondarily, because the scale and the fastness of the presentation, i really could not understand what is happening along the entranceway along the embarcadero on the east. and is there only one vehicular entrance in the middle of this site? and so, that tour buses taxis and buses from patrons doing a block of tickets because it is an arena as well as the warrior's. and so the people have been

really discussing how traffic circulates around this idea and i could not understand, we never have the exhibit and we just have flash flash flash and do you understand how the driveway works on the pier side of the embarcadero? i don't, and i was really paying attention. and so, if there is one driveway, to get in and out, in the same driveway, and it is going to be a mess there. and secondarily, there is a fire station there. and both of the fire station and the fact that there is a muni light rail line brings in code requirements, there are absolutely code requirements for our fire station, and there are absolutely code requirements for our light rail intersection. and these are issues that people have been struggling with from the neighborhood trying to understand how

everybody is going to descend on this area. and the neighborhood will survive. what now with the people who live there, don't see their survival there. because, it is in good luck already. because the bay bridge approaches and you are ignoring the garages. that the nba says have to be provided and whether or not they are on the pier, or on the side, if they are on the land side, they will be surrounded by people who live there. and so, the fact that you encourage people to make these presentations that are powerpoint, bang bang bang bang bang, with no handle and no understanding except, the chronicle. they got something. how are we supposed to comment? i'm telling you that there is enormous concern about the circulation and loud driveways thank you. >> thank you.

>> next up is paul eisly? >> actually sue said what i have to say much better but i will, my name is paul isela and i have lived in the neighborhood for 20 years and i walked the neighborhood almost every night after dinner, just to for my own health. and i very often walk down by the bridge and below the bridge. and the embarcadero is crowded day and night now, before we even have a terminal there or recreation facility. and now i just asked you, to think very, very carefully about the traffic congestion and the traffic flow before you improve this facility because rate now things are very serious and they could be much more serious later on, thank you. >> thank you. >> michael mckenna? >>

>> the out reach to the neighborhood associations and the traffic and they have provided the out reach to the building trades and to the local hire, and what she said about providing good, paying jobs for san franciscans, and i'm started my career in construction, on the water front and working in the ship repair industry and actually, started some of the first

projects. i can see the pier, 30 and 32 deteriorate, since i gun working in that area, and it is really sad, and to see the opportunities in the beginning and we missed the opportunity of the cruise ship terminal there looking towards the bay bridge and so that i think they have done the outstanding job in toning this down and building open space, and building open scaries and really providing an excellent addition to the missing place in the water front and so i urge you to move this forward, thank you. >> is there any further public comment? >> hearing none, commissioners?

>> questions or comments? >> on the first slide that you showed maybe, it is my imagination, but does the embarcadero get narrow at that point, or is it still the same still, three lanes? >> the answer is no. simply the entrance for the vehicle support access is placed in the middle of the site. >> okay. >> i like what you have done and dropping the part that, and

that is really, makes it look nice and her yeah, there was a lot of public comments on the parking. and we talked a little bit about the parking? >> yes, of course. >> is there going to be parking in the stadium itself? >> there is a number of vehicular support facilities on the site and there is also, there is for loading and other to the site and as you know, in addition to this being a basketball venue, it will be used for cultural and other activities and related to entertainment and so that those could have it under fleeting

the plaza and there is parking spaces for the fire station and dedicated to users of the arena. >> and so that will be down on the mezzaninelevel? >> you can't see it because of the way that we have made the design is that the green lawn that rises up from the south, takes you up to plus, 28 and underneath all of that is where the support facilities are for vehicles. i am sorry if i spoke too fast, there is only one way in and out of the site. we used to have it at the north, west, corner and now we have moved it to the center and it has three lanes and those lanes can be reversed and they fall, i don't know if we can pull up the site plan but that access point falls within the zone where the left turn lane is on the embarcadero so that they can easily be managed in the events and you can see the left turn lane there and the

access point for the cars >> he talked about the public viewing box? >> yes, there is a ramp, and an outdoor ramp that clings to the side of the building and is it rises up from the event plaza and it wraps around the south and wraps going up to the north east corner or the north east edge of the arena itself and it

reaches to plus 88. from that spot, you can view out and there is one view of it and you can also view into the event center and you can view north to the north east to the financial district. you can move to the pier level in multitudes of way, and you kind of climb up and there is a list that takes you down and you can move freely on the site. >> i understand that now. and that is a brilliant idea.

>> what are we using on the perimeter on the board to keep it altogether? >> during construction. >> yeah. >> there will be construction and mitigation, and facilities on the site that will insure that there is no poe lunt ants or at least nothing that is going into the water as a result of the construction process, and it might negatively effect the water quality and the details are to the worked out

>> i want to thank you for a thorough and a good presentation. i have a few questions, but, i think that i do agree with sue hester in that we need to be more transparent and i think that we do need to have some type of hand out or something because it is hard for me to refer to the presentation right now without being able to and if i had had in the event it i would be better prepared for the questions and so i am just going off the cuff with a few questions but i really enjoyed td presentation, it was thorough.

it you tell me what the local hire support will be? and if there are any ld goals? >> >> the local advocacy community, and in our defense but also including the myriad of non-profit stake holers and it has us complying with volunteering to comply with the city's local hiring ordinance and commit to 25 percent of the arena construction jobs, and for the san francisco residents

to provide the on-ramp and getting trained in the force and be able to build this arena. and quite exciting and we also entered into agreements with the current unions that operate over in oricle and to allow for the right of transfer for those workers currently in the local, and also, car check neutralty for the whole arena. we are still working through the lb out reach program and how we will engage with that stake holder community and where we are just starting to get going on that as we speak. >> and definitely, we look forward to hearing more about it. >> look forward to telling you more. thanks. >> i do want to say that i

personally would love to see the warriors come back to san francisco and i think that it would be a great opportunity for us and i think that we need to do it in a responsible transparent way. thank you very much for your presentation. >> first of all i would like to say that i appreciate the presentation and also, i am really glad that everyone came out today, because not only did you talk to the commissioners you are talking to every citizen in san francisco. that is watching this. nothing is a slam dunk in this city, this is one of the most engaging and educated group of citizens that watch and monitor and they believe in transparency and i want to say that i know that the president will follow up on this but that today, this commission, and this is just an informal presentation. and there is no action that is going to be taken and so i don't want anyone to think that

the commission and the president will follow that up. and here here to listen and i was hoping that rick was in the room because i wanted to talk to him and i was hoping to hear from the advisory committee because in a lot of ways it is the commission and the conscience and she has been involved in everything but i like to hear from rick, because i think that one of the questions in front *f us today is san francisco ready for primetime are we ready for primetime? >> well. when this whole process started it was moving very fast. the commission and the they asked them to slow down and they regroup and i think that elder roosevelt said it best, and have you to do one thing a day that makes you scared. and i think that this probably makes a lot of people scared when you think about this but i really want to hear from rick, because he is the team leader

of this. he is bringing the vision of the owners and they have recreated themself and trying to advice the citizens and the advisory committee on how we make this work and be the good citizen and how do we make this work? and now we have to ask ourselves, san francisco has a marquee name and we have a world class cruise terminal. how can san francisco not have a world class basketball, and it is more than basketball, it is for the whole area. >> people will be coming from everywhere and for myself, i am liking what i am hearing and i hope that corinegets up and talked and rick i need to talk to you, you are the boss.

i had to put you on there. and about six months, rick and so if i have seen you and your team here you have regrouped and come back. and could you tell myself and the commissioners and even the community because everybody is watching where you are going and what you have been up to and i would like to hear to you personally. >> that is the question as it relates to the pro-yekt and i am glad, and listen, and it is such an honor to be working with craig, and since this if you look at his work around the world and i go and look at the museum of modern art every day to see what the new treasure that we are going to have for the city. and the it is committed to 18

months ago, we accepted it has to be a design worthy of a site in san francisco and number one to has to be 100 percent privately finance and no general fund money and no new tax dollars that will be allocated to make your project happen. and i guess, you know, number three, you have to embrace, the process, that is san francisco. what you saw today we are proud of and because the engineers and doing difficult things, the last time that we presented it

was the smallest arena in the nba, it took an incredible amount of work to make that smaller to craoe act to the info that we had. >> and it turned into something, that becomes a place for everyone in the bay area, to enjoy, and now, i understand that we understand the impact, on the neighborhoods. and but it is not the water front is not only for the neighborhoods to enjoy, we have to be responsible, and i think that we are being responsible in terms of pursuing a transportation plan with the

city, that addresses very legitimate concerns and we are at the top of the list of those who have those concerns and we are the entity putting one billion dollars into this project and it needs to work and people need to get there and people need to enjoy the percent of getting there and everything that happens when they are there and i hope that the way that we are judged and it is up to you to judge us by our actions what we have done has been true to that process that we laid out and we have i am braced the process and i think that the results that you see today are indicative of our approach to this to try to create something great for san francisco in 2017 and generations to come. >> thank you, we appreciate it. >> thank you. >> thank you. >> thank you. >> and i do have a couple of questions, and then i would like to kind of make some general comments and i guess, getting into some of this. so what i heard is the three lanes in and three lanes out, but they could be six lanes in and six lanes out and so i think that... >> and i have some confusion

and, there are three lanes only. >> total? >> okay, you can do it like on the bridges, they change it. okay. >> so i guess that at some point there will be study of how that works in terms of the three lanes in and how that works for the number of traffic. how do we view this in relative context to the other stadiums? >> i think that orracle, or the words play more typical, than urban location like we are talking about here and we park up to 5,000 cars for the event and orricle arena which has bart as the only option and nobody walks, and so we capture every car that attends the

20,000 person event and the facility is only 10 percent smaller in terms of the capacity than what we currently play. and so that kind of gives you an idea of what the number and normally associated with the facility and we think that it will be critical to the project and it is designed into the architecture of the building because it will never be seen and i think that the point that he made earlier is the one that gets lost in the design discussion is that this is not a single purpose stadium like a football or a baseball stadium this is going to accommodate events of all kind, entertainment more than sports oriented and because of that, i don't know, the group up here probably daisy fans, and when that would come in or the tenors and five and six semis,

come with them to unload and load. this is lows them to disappear and the work that gets done, of putting on events is never is seen but also it accommodates at what we think say minimum number of parking spaces that are or will make the entire city function at its pique efficiency. >> the amount of parking that is available and will be available in the neighborhood in terms of because you obviously with 18,000 people and 500 parking spaces and even the public transit is not going to support the people who want to drive. >> true. and there are 16,000 parking spaces within a 15-minute walk of the site. part of the problem with the way those spaces are used now, and used during the day, and for office traffic, and they are empty at night and so part of our challenge here, we hope from the technology standpoint, is how do we figure out a way and it can't be that hard with

the technology that exists today for somebody to be able to utilize the empty parking around the site, that is within an easy walking distance and frankly the transit availability of the public transportation is the most attractive part of the site for us, and between cal train, and muni and bart and transbay terminal. and the ability thousands of giants fan do to walk from their homes or from their businesses to the site which is unavailable to us now. >> okay, thank you. i want to echo what my fellow commissioners and adams said what this represents to the see and also to see the warriors come back to san francisco, and i do want to say more about what this process is about. and not about to let the project at this point as he pointed out, we are in i think a multiphased and as some of the members of the public have said that we are seeing one piece and we are not seeing the whole project and
