regrets but he tended to be here >> rituals from the office of nancy pelosi. without further ado i'd like to welcome up to the podium mayor ed lee (clapping.) happy halloween everybody. i don't want you to mistaken me for jeff curry. we're very enthusiastic about this. much of my staff are under the mistaken belief we're going to serve beer this morning. i want to congratulate everyone it's wonderful to see so many people that are part of our maker movement by people who make things in san francisco. this is i think the beginning of
9:11 pm
a huge renaissance of manufacturing in the city. i want to congratulate katie for our leadership in working with our staffs and the industries and creating partnerships and the world of merchandising and all the different companies and working with me to promote those products. i came back from china you, you know, those bags are really wonderful in china will where did you make those not in china that were i get to introduce a huge market to locally manufactured products and when i see a label whether it's on books and wine or other things of manufacturing sincere makes and mattresses. sf made has worldwide attention
9:12 pm
and that's our constitute you are so take advantage of this. i was going to get out of the way early i went to the game when we beat the lakers and we did that now 3 times in the last month and b.a. give this and same thing high and i look forward to working with you will have you when they come and innovate with us on the basketball court. i'm excited about all the companies i see here. i know that sf label means a lot when what is your u your looking at chocolates and wines or heat ceramics or mattresses a one hundred and 15 year company.
9:13 pm
i had a chance to visit with them and the testimony bucks two assessors or cut lose deny i am sorry all kinds of things. we're going to do more. i know we've increased funding for our local manufacturing through sf made and we're going to a continue doing that. our business accelerators have been helpful but at the same time we've got more to do. i i know there are some great new programs. i love the fact that youth made just started we got introduced we're going to have a lot of youth and have interning to get into the skill sets needed to be part of the maker in the city. i also have i think an announcement maybe some of you know about it.
9:14 pm
but today, there are now 5 hundred sf made members, 5 hundred. congratulations (clapping) that is 25 percent more than last year are the at the same time. if we there 25 percentage every year once in a while, you'll be ahead of everybody that's a lot of great jobs. speaking will jobs i want you to know within 60 days our hardworking staff in addition to bringing i drinking a lot of beer are working on legislation. we're going to be working on our public works dr our legislation that will easy more affordable space to find that. that's incredible you've got to
9:15 pm
have that uneasy the regulatory process. i know it's surely incredible. we also want to let you know we're announcing new innovates. we will do more expansion we did that with sf when we brought fashion here and local manufacturing but we're doing it with our food conspiracy and eating locally is great but listen up the different things that have to do with food. we have a fantastic produce in the city that doubles fresh vegetation and food to every food establishment as well as grocery stores throughout northern california. to connect them to more of our
9:16 pm
local scene and make sure that big event are utilized with our local produce that's the heart and movement of our whole food sector innovative. and then as wife also felt the success of our city has partly to do with everybody we do whether it's bio life scientists and the technology industry or merchandising industry here and tourism but the real innovation comes when we recognize that it is the intersections where those industries happen to cross and where they met each other. that's why it's important to see a company like autodesk here and pg&e that ordinarily they do
9:17 pm
things in the traditional sense people do things on their own. advanced merchandising you can't do anything without this you want to be able to see it before you mass produce it it takes outside the risk and certainly saves money. david chiu and i were there at the autodesk were assisting all the different levels of merchandising. so that cross section is very important. there's more of those areas that can do a lot more for us. you'll find another example when square opens up their headquarters you'll find their furniture is being produced in sf made like ohio designed willing designing it to make
9:18 pm
sure we utilize the talent that's here poor more of that can happen. why can't we have 50 to 60 people holding a tip buck too bag. there's all kinds of things and that's the beauty of being in san francisco we can introduce and reintroduce each other to each other. you're going to find a lot of builders doing haven't designs. i've seen that with can do. there's all kinds of things. this is the marvel i know we're going to success base this is the best city in the world. thank you very much and congratulationsout.
9:19 pm
>> hi, i'm japanese with the san francisco public utilities combination sometime people call me sewer girl our systems has served the area for 1 hundred and 50 years we're planning you understand public health and our environment don't think that so come in down and see how
9:20 pm
okay. good afternoon. members of the public, fellow commissioners and staff. let's call this meeting to order at 1:35 p.m.. madam secretary? >> president courtney, here, commissioner moran, here, commissioner torres? here. vice-president ann moller caen is here and francesca vetore is here. >> approving of minutes of october 22nd #shgs 2013. moved
9:21 pm
and seconded. any comments from approval of the minutes? hearing none, public comment is closed. all in favor say, "aye". >> aye. >> the motion carries. >> next item? >> public comments. >> i have no cards. >> good afternoon doctor. >> it's a great day. i'm here to make a request. >> i thought it was your birthday. >> i'm 80 now. don't make me older. my request is a hearing
9:22 pm
that was moved on sometime ago about the southeast facility and sewage plant. i would like for you, please, it's been at least three or four 4 months that was passed on to uphold a hearing with your staff about this and that has not came forth. i want to say this to the listening audience because they see me in the store and on the street and shake my hand for the work that i do. i never ask anyone for anything but i'm going to ask you that are here to pray for me. i will be praying for you. to pray for the elderly, pray for the children and please pray for the city and county of san francisco because we need
9:23 pm
prayer. what is happening to our seniors and happening to the people living in public housing. the gumption that people have of, what you call, cut and paste putting programs together as though it's the city's program which are programs that we started. we used to call ourselves hunters point u.s.a. we became bayview hunters point, part of the city. i'm looking for you all to please hold this meeting so you can get the right information about what occurred dealing with 1972 with expansion of that sewage plant. because you don't have the information. i brought information passed it out and gave it to your staff on where that building, whose name is on that college is 1800 oak dale. and it says city college. the reason why it said that is
9:24 pm
because we named it southeast community college. so please, take care of the business of my people that has been suffering and still suffering and dying. 5 people have died last week in one building because of all the toxins that we have in that community. it seems like no one cares about the people of bayview hunters point. i hope you give us consideration. thank you and have a blessed day. >> thank you for your comments. is there any capacity that we have to reschedule such a hearing or at least have an idea of about when we can schedule it at the conclusion of our next meeting? >> probably the first of the year we can probably have a meeting because i know a lot of people will be out the month of december. so probably the first of the year will be the appropriate time to have a hearing. so we can start scheduling that.
9:25 pm
>> in the meantime i'm sure staff will remain available to discuss that with a community representative. >> yes. any other general public comment? >> mr. president, dr. jackson, i remember that history of southeast and i'm not certain that every commissioner here has seen that. maybe we can get a hold of that again and redistribute it because i think it is very interesting. >> commissioners, is there any other public comment? seeing none, general public comment is now closed. madam secretary, next item. >> communications. >> i have a few things to address. the first thing under
9:26 pm
5 a advanced calendar about the salvage trees that have been announced. are we doing anything about that? >> we've been working with the national forest service and a lot of trees impacted is in their property line and they have an arrangement with the logging company for that. >> $1 1/2 to 2 million for lumber. >> i thought you were talking about the rim fire? >> yes. i am talking about the rim fire. >> let me defer until michael comes back.
9:27 pm
>> okay. the second thing i would like to address is 5c the power revenue and clean energy bond. i didn't even realize this was emerging. this was an issue that was just a thought and it wasn't until cap came on board until this started to happen. i was thrilled to see, wait, i have it highlighted, of course i can't come up with it. that this is all going to start to happen. it was years ago. heche didn't have any type of business plan and no way to get these bonds issued and now it is going to happen and i think it's very exciting and i wanted
9:28 pm
to bring it up because it was buried in material that we read and i'm glad you are going to say something about it. >> yes. thank you very much. at the request of many of you and most recently commissioner vetore in preparation for the budget hearing you will hear more about the power business plan as well as the plan of issuance of power revenue bonds we have sold some clean renewable energy bonds that will clean up about $70 million worth of power revenue bonds which is the 1st time we've done that in about a hundred years since the dam was rebuilt with the power revenue bonds. it's a new bond.
9:29 pm
>> it is. and lastly i wanted to ask about 5h. oh, right. this would be the pump station. we are having a problem with over voltage and seems to be a pg & e problem. is that correct? >> i can actually get back to you on that one. is steve here? so i will get back to you on that one. >> yes, ma'am. >> that's it. >> thank you, vice-president caen. >> i still don't have a grasp
9:30 pm
on it before we start the timeline that you made out if we can have a little bit more of a presentation on it, like what the parameters of revenue h versus revenue b bonds and what it can be for. i didn't really understand it and what does that really mean, is it just for infrastructure, programming. some of the other additional questions that it raised for me. i know that it's in the communications section right now, but i don't know if the next meeting or sometime before january if you can walk us through what it means so we can have more of an interaction and ask questions specifically on the implications. >> we'd be happy to do that. we'll coordinate with the general manager on the schedule and we'll look forward to that. >> anything else on co
