8:10 pm
a couple of things expressive parks were closed on all the parks. they have a lot of streetcars in addition to the famous charles streetcar they've got a lot of streetcars on canal street and the historic streetcars as what we have in san francisco they're extremely well run and very successful and it's something we should look like as an extension to the areas of the city because people enjoy riding them. it's not just to get someplace but the manner. their popular and the other thing that's there are that's successful is the spur doom and the baseball arena next to it. it was refreshing to come out of
8:11 pm
0 baseball game 60 thousand were on foot. there's a little bit of parking to the north but most people come to new orleans and a attend the games in that manner. it's unfortunate we 0 won't have an arena but not for the next thirty years when we'll have a football stamped in san francisco. it was enjoyable and the other thing the restaurants do extremely well, as you might expect but they actually have some dress codes which is refreshing to see. men had to wear a sports coat. those weren't high-end places but there's a certain standard they've have to otherwise i'm
8:12 pm

8:14 pm
a report on the cd regulations in san francisco. but only as that permanence to planning and land use. it's been amended our previous deadline for your commission was by january and the new deadline is may. at this point stiff buildings we'll be able to bring the draft report in january. there were a number of new ordinances i want to share. the first would amend the alcohol use district and this would allow a certain type of bucolic 0 license for a winegrower. the second ordinance, of course, the first one was introduced by supervisor cowen and the second was was a new acholic beverage riefk district.
8:15 pm
the third is proposed charter amendment that was introduced by supervisor avalos, mar kim and yee. it's the entity amendment that would make comfortably entity a core goal of the agency. also there was a hearing request about the status you have infrastructure oversight. we've been involved in this and it's part of commissioner weiner's project. and lastly supervisor kim introduced the controls that will governor the areas around south market. she introduced the previous version and this new version seeks to do the same thing but the intent is to give long-term
8:16 pm
tenants an opportunity to learn about rental proposals so they have an opportunity to appeal. all the ordinances the last item is going straight to the board of supervisors land use committee on monday and director ram (laughter) is making arrangements in that hearing you are about to give that concludes my report and a commissioner antonini >> mrs. rogers thank you for your report. i'm not sure what the measure is for entity regarding the mta >> it would require public hearings and require on engaged analysis evaluating the mta services and the appropriation for the transportation fund that
8:17 pm
would be priority tied to mitigate the prosecutors that l have been identified in the entity analysis and establish an inspection general and limit the fair increases in the customer price index and establish the 18 and under not be charged. there was a number of items on there it's a draft charter amendment >> and we'll see that. >> we'll bring things for discussion prior to the finalizing for the voter. >> i'd like to see that. there's a lot of adversarial parts on that. >> thank you. >> commissioner moore. >> i have a question regarding

8:19 pm
dwelling unit. the mitigated desolation was appealed to the planning complexing commission that was upheld and the larger project was approved. the negative desolation was appealed to the board of supervisors and it was upheld at the board of supervisors on october 21st. the appellants made the same arguments as they did regarding this negative authorization and two were upheld and that was 3 to zero. the board held what was assumed to be the final permit alter presidio to make minor improvements, however, it was withdrawn and the planning commission may find it interesting because the appellants filed a review the

8:21 pm
cast concrete it's a 4 story building by chuck bassett. the building was may be seated in 196311. aside for meeting the classification the building fulfills one the goals of the work program in recognizing significant modern movement and the final recommendation will be before the board next year. i want to talk about the filling broke cottages it was approved a koouch years ago. as you know the work has stopped. we met with the project sponsor on monday and they're waiting for the outcome pending legal action regarding the project. assault the sponsor are working

8:25 pm
barometer done by the controller that lays out housing starts, new construction and condo costs from 1997 to 2012. in those 63 quarters condo prices flsz in the 44 quarters and in 41 of those quarters new construction actually increased over the previous quarter. i'm not sure talking about a cause all relationship. are this goes to the point that new construction is not lowering housing costs in san francisco. as this graphic she's between 1960 and 2010 our population increased by 20 thousand we built a lot of new housing projects. how come housing isn't cheap.
8:26 pm
one of the reasons is new construction is only about 18 percent thought you unit for sale in san francisco in any given year. that's the the existing hours are solid it's exiting hours. so if we're talking about controls - if we're talking about affordability. roughly between 2008 and 2013 half of the houses came under some kind of price control and around thirty percent is affordable housing and the rest is public housing in section 8 but that constitutes 52 percent of the housing unit in san
8:27 pm
francisco that are under some sort of price controls we need to have an intelligent discussion of what goes beyond face based assertions. thank you >> thank you. patricia. i came to talk about demolitions. we need to really rewrite the demolitions dignifies within the code because there are so many loopholes especially with the fact of demolitions. the famous 2727 barker street was supposed to be a remodel they demolished everything but one wall. where this goes into something calvin talked about there's so
8:28 pm
many illegal evictions and your eliminating third legal units just by the say so of the developer. there should be some causes that said first of all, if you have demolition that you should have 3 reports that show you have to demolition it. and on the legal units they're saying they have to prove they say they aren't and a perfect case was the greenwich cases the guy handed you a 1917 thing and that said there was enough units
8:29 pm
you guys voted it down. you got it from the board of appeals it was a legal unit and he got evicted >> this is why the middle class and the younger families are being kicked out of the city because of behavior like this. the big point out we need to rewrite something on depiction i'll didn't you have some wording and you've got to find a mitigation on the opts that were grand fathering in. people are being thrown out period. they're saying their illegal and they're not what can we do about the middle class and families there being a kicked out right and left because of the
8:30 pm
loopholes. thank you. >> i'm sorry linda chapman. >> linda chapman speaking first, as a member of the land use committee. this week at the meeting there was an unanimous vote to repel the larkin. the land use chair made a remark about the fiscal sponsor. a cry went out like a spontaneous cry of disgust because neighborhood associations don't do this and this is the end of our land use
