jane kim as a child care provider, my name is deepa mehta, i work for family youth and child care center as an after school coordinator, most of my experience has been in the after school field and the ece field which is early childhood education, i've been working in the tenderloin community for three years now, in addition to working at glide, i'm in the tenderloin safe pathway commission, safe passage provides safe blocks to 400 youth daily for the after school hours. i think i would be a good candidate for the child care council because i would bring diverse toy the the youth and bring the after school perspective to the group, and there's not as much representation from the after

not only a diversity of age groups but ethnicities and as a family resource center, her voice also represents a program that's connected to services for the entire family. deepa was previously filling in for someone who had resigned so this would be her first opportunity for the full term, cpac has a diversity of stakeholders but we strive to have a diversity among our own membership, she is the only cpac member who is east indian and is one of our youngest members, she has regularly attended our cpac members, for the voice she bring as a child care provider that serves toddlers, preschoolers and after school youth, she would be a tremendous asset and i hope today you move her recommendation forward. >> thank you very much, any

other public comments on this item? seeing none, public comment is closed. i see supervisor kim from district 6 in which this seat has been sold for, he's recommending ms. mehta on this seat, so let's see, i guess because of your residency outside the city, so we have residency requirements, so can we have a motion to waive the residency requirement for mehta? >> i would like to speak to that item. . ing okay, go ahead. >> so, it is one of my personal policies is to not support waivers for residency waivers unless under special extenuating circumstances.

i just wanted to i guess wanted to just take a moment to express, i think the purpose of this body is to allow san franciscans an opportunity to begin to have a voice and a representation on the policy discussion in san francisco, so i don't know if there's room for a conversation here on this body, but i am leaning towards not supporting your residency waiver because i think that we have a lot of talented people here in san francisco and i'm not convinced that the list was exhausted of talent that lives and can represent district 6 as well as representing san francisco. i do value the fact that she represents a constituency, the east indian constituency which i believe is a constituency that is not normally represented in san francisco politics, but i don't know if anyone else shared any other thoughts.

>> supervisor breed? >> i also am not inclined to support a residency waiver. i do understand that this is a recommendation for our district 6 colleague and she recommended this individual and i do have a lot of respect for glide and the work they do, so i'm inclined to potentially support this, but i just would need a little bit more information from the district 6 supervisor as to why this was brought before us, you know, in terms of -- i mean, clearly, this applicant based on her experience is qualified, clearly she's working with a great program and doing really some great work, but i do also as supervisor cohen expressed have a real issue with what residency waivers without understanding a compelling

reason why we would waive this particular requirement, so i think we should consider continuing this item until we can have a little bit more discussion or information from supervisor kim before we move this forward. >> so, i guess my feeling is that generally i'm also not inclined to always automatically support waivers for residency, although this committee has done that several times, but usually there's a reason for it, and in this case [inaudible] and the fact that you represent a group of people that is not really represented

in the commissions and bodies and also the supervisor made her recommendation, i would have supported a waiver, however, there's enough concerns about what the reason is from this body that we will -- there's recommendations to continue this item, so maybe supervisor kim could then reach out to the members of this body to explain further why she would want to have you than somebody else that isn't living in san francisco. i don't think any of us are doubting your qualifications except for the fact that you don't live in san francisco, so i think there's a motion here by supervisor breed to continue this to the call to the chair. >> yes, i would like the second that motion. again, i want to reiterate to

community development because of my work experience, passion and belief. my work experience, i'm a workforce development professional working mostly in the construction field but also in what we would consider in-use jobs. i was sector coordinator of the city build academy, construction program manager for mission hiring hock, managing our redevelopment job placement program and also working in the ins and outs, supervisor breed, i'm sure you know in the cbo union, i wear a lot of hats and picked up a lot of experience in workforce development. one thing i can say about workforce development is the beauty that san francisco has with the diversity of organizations serving all of san francisco. i also had the privilege of working with the redevelopment agency in building affordable

housing across the street from somac, the west brook plaza which is affordable housing location run by mercy housing that provides a dignity for folks and i believe this is one of the issues i'm extremely passionate about. i believe that san franciscans do need affordable options in housing, especially the population that this committee would serve, and then the economic development piece, i was fortunate working in mission hiring haul to experience the redevelopment build-out of the 6th street and the build-out of the small businesses and i think that the economic development piece is essential for providing people with the opportunities and living out their dreams. it's an honor to be considered for this position. i feel as a person that san francisco's given much, i deserve to give something back and i open myself up for any questions?

>> supervisors, naught with bright line, i want to speak in strong support for gi k*el penn for this committee, i have known him for several years and his workforce development expertise, he's a very thoughtful community advocate, leader, she's very, very brilliant in what he does in terms of moving the community development mission in workforce, but i think what's really interesting about him at this committee is he has a passion for affordable housing and what's unique i think about his experience not only in knowing that this is a very important issue at the moment for san francisco and for our communities is he's helped to build affordable housing and i think that's an important expertise he'll add to the committee because that's one of the big moments of the time, so i can go on and on about him about what he'll do and what he's done and with work with limited english speaking communities and making sure
