11:04 pm
murdered august 14, 2006. this is now the holidays that have passed thanksgiving and christmas is coming up and my son loved christmas. i'm still without him, i have an empty heart my children see the pain that i go through everyday. i still have no justice for my child. one of the investigators are no longer on his case and the other one they said he wasn't in homicide anywhere. a.m. am i left without on investigator again. i got a call a couple of times but no one knew where i was or still you dealing with a homicide. i need justice for my child. as i come all the time with those names of all the people
11:05 pm
that were involved shooting any son i was given those names by the homicide. i don't know who they are thomas hanbali is the main person and perris and i know one of them anthony hunter is deceased by all the rest and spoepg this marcus caterer is out of jail. those people are walking the street to kill again. like i told people i don't want them dead i don't want street justice i want them to go to jail. i want to go and talk to them. it's too easy to kill or let me them get justice for killing your son. those are young men, too, and i
11:06 pm
feel for them. i do feel for them. i want to talk with them, you know, and ask them why they kill. not only am i suffering but your family is going to suffer too. i know they go to bed it's and haunting them but i'm a mother that is hurting. they say they know who killed my son even though it's a mothers rage i do have rage to heal. and it's hard everyday it's been seven years and i'm still here. my son was an innocent boy saved people's lives and didn't deserve this and i have to listen everyday listening to
11:07 pm
young men getting muttered and i live is everyday >> thank you, ms. brown. >> uh-huh. >> chief is there a new homicide inspector assigned to the matter or sergeant. >> yes. and they've reviewed the case with ms. brown we actually look at the names and i've met with ms. brown and informed her of the one being day one is getting out of jail but again, we can't get a person to come forward and be willing to testify. >> thank you, chief. >> well good evening once again happy holidays. you know who i am and i know what i'm going to say, of
11:08 pm
course, because i repeat might have. i believe in hardcore law enforcement. i live in the 20i7b9d it's not the only district that has problems but the street is constantly infested with crime it's gotten better as i said last month because i constantly talk law enforcement. i want to see more cops walking the beat and more undercover as well dallas, fort worth. i know it's not the only street pits crime infested but the district needs to be cleaned up. thank you very much for listening and thank you very much for doing all the police work in all the districts happy holiday >> thank you. next speaker, please. >> welcome commissioners.
11:09 pm
sorry for your loss. i guess he i'm going to talk about the bad kids to provide a different kind of prospective one you know that isn't wasn't necessarily part of that. but has to see all the news articles and the hype about it and give a different prospective from maybe like the homeless or the unemployed or citizens of the city of san francisco. it was a great example of how the city can come together, however, it's appropriateness of is a question can be screwed as propaganda the blurring of the
11:10 pm
lines of the function of government, failing to incorporate the residents here maybe sick kids and they invite the hospital and give out gifts to sick kids. it could have been easily done at great america with children his own age versus shutting the city down and preventing the resident from taking him over to their medical treatment. also the best interests of that 5-year-old i don't know. i just, you know, paparazzi the bad kids story sell and are they going to visit him when the
11:11 pm
cancer comes back. it opens that up for expiation >> clyde. >> good evening. let's start out with the positive. very good teacher we've got 41 homicides >> 45. we were at 68 last year i'm still mixed up on new york and boston. new york got more than that. i want to compliment chief but i want to ask you about the lack of transparency. you said that you would get the tape from the housing community - no yeah, the housing authority.
11:12 pm
we've shown it but not seen the sfpd have you received the video from the housing authority >> we're not supposed to answer that. >> when and if you do, you should make it public. i've spoken to mr. williams and bureaus you people need to be transparent it's been two weeks now, it's simple to get the video we want to see it, sir. have a good evening >> public comment is closed. >> line item 2a discussion and presentation for the value process. >> i might as well start with the unfortunate interaction with mr. williams in a november officers be observed mr. williams on the sidewalk and the
11:13 pm
violence reduction teams were out doing violence desperation we don't do stop and frisk they went to have the conversation as the story was told mr. williams attempted to avoid the came back and ride into the residence and he bite the officer on the arm and broke the skin. at this point in time it's when the camera goes on and shows the bystanders going to assist. the video to which the citizen spoke we pulled on the video in the neighborhood and as i spoke to in one reporter that asked me the contact is obtain absurd by
11:14 pm
a tree it happened to be in front of the camera. our investigation gone forward we've coordinate that the occ that's the process it will unfold obviously if anything is fined to be untold and we'll take appropriate action then. there was an origin thing it was a bicyclist it was inside the garden it's a closed community street that mr. williams happened to be on a bicycle but not bicycling down the street so there's that. also there was a report in the media about crime being up
11:15 pm
specifically robberies and property crimes about fourteen percent we've been speaking to that week to week and the driver of robberies are smart phones two out of every 3 robberies from me in san francisco is cell phones. we've got officers passing out cards anyone they see on a cell phone i don't know if you want to put that up for the public. where if an officer seeing someone on the phone it promotes a cop to give them the card and if you were not who i am you might have been robbed. it's promoted conversation with people. we've got other flyers officers
11:16 pm
are putting on windshields of cars if i were an auto burglar i got get into our car you might want to secure your things in the trunk of the car. we're trying to do everything we can arrests are up dramatic and property crime and - well crime is up in general fourteen percent and arrests up 13 percent. we're not doing the traditional policing we are trying to help folks. sort of to go to what clyde is speaking about which with regard to cabin violence it's not that long ago 2007 ms. brown is
11:17 pm
familiar with there were 2 hundred shooting vehicles in san francisco and one hundred homicides and many of the fireman's were with guns. she was able to get the shooting victim's down to one hundred and 44 it was a record low of 45 and we've sustained there through the year of chief moscone and we'll close the year with near half the shootings in 2007 better than half as many homicides as we did in 2007 and far above happening half of many shooting victims. we talk about homicides but any shooting could be a homicide. so our focus is on gun violence
11:18 pm
in general. rereduce shootings we've noticed they're going down. this morning, i was with state smart moscone and talking about the preschool education and the quality of it so we can get to the kids early. i know it's not loss on us when we have child adverse family life if they're not reading well by third grade and if they don't graduate from college their customers for the da. thankfully preschool enrollment in san francisco is 84 percent and hopefully getting an early investment in those kids will save us in the public safety
11:19 pm
realm because it costs over $50,000 a year to house someone in jail. we're trying to get it going in the right direction. we did a lot of thanksgiving things my arm hurts from kaifrgz we did the salvation army and we are that out on thanksgiving morning for the elderly more turkey carving and serving meals that were not around and two folks came back into retirement and normally chief fong was there we hope she had a good thanksgiving somewhere else. this weekend i think the bad kid thing was a great thing we didn't plan to get that big but
11:20 pm
we're are not only to keep the folks save. to that end we'll do something with make a wish and jumping in the bay again and doing a car pull not a bad kid event but not co-op us from doing things on saturday just baushg because we're not in uniform is not because we aren't active. we did lose a terrific officers mike howard he was a great guy. hugely well regarded and we almost loss another officers from a long terminal illness and we lost a firefighter danny as
11:21 pm
well. there's something going on with all those young guys getting cancer so, please keep all of them in our prayers. all big, big losses to the public community in san francisco and that concludes any report >> questions for the cohesive? commissioner kingsley >> chief you wanted to highlight the status on the shootings and the homicides every time we hear of a homicide we respond it's bad news but the reminder of the big picture is important and in comparison to where we were in 2007 and before that the city is doing great so thank you to you and the force
11:22 pm
on that. those public education pieces those little postcards are fabulous what a great idea. i noticed that carr very well station community police advisory board is on the bottom of those. have they made them and gotten fund and the publication so there's enough to use citywide or is this in the carr very well >> actually, we want to give credit where it's due. they had the cards all printed so we'll be printing cards to pass out citywide. we're looking for a sticker to put on parking meters so it's like you don't want to get towed
11:23 pm
or tagged and we'll give them one more thing to read to put things in their trunks. you have it covered with the telephones and distracted walking and leaving items in cars. those are 3 huge areas so great wonderful for that. thanks for lettuce, you know, >> commissioner loft tuesday. >> knew. i want to commend the police for the and especially around this time people are using social media and it seems like moore those homicide team are swiveling getting the folks into custody so congratulations to the dependent on that.
11:24 pm
i wanted to say that one of the things i think what stunning about the bad kid piece and i don't know if you talk about this how long have you and the department been working on making a wish >> no my first time we used to have a full contact football team a young man at cal used to come out and he's addressing the police commission. all the proceeds from all the centurion games went to make a wish. there are different runs and cable car pulls. we went off the buildings so it seems like we are trying to do something to make a wish and those are the two charities and ear usually involved in boys and
11:25 pm
girls clubs the ymcas anything that involved kids >> so i guess from my vantage point i think it was one of those moments you can't control what's going to capture peoples hearts and minds but the heart you you tell into that i haven't seen a kid you haven't 13w5k9d with that doesn't make a difference. it was differently remarkable and then the last thing i wanted to comment on how grateful i am how constantly you bring up intervention with kids. sometimes, i feel spoiltd living in san francisco but law enforcement are not talking about preschool as a safety public strategy. it's difficult to decide second
11:26 pm
why we're getting improvements in the homicide rates there's a number of strategies but i'll guess the city's response and recognition of new intervention of kids early. so thank you for talking about that >> again, i think it's important. those numbers are all a partnership. if we don't have the support of the community and i feel so bad low ms. brown we don't have any video coming forward but the last 5 years we've getting better evidence people are coming forward and a lot of it is because we're doing things that are not routinelyly police things we want to claim the young folks before they go down the path. it's equally as impact full on
11:27 pm
victim's as it the suspects. you're just as likely to be a victim >> i'm glad i said that are you reminded me of the annoys things i said. i know i asked a little bit earlier those crimes are at a faster cliff clip it would be helpful to have a report of the urban solved homicides going back ten years by zip code only for a tool to recognize the collective impact of the trauma and loss particularly those that are urban solved we certainly understand the challenges but i think from a public safety prospective certainly community have been disproportionately effected by homicides and kindss
11:28 pm
we haven't closed so that information would be helpful cohesive >> commissioner caan. i second the commissioners comment this department that we focus on preschool and education and the sticker on the parking meter is a creative and simply prevention strategy i've never thought about that. that come out of the northern community. this comes oftentimes we found what the commissioner kim is doing we're not two proud to know we get when we don't know go everything >> that's great and it shows the mrpdz partnership with the community it allows time for the communication. so and cohesive i e-mailed you about this the for the valencia
11:29 pm
gardens i want to ask you were there a forum for people to talk about things. there of the negative feelings that come out of that and then how do you resolve this and the mission captain weekly meeting is where it's going to happen. i want to get a sense of that. i followed up captain moser had a meeting following the value lengths garden. it was moderately attend but he said it was not by any means acrimonious. there was mission stations four blocks from valencia street. >> it was not that well attended. what's the next steps in
11:30 pm
engaging the community on this. they had a meeting within 4 weeks of the event so - >> those are capture meetings. >> sure. i had him make sure that the valencia garden knew of the meetings >> thank you commissioner loft tuesday and commissioner khan. commissioner dejoe's >> i don't know if this is a new item but i see in our staff this thing about the homeless and the rights of the homeless. i know it's been here a couple of week i went on vacation but when i left we were talking about some of the newsletters and i think about the homeless there's been apologize gone out to the community and i have a doubt seen them can i get a copy
