1:00 am
thursday, january 9th, and i think, at one clock is that it? >> yes. and it has come to my attention that the soft story program or ordinance that created the soft story program also specified that we need to appoint three new members to the board of examiners. and that would be the tenant seat, a property owner seat and a structural engineering seat and so we will be discussing that as well as talking about expired and soon to expired seats, on the code advisory committee access of appeals commission, and of course, the board of examiners as well. and for this, i like to ask the director if they could send these secretary of those three commissions to this meeting because we like to discuss, things with them. and is that okay? >> okay. >> all right.
1:01 am
>> okay, i had a follow up question. i was just wondering especially for the new seats. with the seismic safety ordinance, and i was wondering if there was a special out reach done, you know, just to let those con constituents know that we have these seats available and i think that sometimes especially if people are not as active in the commission's business, they don't know that there is these kind of seats that come up. >> all right. >> commissioner martha is, we are planing to do that and as of right now, there is notice posted on the dbi and the building inspection commission website and we have, that is the process that the nomination committee is going to be working on is to do the out reach to the different groups that have those types of structural engineers and the other qualifications.
1:02 am
>> and the cop folks. >> right. >> who include the land lords and the tenants. >> yeah, i want to make sure that the tenant and the out reach like the san francisco owners or the different housing groups are notified. and you can let me know if there are specific other groups that you want me to add to the e-mail list. >> but that is one of the reasons why i want the secretary and the commissions and the boards to discuss those strategies with them. >> okay. >> all right, thank you. >> is there any public comment on item 5 a, and b? >> hi, commissioners andy, and on this issue it is unfortunate what happened, but we just remember that it did go through the peer review and so kind that in mind and so on plan checking quite frankly i think that dbi has done a great job on plan checking and also when it comes to fees, we could lot of this you and they are
1:03 am
looking at the what the cost of the project is and they are very tough about it and they are really are. and so, i know what happened over here that came off what it did buff i just wanted to try to separate the issue of the plan checkers from what actually happened, it happened in the field and that is not a matter and, so on the whole, i think that dbi as far as plan checking they are doing a great job and i think that we and everybody else and we had them working there and so i just wanted to say that, thank you. >> any further public comment? >> okay, seeing none, item six, review and approval of the minutes of the special meeting of september 25th. >> move to approve. >> is there a second? >> second. >> are all commissioners in favor? >> aye. >> aye. >> opposed? >> is there any public comment? >> seeing none, the minutes are approved. >> item 7, adjournment.
1:04 am
is there a motion to adjourn? >> so moved. >> second. >> thank you. >> all commissioners in favor? >> aye. >> aye. >> happy holidays everybody. >> happy holidays. we are now adjourned, it is 10:20 a.m..
1:05 am
>> we are on item a, we will be voting on the regular minutes may i have a motion and a second? >> moved, second. >> thank you. >> are there any corrections? >> seeing none, roll call, please on november 12th, 2013. >> miss wade. >> yes. >> mr. logan. >> yes. >> miss fewer. >> yes. >> thank you, mr. hayney. >> miss murase?
1:06 am
>> dr. murasi. >> aye. >> and miss norton. >> thank you. >> that is four ayes. >> we are now on item b, presentations from the board of education from our spurpt, mr. carranza. >> thank you, president norton and good evening, everyone. i have a few thoughts to share this evening with everyone here, present, and at home. first and foremost, i hope that everyone had a wonderful thanksgiving and a nice thanksgiving, but for this evening, as many of us know, many of the jobs in this country are being created faster than they can be filled and more than 50 percent of all future math and science occupations will likely be in computing occupations but fewer than 3 percent of students graduate with a degree in computer science, here in the unified school district, we know this and we take the lead
1:07 am
to help the students in science and engineering and math and what we call the stem and we add the arts to our work, which we call steam. and we have a thriving career, this week we are celebrating the science and education week in an hour of code and many of the high school computer classes are opened to drop in and learn the science and computer programming for science. the hour of technical is happening and, teachers danny tan and tera freed man and art simon and brian at loewll high school, all with the support of our career and technical department. and we thank you for participating in the hour of code. speaking of our career in technical education programs, our programs at sfusd high schools provide opportunities for the high school students to
1:08 am
explore and gain access to the high wage and the high demand careers while preparing them for post secondary education. students who participate in the career technical education can learn to run the restaurants, design and code a social game or even work with a bio tech lab among other opportunities. and once a year, our students and teachers from across the city, come together with local businesses that support programs and are offered paid internships, the show case event was sponsored by the hyatt regency and several were there to celebrate with the students and teachers and so we thank you in the xunt for doing that. early they are fall, volunteers from the on-line social game maker, zinga, a partner to our district, brought in 20 staff volunteers to work with our balboa high school technology students, who are learning to
1:09 am
gain or to do game programming with the tech employees from zinga and

1:12 am
>> this is the way that we do business in san francisco, public schools. and so this golden bell will be displayed for all to see, but kerri, congratulations kevin, thank you so much, but when you see claudia, we give her a shout out as well and so congratulations. and so finally, a little over 19 years ago, a man stood at his inauguration ceremony to
1:13 am
begin leading the country as the newly elected president of that country. he was there, standing on the stage, with his former prison guards. the guards that had abused him while he had been locked away for over 20 years. that man is a man that we all know as nelson mandela, the president of south africa. p and today, in that very same nation, that nation came together to memorialize him and he will be buried this sunday. but i wanted to take a moment this evening for us to remember nelson mandela whose journey from antiapartheid activist and who never gave up to change his quest for the bet and her that man achieved it and that man taught us everything that we need to know, and personally, what i need to know to do my job today and his lessons were very, very relevant, then as they are now.
1:14 am
stay morally centered and keep a broad vision of what needs to be done and work to find the best way forward. and if we all do that, then there is nothing that we cannot do together. so i would like to take just a moment to recognize legacy of nelson mandela by asking for a moment of silence. >> thank you very much. from all of us here, we would like to wish everyone a very happy holiday season, and enjoy time with your families and, get plenty of rest, and be ready to go as we start the new year and continue our great work in 2014.
1:15 am
if you want to address the board you need to put in a card before i call the item and so if you intend to speak and you have not put in a card, with her, please make sure that you do so before i call the item that you wish to speak on. i also want to, yes? >> i just want to make a comment that superintendent that there is a civic memorial tomorrow at 8:00 a.m. in memory of nelson mandela at city hall. and that all of the members of the public are invited to. and so i wanted to make sure that everybody was aware that have and a public memorial for nelson mandela tomorrow at 8:00 a.m. at city hall. and thank you, commissioner murase. we are on item c, recognition and resolutions of commendation there are none this evening, we move to the student delegate's report, miss way and mr. logan >> okay, we are going to be
1:16 am
reporting tonight on the november 25th, meeting, and but first the first order of business was the retreat which we are planning with the commission. and the entire sa team is going to host the retreat and again in corporation with the wy c and it is going to be all day on saturday and sunday january the 11 and this 12th. we will be learning about the district and the city budget. for a few hours on sunday, i believe. and the next order on the agenda that day was the vision, 2025, program, and sac, team and has been participating throughout the whole process and we will have representatives at the meeting on this thursday and friday.
1:17 am
and we have the student voice as part of the whole vision, 2025, program, in the future. >> so far we have been working with the teacher feedback survey and we have been working with matthew kenzi on making the survey so that the students can access the survey through the internet. and in regards to our affordable care act out reach, that we are we are going to stop using it, but instead making the announcements through the school, and making social media announcements, and making a prezi presentation on-line and so the students can access them through different means on the internet. and so, there will also be a
1:18 am
special education presentation, by dj derling. and along with city hall's youth commission, and on wednesday, december 11th at 5:30 p.m. in the city hall, room, 343, you can come attend and you can participate in the meeting. and all right, next the meeting will be on monday, december 16th at 5:30 p.m. p i have only one card for public comment, i would like to take up the general public comment out of order if the board is willing is that okay? all right. thank you very much, i appreciate that and so mr. purchec you have two minutes and you may approach the mic.
1:19 am
>> you can hold it up, we do have a rule.
1:20 am
1:21 am
>> we need it on the record. >> okay. >> we will break here >> we live two blocks from the area, but our neighborhood school is drew and i am the teacher and i understand that of the 72 elman schools it is ranked the lowest in test scores and i don't understand how everyone in this area is not in the low test score area. and what you are saying is you
1:22 am
have the lowest, and you have the school with the lowest test scores, and half of the people there, it is high priority to choose the school and half of us don't and i don't understand, what makes me different than someone who is two blocks over, we both have the same neighborhood school, everyone here has the same neighborhood school, and half of us get to choose our schools and half of us get to choose our schools first and last and that does not make any sense to me, i am just wondering if any of the board members have any opinion or statement on that? >> we don't engage, through public comment, and so we can't discuss the matter, but thank you to address the board. >> when is the next student assignment committee? p >> there is an ad hoc committee on student assignment that takes up boundary assignments
1:23 am
and the next meeting will be in february and they will give a report on the assignments from the previous year, but we don't have a date yet, so please check our website for the ad hoc committee on student assignment. p >> okay. we will now proceed with the regular order of items on the again da and so thank you for your indull begans, i am going to call item a, the advisory report and i see that we have a pac representative in the audience. >> good evening, none of the pac meeting members are able to
1:24 am
come and this discusses the task requirements task force and the vision 2025, coalition and most recently the calendar and committee. and regarding the athrough g requirements and over the past year, the packets have been actively involved in the graduate task force. including participating in various discussions about the possible modifications to the current a, through, g requirements that were passed in 2009 and that are set to take place and being in effect as of this graduating class of 2014. and a year ago this time, we were alarmed by the number of students who were off track for needing to graduate for not meeting the requirements and since that time we have seen the numbers reduced as a result of the effort to coordinate the service and provide support and to communicate with students and families about the a, through, g status and how to get back on track. still, the numbers of students that remain off track, is of
1:25 am
concern, and needs additional measures of support. and it is an indication that we need to identify long term, strategic safe guards and structural interventions that will mirror the short term successs that have happened and will be sustain able over the long term, the pack recognizes the award of a proposal tonight to modify these a, through, g requirements and specifically pertaining to the continuation schools tonight and the pac on that particular item on the continuation schools, we urge the board to consider a temporary vote for solutions for up to a two year suspension on that term. and so that this district could have time to build the capacity to fully implement the a, through, g requirements and the continuation schools and by
1:26 am
putting in the necessary funding and support and course work in place to expand the access and opportunities for the students who attend these schools. members are participating in the vision, 2025 and i want to take a moment to thank district staff steel, and ed, and kim for being responsive in terms of parent input in order
1:27 am
parents to participate, and the basic anticipations are interpretation and thinking about considerations for a child care, and for transportation, and i want to say, that the district staff heard that and put those consideration into his play so that the parpts could participate in this process. so thank you. of course there is the perspective and needs, but the over all message that came through, is that it is important to think about the impact on families and the students learning and to consider lessons learned from the other districts that have
1:28 am
made the changes such as taking the full week of thanksgiving off, just to share a sampling of the feedback that was heard from the families was that for many parents, they comment on the difficulty of taking the time off during finding affordable care during the holiday schedule, other parents committed being able to take plans far in advance for the school holidays was important and some parents say that partial weeks were hard because they don't usually run partial weeks, several responding to the teacher shortage, thought that there should be insensitives, and some parents were concerned about the quality of ininstructions that seems low during thanksgiving week and a lot of movies are shown and a lot of less academic ininstruction after the assessments are given in the springtime, other parents thought that the early start will be more preferable and
1:29 am
adding days and rather than adding the days at the end of the year to combat the summer learning loss and the balance of the semester and so just a few comments and the additional ones to report and we hope that you will find that information useful. >> thank you very much. any questions from the board, seeing none, thank you. and happy holidays. okay. we are now on item e, public comment on consent items. and there are none. , i am sorry. >> may a hear a motion and a second on the consent calendar. >> are there any items withdrawn by the superintendent. first, 2 d,, on pages 59, through 61 of your agenda, and
1:30 am
the number 1 5, organizations on page 61 should be changed to san francisco parks alliance corporate being withdrawn is 4 a. p on pages 163 and 1646 your agenda, item, four bb. on pages 215, through 216, and the original dates of service, should be changed to 11, 1, 12, through 5, 22, 14, and amended dates of service should be changed to 10, 1, 13, through 5, 22, 14.
