and san francisco pickup about 85 percent of the wheelchairs they get 58 a piece of for them. two we can't find drivers that refuse to drive the ramp taxis because they can't pay the tax. and sometimes the ramp taxi no longer goes out because they're not certified because they can't make any money our repair bills are high. and it's a number one commercial vehicle used for commercial purposes. 3 engines in 3 and a half years and rear act ills.

it's a little bit gold burgerish. there's a lot of changes and my own approach or preference in this and i've said this over the years right now it's not rules that ramp taxi drivers are and companies are supposed to give priorities to ramp taxi users. the way to accomplish that if a driver didn't volunteers to take one of the calls after a concern amount of 7, 8, 9 it would be a sign they have to be sufficient incentives to make it worthwhile to make a person want to pick up people and drive those cabs.

>> good afternoon usually i find myself her at 4 o'clock. this program has been reviewed by as is our practice on the city, state, legislative committee in december. it's before you today for discussion and action. the program itself is very much and i'm much more mindful to be consistent with the city's strategic plan. to that stent i've found that it's important as we advance ideas whether they're going to the state or local process they need to be screened through the statistic plan to manage consistent objectives in our various legislative arenas. so workplace in mind.

i'll cover local, state, and federal i'll answer questions in the presentation. the local presentation rktsd our common practice which is a daily engagement. many of our staff are working on the daily basis the first relative to the responsibility as it relates to the issues sponsored by this agency and initiatives that generate from the board of supervisors. the third item is something you're familiar with. we'll be going to the board on may 1st with the budget for this agency. that's noticed here in the program. the highlight will be van the recognition of the mayors task force that includes ballot measures including an increase

in the vehicle license fee and in two years a new sales tax and two separate potential general bond measures. that will be a lot of work. 5 and 6 are common things we're tacking contracts to the board of supervisors those are noted here and ongoing initiatives and continuing to work with the board of supervisors on our capital projects including the central subway and components of the transit effectiveness project. moving into the state this is the second legislative legislation. they have yes, ma'am innocent deadlines and new introductions that have a much are shorter

time, if you will, they only have one year ambassador again, the state budget they're looking better. and from the governor on down through the legislation there's a lot of relief and this agency receives $37 million for the state transportation fund those are critical for the operating needs and critical statewide for operators who denied on those for the operator budgets. with regards to capital funding under b we're really looking at the close out of prop 1-b that's a $3.6 billion program that was passed by the voters many years ago it was for many funds that went back to san francisco. a majority of those funds are dedicated to the subway. we're waiting for the last

appropriation for the transit operators can gather their infusions from that program. san francisco we've received $600,000 that's the largest plan and there's a remaining $83 million. we're confident the state is aware of the fund. and those funds need to be appropriate in the budget. in terms of existing commitments the stipulating it's a program that, you know, we get small amaze in san francisco because the formulas that have to be with the miles it's a highway driven program. we're going to work with our partners to make sure we can advance some of those funds. moving into really the conversation that is going on now what's the future in

investment in transportation funding. already we see the transportation in california and the alliance for jobs have introduced two measures to the success of state that would propose to create a property tax on vehicles in the course up to one percent 2018 for statewide u statewide it's going to generate for state roads and a smaller percentage to transit capital. the question is whether or not those are the forces that the administration decides to ride how does a relate to san francisco decisions those are live codifies we're walsh as the mayor's office and the board of supervisors are a well aware of this dynamic.

mostly we're powell this to see how this looks for 2014. it's time for that the state to raise revenue and what's the mechanism and when. on cap and trade it's significant opportunity for the state to raise revenue. you may have read in the newspapers today that the governor office is going to use 1/3rd for the high-speed rail. there's a strong advocacy effort around a boarder direction of those fund. we've been involved in a transportation that brings together housing advocates and inner advocates and transportation advocates to have a conversation about how the

funds will be distributed. the city has designated the cap and trade funds and we've been working with the mayor's office with the cap and trade issues. the parking educational program we've are now moving forward to have a conversation at the statewide level to see how we can build some interest and support and that conversation at the statewide level this year. i believe there's going to be a lot of education and capacity building in this year. we've started that process we'll be in sacramento tomorrow but it's going to take time we need our support.

and then b relates to our efforts statewide on the advocacy effort. we're working with the california public parking association. there are agencies that have interests on the parking side and we're going to work on the process. the complete streets the first two relatives to legislation as well as guidelines having to do with our interests in supporting more flexible design efforts at the state level so the cities can advance bike and pedestrian projects that make sense for what's going on on and on on the ground but may not fit with the engineers manual. this is a national issue and even f h w a has enforced the consent when it comes to the

application of design standards so in the environment we can forward the kinds of projects that make sense for san francisco. we feel there are there's a great opportunity to make progress with the new secretary and the secretary is interested in active transportation as well as the new roll out of the transportation programs. and then c is really very much from front of the people's minds but in particular with regards to pedestrian safety and traffic enforcement and looking for those opportunities through the pedestrian safety task force and working with the other departments to see what the city can do together whether they're having that conversation and really having the conversation before we seek the changes before we're ready to moved and

that includes the mta and others. sequa pretty much that was tackled last year. and right now the city is looking at the complications to see how the city can benefit from the sequa reforms. and have taxi legislation we anticipate there maybe policies this year whether it's relating to the issues you've heard about in the meeting. we'll be he keep our eyes on those proposals as they relate to offering site and taxes. we've added something we've trying to work more collaboratively is to be supportive of city planning they've reviewed our plan and

incorporated our planks and that gives the opportunity to be more resource full working with other departments including pedestrian safety and parking safety. so that was the main part. i'll quickly move to the federal piece of this. with a couple of highlights. naturally one many of you know the legislation exteriors this year. and whether or not there will be a multiple year authorization is an unknown. what is more material is how our future program will be opportunity. i've been up here before and you've heard it in our respective roles and displacements but at this time there's no clear path forward on how to save the dwindling

highway trust fund in the transportation program. without that the policy pharynx was tackled and the real that fundamental issue is how live the program be funded. we're continuing to engage if the rule making process which is continuing even though it expires it takes time to rowell roll out the policies. and then on federal appropriation following the two year budget on on one hand it exteriors on january 15th we need to get to some form of an appropriation bill to finish out this year and then if we can catch we'll start the next

issue. unlike in past years but earmarking isn't our business we have an agreement for the subway we're looking to have that and it changes the way we do things. we don't find ourselves filling out forms but being part of the formula programs it is a more reliable stream. and the last one i want to mention it's something we take for granted by the coach has turned into a pumpkin. we've advocated the concept of parity in terms of parking and transit benefits are treated for employees and by employers. on december 31st that lay extraordinary it lapsed and the

>> just to be clear it's slight cripp ticking it goes to automated speed enforcement we know that washington, d.c. has implemented a policy to accomplish that. the second one is to look at whether state law looks at blocking the box. we're going to seek to determine that before we run a bill bus that's another arena of enforcement. with regards to other jurisdictions i'm working with our substantial staff to a explore that so we have a solid function of our coalitions. we have to have the fraction of sensitivity of cameras. it's a very sensitive issue

5 years ago the second bill was pass extending the law through january 17th. it allows digital uploads. the challenge frankly is for the agency to document what it's performances have been not only in tickets but in performance impact. the other agencies are interested in looking at expanding this program for moving violations. that's a different issue. if we can make the case for the extension beyond the pilot but now the burden is open us to marry the program is working >> i'm very cautious about enforcement. i see a tremendous amount of abuse of violations.

i think if we expect our dedication of lanes to work as we want to expedite fire and trucks to make sure for the lanes are clear for any kind of private vehicle traffic, you know, what i mean >> i do. i think there is an interest in that but it's a fundamentally different law change it's working with pd and having a conversation or multiple codifies about an agreement to law will you allow this to be ignored with cameras >> i hope it's happening it's going to be essential. when they implement dedicated lanes in other countries they don't pay any mind so it makes
