2:01 pm
commissioner sugaya. commissioners first on our calendar is consideration of items for continuance. item one the sharp park safety sfwra improvement and habitat it is a negative declaration it propped for continuance for janua january, 2014. american people mainstreamed to the planning code for the retail use for the commercial formula use is proposed for january 23rdrd. item 3 amendments to the he zoning map in the downtown area plan for 33 golden gate avenue is proposed for continuance. i have there are no speaker
2:02 pm

2:03 pm

2:04 pm
>> commissioner moore. >> i'd like to ask whether or not the commission rules we approved will come back for us to see the revisions. if i recall correctly director williams as you stated i listened to the replay that once a commissioner adapted a new rules and regulations that the department would return with the guidelines to the commission for their approval. i want to ask we stay an track >> thank you. commissioner antonini >> yeah. thank you. i agree with commissioner moore. i would like to see if we could talk about those issues regarding the calendar because i have had the same comments from people who, you know, are
2:05 pm
questioning the policy in regards to taking a fifth sunday when we're we're off one of the other you thursdays during that same month. anyhow on some issues i thought there was a interesting article basically, the jest of the article he talks about you know people complaining but not doing anything positive about things that are going on. he brings up some hypocrisy about the tech buses and, you know, there being a asked to pay something for preoccupying bus stops but it's a lot better to have 2 hundred people than individual cars going through the city.
2:06 pm
that make sense but he also brought up the issue of housing in regards to a project on van less than it was referred and ending up having affordable housing housing limited because they cut the number of houses down. the rules end up working in the wrong direction with a lot of issues involved. but the one thing we agree upon is the density in the city is a good thing and having people living near where they work. i'm reading a book you called one summer and talks about how the growth of work forces in america in the 20 and in the 20s
2:07 pm
we had one hundred you thousand people working in san francisco even though we have a brady area of $7 million but virtual everyone that worked in san francisco lived in san francisco and used public transit to get to their jobs. one solution that will work very well and the more companies realize many of their employees in the majority of companies longtime most of their biz businesses here make sense. we have the transit and the ability to move people around san francisco that didn't exist in suburban compasses. unfortunately, i'm going to be undergoing surgery on the 16th of january and won't be here that day.
2:08 pm
i wouldn't be able to attend on january too but i'll be back in early february i think it's the 6 >> commissioner borden. >> i attended a meeting this week with the mayor's chief officer and two members of supervisor farrell's staff. the archive of the entire internet is in sfro san francisco at clements street. they bought an old science chickening church their cataloging and have been every single page on the internet and there's free library. they were the largest employer for jobs now, when the money came out they hired one hundred and 50 people and they have a
2:09 pm
lot of people to work at the facility and they noticed housing. the people are not highly paid professionals they're paying above minimum wage but they bought a building housing across the street and planned to turn it into nonprofit housing they're putting nonprofits to get them to do the buying of the building. the biggest cost is debt service and they'll buy the building. they loved this ambiguous approach for nonprofit workings that is bought and owned by nonprofits. they'll share. it's an interesting combhept but their have been talking to the
2:10 pm
city of richmond. but they look at how to take the costs of this. they've been utilizing the fiber underneath the city and providing high-speed let the record reflect to the city. their making sure they work with the puc to put conduits down to put their own fiber in to have a super fast opt. the gentleman who is putting forth this project and he talks the foundation of the housing notation and reaching out to
2:11 pm
other nonprofit partners but it's a fantastically development. there are questions around the housing because it tied to employment but you know, i definitely invite anyone who is interested this is an interesting model. i think it would be great >> commissioner moore. >> i'd like to share a comment to the follow-up of commissioner borden's and that's basically crowd funding of affordable housing of a model that's been shared with other cities. i will forward the article to the commission secretary to get a copy including mr. calling because those ideas coming together i think everything is possible >> commissioner sugaya.
2:12 pm
>> i wasn't going to mention this but many of you may or may not know that former commissioner christen had a fire and lost a lot of her positions. she fortunately escaped but one of her best friends didn't. there is on site fundraising effort and also on mission street this coming sunday between 3 and i think 8 or stuff like this so if you want to perhaps even make a donation i'd encourage you to do so. thank you >> correct me if i am wrong but as far as the rules and regulations we'll likely bring that on the calendar when we
2:13 pm
have a full quorum on february 6th. >> for the rules and regulations. >> yes. >> the rules and regulations have been adapted i believe the update to the plans and guidelines. >> okay. thank you. >> so the rex were formerly adapted and are in effect now. >> let's see the amendments e apartments that the director acknowledged will be coming back. >> our rules officer elections will take place january 15th. >> that's correct. your rules state that election of officers is to take place on or after january 15th or is another date you continue the matter to >> just for our own education since there will be some absence
2:14 pm
with commissioner antonini out our next quorum is february 6th just for a note. >> i wanted to comment in the absence of commissioner antonini for the reasons we should wait until he's back. >> very good supervisor we can move into departmental matters. >> commissioners happy new year. just one announcement today next wednesday the 15 we're hosting an open house at the lgbt facility we've been working on this january 15th to 8:00 p.m. that's 18100 market street and that concludes my presentation.
2:15 pm
thank you >> item 7 review of past weeks board of appeals in the prestige commission. there were 0 no matters of interest to the planning commission at the board of appeals and they didn't meet yesterday >> good afternoon ann to tell you about the board of supervisors back in session during the new year. there were a couple of land use planning related items. first, the childcare oversight will be transferred to the office of early care and education. this ordinance was considered on april 21st and you recommended the approval to the full board of supervisors. also at the land use committee was the grocery store special use and it's 130rd by supervisor
2:16 pm
breed. this request is associated with a development that will demolish a building and claim includes the groshsz. it was originally approval on october of last year. you extended the entitlements and considered readapting the su d which is required in order for the entitlements to be valid as the previous su d also expired. so the commission recommended approval with 3 additional amendments. the first, as we explained on monday was the mravpt staff should work with supervisor breed to have formula retail units at the site to provide food for to the neighborhood and
2:17 pm
two for commercial used to increase the flebltd of future tenants address 3 you recommended more go restrictive signage controls. supervisor breed at the monday hearing noted she's dismissal looking at whether or not the retail formula should be considered and it was moving forward. she recommended that the committee accept the committees recommendations for more controls. this item will be heard by the land use committee and go to the full board the next day. there were no new items but some introductions. the first is the housing code amendment introduced by the supervisor farrell. this will allow apartment
2:18 pm
building and that was in the paper this week. also a hearing request about our hearing requests for policies and procedures it's directed to the planning department of the dbi. it's directed for the department of public health. the supervisors are asking they report on enforcement of city code violations and they identified 7 topics. the first is internal department preserves and problematic cases ease 3 is reminders for referrals to the city manager's office and four that are referred to the sofas and the number of percentage of cases not referred for enforcement and
2:19 pm
whether the lack of enforcement such as budget concerns and number 6 a number of yearly specifics and lastly whether legislation is needed to have better code enforcement. that concludes any report for this week >> thank you. >> thank you. >> commissioners it it will place you under general any public comment? not to exceed 15 minutes. the public may address the council. with respect to our opportunity each member is - may address the commission up to 3 minutes there are no speaker cards >> general any public comment?
2:20 pm
? >> good afternoon. i'm jordan my family owns the building on both broadly broadway we've owned it for one hundred and 50 years we're the longest standing owners in san francisco. david chiu is starting a moratorium on liquor licenses and this would be devastating to my family. we've been trying to open a new lounge on the second floor. this type of legislation a moratorium shouldn't be enforced anywhere in the city it creates blight and vacancies and didn't help with the problems going on. we hope our commission won't support this type of legislation >> thank you.
2:21 pm
>> good afternoon, commissioners i'm steve event i'm a permit consultant no san francisco and doing extensive researches on the broadway corridor. i'm court of law to an attorney in regards to the 493 project. the last entertainment meeting sxhirs hyde introduced reports it's ironic that some of the permit holders were on the proposition for the more tomorrow's. broadway for years has been a very, very unique and troubling and complex item it's not one quick fix but i'll say there is no reason why we have to have 167 or 17 or 18-year-old thugs
2:22 pm
and gang members coming down to the corridor. they bring weapons and their disorderly and not good for businesses. there are 8 strip clubs on the corridor none are permitted and their business is adult entertainment. those guys who are thugs come into the area and drop off the girls it's a an attractiveness they you become a nuisance and it's not good for business or broadway. the moratorium is going to freeze two buildings in particular. the fuse line on broadway and also the crowbar lounge. that's a manmade self blights they will be cold and desolate.
2:23 pm
the old brand i didn't business so you have four major large buildings that will comprise blight. the way to go is condition the strip clubs and put them under adult temerity we want to welcome the branch folks we're going into the polk strict and welcome the cost cafe and frankly it's $12 cappuccino. the other aspect we want to support the lounge and also the crowbar we need to get tenant in those buildings and condition the buildings and make the environment for survive and accommodating for tourism not create blight we need to shed
2:24 pm
some light on this commissioners >> any public comment? >> can you give it now? okay. this is the use of herb sides which is growing more and more and more. if you look at this chart there's something called nature aid programs and they're using something called tier one and tier two heshdz and their more
2:25 pm
and more toxic. the date on 2008 but from 23408 to the last year the use of heshdz has increased from 2 hundred to 4 hundred percentage in all categories. its number of volume of heshdz is an ingredient to everything. actually our department uses an heshdz but not as much like the nature areas program owns one quarter of the city land and as you can see it used almost more than heshdz tier one and tier 2 than the rest of the rb p d including golf course and those
2:26 pm
heshdz are very dangerous. they i guess i forgot my cheat sheet but anyway, another piece of information is an article on one of the heshdz that is so persistent that the aid treated by the heshdz it excretes it the manure is still toxic. the farmers lost their crops due to the manure from the hay to feed animals. i'm sorry, i - i'm just saying it shouldn't be permit. i don't know if this thing is in
2:27 pm
our jurisdiction but i want you to know about it at least as citizens of san francisco because the practice is really awful and those chemicals are linked to all kinds of problems. thank you >> is there any additional any public comment? okay public comment is closed >> that place you on our regular calendar the inner forest plan presentation.
2:28 pm
>> i have a password on it? good afternoon, commissioners i'm john i'm the plan manager for the san francisco planning department urban forest plan i'm joined by carla short and dan who's the chair of the urban forest council. i think dan wanted to say something about our collaboration >> afternoon commissioner. i'm here wearing two hats i'm
2:29 pm
the chair of the urban forest you council you get flags we do not i don't know why that is. second i'm the executive director of the friends of urban forest we've been working with the forest council for the last two years to construct a master plan for the san francisco urban forest it's been an open process to the public. we've been working with the forest council for the last year and a half having meetings with the planning department. we've excited about the work and we think that the planning department in conjunction with the dwp and other entities have strong recommendations. we look forward to presenting it on the 15 and hope you'll
2:30 pm
participation to it there's an enormous amount of work here >> thanks dan we are going to talk about trees. and we're going to start at the beginning. so san francisco nirnl having had very few trees it's a scrub lands and grasslands and when the city was considering hiring an architect to complete golden gate park and the architect expressed not good thoughts and didn't get the job. we have seven hundred thousand trees we estimate and in city parks we have 31
