extensions of the carpool lane and see next generation strategy for the freeway network and building awareness of programs and opportunities we're 32 people but we really do try to cover the whole city and include everyone in our work and that takes time and takes systems and processes and it takes an orientation an external orientation that requires us to be much more clearer in communications and awareness of what we're doing with the city sales tax dollars and how to manage that with accountability. >> how we're deliverying the transportation improvements that they so want and that they so need. on agency and staff

development you know our staff are our treasure we could not do what we do without a great staff includes all five divisions of the agency it's a pretty flat organization and my goal would be for us to rise up to the calls that we're being asked to meet in an efficient and sustainable aware for our staff and that might mean some strategic filling in of some layers particularly in the senior and management rank but i think that we can make that work and we can do that step by step and bring a plan forward perhaps in the next budget cycle and explain our ideas in that regard. even going paper less i think there's no substitute for having a hands on capacity to be responsive and thorough and to be effective so thank you very much for this opportunity and

projects finished before we do anything else i mean looking at the 20 year plan you have to figure out what's been done in prop k and what still has to be done before you go any further than that and regarding prop k, regarding the geary, brt project i went to the meeting out in the richmond district and i posed this question -- last week proposed this comment last week too -- this rapid transit is it rail ready and if they want to have it rail ready, it's a 40 year plan there's no funding for the geary light rail project it has not been funded at all besides

i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far

away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings and the evenings. one of the favorite places is up by the upper reservoir because dogs get to go swim. it's extremely popular. many fights in the city, as you know, about dogs in parks. we have 317 acres and god knows there's plenty of room for both of us. man and his best friend. early in the morning people

before they go to work will walk their dogs or go on a jog themselves with their dogs. joggers love the park, there's 7 miles of hiking trails and there's off trail paths that hikers can take. all the recreational areas are heavily used on weekends. we have the group picnic area which should accommodate 200 people, tennis courts are full. it also has 3 playground areas. the ampitheater was built in 1972. it was the home of the first blues festival. given the fact that jerry garcia used to play in this park, he was from this neighborhood, everybody knows his reputation. we thought what a great thing it would be to have an ampitheater named after jerry garcia. that is a name that has panache. it brings people from all over

the bay area to the ampitheater. the calls that come in, we'd like to do a concert at the jerry garcia ampitheater and we do everything we can to accommodate them and help them because it gets people into the park. people like a lot of color and that's what they call a park. other people don't. you have to try to reconcile all those different points of view. what should a park look like and what should it have? should it be manicured, should it be nice little cobblestones around all of the paths and like that. the biggest objective of course is getting people into the park to appreciate open space. whatever that's going to take to make them happy, to get them there, that's the main goal. if it takes a planter with flowers and stuff like that, fine. you know, so what? people need to get away from that urban rush and noise and this is a perfect place to do

it. feedback is always amazement. they don't believe that it's in san francisco. we have visitors who will say, i never knew this was here and i'm a native san franciscoan. they wonder how long it's been here. when i tell them next year we'll get to celebrate the 80th anniversary of the park, good

with the bond promises as provided and that's shown in the tangible on page 21. on page 22 of our report we point out that including the fringe benefits the total annual ongoing salary of infringement are 21 thousand for the requested two new positions. this ordinance says the positions will be filed in january and those two positions couldn't be filed until at least april 1st, 2014, with that start date the total cost will be approximately 82 thousand instead of one hundred to tell us plus. our recommendation is we recommend you amended the

sewage coming to the treatment plant. the plant observed a underwriter of their movrpt system. basically this monitoring system as name suggests monitors the low objection didn't even and other potential hazardous gas. it required immediate repairs to mitigate the risks for the treatment plant and protect the health and safety of the plant operations and also insure osha and and it is to be awarded to the construction in the amount to exceed $225,000. the reason for the m k working or in this emergency contract

donor site. for a victor to walk i threw the t dr site. the donor site will not be improved in the future so there's a volume of the site that won't be upgraded. the t dr can sell it the folks find a small footprint but entitlement for height that they can't get to because of floor area ratio. so the t dr allows the developer to maximumize their height. this is a picture of how that

can happen. t dr can only come from 3-ds sites or if the code was replaced for the c-3 zone districts >> so this has been an opportunity that's afford to the city since 2004 not graufl used from the city. t dr can u be used to increase the areas or for the prestige districts. heersz a map of what t dr can be used. as you see it's focused in the financial district not surprisingly and along the market street corridor again not spiraling where we have small footprint particles. then difficulties for the developers to get to the height

limitations. so i want to make it clear the t dr process in no way trumpets the process. the t dr allows the developer to maximize to their sgiements e entitlements. the proceeds of the sales >> can i stop you real quick on on my question and thanks for speaking will be the item. the concept will have taller skinnier building but this won't trump many part of the process but given f this is a newer practice i'm curious as your thoughts if a developer
