7:30 pm
wants to see the working conditions improved >> so thirty percent more. >> b it's about thirty percent more. >> that's important. thank you >> so authorized positions. we've grown as you see. during the downturn we laid off one hundred and thirty people. your permit volume as picked up we're going to rehire people. with this 13 and 14 budget back around the downturn that we were budgeted for. we've been hiring and we want to add more positions. we're leveling off we don't need much more.
7:31 pm
in our budget this year that was approved last year, we have more building inspectors two. and we're going to ladder to work with sfoir. we're asking for 4 more bodies that are above and beyond that are permit techs and in the service to help with the customer calls. we're looking for more you assistance with the management position and one with pr. we're looking at part of the add we're technically asking for two positions we're going to give up two position. that's to fill 4 more positions. you can see in the graft we're
7:32 pm
leveling off we're asking for more positions but on the whole you'll see there. so a few other changes to highlight. the fringe benefits has increased due to the new positions we've added. equipment we've also are continuing our vehicle replacement a program so in the current year we have 10 vehicles scheduled for replacement and last year is part of the budget process we got 26 vehicles to handle the new staff on inspections. 10 are purely electron getting smallest cars and hybrid electric mix. we don't have the structure to do more electric so as we get
7:33 pm
more infrastructure to plug them in we can still use them as a hybrid. and in the event of an emergency we have an earthquake and no power we still have cars that run. cars can't be procedural electric. because we have so many cars we're continuing 10 cars to be respected. we have old cars that are reaching the end of life they're only good for 15 years and fleet will take the car and they thrills to come and get our stuff out of it. with other cars they say you have a new car coming but
7:34 pm
they're not save after 15 years they confiscate the car. work orders are increasing and the department of environment has asked for additional positions one for green building and one to help with demolition recovery. we've put some money in that dwp to help are things. there's some money there that's unassigned but over the course we get things like repairing phones and i'd like to have a cushion. hopefully, we'll get those
7:35 pm
worked out but right now there's a little bit of money that is flex. our project is continuing we have a contract with dbi. there's 0 money to continue that project and the other two projects i've mentioned. a that's my overview of the request >> commissioner walker. >> can you point out where our code enforcement grants. >> you our code enforcement outreach entrants are in the housing department and the summary of 038 is in housing. >> summary by division. >> they're on page 8 of
7:36 pm
attachment a. >> there it is but there's nothing in there. >> it means this there's no change. their current getting 5 point something million and the board of supervisors another money to the grants and we're proposing to maintain that increase and not an additional there for this year >> thank you. anything commissioner. you mentioned work orders what's the total amount of work orders >> sure. if you look at the very first page of attachment a there's 0 a-1 and it's $8.8 million.
7:37 pm
and then you'll see a negative 140 >> okay. it's broken down per section. >> our work orders are budgeted by areas so we budget them for admin and we don't break them down to the division level. >> commissioners. commissioner melgar >> yeah. a comment this was a great presentation. it's thorough and thoughtful but has a good compact for explaining so thank you very much this was great >> i want to concur. i know that since deputy left you're doing an einstein job. i could sit and a listens elin to you all day and numbers kill me to that's good
7:38 pm
>> is there any further commissioner discussion on this item that is. i wanted to note that the commission is required to hold two hearings of the budget and we're having a special meeting on february 4th to have the second hearing. >> okay. >> any public comment on item 5 seeing none. item 6 update from nomination subcommittee >> they met last thursday. we decided we are going to open the period for accepting applications and resumes for all the expired seats on the code advisory committee and the board
7:39 pm
of xherpz. all the seats extraordinary in august of 2013 and 3 of the seat on the commission extraordinary. all the seats on the board of commercial escorted in 20122013. the application will list the seats and the criteria for filling the seats. the noontime should be posted on the dbi website soon i hope. so potential plants and interested persons that want to apply should check the dbi website. anyone wanting more information should contact the respective secretaries the code advisory committee is neil.
7:40 pm
yeah, we changed it to rick. and the board of examiner is - . we need to fill 3 new seats on the board of examiners. this is posted on the dbi website. those 3 seats were created by the soft story legislation and they're one think for the tenant seat it needs to be an architect or structural engineer. the homeowner or property owner needs to be an architect or structural engineer. the deadlines for applications for the expired seat and the new seats will be the end of february, february 28th. the nomination committee will
7:41 pm
moot in early march to review the applications then we'll figure out what to do after that. regarding the current members on those 3 bodies we want to thank all the current members and ask that they're interested in continuing to serve they submit an application or letter of interest by the deadline as well. all current members sitting on an extraordinary seat will be asked to stay until another person is appointed. we're encouraging them to help with outreach to help fill the 3 seats on the board of examiners. >> thank you commissioner lee. any comment from the commissioners >> thank you so much for going through this. i know those sub bodies help us
7:42 pm
a lot with all of us staff and commission in helping to move forward things forward so we really encourage all of you out there to go to our website if you're interested in putting some service into the city please apply. it's important the discussions that happen at that level. we invite you all to apply for the seats >> thank you. many of the seats require special expertise but - >> on access appeals and code advisory both have members at large for public input. >> any public comment on this
7:43 pm
stem. if there's none >> if it's okay for the commissioners we'll take our recess and be back here hopefully by 10:30 and go straight into item 7 which is crown terrace and we'll have our discussion on that. if there's no objection i'd like to recommend that we go into recess for thirty minutes or so continue. >> thank you. >> i made it back mr. president. >> you said you were going to drink champagne. >> i think we're ready. >> week to week we appreciate us to have that thirty minute
7:44 pm
break. with that, ma'am secretary our next item >> item 7 discussion regarding 1 with 25 ground terrace. >> before we go to general public did you want to say something there city attorney. >> there's a dbi is still in the process of its oppose investigation of the site. you may have seen in the newspapers that the city attorney's office is also doing it's own independent investigation. so you recommend at least for the time being in order to keep those investigations ongoing and not undermine those that the commission just take public testimony and we can revisit this at another time >> with respect to revisiting
7:45 pm
another time we'll calendar it again once we have everything in front of us. commissioner melgar do you want to talk about it >> it would be great to have some perimeters of what we can and can't do. if there are issues that proton for the policies and procedures that are affiliate i didn't that permitted this to happen or improper supervision of staff at which point do we discuss it. what are the perimeters as far as our own investigation >> i'm from the city attorney's office. there's a divided line between
7:46 pm
the jurisdiction of the inspectors commission and the jurisdiction of the department in terms of enforcement of code requirements. and investigations of the department in inference or friday afternoon e furtherance of enforcement. the commission can how old hearings and receive input from the department and public and ask questions of the department or the public but because of this jurisdictional boundary there are limits as to what the commission as a body can actually do with regards to individual projects. in addition the commission wears two different hats so one of your hats as the san francisco building inspection you have the
7:47 pm
conduct of building inspection and the amendment of the code that the dbi is involved with but you also wear the hat as the abatement appeal board. so there are instances in that regard you act as an entirely different body and your acting more in the capacity similar to a judge. so there's different rules of conduct so oftentimes that issue comes into play where the roll you may be take as the san francisco building inspection can come back to the abatement appeal board for enforcement type of acts is that trigger that process. i urge, you know, caution in that regard because you don't want to do anything as this san
7:48 pm
francisco building inspection that my undermine the abatement appeal board if a project comes before you >> commissioner walker i'd be interested in hearing hearing our comments. >> yes. it's a fine line but of most importance there are several investigations going on and until those are complete and we have the reports before us it's inappropriate for us to to do anything other than taking any public comment? i want to know that the property is safe. there's the issue of the permitting etc., but this was a building that fell so i guess we may want to know with things are
7:49 pm
secure on that property there's not going to be anymore - >> if i may there is any public comment? here let's take that and circle back on this issue. is there any other commissioners. commissioner mar >> i know the department, you know, is working very hard to come up with its oppose report and i would encourage the director to come to that conclusion as fast as possible. i'm sure we have less control over the city attorney's office feedback. but when we get those reports i would like to withhold and agenda did i see it and discuss it how we view those two reports
7:50 pm
>> i'm john from the city attorney's office. i want to point out that the city attorney is not necessarily going to be submitting a report on its investigation to you. it dpoopdz the outcome of that investigation what actions our office might recommend >> okay my final point. i concur with my fell commissioners when this came to light back in december we we have a hearing we told the public we'd e we'd get to the bottom no stone unturned. just reassuring that to the public this is exactly what's happening and we'll have a comprehensive report that i believe will explain our
7:51 pm
concerns. so i look forward to that. i believe the director has been working i know this for a faculties taken a lot of man-hours and i believe we should have it shortly. i don't want you to commit to a timeline but everything involved here down to the starldz this report will be done pretty soon and we'll bring it back. we can have a special hearing but we'll cross that bridge. we'll have a good long time to digest what's in the report and ask the hard questions if they're not in the report >> director huey. >> yeah. i agree with you. the report should be, you know,
7:52 pm
shortly maybe few days or early next week will be ready with the final input from everyone >> okay. all right. . thank you personally for all the hard work along with our staff. so with that, ma'am secretary we'll take any public comment? >> okay. >> good morning, commissioners i'm the structural engineer for the terrace. happy new year mr. president, in regards to this project. the entire team from the design team to the construction crew
7:53 pm
apologizes for the incident. we take full responsibility for it. the structural design perhaps commissioners you're not aware of this the design was reviewed by the structural advisory committee. this is a group of experts. we spent hundreds of man-hours coming up with a comprehensive set of structural drawings that included every detail in regards to the complexity of that project. dbi attended those meetings. the committee made out of a soils engineer a going lost and she or he engineer and architect. dbi did everything right.
7:54 pm
all the proper steps were taken. just to put this into prospective the sack review lasted 7 weeks and it costs over $67,000. i'm delighted that the chair of the committee is here. we had the geolost and harvey was the the architect and steven wall street was the structural engineer. this was our group it would be labeled the best group. the set of drawings were approved. the work started approximately 8 weeks ago. this was a failure of implementation.
7:55 pm
like all accidents could this action have been protested? unfortunately, the answer is yes. we were very fortunate that no one was injured. we were also very cautious about the system. in fact, we had a full review that included wrapping it with plywood including an anchor age system >> i'm sorry i have to because of the any public comment? we have 80 keep it to 3 minutes. thank you, sir
7:56 pm
>> next speaker. >> morning commissioners, liking o'brien. i'm one the team that the previous speaker spoke about. the project sponsor apologizes again for what happened. for the trouble that it created and the stress it caused everybody. the reports i think you'll find will ultimately bear out what the previous speaker said it was an implementation problem not have codes or anything. the project sponsor buildings that and has been advised it would be a good course of action and respectfully asks the
7:57 pm
commission to reassumes when everybody is satisfied with the investigations they have to do and respectfully asked if we can get to that point for obvious reasons. he had the worth night of his life when he heard about it and my life. it would be annoys to let everyone know that the people who were involved have been in the construction industry for many, many, many years. the company involved with the showing plan has been in business for 75 years with an unblemished record. gentlemen that was a cat tropic accident but it was an accident. and they do happen that doesn't
7:58 pm
make it acceptable or okay. which is why we make the statement we're responsible. the project sponsor is trying to put the situation right. whatever corrections as far as processes and stuff we'll do whatever we have to do. that was the message i wanted to convey to you this morning >> thank you. next speaker, please. >> good afternoon commissioners i'm patrick i'm a structural engineer represented brenda. her home is directly touching her property. i was there that night 15 minutes after it happened.
7:59 pm
i want to thank the directors for being available for this discuss specifically for my clients concerns. we're doing shoring on my clients property. the she or he hadn't started but the excavation has. i'm co- recommending on the jerry side and i want to accept and acknowledge his apology. but we need to understand fundamental although this is a landslide site and excavation has started and stopped we're about to go into the winter and it's going to rain sometime and i want to encourage and i've had discussions with him to get the fountains in now.
8:00 pm
let's not let this site for the entire winter. they've carved out the hill we need to get the foundations into this building but we need to get the fountains in to protect my clients property to address the remaining wall on top of the hill. i've had discussions with some better implementation of this project. i believe the building department is capable of working that out but get even though fountains in now much >> thank you. >> thank you. next speaker, please. >> good morning. i'm frank. i'm a
