we've been in discussions with united players also the number of police are arbitrary and inxhicht we want to put-down some lodge behind those procedures. i know that smaller events are forced to leave the city it's not tied into 10 b but 9 book fair that was held inside the fair building for at least 10 years has had to move to oakland because the recreation and parks are issuing recks. and i urge you to consider 10 b in terms of making that a reasonable and logistical

they won't give you one but 2 we're close to $300 an hour so you have a two hour event your wiping out about 90 percent of the fence that could be done in san francisco. we settled for 10 officers and that's quite a bit when ms. holiday said she had half a million people with 10 offered. it's pulling numbers out of the hat if you don't like it sorry. sometimes, it's done at the last minute like a harvey street party. i've been if n involved if the hate street council for many

boxes and we had a party in the street. nobody sold anything. the neighbors got to know each other. i'm not sure that's the kind of play streets you're talking about but it was a great event. i've lived on any streets 16 years. so i didn't take a lot of money to do that and which we didn't have 10 b. i acquired of my next door neighbor if she got a street closure and she said she did. i guess there's certain street closures that don't require 10 b. if itself inconsistent you know, i think i have a problem with paid security. someone said paid security so if

sheriff's department and side police department so the police have the first right of roughly and that rarely comes up. and that's an issue to maybe look at. how to give more flexibility to venues and preordainment's that are on a tighter budget if there's an open book process, you know, some process where people on a budget could use the sheriff's department. commissioner hyde did you want to say something. i want to reiterate this is not something that the commission can change or regulate. it's the reason i have asked that we tube it because people kept ask me to talk about it. and i would like to say i know i really wanted folsom event to be

here. i know they have dorsey alley that's two blocks and has almost the same amount of 10 b officers because they've expanded for all of folsom street that is 7 or 8 blocks long. i don't understand how their can be that sort of discrepancy because i don't think that's in the cities best interest making sure we can continue to house culture events with tax dollars and adhere neighborhoods together and adhere communities together i wanted to hear this because i think that is a concern that the entertainment commission should be aware of. i really wanted to thank

for a presentation to i don't believe we didn't agendize this as an action so this is a point of information >> i'm from the supervisor david choosing office. it was introduced for an alcohol district. over the years the supervisors office and other city departments have been working with a diverse group. the process has been from the bottom up from the neighborhood implemented with the assistance in city government. as you know several initiatives have been in broadway for the top of broadway this past summer. we've seen the implementation

for the portfolios that were provided in concert with the attorney's office and the best portfolios you've heard about tonight. those various efforts have been flatten with the city. this legislation before you tonight is the larger packet of solutions and it was development in close conversation with the stakeholders on broadway. many of whom are here to speak in support of it and/or who have submitted letters to the commission. there's no question there's a larger number of businesses that have alcohol. there's 17 liquor licenses or 8

and a half per block. there's two liquor stores on each block. the broadway track has more type 48 licenses. total licenses in the broadway include consensus track greatly exceed the limits. the existence of so many liquor establishment 2r0ib9 to the peace health and safety problems in the area. it's resulted in fight and gun violence my leadership and a public drunkenness and damaging structures. further, the large number of bars and clubs discourages more businesses in the area. it's been expressed the strong desire to attack for o more

restaurants and cafes and other establishment. so the proposal before you today would create a new wrautd restrictive district on particles on montgomery discredit or the 4 hundred and 5 hundred blocks of broadway. in the r u d forbid the next 4 years the alcohol sales with about prohibited. beer and wine bars would not be reciprocated. new liquor store and alcohol would not be allot for the next two years were a liquor establishment that's located in the r u d could transfer it's licenses inside or outside of the r u d but no licenses from outside would be allot to

transfer in. for those who transfer inside a permit would be required. it would be automatically expired unless the board of supervisors chooses to extend. i should note in april 2013 less than a years ago the board of supervisors passed a resolution that was the result of a community request in that situation and with the lower polk i believe horde the legislation but nicole the more thank you. wore informs 5 years and not two. the proposal as i mention before is supported by a larger number of community members and groups and many are here to speak. so i look forward to hearing our
