11:30 am
production that we began in september and the first class that have is under way now and in fact the first story is coming out of the trainees are now being held on the magazine across crimes and so in addition to the support from the association for the continuing education has allowed us to do more work with the students and. and i have four students from the summer all of whom produced, and we will send the links and also in the state of the station report, and so you can see about what the experience made for them and we have as we have been able to bring in more researchers at the station and put the students and bring the students and education and what we do at kalw and one of the things that we want to focus on and not because it is part of the community but because developing new talents in public radio and journalism is
11:31 am
good for the station. and it gives us valuable content and makes us connection in the community. and speaking connection to the community, right below that, you see a couple of photos, from a really remarkable event that happened this last september called sites and sounds of bay view and this was the result of a collaboration between kalw and the san francisco arts commission where we got the journalists and do the profile of the amazing people to do the work in the bay view and from that community, profiling their expenses what their committed to, and those were in the broadcast on the radio. and we had an event that was packed to the gills with the people that were excited to hear the stories from the community and it was an emotional night and a powerful night and to me it is one night. and it is one community, within
11:32 am
this big bay area, but i felt like it was a example of what a station like kalw can do and we did it in partnership and that is the kind of thing that we could leverage for do more and. and it is just a great series of the profiles that i will send out to all of and you check them out on your own time. >> and the last thing that i point out is if you flip this over and there are a couple of different pictures on the opposite side of this and the last two, and just kind of to me the examples of how the work that is happening at kalw can have reverb rations in places and ways that certainly, i don't expect when we start some of the projects that we work on. and the first of them, is a quote there from lopez who is one of our trainees in the academy and does the work with the young people in mexico, and she talked about how she was taking what they was learning, at the audio academy and taking it directly to her students
11:33 am
there. and what that has meant to the work that she is doing this and i certainly talked about launching this academy did not think about that kind of reverb ration of the work being done by the station. and second, i just, we got a photo thereof, of mars, who is one of the outstanding producers in public radio and i am glad to say that kalw is where he got the work starting in the audio production and i couple of years ago he launched and we had a partnership of the american institute of architect and we launched a chapter called 99 percent invisible and it is about the world of design and how it works. and along with just a smart and talented guys and we gave him support and this has been downloaded 14 million times, it one of the most successful examples of a new kind of public radio broadcasting and reaching a new audience and people all over the world who listen to and give support.
11:34 am
so these just some examples, one sheet and 15 pages, whatever, 20 minutes, of me talking to you is not going to represent what happens at the station in i day and not in a year, and i want to give you a sense of the things that are happening at kalw. and i would say that i think this is my 7th report to you all as general manager. and i feel like you know, we have built a lot, and there are a lot of partnerships and i encourage you to look in that report and we continue to make new connections in the community and one that for me, recently that i think has been really powerful is we have introduced something called the prison report and every monday on cross currents the local news magazine, and these are stories produced by prisoners about their lives, on a day-to-day basis, about their experiences both before and
11:35 am
during being in prison and profiling one another and the changes that they have made in their lives. and this is something that our news director started this last year in partnership with the people that are already doing work. but now the stories are being heard on the radio around the bay area and so i just say, that we keep adding to that set of stuff. and but i also want to say that as a leader of the station, i feel like we have run-in crediblely, because the community has been so supportive and the people at the district have said yes, you are doing good work and continue on that path and i had a feel thating we are reaching the limits of growth to the current path and saying that we will take on more and do more. and we need to be thoughtful and strategic about the opportunities that we do take and it can be shown with the opportunities ahead of us, and and we talked about how we want to do the work at the station and we actually worked with a
11:36 am
great. business and nba student. and at hoss and burkely, and who did the great and laid the great groundwork, for the station and we are really undertaking an approach to that and getting some outside support and doing the strategic planning and this year, undertaking something comprehensive is going to be staff, volunteers reaching out to the stake holders to say what are the real values that guide this institution and how we will have the, you know wha, is going to guide us in saying yes and saying no to project and really try to shape in the more conscious way than we have to this point the work ahead. and so, i want to let you know that work going on. and i want to say to you, that i know that you are a school board members have a lot on your plate every, you know, couple of weeks that you come in here i hear it when i listen to the broadcast on kalw. and but i will say in this coming year, i am going to ask for just a small increase in
11:37 am
engagement which on one hand it is going to be a matter of i would liker to hook you up with some resource to learn more about what the station is doing, and i am going to share with you the specific projects that we have been doing on the air also if it is all right with you all, we have a great letter and it is one of the best ways to keep up on what is happening. and i am going to drop you all an e-mail and ask you the per miss to add you to that list and it is a great to have you in the inbox and here is what is going on. and also, in this year, i mean that there are a couple of you who i have had time to talk about this ste station and this year, i definitely want to set a time to talk with each of you about where the station is headed and how you see its potential for serving the broader community as a whole. if you have a question, i
11:38 am
welcome them. >> and so if there are other things that you want to get back to me about. >> thank you very much for the part. >> thank you. >> it was just a pleasure to have you here before us again. i know definitely that the station has had its ups and downs but through all of that you have been really a steadfast braoefsh belief and her trying to get all of you to move and on a real, and really on the solid ground to move forward, and it is wonderful to hear that you are putting together a strategic thought process about where you want to go and what you want to do and going forward because that is what we are doing here. and sfusd and that is aufully nice to hear that.
11:39 am
and you can get my e-mail address and so can be added to the list. and thank you for your permission, and so i can give you that too. i look forward to what you are thinking and what the other staff members are envisioning for the process, and going forward in the years to come. and my time of the school members and i can't wait as much as i can. and wellness, of kalw and i and i paid for by the way, and it is tuesday. and you know where i will be. and you you can also listen here. and watch on sfgov but you can listen. and and i listen all of the time. and it is just.
11:40 am
and one of the shows. and thank you so much for the leadership and it has been wonderful. and commissioner norton? >> i just look forward to the best for kalw and i just want to commend you and the quality of the report is amazing. i swr had the opportunity to be on there and both times, you know, stotterris that came out that i was interviewed for, were professional and i was proud to be a part of it. so, i am just always proud of the programs, and what you have done, and in getting this station on a better financial footing is really admirable. and i think that the only question that i would love to explore with you, this year, is whether there is an opportunity to broadcast our committees of the whole which are the alternate tuesday. and since, you know, a lot of people tell me that they are trying to direct a lot of the
11:41 am
more needy discussions to those meetings and it will be great if there were more accessible to the public at home and i have no idea whether that is just a dream land, idea, or if it is possible, but i would love to explore that. >> okay, we can definitely discuss it. >> okay. >> commissioner murase? >> yes. i really wanted to congratulate you at a time when the small radio stations are disappearing very rapidly and i had the opportunity to visit a relocation center in the tsunami affected area of japan and they had the challenge of how you bring the families together and they created a radio station and so your example provides a really need td demonstration of how the radio contributes to the life of a community, and i have to say, january, 2011, i was just elected to this board and we were asked to extend a line of credit to a radio station and i want to acknowledge jill who made that pitch to the board
11:42 am
and the board stepped up and really have the confidence in this. we got a lot of flank from some members of the community that they have no business running a small radio station and why is this amount of money going to radio instead of classrooms and etc. and it was a little bit of a leap of faith but i think now what you are demonstrating is that, there really is value to this. and the two questions that i asked you every year, is the first is about student involvement with your programming and i am delighted to see the student testimonials of how that has really come to life d the audio academy is really addressing the needs that our students have in understanding the whole broadcasting industry. and the second question that i always ask is i am class that you have embarked on the planning but i hope that you will convene a board to keep that momentum going and to
11:43 am
guide you so that it is a broad cross section of supporters and stake holers who can help to guide the station into the future. >> just to address your second point. this, i think that the strategic work and i think that is one of the things driving the work to me is the organized community support. and really, in part depends upon a clear vision that comes from within, the organization and it has been around a long time and i think that kind of to get that reaching out for resources, and also, the good, you know, feedback coming back from that kind of organized community support. to me, i think that we are at a place where we need more clarity internally to do that and that definitely part of the plan, so thank you. >> commissioner wynns? >> thank you. >> i just don't want to take much time, i just want to say
11:44 am
thank you. and reiterate my support for the station and the programming, and i have always been really supportive of the station and i am very proud that we are able to maintain it even though we don't put money into it any more, but in-kind things and i appreciate your acknowledge of that. and i think that it is a really important asset and resource for us. and i am very pleased with all of the developments that you are reporting on and so thanks >> and i had a good time visiting you last year. >> student dell great wei? >> i think that your work is cool and one thing that caught my eye was the burton high school summer interns, and i was don%backer wondering if you were planning on expanding the program and making it available for all of the students? >> i think to the extend that we will expand it, we are a local public video and part of what i think to me one of the real assets of being at a school site is to build the
11:45 am
relationships in that school and i guess just we know that there are, and turn away the burr ten students who are interested in being part of this program. and, obviously i am sure that there are students who across the district were limited in the number of people that we have the ability to bring in. and i could tell you i would like to extend it and i would say, the student five, 6, 7 from burton and it is not because we are there and we have these students and often after they work with us and come sbak into the state and if there was a direction and i think that there is real advantages, that there is something to give back to the community that is very supportive of the station and very welcoming to us, and so,
11:46 am
there is a lot of students that would be interested in the opportunity and i recognize that. and that is my thinking about. >> and commissioner mendoza-mcdonnell? >> yeah, i just wanted to say thank you. and just ask you to continue to do the great work and you guys continue to be number one on my dial. >> great. >> >> and then i just want to say that it is. what they do is really cool. but if you went there. it is sort of down home and local radio, and it is very cool and i think that the experience in fact, it would be great for the student delegates to come up and even to be there cool. and we have answered the phones more and you just hear the people talk about how much they love the programming and they will talk about the shows and it is the true essence and all
11:47 am
assets of san francisco and san franciscans and congratulations in your fund-raising. >> thank you. and i just want to add, if classes want to come and visit the station, if you know, if their teachers are saying here are students that i think might be interested in media or journalism, we welcome, and i am happy to sit and talk and a lot of it happens because somebody reaches out to us and i encourage, you know, the teachers, administrators. students who say, hey this is something that i want to know more about to get in touch with me we welcome that. >> sign, us up for your newsletter. >> thank you. >> so now we have item n. consent calendar resolutions. moved at previous meeting fors second reading, and action, none tonight. vote on consent calendar. before we do that, i have one
11:48 am
speaker that i missed not on purpose, dennis kelley. >> i am dennis kelley, the president of ucsf and i thank you very much for calling to me eventually. but, i requested your purpose. and i am talking to you about k49, which is on page 259, and we have an 83,000 commitment to the call waiver office there and it is for some fairly ill defined services. the board agenda itself is missing a verb and when it says, interventions must provide for identified priorities and schools, but is that all? can you tell us tonight, since you started off tonight with
11:49 am
the roll of the board and the rules and procedures that said that you have to be knowledgeable about everything and good spokes people and all of that. so, can you tell us what are the priorities schools in san francisco? . which are the reward schools? where are the schools. and how are those designations achieved? and to whom have they been communicated. the agenda speaks of interventions and a partner institute and i assume that is what you are paying for, what are the interventions that are contemplated, who will participate in this institute? and the agenda administrators and teachers and support staff does not identify, xh individuals cohort and schools and divisions and etc., of those categories will be involved and not what they will be involved in. under selection process, on the back of the page for the agenda and it mentions the common core state standards as ccsf, and
11:50 am
an apparent attempt to confuse the core waiver with core standards and i just want to remind you for the two are different. and no more the same, than former board president dan kelley and are the same. not even related. right? as we head towards the negotiations on a contract with the district we look for areas of mutual trust and agenda items that intentionally confuse and inflate, throughout the screens and blocks the trust that we might hope for, remember that you get no money from core waiver. and now you are spending 17,000 under 100,000 dollars on it and is this is just the beginning of feeding this alternate structure, what are we entering into it here? what will we get out of this expenditure? >> thank you. >> thank you, mr. kelley. >> council, if any commissioner
11:51 am
would like to pull that item for discussion. are we able to do it at that time, considering that we have already gone through that process, and i forgot to have him speak? >> excuse me madam president, prior to the vote, and an item may be pulled, for either discussion, or it could be put over to the subsequent meeting, discussed there as a hold over item and then brought back up for a vote. >> okay. >> yes, so considering that actually, i have questions and i think that we do not have the staff here to answer some of those questions. so, i think that we should remove that item. if you think time wise we could do it for the next meeting,
11:52 am
deputy superintendent? maybe i could get your opinion on that? >> i am not aware of any deadlines, that would need us to access like this, and certainly there are some questions that could or we could have the staff come back and make sure that respond to. >> that would be great, and so have you noted some of the questions that president kelley has brought forth? >> yes. >> okay. >> so i think that we would like to remove this for the first reading. >> thank you very much. >> okay. >> okay, so now, we can vote on the consent calendar that was moved and seconded under section f. so, are we ready for a vote? >> thank you.
11:53 am
>> student delegates, are not here, miss fewer? >> yes. haney. >> yes. >> maufas. >> yes. >> you are abstaining commissioner. or in case 65. >> file in all, k656 abstaining, correct. >> thank you so much. >> mendoza-mcdonnell? >> yes, except for items 2, 4, 8, 43, 45, that are retroactive. >> thank you. >> 2, 4, 8, 43, 45, thank you. >> dr. murase? >> aye. >> norton. >> yes. >> and miss wynns. >> aye. >> thank you. >> okay, item p, consent calendar resolutions severed for the board discussion and immediate action, there was one item that was the mlu. right? >> and i believe that commissioner murase pulled that. >> page 133. and i believe that we have
11:54 am
associate superintendent here to answer any questions. >> thank you. president fewer, mr. chu and truly i, even with the late version, there is just two areas i just wanted to address the comments that were made earlier tonight. on item 19, section 19. and on the version that i had at home, it was shall. and i had no problem with that but this new version has been changed. and i guess that is the latest version of all of the changes that have happened in the last two days it is now been changed from subject to the exception described below when sfpd does make a school day arrest it shall use the graduated response system, that was the original that i had this weekend. and this is the new version
11:55 am
just received. hours ago. ; is that correct?? >> that is correct. >> which says, subject to the exception described below when sfpd officers make a school based arrest, they should use the graduated response. and i make a motion and for an amendment to that to return it back to shall. >> okay. >> i have made a note of that and i know that we have been? discussion about that and i know that exact edit. >> and could we vote in >> and i think that it was accepted. yeah. >> okay. and i think that we all do, and unless there is a commissioner that don't? >> yes. superintendent, do you know if this is a deal breaker with the police department? whether they have taken a position on it or are we going to go now with the proposal?
11:56 am
>> so to tell you the truth i honestly think that what it comes to the should and shall and the williams and shoulds that it is really a matter of our legal counsel. those are where, i think that is where the legal checks in and says that we don't want to box ourselves into you shall do this and let's give us the wiggle room and say that you will as opposed to you should. and so i think that that is where it was not our legal counsel at all, angie has been phenomenal but it is kind of the wiggle room there and so is it a deal breaker? i would not assume that it would be. and it is certainly not to the chief of the officers, but, according to it might be a legal counsel thing that i don't know, we will make this recommendation, >> okay. >> thank you. >> yes. >> we as it came out of my
11:57 am
office, we were comfortable with shall. and i am comfortable with recommending that it be modified to shall, and if there needs to be subsequent discussion with council we will have that discussion and for some reason, i don't suspect that this will turn into a deal breaker and it should not be so we will probably be back with further discussion and i don't think that that will be the case >> okay. >> i would like to add something that i hope that will not be a deal breaker also. first, kevin, i want to say thank you so much for the effort that you have put in. i received a list of meetings and they have gone over for two years. and this is, and this shows for tenacity that you have to put us on firm footing with our police department and that we make sure that our, and that it is outlined, very clearly, about what will happen when we
11:58 am
have interaction with the police at our schools, and if affords the protection to our students and so i really want to thank you. and to make us a partner with the police department. and working so hard to bring all of the groups together and listening and mediating and moving this forward and i think that this is a testament and this department, is a testament to all of your hard work. and collaboration with all of the groups, thank you kevin so much for representing us so well. and having said that. section 20. under, he knows that i have the great affection for him. training on a distribution of mlu and across agency professional development for personal. and this is the third paragraph down, sros and any police officers who may interact with sfusd schools or students and it says will be encouraged to participate. i would like the language to be stronger, to say shall participate in at least one
11:59 am
training per year provided by sfusd regarding the restorative practices. and i would take it so far to say that the youth development in choices and the relevant, and but i really feel that the restorative practices is our, or what we have adopted as a district to really redefine the plan in our schools. and so i think that it was the only right if we could write it even at srs on, attend at least one, because those are the police officers that are dealing directly with the students and we just want to make sure that everyone is aligned to what we are doing in our schools and we know that the practices have been defined in the different agencis in a different way and we have defined it in our district to mean a certain thing that in a
12:00 pm
way or that we are addressing discipline and i think that it will be beneficial for the sros that they will attend one training a year sponsored by us on the restorative practices and i think that also, it would be a benefit, to the police department, to have their officers traibd in this and, this is something nationwide, i think around community policing that many, many police departments are looking at. but, so, if you could go and pitch that for us, kevin. >> i second the amendment. >> that would make me very happy. >> you are invited now to the restorative practices professional development and i attended one that they invited me to to thank the officers for several in attendance there and it works out that ben was lead and so in section, 20, third paragraph it will read my recommended is sros and any police officers, who may interact with sfusd schools or students, will participate,
