2014. to find ways for the sheriff's department to work together with congressional people returning to our community and how we can facilitate your services both in and out of our jails. >> thank you. >> my last point to bring up is the functional discrimination that's occurring in collision reporting by the san francisco police department. they use a california highway patrol form called traffic collision 555. that does not allow for police officers in the city of san francisco nor any city that uses that form which is all of them to report that any party in a collision have a disability. that is what i brought up at the hearing yesterday evening as did carla johnson. there was some slight good news that the police

have david w dippel. >> hi. my name is dave dippel. i do note there is a presentation by miss fung on the calendar and i was not aware of that when i put the card in. i'm concerned about senior and disabled access to the brt with the center lines and the fact that they are going to be eliminating a lot of the stops. that means people are going to have to walk that much further. we are no longer going to have the curb drop off and pick up and essentially the center lanes were abandoned in the 1950s because of safety issues. >> mr. dippel, if you wish to speak on an agenda item, that public comment will be when the

mod staff and gave lengthy presentations and about 14 people from the public spoke. everyone of those was opposed to the proposed limitations on the use of placards and blue zones except one from ilcrc. most said they consider this to be a reversal or betrayal of that. another said and many actually said that a major theme was to divides the problem of the misuse of placards. not by people with disabilities. yes we have fraudulent use. that must be addressed. some suggested the responsibility for addressing that lies with the dmv and mta. they do not have in place right

now for placards or for people that have died and people are abusing these. they need do that. one person referred to the fact that you can go to a placard mill and buy one. charging for parking is not going to fix that problem. one person said the dmv needs to get their acts together. several people it was about money. as you know, seniors and people with disabilities of whom there are over 60,000 in san francisco tend to have low and fixed incomes and not only is the $5 an hour parking hardship, but the $74 ticket for parking is catastrophic for many people. one disability advocate i have known for many years says she would have a difficult time coming to san francisco because of the

parking fees. she submitted a letter and i will refer you to those documents. it appears the fees are paid for high tech accessible meters. this is where people with disabilities are asked to pay for reasonable accommodations. rather than spreading that among the whole society, everyone whom benefits is integrated to pay these fees. i would like to include the chair spoke and he said that if it weren't for disability placard parking, he wouldn't be able to become a lawyer. i would ask you to hold the well publicized hearing. if you have, please hold another one. correct the resolution presented and thirdly please connect with the dmv. they have

>> i did not have time to prepare for this. i want to talk about disability on the homeless. it is a real issue. people with disabilities are on the street and left to fend for themselves and completely unassisted. this is a very shameful circumstances happening here in san francisco because most of these people are suffering from mentally debilitating issues. we are talking about mental illness here. we are talking about people m society who really need your help as supposed to

be an emphasis to get their shit together. please excuse the word. to be able to rise above the sickness and know how to heal and move forward from that. it doesn't work that way. when sickness is around your neck and especially inside your head it permeates and pollutes everything. it defeats everybody's belief to survive and makes you feel very bad about yourself. so now the question i have for you, since we have many veterans and many many mentally ill people and we do not have enough shelters to take care of them, is it possible to claim a piece of land in which people are then allowed by their birth given right to be surround by the

only force that seems to be there to be able to help them. by the way, the middle of the nature is the most profoundly positive impact to help them. allows us to be free among the trees. by the way, the trees are the only ones that don't seem to be minding them. it is clear by now in 2014, for this city to stand here and pretend to be the best of human rights, we are going to have to rise up and rise up the bar really high right now. the circumstances of the weather are changing, radically, strongly and very impact fully. it cost less money to have a couple of private militias, private security guards, it takes less money to pay attention than a
