acknowledge the outgoing president, norton for the leadership this past year, and for vice president's leadership and the two of them and i have to confess that i gave the leadership a hard time about the five additional retreat meetings that we had, to build the relationships among the board members. but i will be the first to say that it has been very valuable to the board. and in terms of building the relationships and trust. and i want to thank, in particular, president norton, for her service and to recognize incoming president, fewer for her leadership. >> item t, report of closed session actions, closed section january 7, 2014, the board of education approved the expulsion of one high school student. >> excuse me.

4:38 pm
>> good morning, everyone and thank you all for being here today. a special thank to mayor ed lee and everyone for working very hard to get us here to kick start this year. today is a big day after 6 months of working from labor and federal bureau of investigation's we're excelling excited to announce san francisco intention to kick start the green finance sf
4:39 pm
program. an environmental program that will continue san francisco's tradition of being at the forefront of embattling climate thanking changed that will push obvious further doing down the road and put san franciscans to work in our neighborhood through a strong workforce component that were all bay of helping san francisco property owners in renutritional project in their homes. green finance sf is the program for residential properties of 4 ruin u opts or less known as pace. it's a financing structure that will allow san franciscans at no cost to our city st. to have refume upgrades to property homeowners in san francisco. it's the special pinsz that will
4:40 pm
help prevent energy efficient upgrade and a spreading e spraifd the cost recovery over the life the unit. it will help to finance upgrades through the property assessment and the capita will be priority by private entities would no financial risk to our at the center everyday we're here fortunately in lieu of to witness the clean up air energy economy we know this could trigger a market transformation for the evolution we're witnessing but in order to unleash the potential we must provide the cat lift for a are
4:41 pm
you unnecessarily product and services. that catalyst as i mentioned it green finance sf. we've seen other parts of the state here in california that have adapted pace programs like in riverside county and have each year the positive impacts. we know the stories of individual that have benefited from the pace programs. we know those upgrades can save money for crucial home improvement projects but illuminate bills. in the future it was important for mayor ed lee and i to make sure this finance had a strong workforce component. we had meetings with our partners in labor to start the conversations and we know that training and employees for jobs
4:42 pm
in the many energy economy is key to keeping them employed but helping them find meaningful careers and building their families within your borders. we have clean energy we want our workers to benefit. we're going to continue to work for a workforce agreement that assures that local folk are working on local projects so we cope the money here. so the members of the labor organizations standing behind me do i have the opportunity to be 2r5i7bd for jobs here in the 21st century and want to thank pat mulligan and as well as a number of our labor leaders for
4:43 pm
making this a reality. spent the concerns we are confident that san francisco's program can move forward and be successful. we've seen count also programs operate successfully would no threat of being constituting shut down. we're doing all we can a city to protect prosperity owns and certainties they need to operator the in our program. governor jerry brown currently passed a program that will address the sf concerned and freddie mac and fannie mae won't be effected. we've, participating in the state fund to make sure our properties are fully protected. ultimately in the end green

finance st. is the solution we've been searching for it creates local jobs. green finance sf will if you thought cement >> is a a natural leader to errors the effects of cloiment changes and make it easier for homeownership to refinance. we have more work to do in rolling out this program i hope you'll join me and those behind me in rolling out this program. i want to thank you for being here. i want to turn it over to mayor ed lee. >> (clapping.) >> thank you supervisor farrell. it's great to see homeownership's and our labor force and city agencies thank you for coming together.
4:45 pm
we all support our assignment. this program as supervisor farrell pass very adequately explains you you know we started pace with or my proximate in 2010. it's a pretty big announcement we you will including exclude that was tremendous barriers for folks taking initiative on their own to create the energy all the times you have water xhefrm and making that something personally they wanted to contributed to the climate change in the world. that codify view was something many my mind when this program started fortunately it was stalled out bus of the fear from the financial sectors
4:46 pm
particularly freddie mac and fannie mae. but as a result as we've throughout through it there were other participates that stepped up. i i'd like to take this opportunity to not only thank xhaerl for restarting this program and calling upon our department to lead the way with all the other partners we've identified today but; right when governor jerry brown said this was something right and the state should offer up to $10 million of back up just in case people have a fear it's about reducing the boyer's for people to make the choices by people who want to parent. we're reminded of that recently because this launch of the
4:47 pm
program is relevant today as we've all trying to help the victims of the typhoon recover and storms of this nature are on our minds as well as other climate changes as we want to make our world alert better. scientists continue to tell you those storms will only get worse because of climate change. that's why our response to 81 phenomena's has to go beyond disaster relief. so knowing that 50 percent of our greenhouse gas echoes come from that the more we can do on a individual basis and the more our cities hopes to reduce the
4:48 pm
barriers of the out lay that has to happen with those particular programs and the costs associated with that we can help individual make the right decisions to green sf is one of the lubrications solutions. i am circling the depth with melanie to help put this together. she's already whispered in my ear you're going to be front and center of this program. we want this program to be made available to all our san franciscan homeownership's right now and remove a obstacle to help renew our energy systems. through this system homeownership's can make payment through their property tax bill
4:49 pm
that can prepared. >> 20 years of payment that helps to eliminate the large costs for those ub8dz and combined with other energy watch and water conservatism rebates it can help people save money on wave and this makes economic success that were we can as sxhaefrl adequately explains this will have an increased demand for this program for water skepticism and energy conservatism projects it will yeast good jobs that will be sustainable for a long time. we invest in you to be the skill
4:50 pm
set the people working on people's homes 0 you can have good clean green jobs and we'll begin by hiring people in the spanish community to have faith so this program will be theirs for all generations as well are that annoyed leadership is what we want we can reduce greenhouse gas motions and save city and families money. we've done it the san francisco way by consensus bringing people our environmental friends and our contractor community. i want to thank governor jerry brown because he's been educating people up and down this state. i'm going to be one of the mayors that's working with
4:51 pm
governor jerry brown he's not only educating people but putting serious money behind it to do it the right way. i want to thank supervisor farrell to restart green sf and we look forward to building more and more of a movement beginning with our homeownership's who are voluntarily doing it as i want to do it with my own how did interest thank you very much. 4:53 pm
commission and in specific the president josh wouldn't be here but nick was put in a lot of time for this project. because somebody mentioned i looked like a muni driver today you know who you are (laughter) >> but then at the commission we're driving codify the sentiments and values of what we want to see which is marrying an environment with labor and job development. that's the green color community that are being promised to folks. we how need to start laborer into the future but it has to build coalitions can only be the folks who care about 1r50i6789
4:54 pm
but has to be the people caring families. when he think about the together and we include folks when we include those folks that are under employed when we include those folks to see the best possibility we come up with the best legislation for all. those folks have had that and i think those people see the good assignment is good for everything. amen, amen. when we do that it's good (laughter) >> once again, i want to thank the department and director luminal and supervisor farrell for the wonderful piece of legislation that's bone put forth.

4:56 pm

4:57 pm
personal financial situation works and i don't have to carry a huge debt and burden. right now there are a lot of barriers that exist to make rerespectable energy up grads to our homes. there are up front costs that stop the upgrades and that's why when i and small property owners of san francisco were contacted by supervisor farrell's office and i was eager to hear about green sf was and how it could make an energy upgrade to my home. and when supervisor farrell's office explained to me >> how it could help property
4:58 pm
