issuing grants and all that is good stuff and he support it more than a lot of people but they come here because we have a different relationship in terms of our fiscal capacity that the rec and park department or the recreation department in light of what we've been hearing but our own fiscal cliff. one the republicans reasons to continue this dialog so that the prospective go that the puc has this vast weight isn't continuing to be the reality. we need to make sure that the message is we have a lot of very, very difficult decisions in front of of us. and we need to make sure our stakeholders and the constituents that everybody represents knows there's other
3:01 am
avenues for raising those issues then the puc. that's why i asked for this meeting. a lot of the things especially with respect to renewable emergency and the power lyle line we've tacked about informed waste. i'm a fan of solar. we have to be well positions to take advantage of opportunity my there's love real transplant in the department of assignment with those xhishgsdz and we can have a robust dialog over some of those items because i think we have to be sensitive to the restrictions on our time here at this commission especially with respect to the reports. i'll didn't you have an example. we spent a lot of time recently over the community arts grant. that was i think it was $100,000 that the puc made available to
3:02 am
the arts commission to distribute on a 10 thousands dollar basis. and those folks who didn't raise the issues they came here and we had a minnie hearing. similarly some of the items that we can discuss about our entire to geology clean energy and renew works and meet our goals and observations can be made at the department of environment 0 so our colleagues can put together a thought of agenda and there's a lot of places where we can engage those robust discussion that aren't necessarily in this room >> commissioner vietor.
3:03 am
>> as former president of the commission on the environment and i do think in light of what we're learned today especially the fact there moibtd some necessary cuts and some problematic shifts in the department that we welcome agenda that's focused and if it's appropriate common wise to be able to say these are so many of the issues we're facing and have a reality checkoff what's coming down the pike. i really encourage having a focused agenda on that so they can be prepared for what motive be coming. and on the other issue on the arts commission i welcome a
3:04 am
joint meeting with the arts commission. it feels like i don't know about a rec and park department joint commission by all those things that come up. i don't know about efficiency and all that but seems like seemed like a fiscal impact or vice versa we should be scheduling that that way if it's a resource issue >> commissioner torres. >> i don't understand what the process is. in order we provide the money to the commission and they decide where to put the money >> - >> do we give them money for the 5eshg9 thing. >> mr. kelly. >> there's a requirement we
3:05 am
provide 2 percent of above park. we try to bones our environmental justice to reline the art money to be in alignment to, you know, our services. so in the past one of our commissioners were concerned about using our money for the buddha or the spider in front of city hall so we tried to align it to provide art money for community that we enact. that was something that we worked off lion at that time, at harrington worked with the director of the arts commission to come up with a mo u that reflected alignment with our community policy >> and the arts commission does
3:06 am
an awful love of not only spending our money but other. >> who paid for the chris 41 at the field sculptures. >> not us. that was - >> it was a place to put they've taken stuff out of the museum. >> so it was transferred out to the amount. >> so why do we noetd need a joint meeting. >> we had all that time where people were coming. >> the next time we'll have a motion to refer it to the 0 arts commission so as a volunteer this is getting tedious. >> i wouldn't agriculture the same until we have a plan or proposal there's several tint. >> i see the subjective reason
3:07 am
why we should have. >> because of the fiscal piece. >> i don't see why we need one with the arts commission. >> expect we give them money. >> so the arts commission should come to us and ask for the money. >> the difference between art is that the money that we pretty much have to set aside has to be identified so the conversation is how do you make that expenditure in alignment. we're supporting certain programs that we have the option of increasing or decreasing so based on, you know, the commission priority and given the current circumstances maybe it is appropriate for us to
3:08 am
engage in where we are as far as where it relates to the enterprise liquor some of the challenges. because we actually fund a large portion of their budget we should engage in that conversation as long as we can talk about the opportunities and challenges i'm willing to talk with anybody >> i would only add i think commissioner torres hit the nail on the head. with respect to the arts commission the issues have prowler and administrative and that doesn't warrant two groups of commissioners having a meeting and noticing it while to commissioner vietor point the recreation and parks is different their administering
3:09 am
money that we hold title to land we have an mo u. the same goes to the environmental commission. you know, my thought st. is again whatever the will of the body is but my thought is as we continue to have this dialog while we're dealing with the fiscal issues it's appropriate for us to expand the forum of the environment commission to make sure that folks know that is where you have the conversations. and while it's flushed out it comes here. unless there's any objection is it appropriate for us to notice the meeting on february for the president of the commission on the environment >> with the agenda of - sure.
3:10 am
>> okay. so commissioner vietor and myself anyone else who's interested well work on that agenda it will be out for the deadline. without objection that will be the order. any other items on communication. is there any any public comment on communications. yes dr. jackson >> good afternoon. >> good afternoon. >> i'm on the i thought i was maybe i'm not anymore where i get the agenda. and i didn't receive an agenda for this meeting. and when i called some friends of mine - let me finish baby the
3:11 am
agenda was for 1:30 today and some people getting got here a utility. i want to make sure i'm still you know, i get the agenda and get a time where i can be on time. that's one the reason i didn't know you were going to be meeting at 11. i'm on time i'm also here. and then in your discussions of chairman i stated to you all some time ago you are the cash cow now. redevelopment tells you be the cash cow for all the funding that's going out and you really need to know why those funds are being given and it's not being given to my opinion.
3:12 am
i watch everything i've been walsh this city for a long time how those groups get together to represent not you but for lenore corporation. thank you very much >> thank you, dr. i think the record shows the next two commission meetings will commence at 11 clock and we'll make sure that dr. jackson get information. >> diving i'll speak briefly. i want to apologize i haven't yet read the comprehensive financial report. i want to caucasian to the scorecard when was finalized and dis2ribd last week. i want to thank the staff nancy and todd and in furtherance of
3:13 am
the insurance policies that this commission adapted. it's helpful to have the one page scorecard that collapses down all the various things we track and highlights the areas where we need improvement so it was a good effort thank you staff >> thank you david. >> actually. >> commissioner caen. explain what the commission statement is we got cs. >> todd from general manager and cfo. again many of the items they're going fine but some not say much so every year we moot with the various folks and go through their workers' compensation claims and seen some increases
3:14 am
for example, the poison okay explore so some of the counts are higher than what we like because of exposure some people are out of work or back and wrist events for modified work duty. with that said, we work in a serious business and have to be on the game and make that part of job one each day. and put out there we're not doing has well, as we like and put more authenticities e emphasis on that >> thank you. any public comment? . communications right and a well, if communication t is dealing with the art commission
3:15 am
>> i opened the door. >> you sure did. thank you very much i'm ann a lot armstrong. we're the hunter's point art gallery and cultural center we're the first grow up that's a nonprofit agency founded in 1969 we were supported by neighborhood arts program and that was before they phased out if anyone what remember that. i'm here to thank this lady for stating we need to look at was going on and this puc needs to know we're here because when we do go to the art commission and e they ignore us but when we come here and put a little bit of pressure on the puc they in turn look at the commission and we get result. the majority of the art groups in the bayview health department
3:16 am
they were not even looked at the. the monies were given out bye before we got a chance to submit our proposal and that's very unfair. we're not being able to sustainable help our young people and develop our cult because we don't get any funding so we are going to look at doing graffiti and a our kids and our young black kids they're not getting what we as their parents as artists can give them and we're asking and begging that this puc with the cash cow situation look at what do you do what a big mess i made by giving our commission this money instead of the money in the bayview health department's we've never gotten any money from this art commission and at
3:17 am
the don't recognize us i've been playing the game since 1968 we're going to do what we do but it maybe a little let's say i can't find a word for it we go to the junk stories and invent our compasses the bell can go off but we need to have a meeting with those people you and this group needs to meet with the arts commission my tell them what a big mess they've made. i think it's pathetic that the puc gave a $100,000 is that all that bayview hunter's point our young people and the artists is that all. before you call anyone that the
3:18 am
groups that got funded were not in hunter's point. can you dig it >> thank you for being here. to refresh the recognition we basically, had a meeting and there's more money going it's the month that starts with a j. so we listened because the puc and this general manager we are supportive. we made recommendations to
3:19 am
address >> item 7 is other commissioners business. commissioner seeing none, is there any any public comment on item 7 it's closed >> item 8 is report of the general manager. >> so the only update i have is water supply update. >> excuse me. steve assistant general manager for water. if i could have the power point please. i'm going to update you on the water supply as we discussed earlier. the water supply conditions have about a million feet in storage that's about 70 photo in our
3:20 am
storage. our water supply is a storage batted system. by comparison back in the year 2007 with have 80 percent of the storage. i referenced this because that's the last time that the commission declared a storage and called for 10 percent of volunteer rachel. but now the demand is 10 percent lower down to 24 million glances a day compared to two hundred and 50 million glances. we're in a dry year it's the demand is lower so we need to factor those things.
3:21 am
the perspiration outcome is driveway. there was hopes of a storm that's gone from the effort and it's kind of shooting in the dashlg. we'll be continuing to evaluate on a week to week was basis to determine if a drought is correct. this is a table that don't expect people to go into detail. it is the amount of storage in observer reservoirs including the riverbank and the pedro reservoir those are one million total feet. in particular cal various because of the project the water level is reduced so cal verses
3:22 am
versus is not producing any storage. cherry is the highest in the system that contribute to our operation but unless it's flowing it doesn't help but this is there for information to where the water is in the system. this next graft shows you four lines the black smother line is the perspiration it advanced slowly and rises up through february and march and a april. our water year is october one nil december 30th. so it doesn't take into accountant the water year started october 1st in 2012 it
3:23 am
was a red period. last year, we had been 70 percent of museum perspiration it wasn't an awful year. that's what you see in the green line it goes cross the table. that's the amount of anchorage precipitation in 2013 it was less than the amounted but it flattened anti. the blue is 2007 which didn't have an earlier year as last year and it tarpd out. 2007 was not a wet year and then the red line with the fall and what we've seen in john january we're going looking at low perspiration and that's the consideration we're not seeing it. on the other hand, every year is different years that have
3:24 am
started like this one they end up with a wet and dry end of the year you don't know and the snow pack is low. the black lion is the percent of medium snowpack you see a peak that's from the snow pack generally at its highest and the run avenue and it goes away. the green and blue lines were below that but the red line this year is low. we're not seeing a lot of snow up there we have dry conditions but we have a period of time ahead of us where woke up e we'll anticipate some rain in march and april. i've shown in the delivers this
3:25 am
is typical of what happens at the beginning of a drought. people see dry years. you have the red line it's the 23406, 2007 total system delivers ranging in the year this is july through june 30th. from the right to left it's the beginning of summer it's the highest demand and in the middle is january 1st it's about the middle of winter those are the low 0 it demands in the year. the blue line follows that pattern. the green line is this year. and you see beginning in september 1st that green line stays above above the blue line because people are experiencing dry conditions their irrigating their garden to keep their
3:26 am
garden alive but this is also what happened. this could be a multiple year situation so we're seeing that behavior but it could be economic recovery but demand it up a little bit but we're at the low point >> mr. richie and if i may what year is comparable to this year in the past. >> actually i wouldn't tell you which year i was talking general, i can come up with the most comparable liquor some of them end up getting wet and some end up driveway half-and-half. >> so people opine that 1977 was a dry year it's comparable. >> it's comparable but it
3:27 am
depends upon. >> what happened in 198 ever 78. it was an average year >> it could happen for us. >> and that's the other thing a statewide declaration of drought every watershed is different. for example, in 2007 when we went to voluntary rachel but since everybody was asking for water it felt okay to be in this position because san jose had to take a different attitude. the next slide is what we have in our agreement the wholesale agreement. it has a whole section devoted
3:28 am
to available supply and declaration of drought under the water code and also the rules of the road on how we share allocations through a drought period. so here because of the anticipation of whatever wet conditions february 1st is when we initial our investment of water supply and march first, we revise that we then he determine the amount of water available to our wholesale customers. by trillion april 15th he know how much precipitation we have. so april 15th is the date but we could do it sooner but puc could declare an energy and calory the need for mandatory rachel to
3:29 am
allow people to platoon for the year ahead. certainly it's a dry year and if snug changes between now and federal bureau e february 1st, we also try even if we don't call for mandatory rachel we also emphasize our conservatism that we need to use water wisely and people should take advantage our our additional measures. for us the way the program lays out we call for 10 percent volunteer rash on and on. if the governor dlafrz one that didn't take effect it's up to this commission to delivery a
3:30 am
water supply emergency. we're tracking that on a week to week basis and it's been updated so we're on top of that if things don't turn the corner we're prepared to move to a declaration of a water supply emergency. i'm happy to answer questions >> commissioner vietor. >> i have a question about how the governors ratio on and on maintaining is it would direct and prioritize city accumulation over add accumulation statewide but how does that effect our utility. >> i've asked the attorneys to look at that what, if anything,
