was on the street tree issue and how to maintain and grow that over time and along the maintenance of that issue. part of much of the discussion was on the maintenance of street trees which the city has been of late turning over to private property owners and the goal of the plan is to allow that the maintenance responsibility to go back to the city. supervisor wiener has been a strong supporter of doing so. it was a very good turnout. there is money already for the next year's budget to continue that work into the next phase and we are working with our partners with partner alliance and urban forest to move this forward. the second thing is the housing task force resulted out of the mayor's directive. we had the first meeting last friday. that is being chaired by tom of dbi

and cochaired by myself. there was about 20 people in the room. we went through a little bit of getting organized meeting of the first meeting. the goal of the task force what we concluded was the goal, president fong is on that task force as well. it's to develop short-term recommendations that we can implement without legislation that would help housing protection especially for low and moderate income housing. that secondly would require legislation and thirdly to develop some long-term policy regulars on moderate to low income housing. that task force is meeting again tomorrow with some initial thoughts from staff of both departments who will go over those. the mayor has asked that we respond at least to the corrective initially by the end of the month. the task force will continue to meet afterwards to talk about these long-term policy questions as well. that

concludes my report and i'm happy to answer any questions. thank you. >> thank you. if there is nothing further commissioners, item 9 review of past weeks on the historic preservation commission. >> good afternoon commissioners. i'm here to give you your weekly update on the board of supervisors planning and land use. this week there was a lengthy hearing on the roll out of at&t u verse. staff were there. this hearing is promoting installing cabinets. surface mounted facilities and suggested improvements for the process. supervisor wiener opened by providing background categorical exemption granted for these documents and this

document was an appealed and upheld by the board of supervisors. the current projects and procedures was reviewed on the directive order and memorandum of understanding. of the original 726 proposed boxes, 185 have been approved and there have been 2,000 protest to date. of the approved surface mounted utilities 236 have been installed so far. dpw confirmed that planning has been folded in the application review process and our department is actively involved in best practices and mitigation for these boxes which include agreeing.

and dpw did confirm that each application they receive from at&t is routed for review. we provide comments and recommendations in the appropriate mitigation and greenings. at&t responded and disagreed with the suggestion that at&t should fund the maintenance for the greening of these utilities. there were approximately 2 hours of public comment provided. members of the public described various frustration. supervisor weern will address the issues. and there were ordinance to the parcels rezoning. one was the general plan ordinance to incorporate parcels left out of

previous rezoning and second ordinance would adjust the zoning map. this commission approved these two ordinances unanimously on october 10th with a minor modification. since then supervisor kim has sponsored the legislation and amended the recommendation. there was no public comment at the hearing and supervisor wiener asked a couple questions to the western soma plan. the staff responded that there were no height changes or no new restrictions on the zoning. nafk -- in fact it would allow for office uses. with that the land use committee moved the legislation ford with recommendation of approval. also at the monday hearing was a rehearing of the fulton street grocery store special use district. as i reported last week this this is the ordinance that a ccompanies the

555 fulton project. when you heard it you made several recommendations last fall to change the special use district including asking the supervisor to work with staff on language that may use that is affordable to the neighborhood. no. 2 an allowing the size for commercial uses for tenants and no. 3 increased signage controls. supervisor breed stated she is still considering whether it be permitted at the site but wanted to move forward with the project. she did adopt the more controls. this week with the amended ordinance was

recommended for approval with the full board and on tuesday the next day the full board passed the ordinance on first reading. also on tuesday full board approved the child care facility oversight to the newly created office care. this is by yee. and lastly new introductions that i would like to share with you. the first is a resolution from supervisors kim, avalos and yee that is urging the mayor and police department and mta to adopt a vision zero 3 point plan to permit an action plan to reduce traffic fatalities to zero for education and enforcement. no. 2, supervisors mar, campos, avalos and kim created an

ordinance for fractional ownership in a building containing two or more dwelling units and review such projects for the planning code and guidelines and would also require any application for the conversion of any existing building from one ownership to fraction lied ownership to building and planning codes. lastly supervisor wiener introduce an ordinance that would sclud affordable housing units to provide at least 20 percent of their units as affordable units. the item that will be amending in the planning code will be scheduled before you in the next three 3 months and the other items were provided for information.

>> commissioner sugaya? >>commissioner hisashi sugaya: yeah, on the fulton street. what did they vote on exactly? >> this is ordinance that would enable the development from 2010. this commission had approved a previous ordinance at 2010. that expired after 5 years. this year you included the formula retail. that part has not been added. it would enable the development at the grocery store to move forward at that site. >> it's to provide affordable. >> that is correct. >> secondly, in terms of the boxes are sf puc exempted from having to provide locations and size and whatever calculations

for the boxes that control the intersection? >> i can look into that. i'm not that familiar with that. >> the ones on bush street are 5 feet high, 4-foot wide and maybe 2 feet deep. i'm assuming the at&t boxes are no bigger than that? >> they are actually larger and horizontal on the ground. we can check the details. i believe those were approved like the at&t boxes, they were approved as a group, as a whole like when the at&t boxes had their environmental review. >> it's not a big thing. >> it's a good question. >> commissioner moore? >>commissioner kathrin moore: i would recommend they particularly address those locations where those three

objectives collide. >> thank you. and the board of appeals did meet last night. one of the things of interest to the commission is the project at 1050 valencia street. the board of appeals took action on this item. you heard this in december of 2012 at the corner of hill on valencia street. the board of appeals took action on december 11th and added conditions to the permit related to construction activities and that's to address concerns of the adjacent marsh theatre but they also took the 5th floor off the building and their considered written findings relating and they submitted argument that the state board does not comply with the state law in affordable housing act and continued the written

request for hearing for a certificate of appropriateness at 260 union telegraph district. which was approved by staff to construct a roof deck within the district. the hearing requester contents the building constructed in 1987 was not built according to code and and actually constructed taller than the allowable height limit. planning department staff presented that along with our code enforcement staff and dbi and proceeding with admin. after testimony by the requester and the property owner, the commission determined that the planning department operated within it's jurisdiction on the administrative delegation and denied the request for hearing. >> the commission also

initiated article 10 landmark designation for 210 adam street currently known as the design center and the gerg an and hayden building. this is the first hearing of the two hearings where the commission will weigh the merits of property as an individual landmark for article 10 of the planning skoed to vote by the board of supervisors. the commission also gave a positive recommendation to a piece of legislation to authorize and rezone the church, a local landmark at 133135 golden gate avenue to be rezoned to c 3 and be able to also take advantage of the transfer development rights program. finally the war memorial complex certificate of appropriateness for the veterans building. this is a previous c of a that was
