30 feet rear addition a 3 story we reducing by 20 feet. that is significant. i think the owner is trying to respect the neighbor. the design has been very little impact to the south property of the dr. because the property is facing west side and the rear of the property is facing east and the sun rise from the rear yard. my dr. they are getting plenty of sunlight. we did a shadow study. we have 3

dd rendering. we did have a light well against this. a 3 feet setback as i understand they said the light rail, the existing light rail is opening to the bathroom, not to a living space, but to a bathroom. i understand the importance to a bathroom, but it's not as important as other living space. they are also concerned about the privacy during construction for the light well. we will do some kind of work to block, to protect their privacy. we definitely can do something about that. and the parking, they are concerned about the parking. parking always has been an issue in san francisco.
7:02 am
no matter where you live. yes, the project may bring some parking issue, but that's not the point of the project. and one last thing i want to emphasize is we are not changing any sun part to their garden because the sun rise from the yard and they get sunlight most of the day. that's all i have right now, thank you. >> speakers in support of the project sponsor? okay. seeing none, dr. requester you have a 2-minute rebuttal. either you or your mother can speak. >> you can split up the 2 minutes anyway you like. >> excellent, thank you. regarding to what the architect
7:03 am
was talking about with the sun rising from the east to the west, unfortunately astro if physics has not been repealed. during the winter months, the sun is to the south of us and during the -- summer most and most of the fall spring months is to the north of us so it does affect the light well. thank you. >> good afternoon, my name is -- the owner of 23 allison street. i have lived there for 53 years. i love my house. spending many hours in the yard gardening and planting vegetables and fruits. the 15
7:04 am
allison has only moved to the property for a year. he wants to make big changes to his property. that will -- my life. his project will block light to my house. i understand that the builder want to make a profit, but that profit will come at my family's expense. my husband would have liked to attend this meeting, but he could not attend because he has heart problems and breathing difficulties and also difficulty to walk. i have five grandkids. they play in the yard. how can they take away
7:05 am
all this pleasure. thank you very much. >> thank you. project sponsor? you have a rebuttal? you have 2 minutes. you don't to have use them. okay. the public hearing is closed. we are opening it up to commissioner comments. commissioner wu? >vice-president cindy wu: to the dr. requester, i hear your concern but to the scope of the type of project we see, the addition doesn't seem to be extraordinary or exceptional to me. i'm in support of taking

dr.. commissioner sugaya? >> >>commissioner hisashi sugaya: yes, i have a concern about the floor flan on the ground level. it looks like it could be converted very easily. i'm going to make a motion to take dr. with a note of special consideration that this is a single family dwelling. >> second. >> commissioner moore? >>commissioner kathrin moore: i think i'm in support of what commissioner sugaya is saying. i want clarification on the first floor of the hall means that it is basically a space and a column and leads to what is described as an office which has all the makings of a bedroom because normally in an office you might have a sink, you could have a toilet but you don't have a bathtub nor a closet. not in that arrangement. i think the restriction would be important
7:07 am
and otherwise i don't think the size of the expansion is of any excessive size. that's why i don't think we can only basically do what commissioner sugaya says. >> the property is in an rh 1st district single family residence. it would be a violation for them to create a second unit on the property and it does -- >> you know how things work. >> the only point is legally they couldn't install a second unit anyway. >> that's all in the public sector. this is going to be in the deed, right? >> okay. so. >> commissioners, there is a motion.
7:08 am
>> sorry. >> if the project architect make sure the light well is painted in a light color, that would help your neighbor. >> commissioners, there is a motion and second to take dr. and require a special notice restriction filed and recorded to note that this is a single family dwelling. on that note, commissioners moore, wu, moore, fong, sg i -- sugaya. that motion passes 5-0. places you under public comment. i have no speaker cards. >> is there any additional public comment? seeing none, public comment is closed. the meeting is adjourned. >> >> [ meeting is adjourned ] >> >> >> >>

report 4a update on dbi's finances >> i'm gail acting chief financial officer. our report this month our revenue is continuing to be higher than what we budgeted. currently our charges are 21 percent he higher than what we expect. we've seen several large projects submitted this year we think a lot of that is sgoou due to the code change in january. people were trying to bet pa that change but we're expecting about $16 million than that we expected. in terms of expenses: so with expenses we're still seeing savings in employees salaries.
7:18 am
the savings and expenses are pretty much everywhere but we're to spend more for supplies. we put many requisitions for the car and we'll be buying jackets and several purchase orders are coming through. and everything else is on track. we'll end the year with with savings in salaries we're still hiring but not as fast has been budgeting. that's it for the finance report >> thanks gail. >> update on proposed election - legislation. >> good morning.
7:19 am
on the new legislation president mccarthy mentions the mayor's executive director on the housing and prestige we're planning an active roll in that the working group charred by director huey charred the meeting last friday and there will be another one this friday and to have a plan on the mayors desk by the first of event and that's preceding well. supervisor weiner and cowen you may have seen an item in the press recently they have called for a hearing asking 40 for dbi and the publicity and fire department to come to a land use meeting to talk about code enforcement procures and some of
7:20 am
this is over supervisor weiner's you concerns about the hoarding and the fire department code enforcement was responsive to that or not responsive to that. the idea is to take a look at all the agencies code enforcement policies and see if he thinks or supervisor cowen thinks there's some legislation proposals coming forward. we'll be participating in that february hearing. the only other item of note i would say that supervisor chiu's legislation on legitimization of in-laws a that's scheduled to come to land use but hat not yet. on the seismic retrofitting as

in january there is a change in the chairman chp so supervisor breed is the chair of that committee rather than supervisor cowen and supervisor david chiu respected championships. and we'll be talking to those folks in the next month to inform them of what we're doing >> i'd like to recognize commissioner melgar when has joined us. >> update on tracking systems. >> good morning, commissioners i as project director update on the tracking systems we're getting he ready for the next round of yourself testing starting next week for 4 weeks. we're getting the tests for the

budget so what we're doing to making modifications to the budget for the following years. a lot of the numbers are changed from what was approved. we're doing a study with good practices and we also are - the depraved budget for next week next year has a reduction and that's why you see a big dip for our revenue for norwalk. it's - i'm not prong a big change that's why there's a large dip. i'm not predicting a large reduction we're seeing go really, really high. we're not sure what's going to

happen with the fees next year i don't expect to grow cybill but with the change in fee - we are going to collect 07 percent more than our base budget. so revenue is going to grow not as fast fast and we're going to recognize $2 million for the next phase of the b t s project. we want to add some of the other departments in our current system related to the process related to the program. we do have some money in fund balance already recognized to look at the elevators and stuff that was approved
