to celebrate the latest - excuse me. i couldn't see that. it's a great pleasure to be here to celebrate the new lunar stamp and i'm pleased to be sharing the stage with mayor ed lee. hose been a tremendous support in san francisco. as allen mentioned a fumdz mayor ed lee has helped with the stamps including let's year of the dragon a few years ago. not just here in the united states is this important but indeed the start of the lunar new year is the biggest start of the for many people.

it's a great reflecttion including our old chinese-american community here in san francisco. it's the customs and the 12 creatures the zodiac but it's a time to reinforce our values and to renew our lives the spirit of ancestors and the living come together and give blessing and prepare for good things to come. at the same time it's a time to clean the house from top to to bottom and resolve to what may come this year. it's time for parties and a festivals and a lot of fun. soon the streets of san francisco will be facilitated

with dragons and people. lunar year is important for the united states postal service we provide the service everyday and recognize the red lights of the diversity. in keeping with this tradition we introduced this lunar system in 18998 we celebrate the year of the rabbit and dragon and snake all during the respective years during the chinese calendar. today, we pay tribute to the horse on january 31st, 2014. people during the lunar year they have the traits and this is

(drums rolling) hi, i'm lawrenc doing a special series about staying safe. let's look at issues of water and sewer. we are here at the san francisco urban center on mission street in san francisco and i'm joined today by marrielen from puc and talk about water and sewer

issues. what are things we should be concerned about water. >> you want to be prepared for that scenario and the recommendation is to have stored 1 gallon per person per day that you are out of water. we recommend that you have at least 3-5 days for each person and also keep in consideration storage needs for your pets and think about the size of your pets and how much water they consume. >> the storage which is using tap water which you are going to encourage. >> right. of course at the puc we recommend that you store our wonderful delicious tap water. it's free. it comes out of the tap and you can store it in any plastic container, a clean plastic container for up to 6 months. so find a container, fill it with water and label it and rotate it out. i use it to water my garden. >> of course everyone has

plastic bottles which we are not really promoting but it is a common way to store it. >> yes. it's an easy way to pick up bottles to store it. just make sure you check the label. this one says june 2013. so convenient you have an end date on it. >> and there are other places where people have water stored in their houses. >> sure. if you have a water heater or access to the water heater to your house, you can drink that water and you can also drink the water that the in the tank of your toilet. ; not the bowl but in your tank. in any case if you are not totally sure about the age of your water or if you are not sure about it being totally clean, you can treat your water at home. there is two ways that you can treat your water at

home and one is to use basic household bleach. the recommendation is 8 drops of bleach for ever gallon of water. you add 8 drops of bleach into the water and it needs to sit for 30 minutes. the other option is to boil water. you need to boil water for 5-10 minutes. after an earthquake that may not be an option as gas maybe turned off and we may not have power. the other thing is that puc will provide information as quickly as possible about recommendations about whether the water is okay to drink or need to treat it. we have a number of twice get information from the puc through twitter and facebook and our website sf water.org. >> people should not drink water from pools or spas. but

they could use it to flush their toilets if their source are not broken. let's look at those issues. >> sanitation is another issue and something people don't usually or like to think about it but it's the reality. very likely that without water you can't flush and the sewer system can be impeded or affected during an earthquake. you need to think about sanitation. the options are simple. we recommend a set up if you are able to stay in your building or house to make sure that you have heavy duty trash bags available. you can set this up within your existing toilet bowl and once it's used. you take a little bit of our bleach. we talked about it earlier from the water. you seal the bag completely. you make sure you mark the bag as

human waste and set it aside and wait for instruction about how to dispose of it. be very aware of cleanliness and make sure you have wipes so folks are able to wash up when dealing with the sanitation issue. >> thank you so much, >> so what brought you out here for the bike ride today? >> i grew up in san francisco but i have been living in new york. i wanted to see what san francisco is doing with infrastructure. >> cities are where people are living these days. the bay area is doing a lot with construction and the way to change the world starts here. >> we are about to take a bike

agendaized and if you are a member of the public and you would like to address us on anything that is not on the agenda feel free to come up. >> good evening, commissioners my name is steven ocastidato. and i would like you for the more tore um on broad way and the insightful comments from the commission and for that purpose, all of the general comment from the public. i wanted to, share with you one comment that you know, commissioner joseph made which i thought was very prudent observation. she asked some of the stewards of broad kay if they are going to pursue a policy, what would be the back up plan if a two-year freeze or a moratorium did not work? and when i left the commission that evening, i thought about it and i thought about it and my way here today says that you know what?

i am going to address that and i am going to step further. what is going to happen to people who pay the assessment fees, who own the buildings on broad way into the cdb? and then, know that that assessment fee is going to go to a group of people that supported a moratorium and would not allow them to lease a property, or even invest in their own property for the purposes of entertainment and something that would go in that value? that would possibly add insult to injury, in other words, you would not be able to adjust your business model and you would not pursue a business model and you would have to pay the fee every year and you are paying it while your building is vacant, and over a period of time, there have the bitterness could set in, and so i want to thank all of the commission, especially commissioner joseph

survey, that was conducted late last year by the sfmta and do you guys have that? and it is behind and it is, it is a really sort of short but interesting survey done on late night transportation issues, choosing that polk street, that lower corridor to start to get the gated point about what people are looking for and how they are getting to and from and where they are coming from, what kind of transportation are they parking? all that good stuff and so it took a while to accomplish. also to get permission and i included it and i am not going to go over it and i think that if you take it home and take the time to look through it and you might have the good questions and we can agendaize it under the separate item so we can have a discussion on this topic if it is the present's desire to do that. so take a look at that, because i think that it is the

beginning of something really interesting. i wanted you all to welcome sean burke who is sitting right here. and we finally did it. we hired a new, sound inspector and so here he is today was literally his first day and so i am going to ask you to not ask the questions about venues does not know yet but he is going to learn and you guys are welcome to, you know, say nice things, or welcome him, in some way. and he is going to get right to it. so, i am just glad that we finally got someone in the chair over there and now i am going to work on the second position that is available. also, i wanted to remine the commission again, the retreat, i finally got the date settled which is march 29th, which is going to be half a day on saturday, the location is still tba but put that in your calendars and hold sort of the 9 a.m. to the noon or one.

and open for that retreat and if any, if there are a few among you who have not been to one yet. and so you will find it fun, i think. and the summit is schedule for april 27th, and i know that is close together, but it worked out for the auditor um where we will be taking this will be taking place as usual and so that will be one to four p.m. on april 7th if you can make it. and the night life and tech panel the second installment that we did at public works and we are looking at the chapel and although it is coming fast, early in february, it looks like the potential date, but until it is settled, for good, i don't have anything specific for you. but we will, i will keep you informed, if it does not happen, within the meeting time frame i will send you all an e-mail because it is an interesting one, and i think that we are going to focus on the discussion of the closure, of the live music venues that have been happening and we

mentioned here. and so, that is pretty much all that i have, unless you have any questions, there were no corrective actions between the last meeting and this one. >> i would just have one question, do you know why mta chose the polk street? >> they chose it because we sat and had a conversation with them and based on their resources we felt like it was the easiest way and what i mean by that is they had a few interns, you know, a limited period of time. and it was to us, the most effective way also, because then we had brought in some operators to help get to facilitate their patrons answering, these survey questions. and it was just, we felt the most effective use of the limited resources that we had. >> and could you tell me what area? was it like from geary to broad way? >> it is between bush and sutter. >> i think that is what it said.

>> right. >> internships with mta. >> okay. >> more of this. >> okay. >> so could we request an actual study a second study of a different area? i mean, assuming that there are different traffic and transportation patterns? >> i think that what the best case scenario is that if you would take the time and take a look at what was involved in sort of the survey instrument, and because you might also and it is not just about where, it is about what the questions were asked. you might find that there are things missing or that you would have asked in a different way, and then i think that it is more appropriate if you, if the president or another commissioner decides to create a new agenda item, i am happy to ask mta to come here and talk about what they did and the resource these have. i can't request a study without paying for it, and i will tell you right now and i don't have the funds in our budget to pay for them to do a study but there are all kinds of ways to get things done. >> great, commissioner akers? >> yeah, and if you could maybe

have not had a lot, we forwarded all of the reports down to the entertainment commission, but there really was not that much going. and probably the biggest incident was at the condor, 300 columbus and i stand in front of you a couple of times a month a lot of times what the clubs are doing wrong, they did not do anything wrong whatsoever. they had, and there were they were working the door and four intoxicated people came up and refuseded entrance into the club and they did the right thing and then the four, one of the four people said that they would come back with a gun and shoot the door man and the police respond and no gun was found but two of the people were arrested for being drunk in public and the other two were released and i think that is just as important to announce the things that the clubs are not doing right as well as knowing what they are doing things right. and other things that were steps that in the seller, and the last one that we have gotten two complaints regarding

bars or clubs in the area, one was the cafe royal and 800 post and a noise complaint and blocking the sidewalk, they determined that the sidewalk was blocked but did not feel that the noise was accessive for the evening as far as for what was going on the night life. and however, one thing that i did check the conditions, and it says that there shall be no noise coming from the club. and the other one was jones, and that is 620 jones and i received an e-mail complaint that noise had gotten worse in the last three weeks. and i ask askeded the complaint to describe what the noise complaints were and i have not heard back and we are going back and forth on the e-mail and i did check the cads for that area and i have not seen a lot for the last three weeks. and so, i think that once i get more information, as far as what the actual noise complaints and then i will have more information for you. any questions or complaints? >> i
