our proposal and that's very unfair. we're not being able to sustainable help our young people and develop our cult because we don't get any funding so we are going to look at doing graffiti and a our kids and our young black kids they're not getting what we as their parents as artists can give them and we're asking and begging that this puc with the cash cow situation look at what do you do what a big mess i made by giving our commission this money instead of the money in the bayview health department's we've never gotten any money from this art commission and at the don't recognize us i've been playing the game since 1968

batted system. by comparison back in the year 2007 with have 80 percent of the storage. i referenced this because that's the last time that the commission declared a storage and called for 10 percent of volunteer rachel. but now the demand is 10 percent lower down to 24 million glances a day compared to two hundred and 50 million glances. we're in a dry year it's the demand is lower so we need to factor those things. the perspiration outcome is driveway. there was hopes of a storm

that's gone from the effort and it's kind of shooting in the dashlg. we'll be continuing to evaluate on a week to week was basis to determine if a drought is correct. this is a table that don't expect people to go into detail. it is the amount of storage in observer reservoirs including the riverbank and the pedro reservoir those are one million total feet. in particular cal various because of the project the water level is reduced so cal verses versus is not producing any storage. cherry is the highest in the system that contribute to our

operation but unless it's flowing it doesn't help but this is there for information to where the water is in the system. this next graft shows you four lines the black smother line is the perspiration it advanced slowly and rises up through february and march and a april. our water year is october one nil december 30th. so it doesn't take into accountant the water year started october 1st in 2012 it was a red period. last year, we had been 70 percent of museum perspiration it wasn't an awful year.

that's what you see in the green line it goes cross the table. that's the amount of anchorage precipitation in 2013 it was less than the amounted but it flattened anti. the blue is 2007 which didn't have an earlier year as last year and it tarpd out. 2007 was not a wet year and then the red line with the fall and what we've seen in john january we're going looking at low perspiration and that's the consideration we're not seeing it. on the other hand, every year is different years that have started like this one they end up with a wet and dry end of the

year you don't know and the snow pack is low. the black lion is the percent of medium snowpack you see a peak that's from the snow pack generally at its highest and the run avenue and it goes away. the green and blue lines were below that but the red line this year is low. we're not seeing a lot of snow up there we have dry conditions but we have a period of time ahead of us where woke up e we'll anticipate some rain in march and april. i've shown in the delivers this is typical of what happens at the beginning of a drought. people see dry years.

you have the red line it's the 23406, 2007 total system delivers ranging in the year this is july through june 30th. from the right to left it's the beginning of summer it's the highest demand and in the middle is january 1st it's about the middle of winter those are the low 0 it demands in the year. the blue line follows that pattern. the green line is this year. and you see beginning in september 1st that green line stays above above the blue line because people are experiencing dry conditions their irrigating their garden to keep their garden alive but this is also

what happened. this could be a multiple year situation so we're seeing that behavior but it could be economic recovery but demand it up a little bit but we're at the low point >> mr. richie and if i may what year is comparable to this year in the past. >> actually i wouldn't tell you which year i was talking general, i can come up with the most comparable liquor some of them end up getting wet and some end up driveway half-and-half. >> so people opine that 1977 was a dry year it's comparable. >> it's comparable but it depends upon. >> what happened in 198 ever 78. it was an average year

>> it could happen for us. >> and that's the other thing a statewide declaration of drought every watershed is different. for example, in 2007 when we went to voluntary rachel but since everybody was asking for water it felt okay to be in this position because san jose had to take a different attitude. the next slide is what we have in our agreement the wholesale agreement. it has a whole section devoted to available supply and declaration of drought under the water code and also the rules of

the road on how we share allocations through a drought period. so here because of the anticipation of whatever wet conditions february 1st is when we initial our investment of water supply and march first, we revise that we then he determine the amount of water available to our wholesale customers. by trillion april 15th he know how much precipitation we have. so april 15th is the date but we could do it sooner but puc could declare an energy and calory the need for mandatory rachel to allow people to platoon for the year ahead. certainly it's a dry year and if

snug changes between now and federal bureau e february 1st, we also try even if we don't call for mandatory rachel we also emphasize our conservatism that we need to use water wisely and people should take advantage our our additional measures. for us the way the program lays out we call for 10 percent volunteer rash on and on. if the governor dlafrz one that didn't take effect it's up to this commission to delivery a water supply emergency. we're tracking that on a week to week basis and it's been updated
