11:14 am
commissioner campos for the hearing and breed as well with so many participating and commissioner yee was part of that as well, and many of the other participants from the board of supervisors transportation authority and were waiting in on the hearing about how they can play a large role to be sure that we are doing everything that we can to prevent the fatality and crashes occurring in the future. i also appreciated mayor lee's action on prioritizing funding for pedestrian safety and to help to boost our response, how we can identify an additional ten million dollars in prop k funding to make available for the immediate projects on the ground, i want to thank weiner for supporting this goal and working with me to guide the ta and the various agencies in this effort. and the start of the year also saw a new approach to the management of employer shuttles by the sfmta and i would like to acknowledge the work on this issue and our own staff, 2008,
11:15 am
analysis report on the subject, requested by the then commissioner duftxwr, that laid the groundwork for this pilot and i believe that one dollar per stop per day is to low, considering the impacts of the new impact on the economy on the infrastructure and over all affordable. and the shuttle buses have caused delays on muni's performance and in the coming months i will be working with the colleagues and the sector to find ways for them to pay the fair share for the use of public bus stops and compensate for the delays and transportation and over all affordability in the city >> last week plans for putting together a general obligation respond for transportation for the proposals in the state of the city address and including his call to make the free muni
11:16 am
for the fas past permanent and we need transportation funding and i am working with the community groups and agencies to add equity goals and investments are adopted and transportation. and they announced that they will put the proposed state wide and on hold for the 2014 election year and so it will not be in competition for the measure. 2014 was in goods timing for a state wide measure in part because of the passage of prop 30 in 2012.
11:17 am
and finally i would like to con grat you late we have seen td bullet services and committed to electrifying the service to advance the addition of a cal tran station and to bring the extension to the transbay, and about that, i will conclude my remarks. we can go on to public comment, any member of the public that would like to comment come forward. >> good morning, commissioner weiner and fellow commissioners my name is jackie sacks and i am a member of the citizen's advisory committee and
11:18 am
regarding your report, and chair avalos as we are regarding the bicycles and i have mentioned this before. and i will say it again. i feel that in the accidents that is happening in regarding the bicycles and i think that all cyclists and because they are on the street,. and between the cars and between the accidents and, you can exchange the license plates and there is no problem, and you can get settled there. but in the case of the cyclist, and they should be licensed in case there is an accident and the cyclist, whether they are at fault or whether they are the victim, they can be identified and as, and that would be generally, and the licenses for the cyclist, would generate more money for muni
11:19 am
and number two, regarding the shuttles and i saw the meeting on television. to the one dollar a day, for the shuttles and i feel that is too low. and i feel that those people as we are going to pay two dollars, to ride muni a day, and every time that we get on a bus, and i feel that the people on the shuttles, you know, at least should pay something. along with the owner of the shuttle as well. and that would generate more money. thank you very much. >> thank you very much. and are there any other members of the public who would like to comment? come forward. >> yeah, i am madeleine founder of the folks for polk and just to address the issue of bicycling for bikes, and i want
11:20 am
to address the risk, they are not a menace to society and our time and effort and money is better spent addressing where the real casualties happen and looking at it from an actual point of view, it is a non-issue. and so just to really tie where we put our efforts, and our funds, it should go to where the real relative risk is. and for now, bicyclists, even flying cyclists do not represent a big threat to society, mostly to themselves. i think that say new paradigm because there are more cyclists because it is frightening to people, as people are used to cars behalfing badly and so we need to focus on where it is the most important. >> thank you very much. and if there are no other members of the public who would like to comment, we will close the public comment. >> and our next item, actually,
11:21 am
item four, it is the director's report. and the director's report is going to be concentrated on our annual report, for 2013, and i think that what will be the best is we just, hold off on item four and we will combine it with item 13 at that time on the agenda and let's go on to item number 5. >> item five, election of chair and vice chair this is an action item. >> great, colleagues, annually we elect a chair and vice chair for the transportation authority and today is the day for doing that. i would like to ask if there are nominations that are out there, and we would like to address. and i want to appreciate the work being done in the year leading the authority and it is a tremendous amount of work and
11:22 am
it is another body that we all serve on, and but, i think >> if we were able to go through a process of searching for our first new executive director in i believe, over ten, or eight years. and you led a great process with the committee and mar and cohen and scott and we got and
11:23 am
like to nominate eric mar again. >> second. >> are there any other nominations out for chair of the transportation authority? >> okay. thank you. >> i will make some remarks, and again, commissioner, thank you so much for nominating me to serve as the transportation chair again and i would like to thank all of the colleagues for all of your work and for letting me last year and for the work over the past year, and we had, you know, i felt it was a really challenging year with the transition that was being made and setting the direction with the transportation authority and i thought that we worked well despite the differences about how we are going to select all three candidates and we worked well in coming up with a candidate and i am pleased so far with the work that has been done by the executive director cheng and i feel like we are working closely for a new direction of the transportation authority. and this is also, very critical
11:24 am
year. and because after, years of neglect, we finally have, a great, consensus in san francisco that we want to really make strong investments in our transportation and transit infrastructure and we have two coming and the vehicle license fee and a bond that will be serving the transportation needs and it is really critical that we are able to work closely together to make sure that we can have the greatest investments that we can have for this system that we all rely on one way or another in this city. and there are other key initiatives that i want to make sure that we move forward. and i hope that have your support with them, with them colleagues, and with that, why don't we go on to a roll call vote on the nomination. >> i forgot, the public comment. >> so, we can open up, the election of the chair, do we have any public comment?
11:25 am
any member of the public that would like to comment, come forward. >> and seeing none, we will close public comment. and we will have a roll call vote. >> on the motion in favor of electing avalos for chair. >> avalos in >> aye. >> breed? >> aye. >> commissioner campos. >> aye. >> chiu. >> aye. >> commissioner cohen? >> aye. >> commissioner farrell. >> aye. >> kim? >> kim aye. >> commissioner mar. >> aye. >> tang. >> aye. >> and commissioner weiner? >> aye >> commissioner yee. >> aye. >> that is congratulations. >> thank you, and thank you so much colleagues, and i look forward to working with you closely this year. and my door is always open, and there is a lot to accomplish this year and let's have a successful year. and next items, we will call the next two together,; is that correct?? >> item 6 and 7? >> sorry. we are going to elect a vice chair and if we could have a
11:26 am
nomination for the vice chair, the floor is open for that. >> commissioner campos? >> thank you, mr. chair and congratulations i think that continuity is the key word and i think that we have seen an agency that has gone to a very difficult process, and it has done extremely well, in doing so and i think that it has a lot to do with the leadership and so i think that you have done an incredible work, but you have also worked very closely with the vice chair that has been very supportive and you know i served with supervisor and commissioner weiner on the mtc and i know that he is very committed to the issue of transportation. so, i am happy to nominate commissioner scott weiner to be vice chair. >> very good. thank you. >> so commissioners scott weiner has been nominated or is there a second to that? >> second from commissioner breed? >> and are there any other
11:27 am
nominations out there for vice chair? >> and seeing none, we can close the nominations. >> and any comments from any from mr. vice chair weiner? >> thank you, chair avalos, and congratulationss on your reelection. i think that it is and i would be honored to continue with vice chair and it is an exciting time in san francisco, and in the bay area. when it comes to transportation, we have some huge, looming challenges in terms of the reliability, and capacity of a number of our public transportation systems. dealing with congestion in our streets. and making our streets more walkable, and more bikable and safer in general and in light of our own work with the
11:28 am
transportation and with campos and the passage of the bay area and in the other ways in which, excuse me, we have been able to increase, particularly the capitol investment and the transit and i think that we have a path to meet the very significant needs of our transportation system as our population grows and as our needs shift and as the new development happens and so, i noticed we all have our varying viewpoints on how to best to get there and i have really enjoyed working together and the two of us as well as with the other members of this transportation authority, and staff, and other agencies, and i look forward to continuing to do that work, over the coming years. and so, i would be honored to serving. >> thank you. >> and it has been a great working with you and we will actually have a lot of work to do together as we are trying to improve the project delivery here in the city and we can expedite a lot of the projects that will make a huge impact on the pedestrian and walkbility
11:29 am
and bike safety as well. >> great. why don't we open up this item for public comment. and on the election of the vice chair? >> good morning, commissioners my name is jackie sacks. and i want to commend commissioner avalos for being appointed chair of the committee and i want to as far as commissioner weiner is concerned, i think that you both should be commended because you both have gone in front of mta board meetings and you spoken on things that effect the city that the transportation process that effects the city and made public aware of what is really going on. and i hope that you can continue to do the same. i am looking forward to you doing the same. thank you very much.
11:30 am
and good luck for both of you. thank you. >> okay. thank you. and if, there are no other members of the public who would like to comment, we will close the public comment, on the election of the vice chair. and we can do roll call vote. >> on the motion in favor of electing commissioner wean for vice chair. >> avalos. >> aye. >> breed, aye. >> campos. >> aye. >> chiu. >> aye. >> cohen. >> aye. >> farrell. >> aye. >> kim. >> aye. >> kim aye. >> commissioner mar? >> aye. >> commissioner tang. >> aye. >> commissioner weiner. >> aye. >> commissioner yee. >> aye. >> yee aye. the motion for weiner as vice chair carries congratulations. >> congratulations vice chair weiner, thank you colleagues and let's go on to the next to item we will call together 6 and 7. >> approve the revised administrative code and 7, approve the revised
