were waiting in on the hearing about how they can play a large role to be sure that we are doing everything that we can to prevent the fatality and crashes occurring in the future. i also appreciated mayor lee's action on prioritizing funding for pedestrian safety and to help to boost our response, how we can identify an additional ten million dollars in prop k funding to make available for the immediate projects on the ground, i want to thank weiner for supporting this goal and working with me to guide the ta and the various agencies in this effort. and the start of the year also saw a new approach to the management of employer shuttles by the sfmta and i would like to acknowledge the work on this issue and our own staff, 2008, analysis report on the subject, requested by the then commissioner duftxwr, that laid the groundwork for this pilot and i believe that one dollar per stop per day is to low,

considering the impacts of the new impact on the economy on the infrastructure and over all affordable. and the shuttle buses have caused delays on muni's performance and in the coming months i will be working with the colleagues and the sector to find ways for them to pay the fair share for the use of public bus stops and compensate for the delays and transportation and over all affordability in the city >> last week plans for putting together a general obligation respond for transportation for the proposals in the state of the city address and including his call to make the free muni for the fas past permanent and we need transportation funding and i am working with the community groups and agencies to add equity goals and

investments are adopted and transportation. and they announced that they will put the proposed state wide and on hold for the 2014 election year and so it will not be in competition for the measure. 2014 was in goods timing for a state wide measure in part because of the passage of prop 30 in 2012. and finally i would like to con

i feel that in the accidents that is happening in regarding the bicycles and i think that all cyclists and because they are on the street,. and between the cars and between the accidents and, you can exchange the license plates and there is no problem, and you can get settled there. but in the case of the cyclist, and they should be licensed in case there is an accident and the cyclist, whether they are at fault or whether they are the victim, they can be identified and as, and that would be generally, and the licenses for the cyclist, would generate more money for muni and number two, regarding the shuttles and i saw the meeting on television. to the one dollar a day, for the shuttles and i feel that is too low. and i feel that those people as we are going to pay two

dollars, to ride muni a day, and every time that we get on a bus, and i feel that the people on the shuttles, you know, at least should pay something. along with the owner of the shuttle as well. and that would generate more money. thank you very much. >> thank you very much. and are there any other members of the public who would like to comment? come forward. >> yeah, i am madeleine founder of the folks for polk and just to address the issue of bicycling for bikes, and i want to address the risk, they are not a menace to society and our time and effort and money is better spent addressing where the real casualties happen and looking at it from an actual point of view, it is a non-issue. and so just to really tie where

we put our efforts, and our funds, it should go to where the real relative risk is. and for now, bicyclists, even flying cyclists do not represent a big threat to society, mostly to themselves. i think that say new paradigm because there are more cyclists because it is frightening to people, as people are used to cars behalfing badly and so we need to focus on where it is the most important. >> thank you very much. and if there are no other members of the public who would like to comment, we will close the public comment. >> and our next item, actually, item four, it is the director's report. and the director's report is going to be concentrated on our annual report, for 2013, and i think that what will be the best is we just, hold off on

and again, commissioner, thank you so much for nominating me to serve as the transportation chair again and i would like to thank all of the colleagues for all of your work and for letting me last year and for the work over the past year, and we had, you know, i felt it was a really challenging year with the transition that was being made and setting the direction with the transportation authority and i thought that we worked well despite the differences about how we are going to select all three candidates and we worked well in coming up with a candidate and i am pleased so far with the work that has been done by the executive director cheng and i feel like we are working closely for a new direction of the transportation authority. and this is also, very critical year. and because after, years of neglect, we finally have, a great, consensus in san francisco that we want to really make strong investments in our transportation and transit infrastructure and we

>> thank you, chair avalos, and congratulationss on your reelection. i think that it is and i would be honored to continue with vice chair and it is an exciting time in san francisco, and in the bay area. when it comes to transportation, we have some huge, looming challenges in terms of the reliability, and capacity of a number of our public transportation systems. dealing with congestion in our streets. and making our streets more walkable, and more bikable and safer in general and in light of our own work with the transportation and with campos and the passage of the bay area and in the other ways in which, excuse me, we have been able to increase, particularly the capitol investment and the transit and i think that we have a path to meet the very significant needs of our

transportation system as our population grows and as our needs shift and as the new development happens and so, i noticed we all have our varying viewpoints on how to best to get there and i have really enjoyed working together and the two of us as well as with the other members of this transportation authority, and staff, and other agencies, and i look forward to continuing to do that work, over the coming years. and so, i would be honored to serving. >> thank you. >> and it has been a great working with you and we will actually have a lot of work to do together as we are trying to improve the project delivery here in the city and we can expedite a lot of the projects that will make a huge impact on the pedestrian and walkbility and bike safety as well. >> great. why don't we open up this item for public comment. and on the election of the vice

draft, out reach plan which definitely is a great plan, and i am looking forward to the final plan for distribution. and for this particular, for the tep, in particular, we are spending a significant amount of money, on out reach. and i want to make sure that yes, we have our bases covered in the draft plan, but one of the challenges that we face, in terms of out reach, with the five fulton when we implemented the five l, was the sufficient out reach to the senior developments in the area within an important area where a bus stop was removed. once we received information and reevaluated the situation, the bus stop was restored, but, those are the kinds of things that i am hoping to avoid, and i want to make sure that in our out reach, efforts we make it clear, that we not only take out reach seriously, but, with
