people are looking for and how they are getting to and from and where they are coming from, what kind of transportation are they parking? all that good stuff and so it took a while to accomplish. also to get permission and i included it and i am not going to go over it and i think that if you take it home and take the time to look through it and you might have the good questions and we can agendaize it under the separate item so we can have a discussion on this topic if it is the present's desire to do that. so take a look at that, because i think that it is the beginning of something really interesting. i wanted you all to welcome sean burke who is sitting right here. and we finally did it. we hired a new, sound inspector and so here he is today was literally his first day and so i am going to ask you to not

ask the questions about venues does not know yet but he is going to learn and you guys are welcome to, you know, say nice things, or welcome him, in some way. and he is going to get right to it. so, i am just glad that we finally got someone in the chair over there and now i am going to work on the second position that is available. also, i wanted to remine the commission again, the retreat, i finally got the date settled which is march 29th, which is going to be half a day on saturday, the location is still tba but put that in your calendars and hold sort of the 9 a.m. to the noon or one. and open for that retreat and if any, if there are a few among you who have not been to one yet. and so you will find it fun, i think. and the summit is schedule for april 27th, and i know that is close together, but it worked out for the auditor um where we will be taking this will be taking place as usual and so that will be one to four p.m.

on april 7th if you can make it. and the night life and tech panel the second installment that we did at public works and we are looking at the chapel and although it is coming fast, early in february, it looks like the potential date, but until it is settled, for good, i don't have anything specific for you. but we will, i will keep you informed, if it does not happen, within the meeting time frame i will send you all an e-mail because it is an interesting one, and i think that we are going to focus on the discussion of the closure, of the live music venues that have been happening and we mentioned here. and so, that is pretty much all that i have, unless you have any questions, there were no corrective actions between the last meeting and this one. >> i would just have one question, do you know why mta chose the polk street? >> they chose it because we sat and had a conversation with them and based on their resources we felt like it was the easiest way and what i mean by that is they had a few

interns, you know, a limited period of time. and it was to us, the most effective way also, because then we had brought in some operators to help get to facilitate their patrons answering, these survey questions. and it was just, we felt the most effective use of the limited resources that we had. >> and could you tell me what area? was it like from geary to broad way? >> it is between bush and sutter. >> i think that is what it said. >> that was the effort. >> and so, again, don't want to say that this is the grand of the light night transportation in san francisco because it is not. it was basically mta saying that we have a window of time and a little bit of resources how can we start to ask people and document what the needs look like? >> okay. >> so thank you. >> that is it. >> okay. >> that is a start. >> i got it.

to director report? >> if not, we can open it up to the public comment. >> is there any public comment on director's report? seeing none. public comment is closed. there is nothing to vote on, so we will move on to the next item which is the police department comments and questions. and so officer and any other officers that wish to speak. please come on up. >> hello commissioner and staff, central station, it has actually been a pretty quiet last couple of weeks that we have not had a lot, we forwarded all of the reports down to the entertainment commission, but there really was not that much going. and probably the biggest incident was at the condor, 300 columbus and i stand in front of you a couple of times a month a lot of times what the clubs are doing wrong, they did not do anything wrong whatsoever. they had, and there were they were working the door and four

intoxicated people came up and refuseded entrance into the club and they did the right thing and then the four, one of the four people said that they would come back with a gun and shoot the door man and the police respond and no gun was found but two of the people were arrested for being drunk in public and the other two were released and i think that is just as important to announce the things that the clubs are not doing right as well as knowing what they are doing things right. and other things that were steps that in the seller, and the last one that we have gotten two complaints regarding bars or clubs in the area, one was the cafe royal and 800 post and a noise complaint and blocking the sidewalk, they determined that the sidewalk was blocked but did not feel that the noise was accessive for the evening as far as for what was going on the night life. and however, one thing that i did check the conditions, and it says that there shall be no noise coming from the club. and the other one was jones,

and that is 620 jones and i received an e-mail complaint that noise had gotten worse in the last three weeks. and i ask askeded the complaint to describe what the noise complaints were and i have not heard back and we are going back and forth on the e-mail and i did check the cads for that area and i have not seen a lot for the last three weeks. and so, i think that once i get more information, as far as what the actual noise complaints and then i will have more information for you. any questions or complaints? >> i have got,... on the cbd in the meetings, i guess, you are part of those meetings when they have the discussions about adding more security for the side? you know for the outside of the clubs you know to assist with, you know, so they don't, they can help out without, having the cops, you know, always there. >> yeah, we have been in the talks, from the beginning, that was, and it was not just the businesses, and it was just very nice to have the community

and the police and the da's office. and even the sheriff's department, in the beginning, working together. and so we still have a dialogue with that. and i would say working with the clubs and letting them know kind of what we expect if they are going to have a large event we expect them to let us know. and we also expect them to be able to contain either hiring more security, or making sure, you know, if the services are going to be an issue, pull the bottle service, that is a business decision that they will have to make if they make the wrong decision, >> what about the two security guards that they had before and that was walking the beat on broad way are there still there. >> the private security? >> yeah. >> i think that they are still going and they are still. >> is that going to be kind of ongoing. >> it is still ongoing? >> yes. >> okay. that is all i got. >> thank you. >> thank you. >> and is there any public

your binder. and also, the station has provided recommendation and there are a couple of them that you would want to pay attention to and one and two, one limits the time of entertainment. and two, limits the time that alcohol can be served and i am not exactly sure if that is something that this commission can dictate. and then, also, maybe since alu is here they might want to explain, abc 257 and we do have the abc permit here and however, there are conditions on that permit that i have not seen, we only have the actual permit and it says seven conditions. that is something that you guys can discuss. >> hello everyone, my name is blanca and this is jose and he is the owner for 4234 mission

street. >> he has been the owner for about four months now and he wants to continue the entertainment permit, and however, it says here from the station respectfully asks that the entertainment commission considers that when the days of live entertainment to friday and saturday, and in hours of live entertainment from 7:00 to 10 p.m. and they usually have live music. they usually have music fridays and saturdays, it is from 9:00 to 1:00 a.m.. and he would like to continue with that.

on his days off he would walk to the bar and drive to the bar to make sure that the street is clean and he has a sign outside for the low noise for the neighborhood and i know that it is a residential, and about 50 percent residential. he is always you know, looking out and making sure that everything and the noise is well and he is always and on his days off and he would like to continue with the entertainment as far as the music. >> he is always aware of, you know, people that are intoxicated. he will make sure and he will

call the security guard and call the cabs and make sure that everyone gets home safe. the bar has been there for 50 years. pretty much a neighborhood bar. pretty much on the look out to make sure that everything is fine as far as people getting home safe, cleans up the streets. and tries to make sure that people keep the noise down as far as the people leaving the bar and coming into the bar and he tries to follow, you know, all of the rules as much as he can. >> as far as he is taken over the bar, the four months that he has been the owner of the bar and he has had no issues as far as the ambulance, incident and the police and you know, the people starting any, you know, situation outside of the bar. >> great, i think that we have some questions for you. let me just kick it off before

smoke? >> they just go outside to smoke, in front of the bar. he does not have a designated area to smoke, everyone just goes outside to smoke. >> all right and then there is a question that says, how will you deal with associated noise issues? and he wrote, we will control the music level. what about other issues like people making noise when they leave the bar? or, when they come to the bar? how does he intend on dealing with those issues? >> he will just approach them nicely, you know, he will let them know to keep it down, because it is a neighborhood bar, you know, there are people

your security patrolling. and then, it also said that you have not done any neighborhood out reach? okay. he has looking into that right now. he has had his clients and they have been coming there for 30 years. and pretty much reach out and bright letters to you guys. >> it is a new, it is a new owner, correct? taking over a new job. and one of the biggest problems that the night life has is integrating into the neighborhood that surrounds it. and even though i heard at a meeting not related to this issue, that things are actually better as far as the teravel police new with the new owner.

>> usually on the weekends. >> okay. >> and because some of the community complaints that we are looking at from the immediate neighbors is complaints about patrons urineating in the driveway and that implies that people are way overly intoxicated in or there is not enough access to the bathrooms or i am not sure what. have you been in direct communication with any of your neighbors about the complaints that they are having with your patrons? how do you guys actively monitor your patrons outside of your building?

incident as far as he knows. >> one of the complaints is that there is a language barrier, with some of the neighbors who i guess are english speaking and that there is, and it is mono lingual spanish speaking staff and that is probably heightening the tension between you and the community next to you. so, what is your plan for addressing that, and what is your plan for addressing, because, it seems like these reports are more than one incident of people vomiting and urineating in their doorway and they are blaming you, they are blaming your bar. so how do you plan to address that both of those? the language and the behavior of the patrons as they leave? >> his business parter speaks

over served beyond enebriation in other words, they are shit-faced drunk, and so maybe building more relationships with your patron and talking about appropriate behavior outside of bart and putting up the signs and having the communication with your neighbors and trying to work with them because those types of nuisance can heighten people's annoyance with your bar so that even the sound becomes unbearable, do you see what i am saying? you need to start working with all areas and making sure that you are responsible for cleaning up a certain amount of area outside of your door. so, >> yeah. 100 feet. so, i don't know if..., we have a good neighbor policy. >> we do. >> yeah, in spanish. >> and yeah. >> and yeah, because the phone is on, the good neighbor. >> are you aware of our good neighbor policy? have yo
