transportation authority and were waiting in on the hearing about how they can play a large role to be sure that we are doing everything that we can to prevent the fatality and crashes occurring in the future. i also appreciated mayor lee's action on prioritizing funding for pedestrian safety and to help to boost our response, how we can identify an additional ten million dollars in prop k funding to make available for the immediate projects on the ground, i want to thank weiner for supporting this goal and working with me to guide the ta and the various agencies in this effort. and the start of the year also saw a new approach to the management of employer shuttles by the sfmta and i would like to acknowledge the work on this issue and our own staff, 2008, analysis report on the subject, requested by the then commissioner duftxwr, that laid the groundwork for this pilot and i believe that one dollar per stop per day is to low,

considering the impacts of the new impact on the economy on the infrastructure and over all affordable. and the shuttle buses have caused delays on muni's performance and in the coming months i will be working with the colleagues and the sector to find ways for them to pay the fair share for the use of public bus stops and compensate for the delays and transportation and over all affordability in the city >> last week plans for putting together a general obligation respond for transportation for the proposals in the state of the city address and including his call to make the free muni for the fas past permanent and we need transportation funding and i am working with the community groups and agencies

grat you late we have seen td bullet services and committed to electrifying the service to advance the addition of a cal tran station and to bring the extension to the transbay, and about that, i will conclude my remarks. we can go on to public comment, any member of the public that would like to comment come forward. >> good morning, commissioner weiner and fellow commissioners my name is jackie sacks and i am a member of the citizen's advisory committee and regarding your report, and chair avalos as we are regarding the bicycles and i have mentioned this before. and i will say it again.
4:06 pm
i feel that in the accidents that is happening in regarding the bicycles and i think that all cyclists and because they are on the street,. and between the cars and between the accidents and, you can exchange the license plates and there is no problem, and you can get settled there. but in the case of the cyclist, and they should be licensed in case there is an accident and the cyclist, whether they are at fault or whether they are the victim, they can be identified and as, and that would be generally, and the licenses for the cyclist, would generate more money for muni and number two, regarding the shuttles and i saw the meeting on television. to the one dollar a day, for the shuttles and i feel that is too low. and i feel that those people as
4:07 pm
we are going to pay two dollars, to ride muni a day, and every time that we get on a bus, and i feel that the people on the shuttles, you know, at least should pay something. along with the owner of the shuttle as well. and that would generate more money. thank you very much. >> thank you very much. and are there any other members of the public who would like to comment? come forward. >> yeah, i am madeleine founder of the folks for polk and just to address the issue of bicycling for bikes, and i want to address the risk, they are not a menace to society and our time and effort and money is better spent addressing where the real casualties happen and looking at it from an actual point of view, it is a non-issue. and so just to really tie where
4:08 pm
we put our efforts, and our funds, it should go to where the real relative risk is. and for now, bicyclists, even flying cyclists do not represent a big threat to society, mostly to themselves. i think that say new paradigm because there are more cyclists because it is frightening to people, as people are used to cars behalfing badly and so we need to focus on where it is the most important. >> thank you very much. and if there are no other members of the public who would like to comment, we will close the public comment. >> and our next item, actually, item four, it is the director's report. and the director's report is going to be concentrated on our annual report, for 2013, and i think that what will be the best is we just, hold off on
4:09 pm
item four and we will combine it with item 13 at that time on the agenda and let's go on to item number 5. >> item five, election of chair and vice chair this is an action item. >> great, colleagues, annually we elect a chair and vice chair for the transportation authority and today is the day for doing that. i would like to ask if there are nominations that are out there, and we would like to address. and i want to appreciate the work being done in the year leading the authority and it is a tremendous amount of work and it is another body that we all serve on, and but, i think
4:10 pm
>> if we were able to go through a process of searching for our first new executive director in i believe, over ten, or eight years. and you led a great process with the committee and mar and cohen and scott and we got and like to nominate eric mar again. >> second. >> are there any other nominations out for chair of the transportation authority? >> okay. thank you. >> i will make some remarks,
4:11 pm
and again, commissioner, thank you so much for nominating me to serve as the transportation chair again and i would like to thank all of the colleagues for all of your work and for letting me last year and for the work over the past year, and we had, you know, i felt it was a really challenging year with the transition that was being made and setting the direction with the transportation authority and i thought that we worked well despite the differences about how we are going to select all three candidates and we worked well in coming up with a candidate and i am pleased so far with the work that has been done by the executive director cheng and i feel like we are working closely for a new direction of the transportation authority. and this is also, very critical year. and because after, years of neglect, we finally have, a great, consensus in san francisco that we want to really make strong investments in our transportation and transit infrastructure and we
4:12 pm
have two coming and the vehicle license fee and a bond that will be serving the transportation needs and it is really critical that we are able to work closely together to make sure that we can have the greatest investments that we can have for this system that we all rely on one way or another in this city. and there are other key initiatives that i want to make sure that we move forward. and i hope that have your support with them, with them colleagues, and with that, why don't we go on to a roll call vote on the nomination. >> i forgot, the public comment. >> so, we can open up, the election of the chair, do we have any public comment? any member of the public that would like to comment, come forward. >> and seeing none, we will close public comment. and we will have a roll call vote. >> on the motion in favor of electing avalos for chair.

4:14 pm
agency that has gone to a very difficult process, and it has done extremely well, in doing so and i think that it has a lot to do with the leadership and so i think that you have done an incredible work, but you have also worked very closely with the vice chair that has been very supportive and you know i served with supervisor and commissioner weiner on the mtc and i know that he is very committed to the issue of transportation. so, i am happy to nominate commissioner scott weiner to be vice chair. >> very good. thank you. >> so commissioners scott weiner has been nominated or is there a second to that? >> second from commissioner breed? >> and are there any other nominations out there for vice chair? >> and seeing none, we can close the nominations. >> and any comments from any from mr. vice chair weiner?
4:15 pm
>> thank you, chair avalos, and congratulationss on your reelection. i think that it is and i would be honored to continue with vice chair and it is an exciting time in san francisco, and in the bay area. when it comes to transportation, we have some huge, looming challenges in terms of the reliability, and capacity of a number of our public transportation systems. dealing with congestion in our streets. and making our streets more walkable, and more bikable and safer in general and in light of our own work with the transportation and with campos and the passage of the bay area and in the other ways in which, excuse me, we have been able to increase, particularly the capitol investment and the transit and i think that we have a path to meet the very significant needs of our
4:16 pm
transportation system as our population grows and as our needs shift and as the new development happens and so, i noticed we all have our varying viewpoints on how to best to get there and i have really enjoyed working together and the two of us as well as with the other members of this transportation authority, and staff, and other agencies, and i look forward to continuing to do that work, over the coming years. and so, i would be honored to serving. >> thank you. >> and it has been a great working with you and we will actually have a lot of work to do together as we are trying to improve the project delivery here in the city and we can expedite a lot of the projects that will make a huge impact on the pedestrian and walkbility and bike safety as well. >> great. why don't we open up this item for public comment. and on the election of the vice

items? 6 and 7. seeing no member of the public come forward we will close. >> roll call vote. >> 6 1k37, avalos. >> aye. >> breed. aye. >> campos. >> aye. >> chiu. aye. >> cohen. >> aye. >> farrell. >> aye. >> kim. >> aye. >> commissioner mar. >> aye. >> tang. >> aye. >> weiner. >> aye. >> yee. >> aye. >> that item has passed. >> the item passes next item. >> 8,authorize the executive director to execute an amendment to the memorandum of agreement with treasure island development authority for the i-80/yerba buena island interchange improvement project to defer the initial loan payment by one year and restructure the repayment schedule while maintaining the deadline for full repayment of the loan by december 31, 2016. this is an action item.

4:23 pm
draft, out reach plan which definitely is a great plan, and i am looking forward to the final plan for distribution. and for this particular, for the tep, in particular, we are spending a significant amount of money, on out reach. and i want to make sure that yes, we have our bases covered in the draft plan, but one of the challenges that we face, in terms of out reach, with the five fulton when we implemented the five l, was the sufficient out reach to the senior developments in the area within an important area where a bus stop was removed. once we received information and reevaluated the situation, the bus stop was restored, but, those are the kinds of things that i am hoping to avoid, and i want to make sure that in our out reach, efforts we make it clear, that we not only take out reach seriously, but, with the amount of money that we are
4:24 pm
spending, we have an expectation to make sure that we try to reach as many people as possible especially those most impacted in the particular areas that we plan to change. so, i just wanted to go on record and express that, and thank everyone for their support as well as bringing to the table the information that we needed to feel a lot more comfortable with moving it forward. >> thank you, commissioner breed. >> commissioner cohen. >> thank you very much. i also wanted to echo some of the sentiments that commissioner breed just articulate and expand upon it a little bit. i too want to make sure that we are including the senior committee members and also those in public housing some of the cuts will have an effect of those on public house and insure that we are doing the out reach in multiple languages, particularly when we talk about the 8 and the 9, and i want to insure that we have translators that are able to
4:25 pm
translate english to chinese and vice versa for our asian american constituents and i just want to impress upon that and the other thing and i did get a briefing last week on the tep. cutting the plan and i am just now getting the out reach and i have had a chance to digest it and it was, this draft was emailed this morning, and at least that is when my staff brought it to my attention and i would love to have a little bit more time and i understand that this is the draft form and so i look forward to going through it to make sure that we have covered all of our bases. thank you, mr. chair. >> thank you. >> commissioner mar. >> thank you. >> i just wanted to say that i am in agreement with my colleagues on to improve the out reach to the mta and he has been wonderful to work with on so many projects and i think that the tep is moving from
4:26 pm
being misinterpreted as a take away from our transportation system into what it is and which is an improved system, and speeding up our bus routes, and systemickly throughout the city and fine tuning of our system to make it better for everyone in every neighborhood. and i wanted to also thank the mta for agreeing to regular updates at the plans and programs committee meeting and consistent bi lingual out reach that they have shown that they are doing now, and so i am really, i am really appreciative of the mta work with the staff as well and my colleagues and comments and i want to associate myself with as well. thank you good. thank you. >> and commissioner weiner? >> thank you, mr. chair, i will be supporting this as well and i know that there was concern that the plans and programs, committee but i really want to reiterate the comments that commissioner mar just made and i know that any time you make a
4:27 pm
changes to our public transportation system, it can cause concern whether it is changes in bus stops, or routing or anything else. and but i think that it is really important to keep the big picture in mind that the reason that the tep exists is because, muni is on. er, the slowest major public transportation system in the country, and average vehicle speed is 8 and a half miles an hour. on average, and that is what the muni vehicle is helped fast or slow and they travel around the city that has dramatic consequences in terms of people being able to rely on muni to get where they are going, quickly as opposed to crawling at a snail's pace. and it has dramatic implications in terms of the cost of operating the system, and if you have slower moving buses, you need to put more
4:28 pm
buses on to a line, and in order to keep service up and so you are spending more on vehicles, and you have to have more drivers, on the staff. and if you can speed up the system, even by just a few miles per hour on average that will have dramatic impacts on reducing muni's cost in addition to getting people to where they are going faster and so all of these choices, they are painful, whatever you are talking about changes in bus stops, and if you are talking about transit only lanes, and if you are talking about the red lanes like we have on church street now and if you talk about even a slight rerouting of the buses that i know that we are going through this now even a small rerouting of a bus to make it more improved connectivity, and we were to improve the service and it will cause a lot of consternation in the community and it will be a challenging process to go through and i want to commend, kennedy and crisbaum for working the work together to connect with the
4:29 pm
folks in the community and i think that it is important that we move this process forward in a smart way because the big picture this is going for dramatically improve the service in san francisco and so it is great that we are moving this item forward today. >> thank you. if there are know other comments from the authority, commissioners we will go on to public comment. >> i'm bob planthold, and there are many good things about the tep, and i help to develop that, when i was on the cac for that some years ago. things like more stop lights, count down signals, ball belts, but what continues to be unaddressed is the elimination of stops. it is not so much a take away, as you might want to characterize it to yourselves. but in fact, you and the mta
4:30 pm
have not answered the questions asked for years, how is this better, for people who are vulnerable, whether it is a person with a baby in a stroller, and a toddler, and having to cross an extra couple of intersections whether it is a senior or a person with a disability. we are not hearing any answers, there is an avoidance. the fact that this is meant for engineering design, was used last week and saying that figuratively some of these concerns don't matter, but the packet that you have before you shows the specific stops being eliminated and so the money is going to go towards eliminating stops and that is something that nobody has adequately addressed. and you are going along, a path that may in the future be dangerous and i am going to say it again, it could open up the city, for liability, because you are just not addressing
