>> commissioners move on item 13 the rail yard alternatives this too is an informational preservation. >> i'm with the planning department staff. i'm sure you're aware of we're worked with the joint powers authority with the transbay which includes the downtown extension. we've been an integral part of an agency that comments on the plans to trek, if any, the rile services our those transportation investments are closely intertwined for all of those infrastructure projects.

those projects need substantial additional fund to be fully released. you adapted this plan that delta - dealt with the project. we received funding at the urging of the mayor's office to lead a brief technical analysis of the development opportunity and capacity to build over the rail site and this property in the center of the city holds financial value to help tap aisle all the infrastructure and create more funds to support cal train. there was several number one reasons including to connect the south of market and the bay front altogether.

and to provide for spaces for off a and public amenity and a very transient area. this started and stopped because of the highly speed rail but we have now put the development on the rail yard for o of over $24 million. we want to evaluate some of the consolidation of the rail functions to move this idea along. at the same time we were grappling and face physical and financial issues related to the introduction of high rail services and the construction is planned they made us to come to the realization. each of those cal train promises

the feasibility study. before beginning i want to thank those who have helped with the project including the staff with the agencies and include it's relatively lengthy cal train and m t c and the high-speed rail authority and others. modifying and the planning department are continuing to engage with those agrees to insure the best outcome. as josh stated i believe your ware u aware of the downtown infrastructure and the rail expansion the cal train trek indication and bringing high-speed rail into san francisco. as it's infrastructure sustains to progress those will create a

for high-speed rail and a determine the best to approach for san francisco. it will help us to support the effort of our partners which is the caltrans and t gpa. looking at each of the components specifically. the first exponent to be the i to boulevard currently, i two 80 presents a separation of mission bay from the other areas of the city. currently there are only be 0 two across at the 16th and mission bay. we've been successful in taking down the embarcadero and the octavia boulevards and the value that has come to the area has

been immense. i stated before we'll be this on existing concepts. and once you start to see the possibility of interconnecting the neighborhoods which is what this slide shows how to commit those communities you can look at the possibility of taking down i two 80 pr the specific work to the component number one which the the boulevard at 2 to looked at the elevated freeway with a surface boulevard. that will help to determine the impacts. i want to make a point to state we're not only looking at this

area we're going to make sure by boulevard two 80 we're going to be looking at the u.s. 101 what we the bay bridge and the extension over to octaviao and we want to make sure we're not just pushing the impacts we want to make the best effect for the entire city. the second component there's been a humane and good amount of work done by the transbay joint authority. this is the current alignment for the do you want rail extension and the reason this component is in the project not only does it effect the whole area but the current estimate is

$2.3 billion so it you layer on the effects and we get to the point to take into account the construction methods and alignment of the dp x as it's laid out. in the to consider the best alignment with the financial issues. this is the transbay loop track again, i want to say every single component has been looked at but we want to make sure we understand the interconnection. the sub extraction has the roars

- previous studies have show that putting in a loop track but it's based on earlier designs of the transbay center so this will look at updating the current track study based on currently design. this shows you an opportunity to connect 9 transbay stations as well as to stepped over to the east bay. the fourth component is the that potential to relocate or reconfigure part of rail yard. we did a study at the potential to dollars and reconfigure the study and see if it's possible to operate on a smaller footprint. this is the blue that shows the

existing rail tunnel extension and the pink is the area that cal train buildings they can vacant and become available for potential redevelopment. the purple shows the areas that would be necessary for continued operation of cal train. we - this project builds on two options and insure that the continued operation of cal train is affective within the area so the anticipated work is to understand the actual needs of fourth and king to g meet the dollars the size and a look at a phase in plan of redeveloping the area.

and the fifth element comes about from the that other four elements. it's looking at the areas that are available for redevelopment and the new revenues associated with them. this slide shows a list of benefits if we were to get look at more development in the fourth and a king area that we can recorrect the neighborhood and create revenue for cal train both capita and ongoing and we might be able to plan for the sea level rise and itself compliment changes. specific to the scope of work taking those potential land use scenarios and understanding did zoning scenarios and figuring out the new revenues and the value capture associated with
