we want to see visibility be enhanced phenomenon nonprofits. the current patrol officers proposal has a negative impact on operations. we believe it should be limited to the site of howard or above the existing ballroom on third street. assuming that the proposals are minimal. potential expands on the moscone garage and the fifth garage might be considered. to build more on top of this roof will - the pedestrian amenities on howard street, the expansion project must include the children's garden for the

impacts there in addition to the expansion project it immunity impair the security of the garden and the new children's facilities it must provide a safe area for the children would use those facilities. all construction must have uninterrupted construction and not be mitigated in a way to make loss of business or revenue. and we also would like to see is that we hope in the transfer of the gardens that the relationship between moscone and the 3 city blocks is carefully looked at and would like to make sure there's no future encroachment on accident gardens or facilities

>> (calling names). >> good afternoon jim lazarus with the san francisco chamber of commerce. i had the privilege of sitting on an advisory group. i'm sure you're aware of it's key to the economy it would hard to see that this is the growth we need and you see in san francisco now. a few of us were around during the earlier days of the construction of the moscone. this is a changing investment we went into moscone north and south and moscone west because the market demands the space that is needed to meet the requirements of the modern visitor and those programs are coming to san francisco.
9:33 am
their keying to our economy. we made a decision a long time ago that's been described we we meeting get a beautiful place not a rectangle letter box. the moscone north expansion could have been moved to another place they decided not to do. the chamber buildings the designs that are presented here today properly balance the needs of the neighborhoods and visitors and the needs of business in the moscone and yerba buena garden area. so we urge you to work closely with the architect and the departments 0 involved to see a
9:34 am
successful conclusion to move forward this project as quickly as possible. >> mr. washington. >> ladies and gentlemen, you know, i've been going through 0 those procures and moose of those speakers i remember them way back when but i came when this had to deal with african-american. this is ply my platform for african-american. i was the original narrate of the city government channel i brought the idea to the city for years ago. i brought my cameras and reported the first board of
9:35 am
supervisors. i was around 20 years ago when those projects were started off now you've got different names and faces >> i'm here to show a parallel on those agency basically, not you all but how you have a skrerpgs. we know this as negro removal. all of you different agencies and i wrote down a few things like requesting for more outreach we requested that for two-year years and never got it. you guys are under budget now and have money to spare and requesting workshops. in the a workshop but i requested you to come to communities and you dpo wouldn't do that. i want to announce my group it's call the c r.c. community
9:36 am
reform. this city i haven't given out the ideas because the city implements it itself. i can't use negativero >> to show you how things flip galloped and didn't work years ago. you all have those nice designs we had those two years ago but we didn't benefit. as i go on i want to implement because when i get to my last speaking i'm going to really come down on you all. i'm a living witness that as an african-american black man we've come up here for many years i was almost in tears i see you all the same but i don't see any
9:37 am
leaders all our leaders are dead or commodity. so i'm the only one. but inch got - i've got someone bigger than you and i. i'm come back >> (calling names). >> good afternoon, commissioners. michael with the terms creativity amount. as you've heard and continue to hear from the neighborhood partners the yerba buena gardens was designed and created with a in the course integrative folks we recognize that the moscone convention center provides tremendous benefits to the city and to the yerba buena gardens
9:38 am
particularly and want to increase score that the yerba buena gardens is a amenity that the convention center has a responsibility in hell e helping us preserve. the many designs that have been showed around raised questions about our collective ability that we're maintained. we support to keep things underground and i looked to see about the loss of business for adversities who won't feel comfortable to coming to a construction site or a floor that might be shaking like the underground subway project. we ask i continue to destructive to make improvements improvements that make sure that the kids are secure.
9:39 am
and make sure the intriblt e integrity of the gardens are safe so our families are able to push strolls across the bridge. and the blow ground construction should increase visibility and for the families amenities and we sure our emergency exits are not accommodated. i look forward to see the direct engagement from the center to be sure to pass on the yerba buena values. and as a treasure to the kids who will one day inherit - thank
9:40 am
you. >> jan. i'll spell the last time. q u a i r s i. the next speaker name i'm not concerned. steven l ute g e. >> good afternoon, commissioners. noim is steven luke i didn't i'm the business agency for the state local 16 here in san francisco. i'm here to speak in support of the moscone expansion. in the a wonderful opportunity for san francisco to continue to attract the how level fire department's. without the moscone expansion san francisco risks losing high
9:41 am
profile conventions to other companies in california and throughout the united states. the expansion of the moscone center will enhance local 16s ability to service this world-class designation with the best technicians in the industry. the moscone expansion is essential to maintain good wages and benefits for our local 16 and as well as many other businesses that support this industry. thank you very much. >> linda (calling names). >> good afternoon, everyone. i'm starting to recognize all of you i'm the executive director
9:42 am
of yerba buena gardens festival. our philosophy is that art should be unconsciously available for everybody. this expansion is great for yerba buena and great for san francisco. on behalf of audience and artists we serve i ask the design of the project respect the integrity of the garden and didn't stack away many green space nor make it less desirable for everyone of the intended uses. it's the design of the careful collaboration and a huge amount of public expense. i feel comfortable that the moscone expansion can westbound reached at the same time that the upper public park is maintained. this is really a foyer exit and
9:43 am
it's in the children exit and i urge everyone to go out to the children's garden and look at it what's been going to happen to the unique space. as it stands today it is a model for city planning pardon in usual role you can help preserve to where art and people thrive. thank you. and a good afternoon commissioners i'm bill. i'm the former senior project manager to the yerba buena center and was the senior landscape architect in the yerba buena gardens. i'm currently on the board of the yerba buena events. this it's current form it's a breach of the public industries that has been happening over the
9:44 am
years at which it was forged by the moscone himself that it would be a underground facility that wouldn't compromises the investment. the scale of the proposed building violates that commitment and overwhelms the children's garpdz it needs to be lowered by two meeting room floors and shifting that program to third street. the convention center exiting needs to be internal listed and breaching the garden instructor with a shadowy and insecure enhance. and the west bridge needs to stay intact. the design especially
9:45 am
establishes the design by angling away from the convention center the existing bridge keeps the building in the realm and i'd add windy presence of the many convention center expansion. this bridge serves no function for the convention center itself. it's a waste of public funds for eliminating a perfectly good facility and it actually lessons the fatality by abandoning the upper pathway system on the children's block on the privilege that paths should be shared not separate or equal but shared in the skweegd out and the bridge leaves a widower
9:46 am
shadow on street level violating the cities long held privilege that we shouldn't be having bridges in the first place. so the expansion clearly can go forward while respecting the integrity of the garden and the public commitment on which yerba buena was founded clearly on with your strong oversight and guidance. i was privilege to be here when it was constructed. don't let that happen on your watch that it could be taken apart >> (calling names) and a hello commissioners. i'm from the south of market childcare we're at the site of the garden. the most concern we can you know the garner is also being used by
9:47 am
children and the security with the expansion under the moscone center in particular with the sale it has a lot of people coming to that are not parents it's basically issues for the parents using the garden. thank you >> good afternoon thank you for the opportunity. i'm owen murphy i'm for the local 510 signs and display. we've been doing conventions in the city we started out in brooks hello hall. i want to know if you remember when the area of the convention center was built. if you go back to north hauling hall when it was a parking lot prior to the expansion of the north hall of moscone. the yerba buena gardens is a
9:48 am
wonderful and beautiful place. our workers enjoy it very much it's a great place to take a break i speak on behavior of 89 hundred journeymen who produce the city to keeping it a flagship. i'll ask you to support of the expansion of moscone because we are not the only city in the world expanding their convention center. this is a modest expansion. there's shows that love to come here especially in the pharmaceutical and medical conventions. so san diego invites them to come down there and las vegas is also challenging us.
9:49 am
i want to remind you what different of existed. almost half of our union are san francisco residents and pay taxed here and they fund a lot of the small business owners small businesses and restaurants surrounding that area. thank you >> thank you. we have no i have no speaker cards. >> okay. thank you very much. i have a couple of comments but i want to - i know marlene anything you want to ask or is. i appreciate all the any public comment? definitely this is, you know, there are some improvements and there are some things that have i think in the view of many of
9:50 am
the any public comment? ers and fellow commissioners not improved for example, the bridge. the last time i saw this bridge was imposed and the faculties not and compared positively to the high line is an improvement. there's some things that could get better but one thing that will help you want to direct the agency staff to be involved particularly around the eir and the design. there is i mean workshops are great we we want to hear what people are thinking but that didn't mean much if it doesn't show up in the documents and if people aren't sitting around the
9:51 am
table. i commend the community groups who have been able to step spot process and put their authenticity in but i'd like that to be more formal listed. i hope we with, do that and have foich workshops particularly when the eirs are cropping up on a more regular basis. i know there's a lot of specific items that i personally saw in the stop sign and also horde if the public but maybe those motive wait for when we have a little bit more participation around the table and then we have updates we'll get involved >> i have a question maybe my
9:52 am
recollection there was a concern a voice i think i was the one who said it was important to have stakeholder and community involvement and sdaeks exacts and that sound like it's happened to some extent but not to extent it's needed. i for one remember what it looked like. as i said it was a hole in the ground to me p i wasn't involved in the planning of that facility. i remember, you know, much of the discussion but i do recall the open space the children's flaugd and yerba buena as being center and key to the conversations. i for one like open space. and i think it's important especially, when they are going
9:53 am
to be surrounded by concrete were all right. sunday night by a lot of concrete and we are going to be surround by more in the future. so i'd like to hear what folks are thinking about in terms of mythical - mitigating in the open space. anyone. i think the concerns about the open space p are very valid >> hi, adam. we've had nourmz meeting from a statistics group and a broader assembly and on walk there is no with stakeholders from the users of the garden to the managers of the garden and some of the adjacent small business owners and people in the neighborhood. there's a difference of opinion i think you've heard from the
9:54 am
public today. there are whodunit want to break down the facilities so come back to our mid block crossings. there are those who want the protected nature of the children's gardens and there's only limited access and knowledge to get into it for security. working closely with our architects we can accomplish the management of that through the grade changes and hedging and incubating that march mentioned from s o m that allows that through put and the throw point out as a pedestrian. in terms of of the square
9:55 am
footage frankly it comes down to where you count it. the presentation from todd could is assuming useable green space that's not including the usable plan space and it's not including any of the - a number of the areas. the actual net public space increases. the net public green space i have not done the circulation it's similar. we have presented to the community garden choices. we bring backlight learning garden and show the neglected corner of that garden and the sundial garner next to it and paving over part of the presidio
9:56 am
without the circulation benefit our proposal will allow that mid block crossings to move the shadow out into the light of day and talking to those users they want to highlight and show this to those the community and have it be more visible and to create a n a n a new multi space so i as a parent can go and my older daughter can go down the slide and my younger date can play in a different lot and i can see them both. we're working to accommodate that and your notice of presentation has been noticed on the eir but those are details
9:57 am
for the appropriate type of security and the final location of the guarding gasped ambassador we moot last week and are going to have more meetings in the coming weeks. those are things to be yet discussed >> if i might add a couple of comments and i appreciate our sensitivity to having community input. i'd like to have 3 comments. first of all, john was rightie explain moscone was much smaller and was only the south moscone and as soon as our green gardens were assigned moscone came for a proposal in expansion and we've
9:58 am
tried to find a compromise and we have. all of us building the moscone is terrible important but equally the promises made to the communities of having yerba buena being a rest bit from the traffic was a commitment that was also made. the expansion has a program in the eir scoping hysteroscope that is especially where we were involved over a years ago you are about to give most of the meeting have been to try a say can you accommodate that would you like this and that it's not changing the program one whit
9:59 am
and the buildings you see that will excited will totally change that area and we think have it very detrimental technical open the gardens as we know them. it's a matter of choosing them as the gardens that we can are an educate to the community so work with moscone to find another plays to plan. there's other continuous and they have plans to expand again. be aware that this moscone is not an essential las vegas can go to new mexico and nobody will
10:00 am
care. we care about the gardens. we do value it and as a community have recently come together and they're talking about our individual codifies with the team and public health together this paper which reflects all of our heartfelt concerns. thank you >> so i want to echo that a little bit and back to my original comment i think that having agency and staff recommendation will assist that that. we have a public assist where having a strategic community is great but not the same thing as coming to city hall
