necessarily from us. each, this report is on the secure communities audit and addresses the request and the police commissioners resolution. the reporting period is from july 2013 through december 2013 separated by month so there will be six graphs on each page. i believe i have labeled each slide to the corresponding number at the top. each graph represents a separate month. this one here specifically is resolution no. one reporting by ice to sfpd as matches. i want to clarify that ice doesn't actually contact us or report anything to us. this is automatic responses from homeland security as fingerprints going through to determine whether matches or not. matches from

homeland security per month is quite consistent. the next slides shows the aggregates of each supported by each map and supported by the i level, 1, 2 and level3. there were because it's a 6-month period i had to have two slides for the aggregate charges for level one. that's where the continued are. level two, these are the aggregate charges. if you have to stop, i can. and then level three, these are the last of those charges. level 2, this is the aggregate number of charges associated by the ncic level showing how many each of the

different types of charges per month. obviously the 1s and 2s are higher than the 3s. the resolution 3a, there is different parts of resolution 3. it's sorted by race, by sex, and by adults versus juveniles. we have also requested from the sheriff's department to make an attempt at pulling all the information as requested in resolutions no. 4, 5, 7 and 9. in the past this information was extremely time consuming to complete and as of today, the sheriff's office was able to provide us some information with regard to resolution 4. the number of detainers per month. this is

considerably lower than it has been in the past. and then the same with the number of resolution no. 5 and deals with the individuals release to ice. those numbers, you can even see since july they have gone down. all this information comes from the sheriff's office. in summary the information for resolution numbers 123, were collected by the police department at the identification unit from the sheriff's office. the sheriff provided information for resolution 4 and 5 and the sheriff's department notified us that resolution 6, 7, 8, 9 was not administratively feasible to collect at this time. they may have other options later as their computer systems continue to expand. the final slide i

have here is a resolution subsection to define what those were and defining that all of those sections pertain to information that is at the sheriff's office. i would like to thank all the fingerprint technicians and laughed law enforcement agency. >> this resolution was passed in 2010, perhaps 2011 and that was when community first slipped none san francisco. it was against our wishes. no one wanted. sheriff was a really out spoken national leader opposed fingerprint sharing for background checks. that's why we had this resolution.

this commission canvas one -- was one of the 1st first to ask for an audit. now we don't respond to any ice and there has been a lot of sufficient for that. i'm going to recommend that we reduce the number of things that we ask for in our resolution since we've accomplished a lot in this city and i know it takes a lot of resource and a lot of mr. bruzo's time to do this. we were in the first to collect data but now ice is collecting a lot of data so there is other sources for data and it's very complicated to level 1, 2 and 3 and our data is different from theirs and rather than having these multiple sources we can narrow what we report to uses. it was done more frequently before because of how problematic

this fingerprint program was but now that we are a leader in addressing this issue nationally along with other counties in new orleans, cook county and santa clara county, we don't need this as much often, that data. keep that in mind. >> thank you very much. i know when we initially had these hearings there was concern about the numbers and a lot of misinformation and concern about what this police department was doing and the sheriff's department that is doing this and shepherd the process where we are at today. i want to thank you. any further questions? >> thank you. >> i think i talked to you, there is an issue in the mission with radius being presented. i thought we were going to have a presentation tonight. did i misunderstand that? >> you wanted for me to

report back. it's a criminal case pending but there was a search warrant issued. i don't want to leave it in the public that there was a search warrant. it contained multiple small enterprises inside. not really separate spaces and large quantity of stolen property which is the basis of the search warrant execute but a lot of people didn't like their stolen property taken back. it came from cbs and safe way. that was the basis for the search warrant. >> just to be fair, there were several businesses in the spot and some of the things taken away was like a sewing machine that belonged to a seem

stress. if you can look into that and see whether or not the parameters of the warrant -- or were other things taken. >> okay, so vbs agents did a controlled -- of representative stolen goods for cash and we also did a controlled sale and represented stolen property and both locations. it was video recorded and documents. search warrant was obtained that control sale was also made at the location. at this point in time the purchase was declined, search warrant served that day and both parts admitted they were with stolen

property. >> okay. thank you. some people, some small businesses in the mission they share a space. so not everybody is doing the same business within the same space. so there was some concerns in the community that were raised that people were being wrongfully, but i just don't know. we'll just talk off line. i just want to bring it to your attention. >> sounds like that's what we'll do. commissioner chan? >> i want to talk about the unfortunate deaths on van ness. is there anything immediate being done to deal with anything on van ness. i know it's a very fast up down freeway lane each way. >> the collision occurred about 1:15 in the morning. i don't think it's the time you are talking about. it was a high rate of speed. after the collision, the driver of the vehicle attempted to gather

and leave the scene. the responding officers were directed to the driver by witnesses at the scene. the officers made the arrest. the other collision that occurred in a fatality was around noon time and the driver made statements that stating that she saw the pedestrian in the crosswalk but thinking she might get rear-ended and she continued through sidewalk and the pedestrian. >> so are there any immediate steps? both sunset and van ness are similarly structured, they are multiple lanes, uphill and down lane. is there anything immediate being done? >> citations are up 43 percent, my phone is ringing off the hook with people wondering what's going on. pretty much davis avenue is one of our primary focus.

>> commissioner kingsley? >> i think this is as good a time as good as ever to emphasize and repeat what this chief has called everyone to do in the public and that is to follow the rules and pay attention when you are on the streets. i just want to reiterate that i think, you know, there is so much happening in connection with these collisions that are presentable. and so, i too on behalf of the commission urge everybody whether they are on foot, on a bicycle or driving a motor vehicle to stay focused and to pay attention and also to act defensively. we have to have a defensive state of mind when you are you are on foot, on a bicycle on on a car and that in no way suggest that we are blaming the victim at all. it's just

and members of the public. last week deputy director bob bazaar an acting senior investigator investigated an officers complaint function at the san francisco police academy. also to date, the occ has mediated 14 cases. six last month and four this month so far. on friday, i attended the black history month celebrations here in city hall and i have known the key note speakers since he's been a very little boy. he knows chad williams, the chair of the african american studies at the department of grand university and was a san francisco public schools and raised mr. san francisco.

that concludes my report of recent activity. i will now move on to the statistical reports. i did shorten the title to spare you from reading a very long title. you have the reports in your packets that outline occ complaints filed, mediated cases and the chief's adjudication in january of this year. so what i will do now is i will update first the complaints filed as of today. 80 complaints have been filed compared to 76 in january, 2013. 315 complaints are pending. that's the same number that were pending in january 2013. 14 been mediated this year compared to 10? january and the entire month of february in 2013. so, we are ahead of the game with

our mediation. three complaints have been sustained compared to one as of february 12, 2013. moving to the adjudication where one ori more were made. there were three in january for failure to collect traffic stop data and the officer was admonished. another fails to attend a traffic accident. the last one an officer failed to -- the officer transported a juvenile. the officer was admonished. the final adjudicated case was for unwarranted actions and this is where an officer detained

a complainant without reasonable without probable cause. the officer was admonished and retrained. in the case is a case where the officers were following the ping of a stolen cellphone. the officer didn't get it right. the complainant didn't fit the description of the suspect ascribed by the woman who lost her cellphone and the cellphone was not an iphone, it was ann droid. that conclude my report. >> thank you very much, are there any questions for director hicks? hearing none, please call line item 4c.

city clerk: commission reports, commission president's report, commissioners report. >> i got to attend the former police officers current agencies were present and the president of chief of police and salas slit oh -- it's a good working group where they talk about issues everything related to terrorism issues to quality of life issues. it's a great honor to represent the commission. we are told about what we do and what a group of individuals with different backgrounds when we come together and we are involved in policy and procedure and how things evolve in that area. it a great time to meet folks. i think they are

pretty interested. it's a great time to brag. i shared with them, the topic was politics and policing in san francisco. i made it very clear to them that we have a very supportive mayor and board of supervisors because we are hiring officers and this city figured out that you have to put officers on the street in order to keep this city safe. you need to look at places like san jose where the mayor thought he was smarter than anybody else by letting officers go and it turned out to be the city with the most murders than san francisco. commissioners, you have anything you would like to report? commissioner chan? >> yes, quickly, i'm looking to realize that we won't have a next meeting. the next crisis intervention team class for sfpd is february 24-27. i believe it's at golden gate park at one of the main

buildings there. >> yeah. we are both smiling because i can tell you where it is. it's where the flower building. >> thank you. we are both empty on that one. it's at that building and you are welcome to go. each time i go to training gets better and better. it's for officers on the escalation and all the mental health components and improved in the classes and very engaged and commander carrillo was elected for the california cit association. yeah, a big deal. we are taking on leadership statewide which is a long way from where we were a couple years ago and that's quite amazing. and the cit continues to meet. we'll meet tomorrow.

public input for public safety since a lot of the information comes to the police department comes from the public where the extra eyes and ears or as i refer to myself the gargoyle in the window. i get to see what's going on. i really would like to see the police commission get behind pushing for safety committee in the larger apartment buildings through project safe or something similar to that. if you were to get behind that and behind the chief so that the tennants can form building safety committees without fear of retaliation from unscrupulous landlords, it would be extremely helpful. people want to be safe including those who are in the criminal element. i have

said before, when the criminal element start to feel unsafe, the rest of us don't stand a chance. they need to know the crime, because they have crimes perpetrated against them. what they can do to get that crime reported. because a lot of these people don't live in the best shelters, they don't live in door ways. they live in so-called supportive housing, public housing. they need to know, we need to know what can be done. so if there is someway that the commission can come up with something to help us out that would be really really wonderful if you can agendaized, i don't like the word hearing. but
