century. it was constructed in 19 hundred is the only building left and it's one of the first steel framed buildings on the site. i'm sorry. in the early 20th century there were some interesting architecture developments reinforced concrete was trod and several more prominent architect design buildings and also a number of u actually telethon buildings were destined one was building one hundred 2 and this was designed by architect charles wheat and that is of reenforced concrete.
10:08 am
another building building 109 replaced construction on the same site. this is also one of the first steel framed and corrugated metals on the site. we'll now look at 3 different buildings from world war one all built in 1917. the first is building 101 that is a steel building all clad what stucco and most importantly the office seen of vertigo was filmed here. this was also constructed and is concrete framed with masonry with annoyed office and warehouse uses and has beautiful
10:09 am
brickwork. finally, my favorite building 115 and 16 uses an concrete frame. i included this warehouse in berlin it shares many of the same features as my favorite buildings. the little facilitates constructed between 1813 and 36 many of the other yards close down. in 1941 to 45 was a period of rapid development and one hundred and 45 features were modified and up to 10 thousand
10:10 am
people worked at this at the time in 3 different shifts. this is building 12 also known as as the new yard and it was built to construct anti5ishg9 concurs. the mold lot this is on the second floor has amazing views. building 6 was known as the light warehouse and that warehouse is 5 hundred and 12 photo long and present a integrity iron works on the plan. building 105 was constructed in 1937 and incorporated one wall of an easily 179 building so therefore it's an early pattern
10:11 am
of facadeism. there were many worker amenities those included washer rooms and cafes and fm the yard didn't only include buildings but includes structures and objects and various landscape features including signage and fragments of the rail lion that moved things back and forth. there's large cranes and, of course, the iron fencing. thank you. i'm open to questions if you have any >> thank you very much. commissioners any questions or comments commissioner wolfram >> i have a question about when does something become archeology. even though there's no integrity
10:12 am
is it potentially an item of anger metrological >> we actually went back and forth many times and included the slip ways one through 3 as sites because they were we know they were border over and they do expiate. there's in the location of the slip ways. we did actually at the time the nomination to include the slipway and slipway 4 was also included. it's an interesting question >> commissioner johnck. >> i have a similar question getting my degree. i have a copy of the nominations that was the first draft from
10:13 am
about two years ago and i think it's from. you've added irish hill that's super and i'm wondering i was going to get a new copy of the report >> yeah. >> we added the slip ways. >> edify the loos last few months it's improved and we have comments from the shipyard and almost perfect now. okay. thanks >> commissioner pearlman. >> i know that everyone is excited begin about the hill but - >> originally a lot of the folks who worked in the iron works lived and played in irish hills there were bars and broth
10:14 am
eldest and you'll kinds of things it was a little neighborhood for the workers. later on it was, you know, bethlehem didn't liquor this unsatisfactoryness at their to the steps it was used to fill in a lot of the areas of union iron works that were later built up. as a feature it was both was used as you know, both supported the workers and then it was cannibaled to >> is that 5 percent or was it a significant hill there. >> there were streets yeah.
10:15 am
>> did illinois go up and over irish hill. >> i'm not sure how the streets function i'm trying to see if any of the lubrications i have role show irish hill very well. it has streets it's hard to envision from the little bit that's now there >> no, no it was just a - and it just acknowledges it was an important part. >> thank you. commissioners any other questions? thank you. we'll take any public comment? any public comment on this item? seeing none, back to you, commissioners. >> i'll try. >> commissioner pearlman. >> i think this is fantastic. i live in the neighborhood well, more than 5 hundred photo away
10:16 am
but i've walked through it many, many times and walked by it three or four times a week and gone to some the events i've been in some of the buildings. there was one event that sarld were part of the historic group and talking about building stipz ships that's an amazing history and report. i haven't read it all but i'm thrilled. but thank you for all this work it's really, really substantial. thank you >> thank you. commissioner johnck >> i support in resolution of finding. i think i don't whether i brought this but i support of the resolution. send it to the ship.
10:17 am
i want to comment the environmental history of that industrial acidity is very important, too, and that's why as a historical hill it's a fascinating project >> it's been spread out all over the site. >> i make a motion to adapt the draft motion in your package. >> i second it. >> then on the motion to adapt the support of the names to the california office of preservation for the national registration. >> commissioner johnck. sxhorn. commissioner matsuda. commissioner pearlman. commissioner wolfram and president hasz so moved,
10:18 am
commissioners, that motion passes unanimously 6 to zero and places you on your final agendized item the certified local government annual report, review and comment >> good afternoon, commissioners tim fry department staff. i'm here to present just a few highlights from the c l g annual report in your packet. i'm sure you're aware of this is a requirement for the department the period covered by the annual report is october 2012 to september 30th, 2013. after the commission has reviewed the report then we'll afford a the final draft in compliance with our agreement
10:19 am
were i apologize for the templates that is something the state give us in modifying it but i want to point out a couple of things to you that i thought were of interest and based on our conversation earlier this conversation talk about the goals and if there's anything else we want to audio. over the reporting commission we've reviewed 24 applications for appropriateness and 12 for major permits to alternate. at the staff we reviewed 37 alternates so i think it's safe to is the delegation is going
10:20 am
well, and it's made a positive impact outstanding on our backlog without the notification and the hearing process that's required for most of those preservation requirements. one of the things that's of interest is our sequa referrals there were 2 hundred and 60 restless to the historic preservation team who their potential impacts to the resources. of those 2 hundred and 60 we had to prepare some information on 2 hundred and 15. it's safe to say that's the lions share of our process open a day to day basis. i mentioned we are looking for ways to simplify and a industrial that process to address those numbers their going up and the referrals telephone number continue to
10:21 am
increase. the next item i want to bring to your attention is starting on packages 14 and 15. this is a renotify of the inventories that have been adapted and you adapted the sunset district and the statement. we just started working in this reporting period on a neighborhood commercial building statement and we're knuckling a survey as part of the c l g grant. the center selling mar it is largely complete the eir is underway and we'll bring it for your prevail shortly. as you know we're initiated the community outreach and the engagement on the african-american statement that's still underway.
10:22 am
there are still several context statements through the historic preservation committee and we have a role in adapting those statements and basically certifies them to use them as a planning tool and recognize them as a preservation document and planning tool that meets requirement. we have a number of those in the pipeline. you've heard about a couple of them there's a go d historic context statement and a resident context statement and there's a eureka valley context statement we've having had some conversations with the sponsors. the central corridor survey i
10:23 am
mentioned with a context statement but we have a culture landscape survey that looks the areas between the historic buildings designated at the national and state level and other pieces of the infrastructure that role to the significance of civic center we'll bring that to you hopefully by the end of the fiscal year. and then finally i wanted to review last year's goals and how the department buildings we achieved either in full - achieved fully the goals or a impartial i'm liking packages 23 and 22. one of the goals was to increase local participation and you
10:24 am
approved or gave a positive recommendation for 10 contracts which is the most we've ever seen at one time. those were approved by the board unanimously and will be reflected in the next annual report. the second goal to have tools for entitlement improvement. and in response to the high volume i'm sure you're aware of we've hired a number of preservation itself and we have a staff of 17 soon so i think it's one of the largest preservation teams in the country that's completely supported by the work and certainly the delegation has helped to industrial those projects in a timely fashion. other city agency to formalize the photocopy procures for the alternates of c of a once again
10:25 am
we hire the new preservation person withhold to hire by the end of this month to get things done and next is the community participation. i think the one - probably one of the best ideas we've had over the past couple of years is our former that community person there are 4 ambassadors and they go to meeting and answer code questions for the public either at the sunday streets or other feed back and we've seen a successful way to engage the community certainly about preservation one of the most interesting or talked about posters or graphics
10:26 am
are unusual the landmark posters and sometimes, people are sproiptd to see which buildings are designated within their community. we're very much active in the preservation history and we'll be participating in the history x 0 to in march. finally, the last goal for the previous reporting year was to seek funding for design guidelines to address the secretary of interior standards. over the past summer we've had two inheritance working deliberating on the literature review and assessment of our existing guidelines whether their preservation related or not and excitedly that information so we can sunday
10:27 am
evening funding to move that process forward. so we'll certainly report back to you as a evolves and develops. there will be a large role for this commission and public on how we approach any interpretation of those guidelines. at the bottom of package 3 subdivision e are the goals for the folsom year i'm going to read them off quickly so if you have any feedback or you can reasonably give us ideas we'll include them. to continue our mills sack program. we decided to do this year that worked very well last year is to promote how to clinics in local district. last year, we went to the landmark district but this year we're going to target the dog patch and find a location and
10:28 am
partner with a local neighborhood group and walk through them through the plan. the second goal is to initiate public and commission review of the draft element in participation of the sequa analysis. i mentioned this during the rose. we're seeking funding in the budget to initiated and rise the plan so we're open to adding any comments you may have. the third goal is to refine the environmental review process to provide industrial process for hifkz processes. four is to develop innovation
10:29 am
efforts and the next is to address the secretary of standards that's a carry-over from last year >> what was number 4. >> it's the community participation. it's a invasive issue. that includes the report it's been a active year two landmark district and 3 individual buildings the first district since 90 - 903 so thank you. >> who are the four ambassadors.
10:30 am
>> four folks. >> are you dividing them up by quadrants. >> no susan is part of our survey team and gregariously even is there and tina tim heads up the plan for all environmental review all of them can answer any planning questions but the hope it the quantity questions could be answered we rich. >> thank you. commissioner wolfram >> did it mention the webbed and a we're going to keep working on it and definitely will bring that back to you. >> could that be one of the goals. >> certainly. >> commissioners, anything else.
