my name is sharon and i serve as the executive director of the gateway of public schools and it is nice to see the friends and familiar faces in the room. before i talk about the charter, i just want to thank you for passing the mlu just a moment ago and also for the opportunity to continue discussing the enrollment deadlines and process, and we are certainly open to it and we appreciate the dialogue, and it is a great step, so thank you, we appreciate that. as we embark on the charter renewal process i want to thank you on your hard work on behalf of the students and schools in san francisco. we are honored to be part of this district and to work side by side with so many dedicate and talented educators. i believe that this is really a great time to be a kid in san francisco. on a personal note, i have been at gateway since 2000 and this is my fourth time coming before you. and each time that i am here, you challenge me in ways that i

proposals, none, tonight board members report, could i please have a report from the city and school district select committee on january 30, 2014? >> it looks like it is just me. commissioner norton? >> we heard a presentation, and it actually was a great presentation, i want to commend mr. golden for it. and it was, information that the school board members in attendance pretty much knew but had not seen collected in one place and it was basically he went through all of the districts, surplus properties, and oh, good, did everybody get copies, thank you. >> and he went through every single property, surplus property and sort of the status of that and it was very informative. and it was great, that is all that i have to say. >> and i just like to add to that because i was in attendance that we actually don't have as much surplus property as people would, what people believe. >> and it is just one thing that i wanted to say, that for all of the board members.

and to see that, because it was very interesting to see that property that we declared surplus a few years ago, and it has been most of them have and are now being used for a school district purpose. >> yeah, thank you very much. >> and the committee. >> president fewer? >> i am sorry. >> as i may make one comment? you know, regarding the joint committee, while i was flipping the channels i know that he spoke for quite a length of time but truly it was really informative and thank goodness that it is available on-line for anyone who wants to go back and look at it to really understand what is happening with our properties and if you have missed the meetings here you can go to the sf gov, website and look for that presentation and i appreciate your comments president fewer and supervisor kim's commentary around what is happening with our property, the questions that she had had

language and so we will be the curriculum and instructions, and the department, will be coming back to the board of education, and with a updated physical education exempt on policy. and we heard about the math core sequence which is actually quite fascinating and i think that we will have big changes in the math and the sequencing of math classes and so be prepared for next week our vote and we had one in the school quality improvement system. thank you. >> and the report from the committee of the whole, and february 4, 2014, and the commissioner murase? >> yes, we had one action item on the agenda. and it was the resolution introduced by commissioner haney on the establishment of safe and supportive schools, policy in sfusd. >> i want to thank kevin and

his team and kelley and thomas for a very thorough presentation of the 6-page resolution. and we had a very, very rich discussion, and we had public testimony by 28 speakers, including students, parents, community supporters, and folks with the comen advocates. president fewer proposed an amendment to that resolution, which was adopted, and the resolution will move to the february 25th, board of education, by general consent. >> thank you. >> commissioner murase? so a report for the budget and business services committee and i believe that commissioner wynns you have already updated us on the one item here, which is the budget development and the lcap,; is that correct?? >> that is correct. >> thanks. we just really wanted to make a point of commending to the board and maybe to the public this other document that you all got that was given out to

the members of the budget committee meeting. and it says, acts on the front and the first few wages are one of the items with the governor's budget and you can read that. but this is the thing that we really want you to look at and it is the pages are horizontal in this document. and they, regard the first few lines of regulations of the state board of ed has adopted on the lcap and you recall that we talked about that meeting and our advocacy, and then, comes the template and these wages with the smaller print, and so, superintendent lee tried to describe for us how this is going to work and how the calculations, which are on these pages, with the exception, and how we will calculate, what the funds, and the lcsf funds were supplemental and concentration funds and how we need to spend them and in relation to what we have been spending before.

honestly, it was, extremely difficult to wrap your mind around this. so, we and then we asked them a week from this evening we will have a meeting where we are going to discuss this thing and sort of the opportunity and so i am urging you, which i will be doing myself to study these, and to come up with all of the questions that you have and it is going to be a whole new, and fairly complex based on the presentation that we got challenge, i think for us. and so, i think that you will and again, we have asked them to give us some kind of example and either using the actual numbers as much as we can know them or using the round numbers so that we will just have some mathematical examples to help us to understand this. and i hope that will help us because i certainly know that i need the help to understand it and i think having a sample

will be helpful to us but i really, think that you need to really study this. and in order to prepare for that meeting next week. and so i want to thank the staff for all of the work that they have done. it was informative, but, we have definitely have homework to do to prepare for that. also, i don't know which of the these documents are excessable, are they on-line? or if the members of the public or others in the room want to understand and be prepared for that meeting next week, what would you recommend they do? >> should they just call you? >> yes, we will have a robo greeting that explains the seven steps that the state board came up with. so commissioners this particular packet has not been posted on the district's website. we could do that, and i don't think that it will necessarily be particularly self-explanatory, what we are planning to do, is to develop what we hope will be a clearer,

and a more useful tool for the purposes of that meeting, itself and it will probably look like a powerpoint and be a presentation and that document we will certainly put on the website and maybe modify it based on the feedback that you all, provide next tuesday and that we will want to take the steps to use that as a opportunity to fine tune whatever we bring into that meeting and probably get some translated versions up and as we head towards the retreat, on march first, take certain elements of the materials that are presented at the committee of the whole and incorporate them into the materials that are shared as the retreat and then also, in on the website, of having the translated versions available. >> i think that the superintendent has a comment. >> yes, for the members of the public i think that what we have talked about in terms of

local control funding formula and lcsf, the lcap meaning the complex set of reporting requirements is absolutely true. and we at the staff have been spending time really trying to make this kind of elevator speech understandable. and it has to be very understandable and i think that the message that we want to make sure that the public understands is that the governor and the legislature, and the state education board, has really caught up with san francisco where it is really an equity lens around how we are funding the students in schools. and the ability to have slightly more resources this year, to be able to really target through an equity lens to those students who need the support, is going to be a fundamental shift for the rest

of the state, for us it is just kicking it into the next gear and so the exciting part of what lcap will provide us is the opportunity to really memorialize and statute and supporting the lens that we have in san francisco for many, many years and starting with the way of the formula and continue with the balance score card and so we are really excited about making this real. and one of the reasons why we are so excited about the fact that the pac is going to be such a vital part of what we do is that parents, i think are going to have an opportunities in our community to in a very deep way, weigh in on what that looks like at school sites and what that looks like at the school district level and the board quite frankly, you have done the heavy lifting already to get it to the point where we can get to have an informed and robust conversation as we move forward. so, i just want to, remind everyone, that the money is not going on the trees yet and we

still have a structural deficit that we are working to do the rest of this year into next year. but, the signs sure are looking better. and the fog is lifting and the rain clouds are parting and we don't quite have a silver lining yet but it is getting there and so this is an exciting time for all of us to be in education. and i think that deputy superintendent lee wanted that. >> and thanks, superintendent. and i did want to say that with respect to the information that is on the website, and that we do have some materials on the website, and not in particular, about the state board's actions but we have some background information about the lcff in three languages on the district's website and so that is a place to start if any member of the public is interested in availing themselves of some of that background information. >> i just wanted to request actually though, that we could get this packet to the pac? because they it seems like they

are really interested in digging into this and getting information out. so, given that they are often here at our meetings i think that they have perhaps more background knowledge than the average member of the public will be and i think that that would be a good thing to get them this packet as they do their efforts. >> okay. >> and so, just a reminder of everyone, next tuesday is the budget meeting that they have been speaking about and it will be hear in this room at 6:00. and don't let commissioner wynns comments scare you from coming, i believe that deputy superintendent is going to break it down for us for those of us with an untrained eye. and i think that we are going to put on our thinking caps and work hard to understand this. and commissioner wynns? is there something to add? >> i have a couple of other things. the one is the first part of this, the analysis of the budget, i do think that it is important and we need to find a way and i don't know if we want to do it at the rules committee

and we talked about the overlap between the rules and the budget committee on state budget matters but we really need to develop a position for the district, on the safe budget and i would so i am not going to bring up the specifics just that we need to do that and hopefully we will find the time to do that. and this is the good news about the lcap just for the information because i brought it up at the budget committee and this accounting board and we are responsible for reviewing the lcaps for the charter schools and that is a new role but just, so we don't have to totally freak out. we have we don't have to do that this year that is not enough next year. so we will have a lot of time to learn about our own process before we have to do that. thank you. >> again we have conferred with the county and we are right on board. >> okay. >> a lot going on tonight. >> are there informational items? ? >> yes. >> i would like to announce this wednesday, the ad hoc

committee on student assignment has a very r*ifp rich, yes, tomorrow, agenda, including the third annual report on student assignment, so the student assignment out comes for the current school year and we will also be looking at middle school feeders and the lowel high school enrollment process because there is no standardized test this year and so that will have to change. two other items of the enrollment process for the coming school year, and then, future meetings and so invite my colleagues as well as members of the public to join us for this very important discussion at the ad hok committee of the student assignment. just a couple of shout outs to cis and having their science fair on february 21st. long fellow, elementary is having the african american student history performance on that day. and on the 21st, and the harvey civil rights academy is

engaging their families on a discussion about what is best about the family, and extending it to the schools, and the local community and the world. finally, on friday, valentine's day if you are looking for something to do, the san francisco school of the arts drummers will be opening the one billion rising for justice, dance action, at city hall. 4 to 6:00 p.m. where over 5,000 people last year gathered to protest or to bring an end to gender violence, globally. thank you. >> commissioner? >> thank you, president, i just wanted to thank all of the volunteers who participated last week in the african american read-in it was the 28th national read-in and we had so many volunteers and there is a deep that will happen with the alliance and the school educators and the

strong partners to find out exactly how many readers came and the number of students that were read to and i will bring that to everyone at a future board meeting, but i also just want to thank the volunteers so very much and it was wonderful and i heard so many wonderful reports back. >> any other comments? >> i was just like to mention that at on saturday, february 8th, there was another perfect attendance award ceremony and also, lunar new year celebration where hundreds of parents came and also, many, many, many, students in this were awarded a perfect attendance award. and it was sponsored by the organization, who helped organize it and also the volunteers had lunches and presents for the parents and medals and deputy superintendent and i helped award the students and it was a great time and i think that they are going to have to look

for a larger venue, which is actually really good news. so i just wanted to give a congratulations to all of those parents and guardians and loved ones that get their children to school on time. and thank you to all of the teachers who served those students so well. and then, i would like to mention, that on february 28th, friday is the san francisco pta's annual founders dinner at patio (inaudible) which is just such a wonderful fun event. and also, the lunar new year, celebration, which is closing out the lunar year this year, the horse of the year, and it will be on saturday, the 15th, so let's pray that the rain will hold off until after the parade. and then, happy valentines day to everybody. >> now, this is item t, report of closed session actions. >> closed session actions of february 4, 2014, the board of

i'm loped brodie i'm the supervisor for 5th district i'm excited because i believe this is the model for how affordable housing should be done in san francisco when we build housing to other locations to develop all below rate i want to thank by thanking the developer brian and those hopes are going to be absolutely amazing. i'm here to express my commitment to make sure that san francisco is doing everything this can to continue our work on affordable housing. we talk about when we do that wrong well, this is the case we doing to right and pushing more

affordable housing in so far. without further ado, i'd like to bring up mayor ed lee any public comment? mayor ed lee has not only been an advocate for affordable housing but one the first mayors to take on the housing issues so i'm proud of the work not only with public hours but affordable housing thank you all for coming and without further ado, mr. mayor come on up and tell us about this project (clapping.) spreading thank you very much for that introduction. by the way, i want to let me u know supervisor breed and i you're going to see us together from affordable housing to public housing she's worked hard and i want to thanks her. if we are going to build thirty

thousand units of indoors the next 6 years i'm going to need friends like supervisor breed. we're going aggressive because people want to live in our wonderful city a lot of people 79 to stay in our city and we can only accommodate that if we are almost military eric about building and pitting together how does. i'm going looking forward to seeing those homes but i want to restate a commitment one it's evolved in conversations with supervisor breed and other supervisors our advocates in the city we've got to be graph about building protecting and

middle-class housing so when we stated thirty thousand unit that sounds like a lot but it that r will reflect the highest number of housing we've built in the history of the city. we're willing to do that because that's what is the needed so it's a mixture of not only building housing but rehabilitating housing that's decaying in front of us so the fund the public-private investments that we create something like the story about this site the incentives we'll have for the public-private industry we're building as well as is public monies the supervisors will decade to this effort will you'll conclude in the next 6 years thirty thousand units of housing. we can't get this done simply by
