5:41 pm
familiar with the project but background we launched this initiative in january of 2013. the current threats to those types of legacy establishments have been in operation for 40 years or more and have significance cultural to the industry we've seen many typical tools like landmark designation proved insight to raise the awareness of those businesses. we've had a successful year including partnership with the entertainment commission and the mayor's office in announcing our third round at the event in
5:42 pm
pseudo beach. we have printing of a self guided walking tour map and a book with hay day and we've it's been a tremendously popular initiative it's been suggested we should apply for the honor awards and it should come from the entertainment commission. it was my request to jocelyn today and she suggested i come down here and answer any questions you might have >> so it's not the building but the business? >> that's right. >> and though side this help or save the business we all know what happened to the gold dust. >> that's a great question. our initial goals were to raise the significance of this
5:43 pm
industry and to create tools to market themselves as special you hear about new restaurants and bars opening all the time but to a lesser degree. so more than any other project we've been involved in trying to actually save buildings this project has garden everyday widespread recognize you've familiar with the peed piper being removed that was the third year and we're able to mobilize an online petition for people to talk about their dismay >> but the hotel didn't have to change their mind. >> that's right. >> any building be owner can
5:44 pm
evict someone. >> this project is entirely saving we have no role whatsoever. >> and in getting f this award get you what. >> this for historic preservation organization is a groundbreaking advocate strategic and my hope is to slating it and have it embraced by national organizations will help. the national historic preservation has received a grant to launch its own counterpart to the legacy project. there's a lot of support within the organization for that >> any other questions or comments. >> the question for me i remember r i mean, i see sam in
5:45 pm
there i personally am attached to the project. first, i kind of heard about you know what you've done, you know, and it's a great thing. but it's ongoing we found the site pretty sure but how can you help it's all new to me i know you're having the issues but the bottom line is the landlord we lost the original building of it >> eventually and we've discussed f this eventually this will lead to the creation of incentives to extend the leases as an example of those types of heritage businesses. one thing we've done in the first year is to identify case
5:46 pm
studies really around the world in the new york times efforts to save the british pubs and we've cataloged success stories like the r s program which is slarp to what we've been trying to do is identify those heritage businesses for them to qualify for small business grants. sam low we've been working with the family and also obviously, we're aware of the current state of that issue. there are things beyond the legacy project to help to bring resources to that project >> are you going to be able to walk through the kitchen that was the whole thing. >> maybe the new kitchen. >> i'd like to talk about that afterwards what you think we can
5:47 pm
be doing. >> any final thoughts. do we need to vote on this as a directive >> this is an action item i'm not sure you need to take action but you have in the past and easily could direct staff to work with this and look around at your fellow commissioners i'm not really sure. >> that would be a great idea. >> i don't want to create any sunshine but the timing was crucial this is due on march one that's why this all happened today. >> well, it sounds like a great resolution to support so my head node is that if that with
5:48 pm
everyone that's great if you fill out this application. >> thank you for your presentation. >> thank you very much for coming. >> part of my director's report i forget i was reminded we had the second night life panel right after our second meeting and we ran over there it was a huge success it was 2 hundred people plus at the chapel and we will entered into a conversation about live music we have not talked about the third installment but we hope to be able to continue to do that for the l lp that's exciting that's under utilized tool i'm going to turn it over to shaping up to it talk about his fun job.
5:49 pm
>> good evening commissioners. quick run down of the last two weeks just two complaints one about john collins who came into our office and spoke with managers and security their co-op with sf m tv and a feet outside the security procedures were followed and we've got a responsible and responding staff. our only other complaint was from a neighbor of thorough house records i haven't seen open. he reported there was a concert going on in the basement of the building i've signed up for their mailing list and will continue to monitor that
5:50 pm
business. i'm in touch p in touch with the complainant and maybe we can track down them and get them permitted. a couple of police reports that came in at cafe with a fight in the street. i'm attempting to enact with them with the best practices and the security to prevent any further incidents we're going to have to talk about their prudes. and another report that came in was from badlands and the big red flag there was a police report 3 came to our attention and there was no a phone call was not made by the staff at the
5:51 pm
establishment itself. and i'm going to make sure they're aware of their requirements to visit us or the pd. in my general rounds this past weekend i noticed heavy congestion in front of the score bar lounge. shortly after one party bus shoild showed up it was more of a school bus but there was a lot of congestion and the bus took some folks away from that building they were doing the security was making sure that the second bus would come back as quickly as possible. there was a communication probl with the management establishment so we're going to
5:52 pm
continue to discuss about the plan to make sure the party bus situation doesn't get worse on broadway. some round in northern station we had there was a direct complaint to sfpd rewarding the 1865 coast and their permit says that entertainment must stop over 10:00 p.m. and they've been keeping a recognize and when the performs start and stop. we're in direct contact and we'll make sure when they have the entertainment fairly and a frequently they're done by 10. two violations were sent out earlier this day one for lucky
5:53 pm
dogs and continued operation after 2:00 a.m. and they'll be receiving a violation. and then after following up on a noise complaint i discovered they were operating after 2:00 a.m. and witnessed a accumulation of alcohol so on a happier note we've had no complaint over the last two weeks in the office so that's a pretty good sign. great >> commissioner joseph. >> on the institute were they charring at the door. >> they were not. >> did they state it was a private party. >> they did. >> did you building them? >> i was inside i didn't see anyone charging for drinks i don't know. i didn't see anyone
5:54 pm
paying for entry the manager there seemed reasonable and said it was a private event i don't see any dangerous at the time everything seemed under control. >> i have a question on the badlands one you have not gotten the police report yet. >> i have the police report but yet to get an incident report. >> there was a sexual battery. >> there was some inappropriate touching on the dance floor it was reported as a sexual battery. >> that's it thank you. >> commissioner hyde. >> so just cafe royal i believe that any party buses or no sorry score any parties buses have to
5:55 pm
go through the cb d correct? i believe that's part of the new rules that the cb d established that all party buses will be monitored have we heard from them >> i have not heard from the cb d from the manager he said he was in touch with officer ma emphasize. >> okay. any other questions or comments. just one suggestion it actually is helpful if you put the dates down either the patrols or weekend incident so we understand >> thank you. thank you >> all right. any any public comment on the executive director report?
5:56 pm
>> good evening. i'm steve event i'd like to elaborate from the sf director at the heritage he talked about the gold dust we know that san francisco loves it's lounges so how much coverage the duty lounge had i want to talk about accident broadway corridor in san francisco in which the broadway corridor is an offshoot it was reborn at the barbary coast and there's legislation. i would like to do is also expand on that where we not only protect the bars but protect cultural in the absence of what streets are and what they mean to the city everybody nationally knows that corridor is a place and what that corridor officer
5:57 pm
so maybe we need to look at this a little bit closer thank you >> thank you. any other any public comment? seeing none, public comment is closed. we will move on to item 4 which is the police department comments and questions >> hello commissioners and staff i'm steve from the central station. in bringing up a few different incidents some of which shawn has talked about already and i'll add a couple of points out to them the battery on february had the bartender served two pat radiance and said the drinks would be cleared from the court at the 12:00 o'clock.
5:58 pm
one of the patrons was drunk and protested the removal of the drinks or the proposed removal of the drinks. a third party that had nothing to do with it said i'll buy your drink without this lady yelling in the bar. she become angry at him and said oh, you're a rich boy so the bartender said you two are out of here so he kicked the two patrons out and he noticed they were hiding across the street behind a pole. i think he did the right thing holding onto the victims and it's indefinitely to be commended about 10 minutes later, he opened the doors and
5:59 pm
within a few momentums they were attacked and one was attacked he sustained a concussion and the bartender helped to coral the person he was arrested by the police. as the police were investigating they came out and the lady who was yelling about the drink being taken away interfered with the investigation and was arrested. a couple of issues i've cracked the bar about one is the over serving. i talked to the officers it's well documented in the report they were highly intoxicated in this matter so they were served, you know, morning they should have been. i talked about and sent an e-mail to the establishment i understand your licensed and
6:00 pm
changed to a full service boar i ask the employees take the leesdz training it's free and can lead to lower insurance rates we don't want people hurt and people served at the point they're starting fights or people getting victimized. we've talked about the leads training and the offer serving and the part about they have to cut things off at the 12 o'clock. it's possible the intoxicated lady thought she was being cheated but if you're up front 12 o'clock we've got to clear the drinks maybe they mentioned that but signage will help
