do that. he did that very well. secondly, i wanted to let you know the continuing saga of the dangerous dog thing. let's see if this will work. as you can see there is going to be a march 6, 2014, hearing regarding the dangerous dog that happens to be jackie. she's a female dog. i want to thank again the officers who helped make this possible, the officer lee who dug through all sorts of forms to find something i can write on that he turned into a police report that i can forward to the dog unit. i spoke with the hearing officer, i can't say his name. we got this thing all set up. he sent it to the mail and i

received it to the sro and we are going to have it addressed to the chief of police. we are looking forward to the hearing. the dog and i had another glare off this afternoon. she backed down. the second thing is i want to commend captain turn as. we has coffee this morning. he knows how important being on time is to me. we spoke about issues having to do with the 400-block of farrell. it's getting better. it's funny about this is where the mayor wants the library cleaned up. captain puts out a newsletter

every week and i go down and pick up my copy. on january 30th, there was a person that had a citation issued at the library. "suspended from the library" the suspect through a backpack at the security guard. citation issued. he's done a good job. the people working with him are doing a wonderful job as best as they can. but chief, we really do need more officers there. if all possible. >> thank you. next speaker, mr. ace washington. >> when i come here i'm very well respected. i'm very happy to help celebrate officer dangerfield. you talked about some of his courage and things he's done. maybe what i'm doing in 25 years when my

kids will come and say, daddy, you've done a wonderful job too. but i want to say there is problems in my neighborhood. there is things that officers have no idea. you know my history. i came up here many of years and been beaten down by police and serving in my community. i have served like a police officer but i have no badge and no gun. but your officers and down at the northern station, your captain, i go in there and at times i can't speak to the sergeant and they say there is no one there. how can that be at northern station? is it because that ace comes there. let me thank you for arresting people from the shooting which is a half block at your own station which comes a long time for

you to come after someone for a shooting on your own block. i know most of those youngsters that have been shot. what i'm here today is asking for an investigation at the northern station to find out what the hell is going on. who is in control. this is black history month, you will see that we are under served as african americans. that's without a doubt. my issue here today is abuse of power and trying to find out. the police do not have the inside on what's going on in our community. yoshi's for instance. is being closed down. i have been arrested three times for a yoshi situation. i'm still standing here and asking for you all to give some consideration in policing san francisco. community policing. i asked for the list in northern station for people that's on the board. they sent me to the police station. they said why did they tell you to come here? because there was no

cooperation. now, what am i here for today is to show that there is some disparity going on in my community where people use the police department. i know i have a minute here. i want to ask the captain to find out what's going on here. i do plan to take it to the streets out there because i don't want to be bothered by the police. i'm not a criminal. i'm an activist. i want to serve my community like you all do. maybe i need a badge that says untouchable. i'm not a criminal. i have been arrested so many times and the crimes have been dropped because they hold me illegally. so i don't have time to say, but happy black history, i'm tickled, not pink, but black. i do see a lot of changes here. it's good. chief has known me for

president as the president of the poa. i want to come tonight and publically thank the members for getting involved and i want to let the commission that i want to work with all of you for the betterment of the san francisco police department. i can be reached pretty much 24/7. i found out that my phone goes off all hours of the night now that i'm president. so i know there is going to be issues that we disagree on and i want to pledge that i will maintain a healthy and open dialogue with this commission so we can best serve the members of the san francisco police department who are serving our community. so, that was my only reason for an appearing here tonight. thank you for your time. >> i want to say welcome and thank you and we look forward to working with you and it's actually somebody we are

very quickly before we do the presentation. we sadly had two fatalities. both drivers were charged with vehicular manslaughter. again, our commitment to cite and/or arrest at the scenes are happening. i urge the drivers to slowdown and please pay attention. again, these are life changing experiences for anybody that's obviously seriously hurt or killed and particularly anybody else that doesn't think they are going to be charged. that is going to be the case. we have to get everybody's attention. on another note we did have two shootings, one was referenced by one of the speakers in the western edition. officers were able to identify them. there was a pursuit where there's a collision but known was seriously injured and they did get the suspects who are responsible into custody and

there was another shooting in the bayview and the officers were able to identify the persons responsible and they were taken into custody last night. so the officers are out there doing the work. thankfully needed shooting was fatal, but again, the officers are, they are where they were supposed to be. god love them for that. we have had some events. a recent note, the merchants honored officer on this commission and officer pad more, the principal and make a wish and david cap with his reserve program. i attended a press conference where senator mark poleno and nancy skinnier introduced activation legislation that will take effect in january. it passed that will require every cellphone sold in california to have a kill

switch which should go a long way to reduce robberies. we were at the black history month kickoff at city hall which was, it's always a lot of fun. a lot of kids. i actually met with commissioners loftus and marshall on monday with the bayview alliance to discuss crime and violence in the bayview and even though from where it was at it's height five or sick -- six years ago, this meeting as if the urgency isn't any less now so that we can capitalize on whatever we can in catching our breath so we don't have one of those spikes again. i will close with that the chinese new year's parade is coming up. again, lots of kids

free to ask. the information is collected pie the following agencies through fingerprint processing as criminal history is added to the individual rap sheets. if you think of the units as a bridge and the car as information. sent to department -- department of justice from the life scan. the information is not necessarily from us. each, this report is on the secure communities audit and addresses the request and the police commissioners resolution. the reporting period is from july 2013 through december 2013 separated by month so there will be six graphs on each page. i believe i have labeled each slide to the corresponding number at the top. each graph represents a

separate month. this one here specifically is resolution no. one reporting by ice to sfpd as matches. i want to clarify that ice doesn't actually contact us or report anything to us. this is automatic responses from homeland security as fingerprints going through to determine whether matches or not. matches from homeland security per month is quite consistent. the next slides shows the aggregates of each supported by each map and supported by the i level, 1, 2 and level3. there were because it's a 6-month period i had to have two slides for the aggregate charges for level one. that's where the continued are. level two, these are the aggregate

charges. if you have to stop, i can. and then level three, these are the last of those charges. level 2, this is the aggregate number of charges associated by the ncic level showing how many each of the different types of charges per month. obviously the 1s and 2s are higher than the 3s. the resolution 3a, there is different parts of resolution 3. it's sorted by race, by sex, and by adults versus juveniles. we have also

requested from the sheriff's department to make an attempt at pulling all the information as requested in resolutions no. 4, 5, 7 and 9. in the past this information was extremely time consuming to complete and as of today, the sheriff's office was able to provide us some information with regard to resolution 4. the number of detainers per month. this is considerably lower than it has been in the past. and then the same with the number of resolution no. 5 and deals with the individuals release to ice. those numbers, you can even see since july they have gone down. all this information comes from the sheriff's office. in summary the information for resolution numbers 123, were collected by

the police department at the identification unit from the sheriff's office. the sheriff provided information for resolution 4 and 5 and the sheriff's department notified us that resolution 6, 7, 8, 9 was not administratively feasible to collect at this time. they may have other options later as their computer systems continue to expand. the final slide i have here is a resolution subsection to define what those were and defining that all of those sections pertain to information that is at the sheriff's office. i would like to thank all the fingerprint technicians and laughed law

enforcement agency. >> this resolution was passed in 2010, perhaps 2011 and that was when community first slipped none san francisco. it was against our wishes. no one wanted. sheriff was a really out spoken national leader opposed fingerprint sharing for background checks. that's why we had this resolution. this commission canvas one -- was one of the 1st first to ask for an audit. now we don't respond to any ice and there has been a lot of sufficient for that. i'm going to recommend that we reduce the number of things that we ask for in our resolution since we've accomplished a lot in this city and i know it takes a lot of resource and a lot

of mr. bruzo's time to do this. we were in the first to collect data but now ice is collecting a lot of data so there is other sources for data and it's very complicated to level 1, 2 and 3 and our data is different from theirs and rather than having these multiple sources we can narrow what we report to uses. it was done more frequently before because of how problematic this fingerprint program was but now that we are a leader in addressing this issue nationally along with other counties in new orleans, cook county and santa clara county, we don't need this as much often, that data. keep that in mind. >> thank you very much. i know when we initially had these hearings there was concern about the numbers and a lot of misinformation and concern about what this police department was doing and the

sheriff's department that is doing this and shepherd the process where we are at today. i want to thank you. any further questions? >> thank you. >> i think i talked to you, there is an issue in the mission with radius being presented. i thought we were going to have a presentation tonight. did i misunderstand that? >> you wanted for me to report back. it's a criminal case pending but there was a search warrant issued. i don't want to leave it in the public that there was a search warrant. it contained multiple small enterprises inside. not really separate spaces and large quantity of stolen

property which is the basis of the search warrant execute but a lot of people didn't like their stolen property taken back. it came from cbs and safe way. that was the basis for the search warrant. >> just to be fair, there were several businesses in the spot and some of the things taken away was like a sewing machine that belonged to a seem stress. if you can look into that and see whether or not the parameters of the warrant -- or were other things taken. >> okay, so vbs agents did a controlled -- of representative stolen goods for cash and we also did a controlled sale and represented stolen property and both locations. it was

video recorded and documents. search warrant was obtained that control sale was also made at the location. at this point in time the purchase was declined, search warrant served that day and both parts admitted they were with stolen property. >> okay. thank you. some people, some small businesses in the mission they share a space. so not everybody is doing the same business within the same space. so there was some concerns in the community that were raised that people were being wrongfully, but i just don't know. we'll just talk off line. i just want to bring it to your attention. >> sounds like that's what

we'll do. commissioner chan? >> i want to talk about the unfortunate deaths on van ness. is there anything immediate being done to deal with anything on van ness. i know it's a very fast up down freeway lane each way. >> the collision occurred about 1:15 in the morning. i don't think it's the time you are talking about. it was a high rate of speed. after the collision, the driver of the vehicle attempted to gather and leave the scene. the responding officers were directed to the driver by witnesses at the scene. the officers made the arrest. the other collision that occurred in a fatality was around noon time and the driver made statements that stating that she saw the pedestrian in the crosswalk but thinking she might get rear-ended and she continued through sidewalk and the pedestrian. >> so are there any immediate

steps? both sunset and van ness are similarly structured, they are multiple lanes, uphill and down lane. is there anything immediate being done? >> citations are up 43 percent, my phone is ringing off the hook with people wondering what's going on. pretty much davis avenue is one of our primary focus. >> commissioner kingsley? >> i think this is as good a time as good as ever to emphasize and repeat what this chief has called everyone to do in the public and that is to follow the rules and pay attention when you are on the streets. i just want to reiterate that i think, you know, there is so much happening in connection with these collisions that are presentable. and so, i too on behalf of the commission urge

everybody whether they are on foot, on a bicycle or driving a motor vehicle to stay focused and to pay attention and also to act defensively. we have to have a defensive state of mind when you are you are on foot, on a bicycle on on a car and that in no way suggest that we are blaming the victim at all. it's just to suggest that that frame of mind, that defensive frame of mind of watching to see if somebody is speeding or, you know not stopping at a light or ready to make a turn, if they don't have the right-of-way and you are hurt or you are dead, what good is it. so just an urge for everybody to behave defensively, as well. thank
