project liquid gold, it is a craft beer and small wine tasting retail store and we will be selling and serving primarily beer and wine produced here in san francisco and so you might ask how is it different from other bars and liquor stores in the area? what makes it desirable or necessary for the neighborhood? well, first of all, it is the unique product selection. the focus is on san francisco-made beer and wine, the smaller the brewery or winerry, the better i am all for support local small businesses, it is not like other bars in the area that have a sports bar type of feel and all serve alcohol and main stream beer and wine, we are a public defendanting room, store with emphasis on education and learning. we will be offering beer and wine that will be paired with light food.

and host to meet the brewy and host to add new items to the members and customers will be able to take home a few localitiesings of wine at their discussion. and this is for the success of my business model and with without the off sale beer privileges my business will not be able to sustain itself, what is important to understand here is that my clientele demands higher quality projects which carry higher price points and there is no difference here between a bolts of wine and a bottle of craft beer. our goal at the end of the day is to broaden people's pallet for better beer and wine and to be advocates for these great are product and we are supporting other local businesses and also helping the local economy and creating more jobs. and liquid gold tasting room and store will not only be quaint and comfortable, but it

is a space that will educate the patrons about the city's history, many don't know about the rich brewing tradition that began during the gold rush. nor do people know about the neighbor's history about the cable car barn that used to be on california street. ultimately, liquid gold is here to serve the neighborhood, due to the density of the area and the large number of apartments, people spend a lot of time outside of their homes and need a diversity of place to go, it will provide an alternative for these neighbors. we will not be attracting the party-goers and party buses but to a more mature crowd. as a good and responsible neighbor, i have reached out to neighbor groups and local business owners and i have not received any opposition to my project. mostly excited to here about liquid gold. in fact, i met emily, the owner of flower and company just a

few storefronts down and we talked about working together in the near future. i have also already met the out reach requirements of the planning condition for my conditional use permit which has been authorized and reach out to groups like the masonic auditor um and the knob hill association and the middle polk, lower polk neighborhood association and met with supervisor david chui in december and the san francisco central station, finally as a life long san franciscan, liquid gold will be my contribution back to the city. and with all of your support i can begin to build a small business that all san franciscans can be a part of and most importantly be proud of, supervisors thank you for your time today and i hope that i have gained your support for my project and i will be available for questions, thank you. >> thank you, very much, mr. lee, do you want to add

our police, actually, is there anyone else on behave of the applicant? why don't we hear from the police department and the alu, sergeant grove? george, i am sorry. >> good morning supervisors i am here to speak about liquid gold located at 1040 hyde street, lee of liquid gold has filed an application with the california department of alcohol and beverage control seeking a type 42 on-sale public premises license, for 1040 hyde street, liquid gold plans on the creations of a beer and wine tasting room that will cater of sale to small crafted beers and boutique, this plan to make it plan for the wine to take home but not the beer.

concentrated area. we have received 12 valid letters of protest by the abc. and the abc alone with mr. lee has accepted the conditions that would have or help to mitigate the concerns voiced by the protesters. central station has concerned citizens calling about the business plan and the hours of operation. supervisor chui's office are contact and they are in support and the alu recommends approval with the following conditions. number one, sells, service and consumption of alcohol beverages should be permitted from 12 p.m., until 12 a.m., sunday through thursday. and from 12 p p.m. until two a.m. on friday and saturday with the exception of the holiday of new year's eve, and

then establishment may be allowed to sell and service alcohol until 2 a.m.. the sales of beer beverages for off sale consumption is strictly prohibited. number three, no noise should be audible beyond the area under the control of the licensee as defined on the abc 257 form. the petitioner, shall be responsible to maintain free the litter of the area adjacent to the premises over which they have control. number five, loitering, it is defined as to stand idly about and to linger without business is prohibited on any sidewalk or property adjacent to the license premises under the control of the licenseee as depicted on abc form 257. number six, graffiti shall be removed from the premises and all parking lots under the control of the licensee, within

street, whiched the same conditions, but on the day of the hearing that condition was lifted because each license is different, and maybe you can't and it is not..., and in this particular neighborhood, actually i would argue is kind of low crime and it is knob hill and across the street you have a cvs and a trader joes with a lot of lighting and these people are responsible business owners and if the license is approved today and it goes as a resolution by the board to abc, the applicant will have to wait one year before following a petition for license modification and that is kind of iffy. you know, abc takes its direction from the local government where the license is being issued, and so, consideration of like this committee of soliciting that restriction will be greatly appreciated. >> thank you.

of this given the way that the applicant has approached the process, the support of the district supervisors, and points to this being a good thing for this neighborhood. and on the question of the conditions. i just want to make sure that we are on the same page, mr. lee, are you in agreement with the conditions that have been outlines by the police department? >> yeah as far as the conditions go, i am in agreement to all that were listed, and the one that i have trouble with is the off-sale craft beer. i know that it is a condition that i have to accept at this point. but i feel that it is crucial for me to have this in order to succeed in this business model

that i have drawn up, and without it i am not sure if i will be around in a year or two and it is kind of a big revenue stream that i expect to have and i don't see the difference between having off sale wine privilege verses the off sale craft beer privilege, in my mind it is two products that are on par with one another and i don't see the difference. we are selling higher quality products here. >> okay. >> mr. lee, supervisor yee has a question. >> sure. >> maybe it is not, but i am just curious, in terms of these conditions, maybe the officer, and can these, are these permitted conditions, or at some point could it be changed. >> in one year he can apply to have that condition stricten and we will look at it at that time, and look at how he has ran in the last year to

consider whether we will oppose it or approve it. >> thank you. >> and so i am inclined to support the recommendations since coming into the hearings that we have agreed to it and i understand your concerns, but i think if there are this concern of yours were that large of a concern you should have negotiated something prior to coming to this. so, i think that we are going to with that year's time, please feel free to try to change these conditions. >> one thing that i would say following up on what supervisor yee said, is i would be reluctant to lift a condition without first hearing from the district supervisor. and my understanding is that the district supervisor in his office they are in agreement with the conditions that have been outlined here.

and i certainly would not be willing to deviate from those conditions, unless you know i heard directly from the supervisor who is responsible for that district that it was appropriate. and so, because of that, i am in agreement with sperp yee. supervisor mar? >> and i just wanted to encourage mr. lee, to not give up and after showing success with your business, if it is approved today with these conditions to come back to show how you have been a responsible member of the community and that the concerns about crime and other issues kind of have not impacted your business and i think that we would at least i as a member of this committee would be appreciative of your effort to show a successful business and then seek, i think as supervisor yee mentioned to remove that condition of the off sale license, but i would just encourage you not to give

up. and i agree with that and i think that if you can keep watching, and if you can't keep demonstrate, i think, the kind of good conduct that i think that you will demonstrate, that you could also bring this item back and i certainly would be open, you know, to lifting that condition, and but make sure that supervisor chui and his office are in agreement with that. okay. >> i see. >> and we certainly want to make sure that you have a viable business and to be successful and i would sort of keep the door open for you to revisit this issue, and i think that you can hear from the committee that we are open to that. and i have no question that you are very responsible and that you want to run, a responsible business. >> absolutely. >> and so with that, if we have a motion on this item. >> i move it.

fisherman's wharf and especially around alamo square and supervisor breed's district and golden gate park of which my district has a large portion and especially around 8th and 10th and 15th with different cut throughs to the park, but also, along the park boulevard, that runs north, south on different routes that are taken alternatively by some of these buss that go through the residential areas. i know the importance of the tourism industry and that the tour buses that are beneficial in some ways to our economy and the city. i think that there are limited things that we have enforced in the city and i know that we have the bus parking management plan and a number of changes and even severe restrictions and bans but in many residential areas and i think that many
