opinion there's good news and bad news. good news obligating is going to acquire a building on alabama where they'll put 2 hundred employees and that's good more people putting employees into san francisco. along those lines a good article in the chronic talking about the towers in first and mission this talks about how this is an excellent opportunity for technical companies perhaps headquarters here. those are particularly a couple of them are iconic and certainly it was be appealing if one were the leader of one of those companies. we see this today like trans
8:08 pm
america that didn't own the trans america pyramid but they use it as their symbol. it's often on tv commercials and other places where you see the pyramid. i think wherever possible we should encourage companies to move to san francisco where a high you are about to give of them live. that he bring with them a lot of revenue for businesses and probably would be a good thing in my opinion. i think there's a good chance some of those things might happen as technical leaders become for mature and want to be in a city and area there are in the middle of everything. in my opinion that's you good news. the other thing that's good news
8:09 pm
is this is good and bad news there are there's a move awe foot to have high-speed wifi among those cities considering this year austin, texas. utah and santa fe and mount view and sunny vail we hear more protests what is called google buses that fits buses from any companies were they move folks around to a compasses outside of the city. those protesting make it clear those individuals are responsible for increasing property values and driving represents up i'm not sure that's accurate it's a good thing to have a city where your
8:10 pm
property values are going up where people want to be. you don't want to be among the top 10 dangerous cities in the united states we're not there. it's alarming to see a shooting by the nordstrom's and bloomingdale's we have to make that a safer area perhaps more police and a redesign of the plaza to make it not so frightening. it's not good for people who have to potentially dodge bullets. inch received a lot of e-mails
8:11 pm
and the commissioners probably so it too from people who live out in western san francisco commenting on the housing element that, you know, was discussed i'm not sure their exactly on target as far as what's in the housing element or not but i do think they're making significant points in their letters. it's frightening to see the supervisors are considering the legitimization of in-laws in hr one neighborhoods and they would destroy those areas not meant f to be multiple housing areas. that's not - but some other things that sort of leads them to building that's what's happening. thank you. >> thank you commissioner moore. >> just to clarify not to circuit anything but the letters
8:12 pm
regarding you housing are copies addressed to preliminary most sarah jones as the environmental review officer who is in the middle of the eir updating the housing elements the comments are for benefit and not yet delivered in any sxhekt inspection to be discussed. it's a copy and they're not ready for prime time >> thank you. commissioner sugaya >> yes. just a personal observation i guess promote by commissioner antonini's comment about the internet connection most of those cities are provided it through google first
8:13 pm
in the two kansas city's and their extending it to other communities. it's ironic that at the same time, we're thinking we want good looking to come here but we're protesting their buses and using that as a symbol i'd put san francisco last on any list >> i just want to let the commission know i'll be absent i'll be in a convention in la i'll look forward to seeing you after that. >> item 9 directors announcements. >> thank you good afternoon, commissioners just one announcement i want to highlight the plan workshop we're going to have in hate ash berry district and there's a workshop next thursday the 27 from 5 to 8 on
8:14 pm
urban street. again hate ash berry from 6:30 to 8:00 p.m. that concludes my report >> item 10 past weeks board of appeals and historic commission there is no report on the board of appeals because of the holiday. or board of supervisors. >> this year is a board of appeals report there was a motion permit for one of the streets this was approved and been extended 5 times because the hill has a tight performance and the permit was issued and appealed by the occupants of the
8:15 pm
high-rise this because of seismic issues and wanted the building to be built to a higher level than otherwise required it will be higher than any other high-rise building in san francisco. they want it to be built to a level of safety the expansion which is the public building. a couple of reasons sited for the need of the service safety that it was next to pg&e substation although we received no comments about concerns. and second was as part of the litigation measures for the environmental review this required a small interpreted delay on the ground floor it was the union hall that was part of the litigation measure and they thought that would attract people similar to sf projects
8:16 pm
and it will increase the safety. the board upheld the permits and denied the appeal. the other thing is they've adapted their budget but overall it's below historic averages. they considered discussed come back from the future and looking at the fee structure. they have a higher appeal fees for planning commission than for the building permits they're also looking at doing more electronic submittals and the planning commission was addressed and they're going to do more investigation on that. they're meeting guarantee again next week on and on for valencia street. tim fry is not here i have the report. yesterday they credit card the rose they provided a draft rose
8:17 pm
element. they requested elements and proposed elevation policies to lion the language closer to the urban elements. the comments were forwarded to the board and the second item was 660 third street the approval of the pdr office space i'm sure you're aware of this code section allows us closer zoning codes provided their i their recommendation was adapt >> and that's all to report. >> thank you. commissioner antonini >> yeah. mr. sanchez i have a question on 1060 val i can't the avenue that got to permit
8:18 pm
appeals was it a appeal of the permit because it already passed us. >> this was heard by you under the discretionary review it's code compliant there's no variance it was under the dr you heard this. there was a 1ku7b9 appeal and the board of supervisors upheld the review there but now the board of appeals for the appeal of the site permit >> okay. thank you. >> commissioners we can move on to item 11 the executive director number 13 dash one the preservation of housing stock. >> thank you i'll make a few opening comments and i'll have any colleague go over the memo. just to remind you all this is the response to the mayors
8:19 pm
executive drive on the housing issue and jonas is passing out the memo of the requests from the building inspection an ways to make more efficient our review of housing programs and the permit processes to look at increasing housing production both low and moderate. so as a reminder we convened the task force had met 3 times what you have in this memo we sent to the mayor our proposed short-term recommendations meaning recommendations we can largely implement as agencies without legislation primarily looking at how we review projects. there were long-term and short-term projects we've submitted to the mayor they have
8:20 pm
convene next tuesday for the first time and many of them require policy changes to implement. this is the short-term administrative changes we've forwarded to the mayor and would like to implement immediately. i'll ask liz to go over this >> so my plan is to highlight the individual items we've included under the 3 tasks that the mayor wants. just to give this structure and background. those are items we came up with as ways our two agencies can approve on in which we rectify housing projects. task 2 and 3 were requested by mayor's office. i'll go over them but i will go over represents our approach to how we will respond to his requests. those are 12 short-term items
8:21 pm
the first is priority processing. it's relatively extent but we have made a couple of changes. we pref had priority guidelines those were outlined in the directors bulletin two and two projects were identified as the process. what's worthy noting they used to be prioritized not throughout the entire scope of the project. we made changes one the scope of projects that will be related to housing anonymous will we have one hundred percentage permit tiger's the housing projects that either include 20 percent on site we have a tier one
8:22 pm
project one a is one hundred percent affordable as he 1-b s are thirty percent off site. we already been completed that and it is on our website and in effect. we have created a buds man role for other promotions we that it will be helpful to have one staff person to facilitate the projects. 3rd avenue policies and procedures we are looking at to establish a internal process. what you'll note on a couple of those items there's some synergies there will be great xhouchlts on timelines that are greater than some of the parts here.
8:23 pm
fourth this one directly effects this commission to ask the commission to adapt a policy encouraging people to maximize their projects it is taking full vague of the density open the site. that number 5 there was a sensed we needed to put out more information how to especially hell help the smaller developers get through the building department processes along with other agencies like mo h. number 6 justification of illegal unit. we're asking that those projects they're requesting to remove the dwelling unit we're going asking them to explain to us why
8:24 pm
whether removing a legal or legally unit we need to look at the information for analyzing it. we've 234ir7b9d that effort and updated our removal information to q request those. number 7 is the housing element eir. this item we're going to ask to support the housing eir for housing initiatives or for housing projects themselves. number 8 is concurrent review it has a natural synergy weer curling in the process of working with specifically dbi and fire to try to come up with a procedure that enables seaman's review in the most
8:25 pm
efficient possible manner. it doesn't make sense it have it done in day one we're trying to find the project timeline so to get efficiency as projects are more denied. item 9 the pipeline for projects. the system will indicate the market rate affordable housing projects we think the more and more most important time is to since a your data will be updated and it makes sense to really out the stage at that time. item 10 agency coordination on affordable housing projects this is to improve inner agency coordination with the housing
8:26 pm
projects including asset holding agencies. number 11 expedite hiring. we're hoping to work within the city family so we can reduce our backlog and number 12 accountability was to create a standard for the mayor's executive and this discussion helps to establish those performance standards we'll continue to report back on the updates. that completes task one. those are the short-term items we have any idea term and long-term buckets we'll continue to work on other efforts with the mayor's office. on to task two i think this task will be quiet interesting to the planning commission. your commission will end up
8:27 pm
seeing a lot of the results. for properties with 3 or more unit in a building the planning commission will have a list of the legal or otherwise if there's a feasible pact to legalize we'll ask for the justification that they represent an extraordinary circumstances with the path no, not legalize we'll have r ask for a recommendation to approve. we're from the process of working with the department of transportation to determine what feasible means. through the plan that has to do with permitted zoning and other issues that are related to adding dwelling unit like adding rear yards. when it comes to the department of building inspection dergs as
8:28 pm
to where a unit is legal we're in the process of working to get a standardized clear approach. and then lastly task 3 is our relationship with communication. we will basically condominium to two items when a unit is taken off the market we'll identify any properties with code enforcement issues we'll get those code violations cleared, and, secondly, code enforcement processes in the tenant packets that are currently provided to the tenant when the unit is removed from 9 rental market.
8:29 pm
we've nifrptd that process we're in the process of tainting the staff and we plan on rolling this out in full over the next few most. if you have any questions, i'll be happy to answer them >> director ram. >> thank you liz one thing to add i asked lecture about the only buds man project, of course, the project was approved in july and the hiring process will take until october or november we want to hire sooner so this position can hit the ground running so when the budget is approved oily when the budget is approved on a permanent basis. >> why don't we take any public comment? first and then commissioners >> i have one card francisco.
8:30 pm
>> commissioners for those listening at home this presentation that was just given is very convoluted. first and foremost you commissioners from the planning commission you're very well know that hundreds if not thousands of unit rental units have been removed if san francisco which has a population of 8 hundred and 5 thousand linked to the academy of artist university. this ongoing thing is taking forever. we want to know you commissioners who represent the people of san francisco what are you all doing really. this is a call to our mayor mayor ed lee who've i've known
