protruded to demolished the building we have a slide if footage and that clears the way foyer mass grading that will take place hopefully in the next two weeks and we final lids that construction contract. those are brief photos of activity optional the site. this is the demolition of the phase two area you can see the shots of a building coming down and the building slab demolition take place and lots of water spray activity for dust control. this is scombru a really high-level milestone and kind of an upcoming schedule. you can see in january we submitted a application that's one piece of the financing for the vertical project in phase two. in february and march we'll
10:31 pm
start the mass rating for the vertical project that will happen on block 7 and 11 and the other phases will be deteriorated and stubbed out for utilities. we'll submit our tax credit mraikts application in march that's for vertical process of 7 and 11 >> in july we'll have our mixed finance closings which essentially locks adopt all the finance for the vertical component and after september after construction we'll begin the vertical piece on block 7 and 11 that concludes my presentation. those are r a few more photos and also an exterior court yard
10:32 pm
10:33 pm
so as you remember this is the overall master plan with the phase and in the new streets and pedestrian connections connecting hunter view connecting it to the neighborhoods around it. in our diagram is the 3 blocks 4, 5 and 6 were part of the phase one and the two blocks to the left 7 and 11 are our presentation today. so this diagram shows our design strategy and here we've located
10:34 pm
the tall it this the main boulevard of the development. and where it seems appropriate to place the largest building. our design strategy developed strategy breaks in the building you can see through the center of the block allowing the entrance and down the green spaces for the new corridors as an access through the blocks. our design authorship to the building to each port mass of the building alternatively between david baker's office so the block will feel like a traditional san francisco block a finer technicalities it is your and more design feel.
10:35 pm
resulting in more a finished building sort of feeling similar to the pattern of a smaller parcel development typical of san francisco. >> i'm daniel i'm going to talk about more in depth about the site plan. so as you can see here as paulette was saying there's a centralized organized idea of the courtyards for the resident and it's meant to be an in what capacity to the neighborhood and in many ways as your circulating through it you get views of it into the court yard. they were specific about having building front most of the
10:36 pm
street 75 percent of the street had to have building on it but we have glimpse into the courtyard it's extremely challenging there's 60 feet of elevation. so this is an entry a view from fairfax looking at sort of into one of the court yards through the entry. although this is one building our two offices designed look distinctive. another thing we've worked hard on the housing authority is concerned about repeating the earlier housing development we
10:37 pm
made sure that the corridor was opened and have a spectacular view. on the town how did sites we were rather concerned about making sure that the town houses had a feeling of a traditional san francisco neighborhood. this is a little diagram showing if w we have 4 ideas of how to amazed those building you mixtures those together you can green get great variety with the exterior elevation what it looks like. this is a view it's a 20 periods of time grade where those town houses are stepping down the hill and the town houses behind create a diversity a that's more typical of san francisco neighborhoods.
10:38 pm
this is the same idea more town how does wrapping around. how those building hit the street the design talks about how to kwafrlt the street. if you go out and see phase one you'll see there was people out and it is really fostering a sense of community so we want to continue with that successful strategy. this is another view of the apartment building. and again, the same idea 2450 what you see in the picture is one large apartment building that wraps around two sides of the block because of the way we broke up the magnificent it
10:39 pm
feels like >> smaller building making it more consistent with the neighborhood. more - this is emigrate town houses they step up the street thank you very much >> thank you. is that the end of the presentation? open this up for public comment francisco, dr. jackson. robert woods and yolanda lewis >> commissioners this is just a presentation public utilities i know or knew the johnson company which was imploded they built some town houses and nearly 5 percent of the people got into
10:40 pm
the town houses. later on i ran into the john stuart company in san francisco. you know your soldier paid 3 or thousands or so, now they're paying 3 hundred thousands. i do some reach on the tenderloin and a treasure island. i'm wondering why this one property management copy should get so much of san francisco. and now, you can when you see this presentation it's a conceptual plan. now my definition of a conceptual plan is this it's like a dream you wake up and it would be our worse nightmare. so when they built a few of the unit at phase one and the mayor
10:41 pm
went and saw them it so happened there was some days it rained and we found the windows leaking the air conditioners not knowledge i'm trying to tell you that in 2008, we had the worst economic spiraling and the john stuart company got a lot of money from san francisco and built inferior housing. the process is to promise people one and one housing and when it nears the time they schism for their credit history and a a lot of them don't have it. what is missing how are they catering to polynesians.
10:42 pm
so very this outreach we couldn't be favoring one large property management. they got feats one fine. phase 2 and 3 and 4 should be given to someone else. public housing is for the condos we don't need high density in the year 2014. town houses like the navy had i agree. thank you very much >> thank you. >> good afternoon. first, i wanted to ask mr. scott from the previous discussion when do this task force meet the
10:43 pm
mayor task force of housing i'd like to know if the meeting is open i want to see who's a part of it and how many people are there in the packets of the vendors. as i stated to you all earlier phase one you all need to come out there you need to go into those apartment and see what happened to the people the space to small it's not like the promises that was made. oh, yes through the ymca why is the ymca out there at bayview hunters point making decisions important the tenant as although they're the attempt. that's the crime in san francisco. the principles have not been used and you asked about the 20
10:44 pm
percent of housing let me tell you what happened. i'm going to give you you history. mayor brown organized the tab analytical group those ministers were supposed to be if the developer didn't want to build protecting housing then they would go to the tab analytical group they built anatomic land. before this one preacher built i contacted the commission not to allow him it was toxic land it was land filled guess what it was approved. they didn't tell him that i've been living in hunters point since 189898.
10:45 pm
none of the area that was the economical impact study was done they didn't come on board until 1972 so most of the things being built is being built anatomic site. the money belonged to the community someone going to have to pay important something they've done the tenant were supposed to be managing those projects it's a crying shame what we did it was supposed to be coming through bayview hunters point and now the city has taken the money. thank y thank you, thank you next speaker >> i'm yolanda the only thing
10:46 pm
the buildings were not the only thing that was demolished it was hope it's ironic it's called hope bus it annihilated any hope my family fled and now we have the community that's been robbed and people who escaped the rafrm of the south and have the john stuart company rob them. i saw a poster they want us to protect animal. when i talk about affordable housing let's go back to the leadership to have a public-private partnership to try to binge people up. my mother worked at the shipyard you expect people to come and
10:47 pm
turn around what do you consider protecting. we need to look at the human beings that are being impacted and not just the developers and people who are seeking to benefit from the money in san francisco. people who have lived here see it stolen from them and nobody is looking at this. we have children and difficulties that are dying we have a you funeral today a lot of our community members are not here. the developers don't care about toxics at the end of the day when you put the needs of the people at the bottom of the barrel and continue to make more money at the end of the day there was a price to pay.
10:48 pm
the question is when. those blacks that are left had all of their possibility of hope erased. when they build houses they check the credits and nobody kwfltsz. they allow - they could allow training and will other folks around the country can't be part off the type of projects before you allow companies to take on phase one through 4 and people are not contributing back into the city we hope you come to the community to see what you're destroying >> thank you. any further.
10:49 pm
seeing none, public comment is closed. commissioner borden >> the members of the public who talked about did selection of the vendors that's not what we have jurisdiction over i don't know how the mayor's office don't that but maybe somebody in the mayor's office of housing can explain. unfortunately i don't know who was hired to look at the how you provide opportunity for people to manageism. i want to know why there aren't more developers like john stewards that don't affordable housing. many other people manage the housing they develop.
10:50 pm
for entrepreneurs this may be a field to get into. so something to think about for the community to consider. i do have a question about the people now that phase one is complete. there are 2 hundred and 64 unit there's going to be overall 8 hundred unit and all those people in unit are they promised a right to return to the property? >> yes. this is katherine yes they are. >> i mean because here's the question oftentimes people don't have great credit history does that come into play. >> so the people who are hunter view residents there's no credit check i want to say that the management staff in place for
10:51 pm
phase 1 there's currently 3 hundred staff they live in phase one like isaac and there are other janitorial staff that lives there. >> how do you promote that i don't think people are aware of the opportunity to recognize the residents. >> i actually don't know what the process was i incidental their posting and the bay area ymca have worked with often citywide side but i imagine there's a lot of posters and job seekers have the information. >> just to clarify so the unit that all the people in the unit
10:52 pm
have a chance to return and now the property is of mixed use and it has other income types being added. >> so the existing phase unit is one hundred and 7 unit 80 are technically refurbishment unit and then the rest of the unit with expectation of the manager's unit are tax unit. there's no subsidy so people from non-bayview residents have the opportunity to move in there's income restrictions below 50 periods of time a martin luthern king jr.'s i pits all one hundred periods of time affordable. i think it's important >> we need to provide people with the information about how
10:53 pm
to clarify i wouldn't want people not to apply. making sure the information is clear if you were a former resident you can come back. so scombrern i do have an issue with the credit stuff some days but that's not something to deal with today. i think the project the design is interesting. i think there are two architects involved is great. there's a lot of creative things that have bun done i like the outdoor stairs and the other reconnection to 9 streets. and this is what too many of the housing unit in the past had suffered from. i personally think the various
10:54 pm
of the different stooich styles and the designs that are similar throughout the project is good. from a standpoint of design the project you've done a great job >> can i ask a followup question. so fast one had a hundred and 7 unit and phase two a is also one hundred and 7 unit is it the same ratio it makes it one hundred and 60 unit so the remainder is in phase 3. >> block temple we're in an early design and will be coming back to talk about the next design next the block leveling. there will be replacement unit
10:55 pm
in block 10 as well as phase 3 arrest so you all the unit will be replaced. commissioner antonini >> yeah. i know this is conceptually a very good project and improvement that was built by the federal government in the past because the merely replaced what was there and admittedly a lot better than 9 original projects but still they don't encompass the things we see. they're not isolated no double corridors and a lot of things that are much better. another thing there are various levels of income or there will be. and it's sort of like the concept of inclusionary housing we build market rate and put a
10:56 pm
certain number of units here we have affordable housing and we're introducing market rate into this. you need to have the groups together and will help to fund this thing and it make sense. my question they have a breakdown of the ferries too phases there's supposed to be 4 hundred market rate unit that itself 4 hundred and 20 affordable housing so when do the market rates unit get built. up until now the market has not been feasible to either market those a reality. we'd love to see that but xhifkdz haven't worked >> that's surprisingly because if it's not a good market now we've heard housing is two
10:57 pm
expensive and by net those market rates will be at a very good market accomplice to be appeal to people renting or buying them. >> i agree we haven't be able to make them motorcade at this time. >> our approval was predicted you'll have a group of affordable housing here. while you're up here. questions were raised by the public of the quality of the unit there were some problems with leakage i forget and they talked about the sues of the unit how many square feet are we talking about >> we have a mix of 1, 2, 3, 4 unit unfortunately i don't have
10:58 pm
the exact square footage i can say when any building comes online there's growing pains. the building has to kind of go through making sure all systems are, you know, fully functioning and there are issues coming up in the early life of a building. i've been to meetings where resident bring up issues and our staff receives those in the way of work orders. those are coming up wherever and i can say that the management staff personally is dedicated to make sure their processing those timely >> yeah. i'd be interested in having more detail about unit size if the bedrooms are 6 by 8 they're not much of a bedroom
10:59 pm
you'll go to have sizes that are adequate so i want to know what the square footage of those are. we don't see any floor plans inside the packet >> i believe there are floor plans important 7 and 11. >> yeah. >> but we'll pass along the square footage of the bedrooms to the commission. >> okay. thank you. >> commissioner hillis. >> thanks it is great to see this moving forward. i agree with commissioner bordens comments it's go to see two architects involved to get the diversity of design second year is every building a different architect as you move forward how do you select architects >> we glow a process like
11:00 pm
hunter view so not all the buildings look alike. block 10 will be the same jointly venture but the buildings in feats 3 we'll put it through a procurement process >> i assume this is all housing authority land at the end of the day who owns the unit? so for the affordable folks who enter into a long-term document so right now for example, we're negotiating a 2k3wr0u7d lease for the x a parcel it encompass the tax credit and a ground lease for the rest
