accreditation. city college i don't need to reaccount it's on the only portal for hire education and for workforce training. it's also one of san francisco's largest employers and a great customer to san francisco's small businesses. we must sustain our san francisco city college. the news is good the chancellor is well aware of what needs to be accomplished to save this month important campus and district of the one hundred and 12 if i can be bold. so he has every incentive and i'm consist it will get down. in spite of the of the good news and the progress we're making that there are some who would

otherwise enroll in san francisco who are not. we have to make sure we do that we've lost 16 percent of enforcement. to positive expectation accreditation will be sustained and the message is everyone who wants to enroll should and we'll make sure no one is going to get dropped and we have to stabilize funding and that's the point of this bill. without the stabilization of funding what happens is what is the known as a visible cycle. students don't enroll and as a result faculty have to be leadoff and it gets smaller and smaller. that's why we have to stabilize the funding.

the bill makes it relating minor amendment there's a single year of funding stabilization in california statute. for example, in the 2013-2014 school year the funding level is the aim as 1213. could leaguer to call 2013-2014 the base funding but 2014-2015 we'll stick with the funding and going into 2015-2016 the funding will be no less than that 75 percent and then 90 percent and the last year out will be in the morning that 85 percent. i say, no less than it's our hope as we get to the outer years reinforcement will be on the rise but it's a safety net a

basin so we can work to restore enrollment and all through the process of sustaining accreditation. what will trigger the use will be a significant risk to accreditation. so we know that criteria is already met by san francisco. in the bill will be a second criteria. i want to clarify that the intent was not to engage conversation of the special trustee itself reason it's there as an accountability standard i'll be amending those words with wards to the legislative process working with all the

sponsors chandler to the faculty and the students and the festers all of those who are involved in st. patrick the accreditation and the well-being of the college to come up with a very real and acknowledged accountability standard they'll want to see that. that's a work in progress and we'll be focusing on that as we go 0 through the committee process. with all that said those who have been fighting the good fight to make sure this jowl in the crown of san francisco stays in place i want to thank him for hostiles hospitality and friendship and that's mayor ed lee (clapping.) thank you senator. time and time again senator leno

has come to the aid of the city. you know, in the last couple of years his stewardship in the states budget has been welcoming to have that contact driver's license and understand what the states doing. he's latest thing is the vehicle fee and now we've asked him to take on yet again and he's been gracious with his time and leadership in taking on. you know, it's not about the city college being popular it's necessary for us to or have our city college. it's necessary for job creation and business and educational goals for all our residents. you'll not find very few people in the city who have not been

touched by our city college. the dictating backdrop with 0 trustees and special trustee here and bryce representing the states chandler's office and the teachers the certified union that represents them along with the individual elected trustees we're here to say we're taking care of business. and this relationship that we're building here is not going to end because of the challenge to accreditation. we're actually widening the set a relationship with the city and all the education leader and financial leaders on a course that will continue to support city college forever. so with senator leno's

leadership under stabilization it's one huge parole in an ongoing discussion to make sure that the of him challenges that are identified as part of the accreditation is taken into consideration we don't want a self, if you will, challenge because of low enrollment we've got another challenge. we want to have people who are lent to our city college whether it's the controller's office or my director to the valuable time to support chandler tyler to make sure that everything is financially accountable. it's my more than hope i'm essentially telling you with

senators leno's leadership and the other leadership we're not going to fail and allow conditional to fail or allow on accreditation challenge something we can't manage in the city. in fact, i think we've done and evidence this solidly everything to date particularly in the last year every time a strong foundation for city college to be over this financial cliff. and we'll continue to see that strongly united in the city because we have a body to convince. i believe that that convincing is even more strong with the stabilization effort that we're holding on here. we're beginning relationships that i think the city college will appreciate and it's something by the did with our school board years ago. now you look at how they've

transformed and changed with us. we're not he letting go of the city college accreditation we believe that people see the evidence is clear we have a very, very good solid city college. so again, this is a way of my saying thank you to everybody here and surrounding me with our wonderful effort effort. there will be more announcements positive about what we're doing so we're off this financial cliff. thank you (clapping.) thank you, mr. mayor. i'm going to introduce our special speakers robert and our chandler of the community college of san francisco and our board of

trustee person and ted whose the president of the metabolic part >> thank you senator and thank you, mayor. clearly that bill is an extremely important bill. as we've said we've made progress towards our accreditation and we continue to work hard but clearly without the financial accreditation we faces a cliff. it's gratifying to see the support from senator leno and mayor ed lee pr the mayor has lent his support in all kinds of ways and now we're going to get support in stabilization that puts us on a road to maintain accreditation immediately. i thank all of them and especially senator leno for

sponsoring this bill (clapping.) well, you truly it's a pleasure to be able to stand here and tell you that city college is still open and still extraordinary and it's my goal to sustain that for generations to come. with the help that we're being given by the city i want to thank the mayor first and foremost he's been a wonderful partner and perhaps i'd like to call him my new best friend he was the second person who called me when wee i took this job. he is teaching me about how wonderful this city is. i want to thank senator leno and the state chandler dr. harris he's been a wonderful friend but more importantly he is a a

visionary for what the colleges do for the state of california. i am happy to lead the best faculty and staff and more importantly students who come to city college to find not only their dreams but have their hopes transformed into revolts that they perhaps in some cases never thought about that's where why this institution is not too big to fail but important. everyone there is as committed as i am. we've got funding to help us continue that. it will help us to avoid the death spiral it will help us to continue to sustain the things

that city college has been known for for almost 80 years. i want to thank everybody for being supportive my university partners and most importantly the people of san francisco. thank you (clapping.) good morning. i'm raphael i'm on the board of trustees. first of all, thank you mayor ed lee for convening us here and your commitments to city college and keeping it open adding to san francisco's diverse communities. it's no secret that the last year's have been rough and the perverse is that the people who have been hardest hit are the people who are the least blameworthy the students the faculty and staff who continue

to deliver a great education there the difficult things like pay cuts. i want to thank those. of the of the united states faculty from a f t and others. there's been good news this morning one of the things that's been incredibly heartwarming to me is the support the city has shown including last year voters passing prop a and by the more than the 2/3rd's required to insure that city college continues for another 75 years. it's reassuring to see san francisco's elected officials stepping up from the mayor and his team hydra mendosa who provided extraordinary support for accreditation and the fine

work to our city attorney to the strong expressions of support from nancy pelosi and our chronicle delegation. that makes us feel good but today senator leno takes an extraordinary important step and makes a great contribution. everyone agrees city college must stay open but with our bill senator leno city college will delivery and begin to emerge from the dark neutrons. i'm here to expend my daunt thanks to senator leno for taking on this challenging mission nothing related to campground is easy tempers are short but senator leno is a good

and respectful loner and i have confidence he has the ability to craft the bill everyone can support. thank you senator leno we're very lucky to have you (clapping.) >> good morning. i'm president of the city college academic senate. thanks to everyone for their hard work and remarks. this legislation is important inform the instantly it is a restraining order stability of the college. because of the colleges capacity as the workforce training providers it will benefit the city as well as the entire region. we educate the folks and we think that's define night thank

you (clapping.) as my father would say good. we're happy to take any questions >> yes, sir. >> this bill is in response to the accreditation commissions acts that threatens the university as far as being to federally fund what burglary the accreditation agency that passes the bill to protect the city college first is that from the accreditation agency conducting its business, and, secondly, there is a privatization drive and the recent action by the board of trustees who paid the administrator the money outside of their agreement does this question the role of the special trustee and is it for the public interest or some other kind of

interest. >> thank you for your questions i thank you because there are many issues real very serious issues that we will be addressing collectively and individually with the. community college of san francisco. the bill focuses on funding stabilization. so the question with regard to the commission nancy pelosi has had her comments repeated and other congressional folks and the city attorney is addressing the no right so all those questions will be and the. the bill has an urgency clause because we want it to be taken place immediately in 2014-2015. it requires a 2/3rd's majority of votes so to the degree we can

recognize there are other important and serious issues concerning the city college of san francisco but not to have those issues cloud the direction and purpose of this bill k is what i'll be focusing on we need 2/3rd's vote. so with regards to the commission itself and with regard to the salaries those must be addressed those is about funding stabilization >> what about the authors - why should they care about. >> you put your finger on my job. the way i'll present this to my colleagues, we have a one hundred and 12 district system and that we're all in this together to the degree that the

largest and most important part of it is struggling right now. any risk to a particular campus is a risk to the entire system and should another part of the system find itself for whatever reasons as a result of the commission or internal challenges the other parts of the system will be there to protect. this can happen to anyone or anywhere. we're not taking away from any campus. so again, it's recognizing that the system is only as strong as it's parts. you you've been parish over here >> will you clarify that the commission is going to amend the criteria is that going to come out can you clarify the amended.

>> i can give you the charter and versus it's going to be at the time out. in its place amended in will be after the convention of stakeholders to come up with an accountability standard that will be significant enough to reflect well in the eyes of the administration in the department of finance >> do you find that in special terms of naming the controversy over the decision to continue to (inaudible) of wells fargo as well as other decisions what was the concern. >> sure. sure. given that my my name is name is on the front of the bill i have to take responsibility. but the reason i believe and my sponsor buildings it shouldn't be in the bill it attracts all the kinds of questions and it's

not about the special trustee it was placed there by the chancellor. i'm not here to comment about that with regards to the funding stabilization it wasful there are for the purpose of not attracting the attention this is about funding stabilization >> (inaudible) and the funding. >> i can let the chandler speak to that. >> this spring we're about 16 percent down from where we were last spring. when you look at that in terms of dollars and cents it probably means something like 23 to $26 million in less funding than perhaps what we have today because of the current

stabilization. as you can quickly grasp this is an extraordinarily amount of income that will be taken off the table and not help the institution to regain it's, it's iconic status and compliance with the standards. the downward surprisingly of funding we can't afford that to continue the work done by the faculty and staff to sustain yourselves. if we have to cut 167 and participates in other year that's 32 percent of the programs that wouldn't support of service the communities of san francisco. we're in a wonderful boom in

terms of economics and the city college needs to be there to support of the skill sets that are required to be sustained by the people of san francisco. that's really the hallmark of why this bill t is important >> (inaudible) we would lose so far there - and a that's correct this year we're in a current year of stabilization and as we finish all the monumental work that's been done it will take at least another year and more importantly it will take time for the students to have the confidence to come back to school. you know what we've noticed it that our students haven't gone anywhere they're waiting to see what's happening to us.

that's an important thing to note and the stabilization funding will help to give the confidence back to the students. thank you >> (inaudible). >> i don't have a number only a you are about to give on the on top of my head. >> what about prop thirty and prop 8 in san francisco we've had (inaudible). >> that didn't balance out the loss. >> i want to talk about numbers like city college 23 million for what? >> currently, we have a budget of $190 million. in general funds >> as of this fall you would expect the 23 million?

in the upcoming year if this bill is not passed correct >> and this bill there's been reductions. >> yes. >> generally bubtdz go up and from this fund would that mean less than might be expected or 80 percent or 95 percent but what this college might expect to get is more than what they wanted. >> the wording in the bill is no less than 90 percent in the fourth year so again, if we turn around restoration we'll not need it but if we're restoring enrollment above that it would be what it would have been otherwise. >> the city college from community college they're in

similar straits? >> not at the moment he know that a few years back there was a serious challenge to compton. >> what d about the responsibility for this lose is there an effort to collect more money from students. >> i will let the chandler respond that is out of concern that could be a vicious cycle. >> in terms of the current requirement for students to pay their fees that's already been the case and one of the challenges this institution has

come. we can't give a gift of public funds. i wish that community college fees was free. we can't sustain yourselves at the current time we had four and a half million dollars of receivables from students this should help to pay for additional classes. and we need to collect that 0 money from the students but there are also lots of dollars that go unused in our scholarship fund and through the federal side of the house >> thank you all for being here i have to get myself back to san francisco so thank you all again
