proposal that there is a very wide lane on eastbound grove street approaching polk street and the gentleman's concern could be addressed even if the right turn lane is removed >> and further i noticed there toronto is correct from polk to larkin it's blocked when their events at the bill graham but in this case, the turn lane could be used. the main emphasis is we have reserveable bows on this right turn lane this proposal is aimed at making that intersection much safer to cross and this has been vetted with the muni in terms of the 21 grove so i think it's a good proposal >> mr. rogers
5:31 am
motion? >> second. >> all in favor, say i. opposed? you guys have it secretary boomer. >> okay item presentation and discussion of the fiscal 2014-2015 and 2015-2016 and possible changes to fairs and a fees and charges and possible revenue sources and a revenue expenditure reduction and the 2015-2016 budget. >> mr. chair this is the first of two public hearings the point hat which is to hear from the public and the board. we do have a shorter version of the presentation we gave on february 4th we'll walk through quickly to leave time today and subsequential hearing are
5:32 am
informational only so it's we're looking for feedback open is table not making a budget proposal at this point but only providing you what the expenditure challenges could be or the revenue changes so i want to ask our cfos to walk through that >> thank you director reiskin. you i want to highlight a couple of changes. on the schedule change power point please. we're not proposing to have the town hall meeting on february 28th instead of the 179 we originally scheduled so mr. reiskin mentioned on march 4 with the second public hearing and then once again on march 14
5:33 am
with both the changes >> those are the arrows. >> okay. >> they're waiting for us. i know it's not a fin tauveng topic and more of a balanced budget on march 14. so the operating budget it stand before you hadn't changed from the workshop we have 15 million for f y 16. on this page once again the summary it doesn't include labor or contract the impacts he transit services increases and as well as new program requests. this slide slide 9 you see it
5:34 am
highlights the indexing of our fairs. this slide 10 shows the cost recovery calculations for our major items mostly on the parking and traffic side for example, the residential parking permit the calculation will go up a dollar every year. and the civilization for a sweeping citation is up $2 so we talk about the major fees or the c pi increases. so the next slide once again repeats the revenue sources that was before you. i do want to talk about the extension for the muni for use. there are will have been several reports in the press some
5:35 am
thought y thought y thought you new motor vehicle our numbers include indexing so we also had originally thought there was a 40 thousand prarnlts we're up to 31 thousand slightly over 31 thousand and i think the report that is clauts is based on a march 31 number if f that is a little bit lower. so the two major sdrirpgsz we estimated the graffiti costs. so all the other slides have not changed from the last time you
5:36 am
saw in are i want to focus on the capital side i see individuals who want to speak to. since the february 4th we've identified the problematic areas. on slide 23 sorry slide 21 we just want to reiterate that fact that while we have problematic areas many of those areas work together. so the complete streets we have a combination of the pedestrian and bikes and school assessment and traffic so i have to look at holistically and the categories
5:37 am
are assessment and signals and fleet and traffic opposition for the reliable transportation areas. let me speak to the a couple of the problematic areas. on ascertainment the director asked for some of the information on the assessment. if you look at slide 23 we have 15 and a half million and those are the projects we are now looking at including still in discussion they have not been finalized but their elevators and tool kits and taxis and our assessable stops. thank you. so here's another area the bicycle program almost $88 million in the program and a
5:38 am
list of projects on slide 24 that include some of the projects that we are porsche going to be including in the s i gi won't go through them it's exhaustive. so the other one where there're significant dissuasion was our pedestrian program we have about $69 million available so far pedestrians and those are proposals and projects currently under consideration. once again there are other programs in the problematic areas that talk about pedestrians so if you look at the bicyclists that's it they'll be addressing improvements. there's also a question about
5:39 am
how much does our operating budget support those are programs we have $33 million in our budget for pedestrian programs and bicyclist programs and if you remember 7 years ago we had zero dollars to support those promotions and i didn't want to go without saying that there's a belief that our operating budget doesn't support those and we have one hundred and 50 positions working on that i'm going to turn it over to i'll leave it up to the any public comment? >> thank you and as director reiskin the board is anxious to hear from the public this afternoon. >> if i may just to reemphasis something we mentioned last time we're assuming within our draft capital budget that the two
5:40 am
initially measures that were recommended by the mayors task force get to the ballet and get approved. those will be funding transmitted state of repair and a as well as bike and pedestrian safety improvements to the extent that those come to fruition that froze up operating resources that are spent on things like emergency repair and a pulling buses out of service and doing emergency repair out in the field on vehicles. to the extent i guess our confidence in those measures as we contemplate changes in operating revenues and expenditures if we secure passage then i think there is more we can do on the operating side from the initiates we'll
5:41 am
hear from the public making permanent for the low and moderate income use like adding transit service self-we can count open the november revenues on the capital side it will be with more comfort on the operating side. i want to highlight the linkage with the november decisions we'll have to make with the operating budget. director reiskin. members of the public address the board >> yes. mr. chairman we'll start with howard and ernestine and john. >> howard director. i read the one think our site and tried to learn and deal with this thing i'm mostly concerned
5:42 am
with the fact it doesn't include any increase in service that's in the reasonable i dependent to have 50 percent more people living in the city that's wrong. i don't want to ask but the way to get extra you funding for the extra service is to really enforce the mercy on the earnings. there's a lot of money people are paying big bucks for short-term parking your sf park system works if a certain neighborhood doesn't have anyone using it it won't charge. that's a good way to charge. my reading you weren't going to continue the zero fairs for needy kids. and if people that's going to be continued well, that should be
5:43 am
partially funded from the meters. the other way to fund more service a little bit of money from the v l f that's flexible money from city voters. the other thing is that we have many cities have a premium charge for cash fairs people get on the bus and their - if you had a premium for cash and a discount for people who use a clip a cards and all that you wouldn't need ail the different kinds of fairs guarantee it's cheaper to use clipper cards >> thank you. next speaker, please >> ernestine and two others.
5:44 am
>> if i could just clarify i'm sorry. we're not proposing any budget at this point. all we're doing is we're providing the baseline we're not proposing to terminate the muni line we have not made proposals yet we're sooeshg feedback on what should be in a proposed budget. >> hi. e.r. city council waters. i'm happy to advise you that recently, i got a proclamation from the board of supervisors honoring my 90th birthday and all the chachlts i've done since i started my activityism. and muni is at the top of the list. i just want to say that i
5:45 am
endorse the free fairs for the seniors and the sdabltd r disabled. the seniors are hurting due to the low interest rates at the banks and you should do that. and increase the fairs on the f line they deserve to be charged more for the privilege that would bring in a lot of revenue and help a lot of other things on muni. it's a pleasure to be here >> thank you happy birthday (calling names). >> good afternoon mr. jones. >> yes. dennis jones i'm a resident i'm qualified to say that you've forced me to get off my rear end.
5:46 am
this is a totally inadequate forum for you to get the kind of feedback you deserve to make this budget look like somethings that's reflective of having in depth discussions with automotive of the sentences. having said that i obtain to the 12 and a half percent for seniors. i don't know if any of you are on a fixed income but building in san francisco is a real trial and i have no intention of moving out of san francisco to involve the problem. the environment and a quality of life in san francisco has been badly implicated over the last 5 years the city has transferred all kinds of expenses to us one
5:47 am
you've put an application fee for the renewal of applications my derivative and house hadn't moved and my need for a red zone is not increased to safely get out of my garage. i don't see any forum to address those two minutes today is totally inadequate for anybody to give real >> thank you. next speaker, please. >> . (calling names) >> good morning, everyone. are i wanted to thank the procedure for the free muni pilot program folks who are struggling with the high cost of living in san francisco right
5:48 am
now. i hope you get the opportunity to hear more about the budget analyst report that was released today but regardless of which number you look at it's clear this program benefits a reasonable cost and we hope you can extend it and make if permanent. one the limitation is it self-extend to 8-year-old students their all of a sudden hit with a high adult fair. we're hoping you will include 18 years old in your program. we hope with the proposed new funding sources heading to ballot on the fall we'll hope you'll help the seniors and extending free muni to seniors
5:49 am
and hopefully interested in more investments in service and prosperity maintenance so the busses we rely on become more reliable >> (calling names). >> good afternoon. i'm tennessee 200 in a i'm a first year constitute. i'm happy you approved the low fees in san francisco. i want to share my expense as a 18-year-old in high school we paid $0.75 and it was hard to a find $2 or anymore to get home. there's a lot of success in the program and a lot of my friends
5:50 am
in high school love the program, however, my friends when are seniors want to know why are those fairs include for 18-years old. >> hi, everyone thank you very much for your support and the pilot program for the youth. i'm teresa and i work with the youth. it's been beautiful to be able to for youth to be able to have the opportunity to get a pass and not have to worry about getting to school. you're going you as the city built by working class families because of the dwindling
5:51 am
families because of the planning decisions made by the city i urge you mta to have those families in mind when you're thinking about raising fees and thinking about those cab drivers i think we're happy to be able to have this forum to continue to support of the foundation of what has made this city a great city to be born and raised in and live in. and really want to extend the muni for 18 years old they turn 189 in january and february and they get on the bus and it self-work anywhere they're still in high school, you know, so how do we continue to support students to thrive in our city hall system even though their 18 and still in high school. thank you for your support
5:52 am
>> >> thank you. next speaker, please. >> (calling names). >> good afternoon. >> i work at the center i spent a lot of time working with the staff to get the pilot off the ground to have thirty thousand kids in evenly rolled. for a lot of my students i literally after meeting with them i give them nickels and dimes and their structuring their dollars to get to school and we want to see this so students can still got to city hall because being slapped with $66 fair is not reasonable for high school students and free muni for seniors i think in san
5:53 am
francisco with the affordability crisis it's seeing seniors on fixed incomes there being a hit so we're hoping to see other pedestrian safety programs >> thank you. next speaker, please. >> (calling names). >> thank you all for your work on the budget and walk first. i know we have a real crisis on our hands and i know i'm sure you're aware of 11 pedestrians died in 10 weeks over the last 2 and a half most. the budget proposal right now included 13 million a year for the next 5 years that's less than we spend treating
5:54 am
pedestrian treating folks in the hospital. i really applaud you foyer adapting vision zero a couple weeks ago. it puts safety first in our transportation system and in order to actually lists or realize those benefits and actively protect our residents on foot that includes everybody we're going to have to implement the pedestrian strategy. we worked really hard and your staff has done an that amazing job in developing the walk first strategy it calls for a 50 percent reduction when it's pledged right now it would take $115 million a year and we're seeing an average of 13 million
5:55 am
a year pedestrian safety can be done in many ways but the $68 million is not close are p so reconsider where pedestrian safety sits within the budget and how we can improve project delivery and get those promotions in the ground quickly. we're looking forward it that and we also support free muni first >> thank you. next speaker, please. >> (calling names). >> good afternoon. good afternoon. i'm jerry iron brown with power. we said at the start of the muni campaign it was a pro buses and pro transit campaign we're we feel the sentiment ripping out atkins and the cultural on the bus is different.
5:56 am
we're talking to middle school students and why choose transit and incorporating the climate conditions so in that way it's been one of the most successful programs and kwlaksz a small investments we've helped over thirty thousand families and the correction for youth is key and people are implicated by that and shifting that is essential. in general we like the direction the mta board is going and looking at boarder sections like disabled and the seniors disability and really standing with us on free muni for youth as we're getting bus drivers organized we want to among those progressive decisions. but we want to say in particular our priority is including 18 years old.
5:57 am
are we're going to be bringing a lot of youth to the next meeting and we're to bring them a 4 o'clock when school is over >> thank you. next speaker, please. >> those are the last folks. >> hi, i'm from power and i work with a lot of families in our community and bayview and mission mainly and also i want to thank you for this amazing promising program really it's a program that shows how when the community comes together and gives priority to the most important things we have success. as you can see it wasn't increasing in the process it was really, really good. our youth don't have to be afraid anymore to go to school they just go and it's a big difference for our working families that are struggling
5:58 am
really, really hard in order to keep here in the city and the other thing we really want to encourage you to include the 18-year-old youths. i know it is the right decision to support our communities that need the most. and also it's a big go - improve the transportation where your communities use the most like mission bay like muni to go anywhere they need. thank you and also it's a great idea amazing idea to include adults and people with disabilities this is an amazing example when people and communities get together. we can be really good for our people. thank you >> thank you. next speaker, please (calling names)
5:59 am
and a good afternoon. >> herbert weaning. i really protest the increased in the muni fair to $2.25 they should be paying us for riding muni. i could support it on one condition the mta director make up the difference out of their pockets between the $2 and $2.25 credence. overlook question i have is what about the edition of the fleet is there another total edition to the fleet. there is a zero-sum solution your addressing buses to the main run and delegating them from the neighborhoods it's more of the same and more expensive to us and it's going to be to the detriment of the
6:00 am
public. i don't like paying higher fees to it and no, thank you to this please. >> colleagues, any questions or comments? . last speaker berry toronto >> hi, good afternoon. i don't want to be the last one to get the last word. anyway, i'm here bus i want to address several issues first, i think it's important to eliminate the meters on sunday and the staff should do better enforcement in the latter afternoons. i see thousands of parking violations that interfere with munoz ability in the evening to react quickly that when i
