>> the members from the district english learner committee are here to work with the district in the search for the solutions to achieve academic success for our english learners. [ spanish speaker ]>> for that we would thank you for giving us the suggestions and recommendation. we have highlighted three 3 points. one was provided to you in

[ spanish speaker ] >> this suggestion is filing for the english learner services. the funds should be utilized in the highest leveraged activities determined by the funding requirement students and needs and community input. we recommend using english learner funds for the following leverage activities: [ spanish speaker ] we would

like to recommend to you to invest funds in tutoring, after school classes, sum school and additional homework help for students and interventions coaches and supplemental help for students that are reclassified and we also recommend to fund instructional material and funds to classrooms and in addition computers, ipads or tablets and other resource materials.

>> good evening. my name is carl a i would like to thank you for listening to our recommendations for the delac program. the points that i'm going to talk about has to do with the staffing problems that we are having and these are, you will also find it in our previous report. so this is going back to page 2, item 2a in our report that we submitted to you last year. the following primary language needs improvement by vigorous primary language instructions.

the teachers need to have the skills to be properly trained. in other words there is a big difference that we've seen in feedback from a bilingual teacher that reads and writes in their students primary language. again, for example a teacher that says that they can speak spanish, maybe not be able to give adequate support on the homework level even in the classroom level to a child. the fact that they can speak the primary language doesn't mean they know the grammar, the reading and pronunciation. we find that to be a flaw in some of the staff that this school district has. the next point we recommend continued improvement during english language development of instruction. we would like time allotted for eld to increase from 30 to 60 minutes and include active

instructions and student interaction. students should be evaluated for proper placement. this goes to students being reclassified and they still fall behind because they still need support. the next item item 2d in the report the relevant plan to ensure compliance with any applicable teacher and instructional aid requirement. we respectfully recommend the following. we recommend that all current and future staff regular and schools by professionals be tested with the second language to ensure quality in instruction. second point, a transparent monitoring system and permanent schools established. there are many professional developments that involve

substitutes, substitute teachers need a formal monitoring system that will hold them accountability for providing great appropriate instructional opportunities for students. a list of qualified elementary, middle and high school substitutes need to be compiled and made available to principals. we heard many feedback from our parents that substitutes for example high school substitutes are going into elementary schools classrooms and they just don't know how deal with an elementary school student . we are finding that substitutes that do not speak the primary language are dealing with el's and cannot even speak to them and we find that during their professional development while it's important for teachers we are finding they are letting us know that they are setback

because after coming back after they professional development only to find that nothing was taught. the kids were sent back and there was a huge disruption in class and the substitutes are of poor quality. so in adding to that, i wanted to maybe ask some questions that you guys can probably would help us find the answers or we help you find the answers. ask the teachers if the professional development were help to the el's. we find that it's not. some of the professional development they receive this current year is very redundant. were the substitutes helpful, we heard from many many many parents saying the substitutes were of poor quality, could not deal with the children, could not speak to the children, could not give classes and in some

occasions spent all day watching a movie. what's the point of that? my question is wouldn't the district save money if the professional development was conducted when school was not in session. because if you are paying for the teachers to receive professional development during the schooltime and you are also paying for a substitute that is of poor quality and not teaching anything, it's almost a waste of money. maybe it's better for the substitutes and the teachers receive professional development maybe during the summer adequate to sum el's and help during those transitional times. also i just wanted to make the last comment that was sandra fewer unfortunately i don't have the date here but there was a particular board of ed meeting done a few months ago where you made a comment about

maybe there should be an assessment over the parent liasons and their job description. i think it's the teachers and subprofessionals and they are the ones dealing with the students and the higher salaries that the school district is paying for and they are the ones that are responsible for the successful education for our children. i'm available for other questions. >> have you spoken to head of resource about that at all about these issues , about the substitute not being prepared for the class and the quality of substitutes and also about the quality of or the level of biliteracy of our bilingual teachers. have you had an opportunity to speak to her about that? >> she did come and do a

presentation once to us maybe last year. it was last year. unfortunately me personally at that point in time i was a new delac member and didn't realize the gravity of the situation. howeveren my particular school, the school has called other parents that i have talk to from different schools and they have called and we started hearing even allegations about as far as who your friend is up there in h r. >> i think that at our next labor meeting we put this as an agenda item and maybe you can come and talk to our human resources. i believe that meeting is scheduled april 10th at 6:00 in this room. we invite you to come. any

it's difficult to learn a new language especially from immigrant families where parents are often non-english speakers and have to work long hours for minimum wage for living. for students, these families, schools are the most important place to learn and practice english. these are disadvantages, language barriers with new schools they result in uncomfortable learning environments for new comers. >> we understand that the

board and superintendant are aware of difficulties that new comer students are facing. that's why they have the department that is actively engaged in helping immigrant families and offers the new comers language path way. it's a design to serve those that arrive english learner students a period of just many and orientation before entering the english plus pathway.

[speaking foreign language] >> i think the new comer pathway is an excellent start. but there is no one size fits all. each new comer student will face their own unique learning obstacles. we recommend you employ more resources to provide one object one tutoring for students at school. we believe if sfusd provides 1-2 hours

of individualized english tutoring for new comers, everyday at school, this will help their learning and increase and encourage them to speak english and help anxiety from learning. this helps them and otherwise they shuts them down. [speaking foreign language] >> new comers coming to the

school is not only hardship for students but also a great burden for teachers. i'm sure the teachers will appreciate the extra resources from the district to support one on one tutoring. it will be a quick jump start to help students break the language barrier and engage in learning. when new comers are engaged in learning the new language skill, school test scores will be higher. so this is beneficial for schools, teachers and families. thank you for considering our recommendations from delac.

report. i wanted to ask if you work at all with the bilingual community, council, because we talked about the fact that both the dcc and delac are doing a lot of add vocacy on the same topic but it would be good for the two committees to collaborate and wonder if there is any work that you know of between the two committees? >> yeah, we have requested to be able to kind of meet with them. so it's just a matter of scheduled right now and trying to get a hold of somebody over there. but it's definitely something that on the delac side we've talked about

extensively and we want to meet with them because we are advocating around the same things and we feel we might be a n a little bit stronger. >> i think it would be helpful to us. these are really seem son very clear and well organized recommendations and i want to spend more time with them. i think it's helpful to us because more minds are better when working together. >> definitely and also to remind you that this report we gave it to you last year. we'll be contacting them. >> louisa, would you mind coordinating with them to get the two groups together? thank you very much. commissioner murase, do you have a comment? >> yes, i want to thank those of you who came tonight to

present and those other committee members who couldn't be here tonight. i know this is long slow work, a thankless task when you have your own children at home. i want to extend my appreciation for your hard work and putting together the recommendations and coming tonight. we are trying to do a rotation for all of our advisory committees so we can hear from you directly about the work of your committees. i really want to thank you. >> commissioner maufas? >> thank you, president fewer. i just want to echo again the president's comments about coming to the personal labor committee meeting and if you can spread the word, i think that would be a really interesting opportunity to have dialogue back and forth. it's difficult in these meeting because it more you presenting us and making comments. we can't really have a ton and ton of questions and answers. but it could certainly happen in the

personnel labor committee relations meeting and i think i already just from the comments that i have heard and i did hear because it plays in the back as well the entire presentation, i am really, i have quite a few questions that i would like to get your opinion and what your perspective is on stuff happening in schools. so, again, the good rotation here that we get to see other bodies that support work on behalf of the board of education and behalf of the district in schools representing that you can come forward more often and talk to us is such a simple fix and we should have done it long ago and i'm glad to see you here. i had a couple of comments. i will remember by april 10th.

>> commissioner wynns? >> i want to thank you for the support and the presentation. i will spend some time reading it. i was most interested in the discussion and comments about the language ability of the teachers and substitute teachers. of course, it's kind of self-evident that if we had teachers who are truly bilingual biliterate, it would be better. i'm interested in some staff follow up about assessment of the language ability of teachers in the bilingual program. they all have to be credentialed to teach in the bilingual program. but, i don't know what, how we focus our professional development, how we talk about that. i would

like to have some sort of staff response comments given the reality that we have legitimate, you know we can't create the teacher, we have to get the best teachers that are available. so i'm interested in what we think about that what we can do to address those issues in terms of being aware of all the constraints that we have. >> if i can suggest that at the meeting we have a discussion of it and ask our human resources department to do an analysis for the hiring and testing for language ability and if we feel are adequate for the teachers from language ability. it has to do with the conversation that we've been having at the labor meeting as to retention and we can augment that meeting so

every board member can attend and i believe ms. vasquez is in the audience. >> i would like to request that multilingual is in the meeting also because they can provide insight about the language recruitment and language and culture. that's important. we often talk about language and i think we can all relate to the high school class we tooken a foreign language where we can identify off the menu but nothing else. culture is really important. >> commissioner maufas? >> i'm interested in what we are doing in curriculum instruction and what we are doing with professional development. a report maybe

good to begin. i want to thank you about the idea trying to get as much. thank you. >> commissioner maufas? >> thank you president fewer. i remember my connective tissue. it was about you coming forward and having an opportunity to come before the board to give us your input and right, this is last year's report and how far have we moved on it? not very far. so, well, it's true. so what this is is an opportunity and yes, thank goodness for the lc fs that you are integrated into this process. please let's take advantage of this. you also need to push us. don't wait for these moments that don't seem to happen often enough that we need to be reminded that we have a responsibility not just to our delac and your arm goes out

to reach those schools, but those students that are served. that is our responsibility and we often with so much on our plate and with many things that come forward in regard to changing our landscape and culture in how we think about education and educating our students well with compassion as you heard earlier tonight and understanding, this is all a part of that and you are all integral to that happening. we need to get checked and you all need to be able to do that. don't step away from that. it is a good thing to check us when we are slowing down. i did hear vice-president murase say that we have this round robining of our committees. it doesn't have to be so slow and long and arrest -- arrest
