in order to facilitate this relationship we've been working with the city attorney's office i wanted to kind of outline briefly the primary components of the agreement. what the agreement does it identifies the south park improvement association and the parks awe lions as the primary responsible party for the design of the project. this is done through the services provide by fletcher studios and will come from the form of construction documents for the project as well as the port services provided by david and a hi, staff the estimated value is $330,000. the recreation and parks department will maintain the

oversight and control and special design services as well as maintain control of the administration of a contract for the project. this time we've anticipating having enough funds to fully cover the construction costs with city dollars. in the event that construction costs exceed what we believe and we've fund the park of san francisco the parks alliance are prepared to come forward with additional funds. let see in conclusion i want to recap the items that are before you. the first being the approval of the conceptual plan present by david and the second to approve the grant agreement with the

reimbursable project so the funding has to be in place before the construction. any properties that are acquired or developed with land and water conservation fund are held for recreational space. keeping in mind in 189d if the capital department look at many properties known as the valley town square would be the best fit for the program. because that area of the city is indecently 3079d and has little open space and we have fund for the grant match. in the project that's currently proposed it replacing the parking lot with a 10 though

square feet i won't the plaza and a playground matt and some site furniture and furnishings and lighting. there's other potential improvements inform the park site but that's pending other funding available. on the 3rd of february i submitted american people be application for 73 thousand plus to fund the initial improvements and we expect to hear from the state on may 30th of this year if we're going to be recommended for funding. if we have recommend the we are going to bring back a k345u7b8 plan along with our environmental review documents. i'm requesting that the commission don't adapt in resolution to apply for the conservation fund grant in the amount of 73 thousand plus for

all in favor, say i. so moved and we're on item 11 the open space contestant reserve. >> this is a allocate up to 1 hundred and 14 thousand to fund new park signage. commissioners as you recall the board of supervisors the ordinance by resolution to set different hours of resolution for neighborhood impacts. the hours are to be posted on the departments website. this ordinance established park code sections and we've included that language in told them a. the hours are to be posted along

with other rules at the outlined in the park and health code at each major entrance to each park and in attachment b you'll see the sign we've been installing. we choose this model because the park users will see had information rather than posting it internally on some place were people couldn't see that. and it will have uniform wording. the proposed use of logos along with the rules of items of information on the sign will help with language challenges here in the city eased the proposed wording on the sign

easy the main issues that our staff deals with. the department proposes to have this universal progress for the parks. since most of our parks have multiple entrance the number of signs will be between 8 hundred and one thousand signs using a contract authority the preliminary costs will be seven hundred and thirty thousand and 18 house thousand dollars plus. the department requests the department to allocate money from 9 reserve from the

if so please come forward. any public comment? >> good afternoon andrea i wanted to reiterate our interest in hopefully finding out this this entire process of what signage and what are the actual closure or to be closed the open dates are still open for discussion it's important because when those reserving resolutions were firmed in 1991 and 2000 our neighborhood were still trash and our renovations didn't begin until after that. we were not informed we had a right to request this. we're already posted as a pear

sign and we've put a lot of thought into this. we have signs going through the roof and some are good and some of off but that's made a difference. the important thing is that signs really dictate enforcement and for those people who don't want to apply with the park codes then the park control officers have no choice o to acting questions and ask them not to come back. sunny side and conservey are our parks. we have 3 different closure times in those parks and the result is basically, we don't get enrollment or closure and nothing consistent about.

we came to the operations committee and said we'll make it easy for you give us one time to close for all 3 requirements instead of coming at dust to close the compensatory or 10 o'clock and other times. this will help. we gave you a piece of paper that shows you this is a big concern for us. we collected 60 snchdz 2, 3, 4 one afternoon that says 10 to 6 is good we already have the signages. there's a small contingence at the confer try that wants to

can ask them to leave. i don't think it's appropriate for us to come up with an enforcement plan for this park code section and bring it back to the commission you do raise an issue about park control issues the goal here and this motive nibble at any public comment? over the also 60 or 70 years there's been a variety of commission resolutions without setting park hours first and foremost the park hours legislation was a piece of clear up legislation and we were the only park system in 9 country without official park hours. by and large the hours that

supervisor wiener set were between 6 and moist you waved those hours in though there's no challenge in the hours to set different hours than the modesty to 5:00 a.m. closure where the community is interested in having hours that are less than the joined to 5:00 a.m. closure hour we'll bring those back to the commission we're still working with the issues raised by the sunny side on try but i'll note there's no commission resolution at either of those parks which is where why the hours are set. we want to keep the 10 to 6 at sunny side park but there's not consensus.

so we will continue to work through that and we will work with the sunny side community. we want to bring to you any changes to the park if the legislation should be well-thought-out we're going to ask for patience and this is only 80 order the signs if we need to replace them we'll replace them >> so to be clear the signage alone is the only step we're talking to make sure that the signage is universal. >> correct. >> and - and the board of supervisors has approved the legislation and you've waved this in this is a final measure
