familiar with the park itself. those are imagines the new configuration of the park restores the park part the master plan wants to address a few things the traffic calming slowing down traffic around the park and drainage issues regrading it settling. and hopefully accepting stormwater from the streets so no net increase from stormwater from of the park. you can see the plan there would be a large shared open area that has a pathway going through that on the right a grove of trees in the middle and about three or four plazas where the path thick

in order to facilitate this relationship we've been working with the city attorney's office i wanted to kind of outline briefly the primary components of the agreement. what the agreement does it identifies the south park improvement association and the parks awe lions as the primary responsible party for the design of the project. this is done through the services provide by fletcher studios and will come from the form of construction documents for the project as well as the port services provided by david and a hi, staff the estimated value is $330,000. the recreation and parks department will maintain the
5:07 am
oversight and control and special design services as well as maintain control of the administration of a contract for the project. this time we've anticipating having enough funds to fully cover the construction costs with city dollars. in the event that construction costs exceed what we believe and we've fund the park of san francisco the parks alliance are prepared to come forward with additional funds. let see in conclusion i want to recap the items that are before you. the first being the approval of the conceptual plan present by david and the second to approve the grant agreement with the
5:08 am
parks alliances to construct and finance the project the donor recognition program that will be used to raise fund for the project and finally to recommend to the board of supervisors they accept a grant from our partnering that concludes my presentation i'm here as well as representatives from parks alliances and fetisher studios to answer our questions >> we do have public comment. would you like to go (calling names) >> commissioners i'm toby i'm co-chair of the alliance association and spear heading this journey to renovate the park i want to pass you tell to you some thank you gifts we've
5:09 am
made their photographs of the parks from a gentleman who passed away a few days ago hose been a long time person who scared away the tree firearms from the park. we've been working on this for 8 years and started with our own effort and with the help of supervisor kim and we've continued to raise fund. i'm pleased to report we have well over the $300,000 we need and actually we're expecting a big contribution from a small showed in the park to put us into a maintenance resource we
5:10 am
hope you'll approve our project >> thank you for all your sponsorship. i'm here to support the project and follow in the footprints and resuscitate another is will promise in this. david doesn't do justice to this it is not a good design all drainage problems we fell very, very lucky to have him do the work >> next speaker. >> jeffrey i'm with the
5:11 am
improvement association i want to echo the words of the previous speakers. obviously i hope you'll support in and push this off to the board of supervisors in their dog and pony show >> good afternoon. i'm with the parks alliance it's our privilege to partner with you on this wonderful park redesign and revitalization. we're role excited about the design it really adds a new feel and will transform the park i've seen novelist designs. i want to especially thank the members of the community that have lead this effort with many people who have done fantastic

fundraiser. like they've said they've raised the fund for the landscaping usually we're here before they start the fund and they've demonstrated a great capacity to raise the resources. this is a great example of how we partner together to leverage the public dollars a granite from the 2008 bond cycle with the private donations from the community and a make the dollars go favorite thank you for your support >> thank you. >> next speaker >> i'm dale i'm a resident of south park and a been there 12 years. i'm excited to see this go forward i want to ask you to
5:13 am
come down and take a look at it and come back and take a look at look. the tries have been of concern there were branches that fell down the accountability day in the rain so we are going to see thousands of more people coming to the park it's important this park be able to accommodate them and well so what the next 20 or thirty or 40 years and look as good as possible to serve the people in san francisco. >> thank you. >> is there anyone else who wants to make any public comment on this item seeing none, public comment is closed. commissioner low >> i want to say thank you to david fletcher it really captures the current use of the park and in an urban setting
5:14 am
brings fourth a whim california design i applaud you on the creativity. i want to recognize the south park association and their efforts to bring the project forward it's a great collaborative effort upon the receipts and the parks alliances and department. especially to toby levy if you have not had a one-on-one with toby he's someone who's passionate about parks. thank you for your fantastic effort >> i think commissioner low speaks for the whole commission in congratulating the community and the special talent to make this an exceptional project.
5:15 am
with that i'll entertain a motion moved and seconded and a so moved all in favor >> we're now on item 10 the town grant application. >> good morning. i'm tony morand i'm the manager for the capital division this is an action to apply for a water and a resolution grant in the amount of $700,000 plus for the 90 i didn't town project marry this is a federally if you wanted project it's funded by national park service and at the state level by the cool parks and recreation this is a
5:16 am
reimbursable project so the funding has to be in place before the construction. any properties that are acquired or developed with land and water conservation fund are held for recreational space. keeping in mind in 189d if the capital department look at many properties known as the valley town square would be the best fit for the program. because that area of the city is indecently 3079d and has little open space and we have fund for the grant match. in the project that's currently proposed it replacing the parking lot with a 10 though
5:17 am
square feet i won't the plaza and a playground matt and some site furniture and furnishings and lighting. there's other potential improvements inform the park site but that's pending other funding available. on the 3rd of february i submitted american people be application for 73 thousand plus to fund the initial improvements and we expect to hear from the state on may 30th of this year if we're going to be recommended for funding. if we have recommend the we are going to bring back a k345u7b8 plan along with our environmental review documents. i'm requesting that the commission don't adapt in resolution to apply for the conservation fund grant in the amount of 73 thousand plus for
5:18 am
the 90 i didn't town project. any questions >> steve, please. >> good afternoon. i'm steve with the poorjz alliance and we're the friends of the town square they've supplied fund that can help match this grant we're excited to have this acquisition to the park system move forward with the development and thank tony for helping to get this forward and we're excited to have the grant awarded to united states. >> anyone else who want to make public comment seeing none, public comment is closed. >> entertain a motion.
5:19 am
all in favor, say i. so moved and we're on item 11 the open space contestant reserve. >> this is a allocate up to 1 hundred and 14 thousand to fund new park signage. commissioners as you recall the board of supervisors the ordinance by resolution to set different hours of resolution for neighborhood impacts. the hours are to be posted on the departments website. this ordinance established park code sections and we've included that language in told them a. the hours are to be posted along
5:20 am
with other rules at the outlined in the park and health code at each major entrance to each park and in attachment b you'll see the sign we've been installing. we choose this model because the park users will see had information rather than posting it internally on some place were people couldn't see that. and it will have uniform wording. the proposed use of logos along with the rules of items of information on the sign will help with language challenges here in the city eased the proposed wording on the sign
5:21 am
easy the main issues that our staff deals with. the department proposes to have this universal progress for the parks. since most of our parks have multiple entrance the number of signs will be between 8 hundred and one thousand signs using a contract authority the preliminary costs will be seven hundred and thirty thousand and 18 house thousand dollars plus. the department requests the department to allocate money from 9 reserve from the
5:22 am
undesignated reserve to fund the project. the fund balance in this undesignated fund is 8 hundred thousand plus and you can see the attachment c in our passage for the bucket daily on the open space contingency phase. if approved at the less money the balance of funds will rupture to the fund for your future availability. the staff recommends it be approved from the undesignated sub fund from the open space for all our city parks >> thank you. >> do we have any public comment on this item.
5:23 am
if so please come forward. any public comment? >> good afternoon andrea i wanted to reiterate our interest in hopefully finding out this this entire process of what signage and what are the actual closure or to be closed the open dates are still open for discussion it's important because when those reserving resolutions were firmed in 1991 and 2000 our neighborhood were still trash and our renovations didn't begin until after that. we were not informed we had a right to request this. we're already posted as a pear
5:24 am
sign and we've put a lot of thought into this. we have signs going through the roof and some are good and some of off but that's made a difference. the important thing is that signs really dictate enforcement and for those people who don't want to apply with the park codes then the park control officers have no choice o to acting questions and ask them not to come back. sunny side and conservey are our parks. we have 3 different closure times in those parks and the result is basically, we don't get enrollment or closure and nothing consistent about.
5:25 am
we came to the operations committee and said we'll make it easy for you give us one time to close for all 3 requirements instead of coming at dust to close the compensatory or 10 o'clock and other times. this will help. we gave you a piece of paper that shows you this is a big concern for us. we collected 60 snchdz 2, 3, 4 one afternoon that says 10 to 6 is good we already have the signages. there's a small contingence at the confer try that wants to
5:26 am
come that's fine but that's pie in the askew we needed to be realistic and have one closure time in all neighborhoods and make it semi >> thank you. >> is there anyone else who wants to make public comment is closed seeing none, public comment is closed. >> entertain another motion. >> commissioner bonilla. >> i wasn't going to ask but i thought i needed to ask. the question i have is with this additional responsibility i mean this additional >> could you speak spot micro and with this additional seem all over town are we anticipating on working towards a plan to above up or strengthen
5:27 am
our enforcement of those sync that's being put on i mean, that's going on all the parks and so on are are we looking at additional enforcement that would be required and if we're are are we looking at developing plans to do that and then would that plan be coming back to the commission for approval? >> commissioners let me take a stab another that. as discussed during the hearings on supervisor wiener's park hours at the board of supervisors this is an alleged tool for us to help prevent vandalism when our park patrols sees folks in after hours they
5:28 am
can ask them to leave. i don't think it's appropriate for us to come up with an enforcement plan for this park code section and bring it back to the commission you do raise an issue about park control issues the goal here and this motive nibble at any public comment? over the also 60 or 70 years there's been a variety of commission resolutions without setting park hours first and foremost the park hours legislation was a piece of clear up legislation and we were the only park system in 9 country without official park hours. by and large the hours that
5:29 am
supervisor wiener set were between 6 and moist you waved those hours in though there's no challenge in the hours to set different hours than the modesty to 5:00 a.m. closure where the community is interested in having hours that are less than the joined to 5:00 a.m. closure hour we'll bring those back to the commission we're still working with the issues raised by the sunny side on try but i'll note there's no commission resolution at either of those parks which is where why the hours are set. we want to keep the 10 to 6 at sunny side park but there's not consensus.
5:30 am
so we will continue to work through that and we will work with the sunny side community. we want to bring to you any changes to the park if the legislation should be well-thought-out we're going to ask for patience and this is only 80 order the signs if we need to replace them we'll replace them >> so to be clear the signage alone is the only step we're talking to make sure that the signage is universal. >> correct. >> and - and the board of supervisors has approved the legislation and you've waved this in this is a final measure
