saw a person stealing parts by 1139 officer friedman e-mailed that picture to every policeman on parole on their smart phone and every patrol officer had a picture of that dbi and two hours later sergeant maliciously outstanding cop he's a mission two hours later, he spots the guy and nabs him because it's not like the old days we went on the radio and said this afternoon guy with a stripped shirt i mean who does that fit. we're not doing that anymore

a couple of things we do to deal with the youth we have the national light out every year at the boys and girls including club where the kids have positive interaction with the officers they bring out the bomb be responsibly it's a hit with the kids ease it's a great opportunity for positive interaction. we have regular storehouses at the station of school kids who come out to the station and look at the cars and the patty wagon is a big hit kids love checking out the padding i didn't wagon we get the hours out there and it's positive interaction with the children it creates a very

good bond with us with the kids. another thing that's important is our school resource officers. we have two school right away officers who are dedicated to patrols at the 24 schools we have in the park district. their volunteers and what i believe is very important we keep those two officers year after year they have that assignment because it's important to build the relationships with the various children in the schools they see over and over again so we have too great officers their volunteers and year after year after year we utilize those skills another thing we utilize

at the park we have a plan clothes unit they make undercover bows we utilize them when we're overwhelmed on embarcadero street when the cell phone robberies they work auto burglaries their ore primary crime fighters in the district their specified by a sergeant and specified by the team lieutenant. so they don't great work but by virtue of assignment working plain clothes it's important they be well supervised they

work with the northern and carville and richmond they work on some issues and do a good job. now we have four homeless outreach officers in the park. i really have to brag about those guys a little bit. they have the lousiest job at the park they start work at the 4:00 a.m. and trauma through the various parts in the park through pitch-dark walking up illegal camps and sleepers often their encounter a large encampment sometimes, we run into those people out in the park that have mental issues and they get a resister out in the

middle of the buena vista park at the 4:30 in the morning when they call back up are they going to say 3 trees in the park it's an extra hazardous duty they do it willingly and those decoys they came into the police department to catch bad guys not walk up homeless people in the park but realize the importance of the job and in this police strict that's is a major issue that has to be dealt with. some people question why we site some of those people when theirs of little consequence if we stop

available to the residents of the district. now this is a good one. antibiotic theft unit. we're the police department is getting a lot of positive press lastly about the steps regarding bike theft. right now our anti bike theft unit utilizes social media to return stolen bikes and conducts bait bike operations we put pictures of stolen bikes on twitter so victims can see if they can identify the bikes. we educate the public regarding locking in the course and general bicycle prevention tips.

the unit that played a key roll in establishing a free bicycle program that's at wwwsave bikes daum as far as the staffing. at park station this is day watch staffing we have two beat officers that work from 6:00 a.m. to 4:00 p.m. and 12 radio car officers working from 6:00 a.m. to 4:00 p.m. we have 4 beat officers that work 11:00 a.m. to 5:00 p.m. and our park officers work from 11:00 a.m. to 9:00 p.m. i mentioned the homeless reach

officers they work from 4 in the morning to 2 in the afternoon and our bicycle abatement officers work from 11 in the morning to 9:00 p.m. the swing watch we have to beat officers on the watch they work from 2 in the afternoon to midnight we have plan clothes officers that work from 2 in the afternoon to midnight and a 15 radio car officers that work from 4:00 p.m. to 2:00 a.m. we have the midnight watch and the midnight watch they start work at the 9. and work until 7:00 a.m. we have 14 patrol officers that work the midnight watch. and then we have the station

investigation team that's made up of a lieutenant on the dates day watch two inspectors and one sergeant and in the evenings 3 asserts they do a real good job in dealing with the crimes and with passing on information to the patrol officers. now traffic enforcement. recently we've seen a great deal of appropriate attention placed on traffic safety in the media chief suhr is constantly talking about the priority of traffic enforcement. i'm reminded of a few years ago barbara mann detrimental a country western singer reported a song i was country before

station. most important, however, is the fact that the officers at park stationary bracing the concept that traffic enforcement saves lives. it's one of the rare things that one can do in the police department that's guaranteed to save lives. by embracing that concept they're really on board with chief surs mandate that we do something about making the streets safe. in 2013 in the park police district we had one traffic fatality and that was a motorcyclist late at night >> (speaking foreign language.) >> and lost control and went

done outside of park station. we only had one it was one too many we're geico no traffic fatalities this year. okay. gangs in the district. there are basically 3 gangs on the edge of the district. we have the chopper city gang that's the robert pits housing development we have k o p the knock out in the housing and the central district players between fulton and mcgal take care stare. the knock out policy is the guys

from that group their dead or in jail. we've been fortunate we'll have virtually no gang activity. central to the players with the combined effort from the community from our code abatement, the barbecue shop they used to hang out at on grove it's been shut down and since that place has been shut down they've not been around. we've been fortunate with almost no gang activity in recent times. okay some of the things we're doing to try and make the district a nicer place to live

the fixed post operations. the first thing i had to address when i got assigned to the park station people were afraid to go into golden gate park because of the albert lake so what is the zero tolerance for drug activity. however, it's a park and during the daytime scary looking people hang in the park people are imitated to use the park so we created the impose daily at albert lake. it was legal for creepy looking people to hang out at albert lake but when the uniformed officers people are were no longer intimidated and able to

use the park etc. we had to come up with a tactic when there was no illegal activity but people were still intimidated. we moved that to the panhandle so we're moving that detail around a little bit and it's been effective. our beat officers when i got to the park station we had two beat officers. now we have 8 and they walk or ride bicycles. they're required everyday to pushing pick out one business and talk about to whoever is working at the business. donates not practical to having them go into every business on

the beat they wouldn't be able to deal with the bad guys on the street but i get tired of hearing people never see the beat people so they would go in and talk to the merchants everyday. again twice a month in buena vista park our homeless support officers they spend all day clearing out encampments entreshd at buena vista park they take three or four truck loads of folks out. that's been hey with the cooperation of rec and park department, of course, by bus i have to say this i tend to not

go into too much detail it's painful. when i first got to the district drug sales were a big problem so you know, i want to lead by example so i agreed to be a buy officer one day and so one particular dope dealer was lettery of methought i was a cop so it's guy apologized and sold me the dope. i thought this guy believed i was 75-year-old i believed there should be some enhancement for believing i was 75-year-old i was wounded i don't talk about this i went home to my wife and

tell her the story and she said don't worry you don't look a day over 74. very painful i leave that narcotic enforcement to the troops and, of course, the bicycle sting operations that have been very effective. now this i'm very excited about this that we have adapted at park station. we have little fish in a big pond that island crime that's the good news last year, we had in homicides in the district. the only consistent crime last year was the thieves snatching cell phones out of people's

hands and running into the projection. by the way, prosperity crimes went up last year slightly. letting all those non-violent convicts out of prison there ought burglars and thieves is it any wonder the crimes have gone up it's unacceptable. we're doing the park station we've stolen some ideas from the florida police department and you see the floor crimes there they focus on robbery and burglary and auto theft. i read this report in 10 years the city of tampa reduced crime by 60 percent that's amazing and mind-boggling. i've got to find out more so

after reading it i said we're going to do this at park station. now focus on the four or the tampa plan it's xrieptd of 4 components that targeted high pattern crimes that requires from the traditional mode to the new pro-active approach. now for the focus on the floor plan you need buy in and lack of follow through is what causes many good plans to fail. so solicit buy in from the officers in the district we're working on making the plan our way of life. communicating on a daily basis from the line ups to the

community meetings we want every officer at the constitution of the united states station to know how they impact the rates the officers are required to handle large numbers of calls particularly with the staffing we have right now we are going to constantly approve but once the officers buy in to the plan they understand with the increase of the targeting patrols a decrease in calls for service is going to happen. accountability is very important part of this plan. every member at parks station is held accountable and their performances is monitored and there are in expectations when it comes to reducing crime their accountable for working toward reducing crime.

one of the biggest thing is intelligence led policeing it's a critical element of tracking it's one of our elements for i guess in the 30s and 40s police control has been you've got assigned to a graphical area and hoping our close to something when it happens. what we do is every morning when i come in the first thing i read the reports and as i'm reading the reports dissipating them through into 4 stacks we have four radio car sectors. each one has a sergeant under
