11:30 pm
i'm talking about the points of authorities issue or what we call the poa program at merrill lynch. i continued with merrill until 2005 and i took the bar examination at the end of 2005 -- in july of 2005. i was quite excited and happy about that, and it was about the same time that we saw a new senator come to power in the united states. i want to remind you the senate was established after the civil war and these are some of the faces you might recognize from the united states senate. >> thank you very much. let me ask if there -- thank you very much. let me ask if there are any other members of the public who
11:31 pm
wish to speak in general public comment? seeing none, general public comment is now closed. [gavel] >> colleagues, why don't we now go to item 30, which was our closed session. madam clerk, could you please read that item? >> item 30 is motion that the board of supervisors convene in closed session on march 4, 2014, with the mayor's office and the department of human resources pursuant to san francisco administrative code, section 67.10(e), and california government code, section 54957.6 regarding negotiations with labor unions representing city employees. >> thank you. colleagues, could i have a motion to go into closed session? motion by supervisor breed, seconded by supervisor mar. is there any public comment on whether we should go into closed session? seeing none, public comment is closed. [gavel] >> colleagues, without objection, let's go into closed session. [gavel] >> ladies and gentlemen, if you could please step out of the room, we do have a closed session on this item regarding an update on our labor negotiations.
11:32 pm
>> ladies and gentlemen, colleagues, we are now back in open session for our board of supervisors meeting of march the fourth, 2014. colleagues, could i have a motion to not disclose the information we just discussed in closed session? motion by supervisor farrell, seconded by supervisor campos. without objection, that passes without objection. [gavel] >> madam clerk, could we please go to our adoption calendar? >> item 31 through 35 are being considered for immediate adoption without committee reference the a single roll call vote may enact these item unless a member objects, a meater can be removed and considered separately. >> colleagues, would anyone like to sever any of these items? i'd like to sever item 35. and with that, could we take a roll call on items 31 through 34? >> supervisor yee? yee aye. supervisor avalos? avalos aye. supervisor breed? breed absent. supervisor campos? campos aye. president chiu? chiu aye. supervisor cohen? cohen aye. supervisor farrell? farrell aye. supervisor kim? kim aye.
11:33 pm
supervisor mar? mar aye. supervisor tang in tang aye. supervisor wiener? wiener aye. there are 10 ayes. >> those resolutionses are adopted. [gavel] >> and, colleagues, madam clerk, could you call item 35. >> item 35 is a motion authorizing preparation of written proponent and opponent ballot arguments and rebuttal ballot arguments for submittal to the voters at the june 3, 2014, consolidated statewide direct primary election. >> colleagues, just want to note on this item for the first ballot measure, it would indicate that i would manage the proponent arguments and i want to ask if there is anyone who would wish to control the opposition argument to the waterfront development height increase initiative. okay, there is none. i'd like to entertain a motion that we delete lines 17 through line 24 on page 2. can i have a motion to that
11:34 pm
effect? motion by supervisor farrell, seconded by supervisor yee. any objection to that? without objection, supervisor campos has a question. >> a question. so, this is the ballot initiative to which [speaker not understood] were collected? >> correct. and, so, in such a ballot measure, the proponent arguments would be managed by the individuals that submitted the ballot measure. the question for us is whether anyone on the board of supervisors wants to manage the opposition arguments. i have not heard, no one has indicated they wish to do that. so, if we delete this, it would just be left up to the department of elections and they would be, i believe, a randomized [inaudible]. >> in terms of the proponent? >> the proponent, it would be the sponsors of the measure. so, the individuals that submitted the signatures to the department of elections. >> okay. >> okay. so, on the motion to amend -- mr. -- >> just to clarify supervisor
11:35 pm
campos's question. the municipal election code is the order of priority. people and entities that submit arguments, if the proponent -- if the board of supervisors submitted the proponent argument for that waterfront measure and the proponent did not submit a yes argument, an official proponent's argument, then the board's argument would be the official proponent's argument. so, you're not precluded from doing it, although in the usual course, the proponents will submit the official argument. >> any further questions? okay. on the motion to amend, we can do that without objection? that should be the case. [gavel] >> and on the underlying motion as amended, if we could do that actually -- the house has changed so we need to take a roll call vote. madam clerk. >> supervisor yee. yee aye. supervisor avalos? avalos aye. supervisor breed? breed aye. supervisor campos? campos aye. supervisor chiu? chiu aye.
11:36 pm
supervisor cohen? cohen aye. supervisor farrell? farrell aye. supervisor kim? kim aye. supervisor mar? mar aye. supervisor tang in tang aye. supervisor wiener? wiener aye. there are 11 ayes. >> motion is approved as amended. cleveland cavaliers >> could you read the memoriams. >> today's meeting would be adjourned in behalf of the late mr. franco man sin i, for the mr. edward zach and at the suggestion of supervisor cohen on behalf of the entire board of supervisors, for major kurt chun you lee and ms. jean lun. >> and madam clerk sly any more business front of the board? >> that concludes our business for today, mr. president. >> ladies and gentlemen, we are adjourned. [gave
11:37 pm
>> would you please a call the roll. >> director brinkman. director heinecke is expected director lee. sxhoom. director rubke. you have a quorum >> thank you. okay. let's see where edward going through the presentation now >> wait a minute my have to get our microphones turned on.
11:38 pm
these little things are not calibrated so it takes a while to figure out how to you turn them on. okay >> the announcement of the public. >> announcement of the sound providing device please be advised their prohibited and anyone who is responsible for one going off maybe asked to leave the room and phones set on vibrate please turn them off and a motion to approve the minutes. >> all in favor, say i. opposed? so okay conjectures we have. >> item 5 mr. chairman the communications please be advised
11:39 pm
with regard to item 10 on ocean that item has been removed from the agenda at the request of staff with respect to item the vehicle regulations staff wishes to modify those with respect to illinois street and at the time, we the board calls that item i'll review what the modification is and also lastly please be advised there be no anticipated discussion of the litigation in closed session. >> so at that point because we have so many friends here it's a budget issue that has to do with establishing free muni for the low income seniors and folks we're going to call it but it won't be decided today please
11:40 pm
call that. >> item 13 a presentation of the fiscal year 2015-2016 and to the characterize and possible new expenditures and reductions and discussion felt fiscal year 2015-2016 including capital programs and projects. >> go to. those who wish to address the commission please submit a card >> (calling names). >> good afternoon. >> good afternoon directors a couple of issues first google is giving you 6 odd million dollars and this is at chance to add
11:41 pm
some service nothing ever worked directly. >> that's on item 13. >> yes. you would have found the money we're going to need it. as for i don't know if it's ones the agenda raising the f line to 6 thousands that's outrageous if you have a high cash fair a sudden increase in the adult and senior fair that wouldn't be an issue but if, if you have a high fair you have a clipper card so you can get small steps and no one ever bothered to come down and get upset it would help picking up a few dimes and
11:42 pm
nickels. it's difficult i have to pay full price they can pay full price even in new york it's hard to figure out the system that would be helpful. i wasn't prepared this early but i think that your policy of incrementally doing doing the cost of living is appropriate but easy for the cash fair. i'll stop at that >> thanks next speaker please (calling names). >> good afternoon. >> good afternoon i'll be
11:43 pm
interpreting. >> (speaking foreign language.) >> good afternoon i'm sorry wayne i'm the president of the committee tenants association he we're the lass largest grassroots in the city and our members are protecting immigrants. we have over one hundred members here today to support people with sdabldz and we've collected over one thousand signatures
11:44 pm
from the community in the last few days
11:45 pm
>> (speaking foreign language.) >> public transit is a necessity most of the people are permitting transit did not many of us we struggle with because we rely on an ssi income it went if $10 to $33 that may not be a significant number but every nickle-and-dime counts we can only afford to buy one muni pass so they can run errands and go to decreases appointment if we can alleviate some of the costs
11:46 pm
that will greatly increase the quality of life for people where the cost of living is so high. >> thank you very much spinal cords. >> that's the time we can ask the members of our organization that are here for support raise your right hand or clap or something (clapping) and a peter straus folding by other individuals. >> good afternoon mr. straus. >> i'm here on behalf of the transit riders union. first, i think many people have come to the conclusion that muni needs an additional source of operating funds about a half a dozen years ago we had an sight
11:47 pm
but the budget before, before you states the best-case the base budget has a merger surplus over one hundred million dollars of nodes that are not provided for and that doesn't include a rainy day fund it is inconsul to make sure that the vehicle license fee on the ballot this fall is a source for operating services. this is an opportunity for infrastructure and capital needs there are a few sources that are for operating revenues and b o f is a annual source it can be achieved with a 50 percent vote and it be available for the operating budget. the other 4 points quickly there are a number of resources that
11:48 pm
have been identified in the budget it's hard to take those soirl. they're not credible sources and we feel all of those should be rejected i'm talking about the f line fair and not raising the senior discount fair and underscore the need for the b o f third we're opposed to the sunday meters and it's bad policy and we can't food it and fourth a few more seconds we're strongly in support of providing some benefits for cash clipper users especially, as we move into - >> next speaker please. >> the last thing. >> okay. you've been around a long time we can't do that.
11:49 pm
next speaker please (calling names) >> good afternoon, sir. >> good afternoon. everyone. >> (speaking foreign language.) >> members of the community the tenants association. >> excuse me. you're going to have to speak from that one. >> i'm a member of the community association in san francisco. >> (speaking foreign language.) >> i'm also a resident of the international hotel seniors building speeding i want to speak on behalf of many of our
11:50 pm
seniors in the community. >> (speaking foreign language.) >> we are all here to show our strong support for disability for free muni. >> (speaking foreign language.) >> doing so will give many benefits to our seniors and people with disabilities. >> (speaking foreign language.) >> but not only that those benefits extend to the family members and friends of the seniors and the people that will be effected.
11:51 pm
>> (speaking foreign language.) >> this proposal will give our seniors and the people the freedom to move around in the city and lessen the burdens on the family that are taking care of them. >> (speaking foreign language.) >> thus people younger people we used to have to spend a lot of time taking care of they're seniors will have more time to do other things instead. >> (speaking foreign language.) >> this - as a result he or she will be able to be more
11:52 pm
focused at the work and focused at the things he wants to do. >> (speaking foreign language.) >> and this proposal is not only being limited to san francisco. >> (speaking foreign language.) >> it is also currently in place in many other cities across the state and country and has positive effects from this. >> thank you very much. next speaker practical (calling names) >> good afternoon. >> thank you very much i'm jessica i'm with senior and
11:53 pm
sdablth action we're here for free support for muni to be free permanent. we're concerned about the have and have nots and, of course, brown the rich and poor and looking at seniors and people with sdabltsdz it's up to us to make sure we have all the tents to be active to get easily not only to decreases appointment but to a be able to visit friends and could to city hall and be active in a variety of ways. of course, there's a discount but for someone living on social security people pay for food and medication there's nothing left for transportation. it should not be a luxury we
11:54 pm
want to thank those who fought hard and that's been a success and this is the clear next step to go ahead and make that program permanent and do free metropolitan for seniors and folks with disabilities (clapping.) next speaker >> (calling names). >> good afternoon, sir. >> i recently moved to san francisco having retired i want to congratulate you on the wonderful transportation service you have here in san francisco. i'm here to ask you to reject the proposal for a premium fair on the f line. i live near the pier 29 the telegraph area of san francisco
11:55 pm
and what i'd like to emphasis is number one the f line is not simply an amount of time park ride for tourists that's a line that's used by people who go to work and myself. number 2 recently, i building in the last few years the line was kate cut back number ten so we rely on the f line and number 3 we all pay taxed san francisco taxes and it seems like if a more than average increase in the f line fair is required maybe there should be some allowance for city residents if you use the clipper card they shelled believable to do that.
11:56 pm
i ask you not support the premium line for the f line >> thank you very much. next speaker. >> herbert wooirn i definitely don't want the racing the bus service we should be paid to ride it. i do support free rides for seniors hates very important. i think they've suffered by walking long dances to the buses and that's a fair compensation so those are thoughts i've got you think the whole thing about sunday parking has to be thrown out. i know people who say they're going to shoot in daily city but there's no way to show there's a
11:57 pm
benefit for the sunday parking it's vital to the city that money. those are the thoughts he you should taking into consideration this is a bad proposal for a bad budget. not only is san francisco beautiful and corrupt it's becoming unaffordable >> nourishing schneider is she here. okay there you go and she's the last speaker >> good afternoon. sorry i just ran up if from downstairs. thank you board members and thanks for your adjusting the budget. i've been here a lot and we want to reiterate the first walk proposal be in the budget. it's no lie people have been hit and killed and people are dying
11:58 pm
open our streets and we have the tools to fix this. we know with the current proposal seriously undercuts the needs so walk san francisco would like to see the full walk first implementation that is $250 million for the budget proposal for the mta board. right now that walk first proposal is not in the budget and it's only $50 million that will get us no where near the 50 percent decrease within the next 5 years. i thank you >> thank you. okay anyone else who wants to address the board >> okay in this case back to the regular agenda. >> okay. back to regular
11:59 pm
agenda we'll go to item 6 introduction of the unfinished business by board members. >> we have a welcoming here we should have done for our brand new city attorney you like it so far (laughter). >> no legal struldz. >> i have some big shoes to serve so i'll do my best to fill the shoes. >> okay item 7. >> director's report. >> good afternoon director reiskin members. one special recognition award our director of finance and information technology to come down >> good afternoon it's a pleasure to be here this is for alex i didn't she's a member of
12:00 am
our special project team in parking he singularly handed was the fwriernz the scope technology his knowledge and participation of everybody was quite extensive and this was not the best practices so leggings i didn't was the major driver and handled the meters and works the port for special events he's professional and willing and has a great attitude. >> wow. flowers and everything. >> stand up (clapping) you can see (clapping) almost a standing
