review findings pursuant to the california environmental quality act and conditionally approving a combined basic concept and schematic design for an institutional building to be built by family house block 7 easton mission bay south to provide temporary housing for families receiving medical treatment. >> good afternoon commissioners, good afternoon to members of the public. this you for attending. commissioners, if you recall you approved a 4th amendment to the mission bay south last june that enabled the youth change on block seven that would provide for the institutional use, the family house project on this particular block. you have also as companions review approved a schematic design for block 7 west for units related to cc project on the balance of the block. the next stage in the process for

block 7 east is to do the same thing to consider and review schematic designs for the block. with that i would like to turn the presentation over to catherine rilely from the mission bay to present on this item and as well as the project sponsor and project architect. okay. if you can turn on the project or. >> good afternoon, i'm catherine reilly from mission bay. the plan before you is the schematic design for block 7 east for families for children receiving treatment

primarily ucsf and you approved the transfer of this property to family house. after i give the overview, the architect will present the design of the building. if you have a chance, feel free to come down and look at the model. so this map basically gives you a location. we have block 7 west located here bounded by third street to the east, mission bay blvd north to the south, china basin street to the north and then there is a private public walkway that will be between this project and the block seven, the related cc units project to the west. it's located about 5-6 blocks from the new hospital which is under construction here. and will include 80 guest room suites office and activity

space, parking spaces and seven more than is required as well as four bicycle racks with additional space with about eight bicycles. there will be private open space on the podium and other residential amenities to serve the residents. the project is located centrally to transit and open space. 22 line will run from 26th street up and loop the block in front of the building and connect with 16 street bart station. the t line runs along third street and there is a station about a block 1/2 to the north and then there is also a station for the t line directly in front of the hospital and there is an entrance to the hospital in front of that station. the cal trains station is a few blocks to the north and several bus lines to that area as well. mission bay runs their own shuttle and house is working with ucsf to

have parking next to the hospital. ucsf has 129 parking spaces now and will increase to about 4,000 in the future and this is a similar arrangement to what they have currently. the current housing locations don't have parking for families and they have worked with families for other outside locations and looking for the shuttle system to connect between the two. also by the time the projects open the children's park about a block 1/2 away will be completed and there is project is directly across from the commons park. at this time i would like to turn it over to richard stacey from stacy architects and he'll review the design of the building. >> good afternoon, commissioners, i'm richard

stacy architects. the lead architects for family house. if you could switch to that overhead. on behalf of family house i want to express how pleased we are today to be presenting the schematic design for the new building in mission bay. with the new ucsf hospital scheduled to open about a year from now family house is looking to open the doors as soon as possible. as catherine just reviewed family house is located at the intersection right in the heart of mission bay. the site is inappropriately located where the ucsf campus meets the new residential neighborhood. on this site plan which by the way, has been oriented with north to the left you can see the site for it's conditions.

katherine actually reviewed those. the main entrance to the family house will be facing mission bay commons while the parking entrance is at the other end of the building of china basin street. moving to the typical upper floors you can see how it's organized. an arranged in two room l shapes that hug the streets corners. each group of 10 rooms forms a mini community with their own common area and those include kitchen dining and living and play areas. while the guest rooms face outwards toward the city, the primary common areas are centrally located in the interior corners of the l shapes where they along with the main hallways have used

the landscape courtyard. additionally two other areas have strategic locations. at the intersection of third and mission bay commons, the east floor provides views up and down the commons and forms architectural featurement at the other end of the building, an office and computer room provide a secondary feature at china basin and third. down on the ground floor, the building kors most -- covers most of the sight around the perimeter extending along third street with parking and utility spaces are tucked midline on the walkway. at the mission bay commons in, the main entrance leads to a large reception in the area with waiting and meeting rooms indicated in redch . from

there the grand stage leads to the corridor and in yellow extends to the third street. the courtyard level at the second floor is similar and typical to the upper floors. here the ground connections to the foyer team and faces the courtyard. turning to the street elevations you can see a clear differentiation between the more solid upper floors and the more open and ground floor along third street. the combination of color panels, clear and translucent glass and provides corners on the building. on the upper floors, the ritdz -- rhythm of the

guest windows and deep window seat areas. at the main corridor special living room is highlighted by a metal sunscreen. signature orange color. along the mid-block pedestrian walkway the building opens up to the landscape courtyard along the mid-block walkway. alternating areas of green panels hides the stairs and parking garage walls. planted with vines, these screens will visually connect the landscape and courtyard with the mid-block walkway. at the upper floor the primary material is sliding. this

will clad the projecting base in the recessed areas. providing transparency alternate metal panels that hide utilities and garage areas. the primary building corner will act as a skrim will provide a dramatic effect both during the day and when back will -- lit at night. i want to now turf -- turn to the landscape design. the ground floor landscape provides a setback for the common corridors. a special paving planting and benches to provide the seating at the building entrance opposite the park. while the other street side of the building raised in sunken planters provides storm water management. the building

is occasionally recessed for mini gardens. at the court level the courtyard is a large infinity loop for guest of all ages to interact and experience the space. one end of the north loop is a special area and the southern loop for barbecues and gathering, the smaller loop for seating areas. last thing i want to mention several features the family house hopes to have. one is a sun shade on the left which is a structure at the seating area adjacent to the main entrance. on the right, the second floor on a sculptural tunnel would combined with

entrance to help identify the pedestrians and charissa like to be careful as they cross over the sidewalk the developer family house will comply with the agencies contracts and the policies and will work directly with george bridges throughout this process. to date they have achieved 48 percent small business enterprise profession rate for professional consultant that is 48 percent of assistance f be and 14 on minority and 13 percent women owned businesses. to avoid double counting, we have assigned both in one category or the other. this development the developer is committed to an acquiring the goals to payment of the prevailing wages and work force hiring

where do they park? >> commissioners, i'm alexandra morgan director of family house. we've secured an agreement with ucsf to use a number of parking spaces as needed for families that are not able to park at family house. as i understand there will be two parking garages that are owned by ucsf and our families will be able to park there for free. >> okay. >> one last question? >> commissioner ellington? >> you cut me off. >> i didn't say anything. >> so the entrance, the main entrance to the building is on china basin? okay. >> it's on mission bay north boulevard on mission bay and commons. >> is there an entry? you can

see through the windows? >> yes, there is quite a bit of glass on third street. you will be able to see in the building but there is no entrance. third street wasn't an appropriate place for an entrance. there is no street parking and no place to drop someone off. it's better on mission boulevard. >> okay. thank you. >> commissioner ellington if you look at the model there, the long side, that's third street. >> i know which side third street is. i didn't know which side this was. >> mission bay blvd is in front of us and china bay is behind. >> thank you. >> you're welcome. >> just a couple questions. so i know in the memo that we all received there are some caveats to approvals that might have to happen to keep looking at the design even after our action today. i wanted to jump into a little

bit of detail about how we are going to resolve some of the issues. in particular ground floor activation. so, commissioner ellington got to a little bit of that when you were talking about entrances on first street. i would like to hear more thoughts maybe from the architect on how we are going to get to some compromise on ground floor activation because the parking is on the ground floor that lovely sort of courtyard which i understand is for private use. that's above people's heads on the ground floor and that does appear to be that activated particularly considering there is ground floor units in the affordable housing right across from there. so, rather than just leading that to some future point, i would like to hear some ideas that many people

have already had about how to help? >> i believe that condition was primarily related to third street. one of the challenges we had in designing this building was we have a limited amount of program to work with on the ground floor. we, i think collectively decided it was most important to stretch that along third street as the primary street and certainly not have pieces of the parking garage along third street. so that really left the pedestrian walkway on the side of the building for where the garage would need to be. what we tried to do is because it's hard to activate a parking garage as incorporated as much landscape as we could. the idea of what we call these green screens is they allow

the plant material to grow vertically on those walls and we've done that on other projects successfully. over a good portion of that side face a walkway. we envision a plan all the way up to the pit of the podium. >> i think, sorry, i think street -- design of street furniture is part of the scape plan and this question is for staff or for you. if that were to be part of the pedestrian muz would that be your design. i understand the orientation of the building, but i feel like there is ways to be more creative than having a blank concrete wall on that side. you talked about it a little bit and i think street furniture is part of that equation as well. i don't

know if that's part of your design or another? >> i can take a stab at that. the walkway is shared with the project and the larger portion of the pedestrian walkways is open to the space of the property. they have a little bit more room. we are going to be working jointly with them to develop that. we are doing what we can on our portion of it to make as much of it planting as much as possible. the walkway proper is right down the middle of the property line of the two projects. there actually aren't any blank concrete walls. there is no other exposed concrete. >> i'm just making a point. >> sure. >> well, maybe that's something for us to keep under advise ment because it's my understanding that it has ground floor units in the

affordable housing development. that might be semi private space. we can't necessarily count on the other side of the pedestrian muz to be fully public space. we may have to take that one back. i just wanted to hear some thoughts today. >> it would be open to the possibility of street furniture and pedestrian walkway. that seems like an appropriate things to do. we would work on that. >> great. next question on activation along third street. the ground floor layout has resident utilities along the street side and things like that. how r you going to be able to add transparency along third street. i know that's something you said. i was wondering how that was going to happen.

>> the more utility light spaces for electrical and mechanical equipment is anterior to the building. the spaces along third stories are actively use. the third street is administrative office and workers' and staff lounge at the corner of china basin and the southern end is more communal spaces. there is a large meeting room in the waiting area. some counseling rooms and meditation room. we have been able to internalize all the spaces. >> i apologize. you say there was no entrance along third street. it looks like one here? >> that is a fire exit which

we had hoped not to put there but working in the building department there seems to be no other solution bought the put a fire safety this. we are going to do with a we can to make sure it's not mistaken for the front of the building. the use of this building, security is kind of critical and it's important there be one point of entrance. after a lot of deliberation we felt that the mission bay commons side near third street was most appropriate. >> okay. this question is for staff. on third street along that block, what's on the other side of the street? >> the opposite side of this is an existing condominium oh. the bossa tour and they have bottom retail. there is a chain and th
