administrators office they're the bit that prelims the equal benefits ordinance but also the local enterprise section they report to the city administrator naomi kelly. they began an lbe group with the endorsement of supervisor breed and supervisor cowen and their vision was to have extensive training for the lbes to be more successful in the bidding process. this past monday was international women's day the lbe responder or honored the various city departments and we had rep in a martin whose our

sheriff's revoked for her work and education and training in the development program and encouraging lbe certified firms to do more business with the port and connect more with the port. renée was among a prestigious group with the public works and the department of public utilities and numerous departments all of whom had done something special with the success of the lbe and renee was lot for her information skills and was reaching out as much as possible. unbeknownst to renee she had an speech so it was televised by

sfgovtv and we'll circulate the time so we'll circulate the time under which she spoke. her comments were spectacular and as i expect but the important part she gave a lot of credit to the leadership you bring to this area of our business and how we will, you know, very pleased by that renee but also recognized as the person of year is commissioner vice president brandon. and she was recognized as the lbe public official of the year for the mike could is small businesses. and the tenure with the port has been characterized i think by trying to do better under

certain programs and the lbe programs. i was reminded this happened before my time you instituted the trucking rule that was way ahead of its time but the tenant that had trucking needs needed to use 50 percent from the 892424; is that correct commissioner vice president brandon and among other things including a number of outreach she's done with the desire to see and carefully monitor the lbe for the cracks which will be coming to you in our quarterly report. i want to read a few of the things that were said i couldn't type fast enough but there was small business who was quote/unquote presenterer of the award and when it came to

commissioner vice president brandon the four people who were up on the stage with her insisted on saying something about her. that's the best praise no one was going to be silent on commissioner vice president brandon. commissioner vice president brandon was characterized as one of our own a strong woman who has advocated for community development and she works to make if better. commissioner vice president brandon is dedicated to the l best recollection e community and is our champion she's the pulses of what's going on she's tireless pr i wish i could give you the entire thing but we'll load it up and commissioner vice president brandon also made remarks and they were outstanding and she was able to

it was a wonderful event i want to thank the director for attending it wasn't lee a long ceremony but i want to recognize is renee dunn we started at the port a week apart. we started around 16 years ago and she's done a phenomenal job. along with daily requests and public acts requests and trying to do her own job she put on all those events we didn't revoke her enough so renee thank you >> yeah. ask for more parties. one of the things our shop brought in ma bell and one of the things we brought to us what was a little pin that was issued you mention a regular lapel pin that was for the opening of pier 96 and i said we need pips at all our openings now so thank you for pausing to say thank you to renee. another piece of good news our blue and gold suite has one the roger green safety award and this award was presented to them in texas at the passenger vessels award they demonstrate safety in the marine involvement

and i don't want to jinx any of us but thanks to their stewardship we'll have no challenges but the roger murphy award was established in 2003 named after roger murphy he was a proponent of training he was also the founder of blue and gold suite among other things they do motor coach tours and private crews. you had a presentation from carolyn about a year ago and as you know in the time they've been a port tenant they've been continuing to grow their business. it was fun reading back you only

had 3 vessels they been and now you have 19 vessels now so we're proud of you on any day but particularly for your safety. may i have a round of applause (clapping.) all right. i promise not to ask for more clauses for awhile that on on march 22 there is going to be a job fair for the tourism and hospitality sections. this is important because most of our businesses in fisherman's wharf give their seasonal workers on saturday marching 22nd at the telegraph hill at the 660 lombardy street if you know of anyone laborer for work please send them to the job fair

contact the fisherman's wharf website or the port it's an important day for us. likewise, the san francisco parks alliances the rec and park department program and the port are recruiting for the third annual class of greenacres they're due marches 28 they're for students who have a interest in the environment. they spend 8 months volunteering at parks in southeast san francisco. it's a really great program i know many of you commissioners are familiar with it but it's an important part of the rec and park department program. so the applications again are due on march 28, 2014.

the applicants will be interviewed and the decisions by friday march 25. i can't building it's the third annual. next on my list commissioners is to let you know, we don't have enough agenda items for our march 8th meeting so it will be a blessing to cancel our regular meeting on april 8th and have our regular you meeting on april 24th. all right. next it's my pleasure to a briefly introduce our new chief building inspector. the former retired and we've been lucky enough to steal away

neil friedman. he's had a trembling long career. neil can stand up and wave part of the evaporating any white he joined the city ♪ the 200 these he joined in the mayor's office of community development during the administration and provided cellular grant cooperation and moved over to the building inspector in 1996 and began as a plan viewer with building accessibility. at various times he's managed the disabled access division and the permit center and been a representative for the building

inspection vice president. he's worked on hundreds and hundreds of projects but he worked on the pack bell park the at&t park. treasure island and navel base xheengs and more recently market square so he's got a aviate expertise and he's got a degree in litter he can read and write that's fabulous so thank you neil for joining us we're pleased to have you >> welcome aboard. >> commissioners you may have noticed we're proposing to adjourn our meeting in america of mr. james los angeles who was the host of the dating game. he was also a local radio icon

and from the bay he would do miss radio show and commute down for the dating show. the time he was in san francisco which included a career with any radio station he'd spend time at the port did several shows at the waterfront and according to tom who's the owner he would bring in a crowd that wouldn't you come into succumbing mass so he helped us to have visitors at the fisherman's wharf. so mr. nick lange is the bartender so the next time you are there talk to the gentleman.

public comment is closed all in favor, say i. opposed? arrest consent calendar passes. >> item 11 a the presentation for the study associated with the approval of the james r terminal and class projects. >> thank you. good afternoon president's indicating i'm diane with the ports planning and development division i'm here to give you a status report of a joint process that b cdc and port are staffing together to address some of our outstanding public access he requirements for the james r crews project but more broadly a

boarder planning refresher course looking at the waterfront with the stakeholder group. let me get through the introductory and i'll give you a summary of comments and where we're going to be going in the next few months. i believe you know d c work together with the port open aligning our plan policies. b cdc policies are in the san francisco waterfront special area plan we referred to it as the special area plan. if we look at the various departments that have taken place the means by which when we were attorney general accomplish those because the port developed it's on water plan and worked

with the ad c to work with the uses that took place along the waterfront. they previous had nor restrictions but in 2000 made alliance to law for the board uses promoted in the waterfront plan in exchange for a passage of public benefits that the port commission committed itself to. i'll go into more details in future slides. for your general information those restricted land use rules were known as the 50 percent rule where if you had a pier that needs seismic upgrades or needed repairs and he did tenant wanted to go ahead and and make those repairs you would have to

limit the new used to water ornltd commercial uses like hotel or commercial retail and limit it to 50 percent per area. the other 50 would either have it had been cut off and removed and turned the into public access. we found the years it was not a workable rule and made changes to those rules between pier 45 and channel. we initialing tried to look at it from fisherman's wharf all the way down to the channel but acknowledge able to get a package of benefits that eliminated the rule from china baseline and we've located those.

those two parks are we we enjoy today now it will be with the woefr base it will remove dilapidated fill pier 36 and other piers. at east side of pier 33 was tagged for being removed. there were a number of public access policies that were incorporated to address some other requirements that the port would institute as part of the new improved projects. so pier 27 when we came to propose the crews terminal there was provisions in the plan that didn't contemplate having a

maritime use that would require closure and that was a major public access corridor we had amendments to the plan that were required as part of that. however, due to the speed at which we had to remove the terminal to accommodate the america's cup we are were not able to have all the approvals so what ac/dc did and approved the port but required ac/dc to work together to identify a practice those process for solutions for the outstanding public access improvements. one of the things that the port proposed at the time the includes project was move

forward we didn't want to eliminate the eastern half of the pier 23 shed that had been a reminder in the ac/dc plan. there were other public bay areas and other public access details in their plan policies but the crews project did not fully meet so that group of issues was going to be the focus of the public planning process that b cdc required us to follow as the condition of the pier 27 project. just to give you an overview this is from the ac/dc public plan the blue shaded areas the lighter blue shaded areas are previous policies in the plan for what they call the open water baseline and essentially

there's a place that the port commits to protect open waters and bay areas in those locations. we won't be doing more fill projects so we'll respond to the policies. the darker blue areas are the future study easier where we might designate those as open water baselines and one of the conditions we're working on is to identify a new open water baseline for the san francisco waterfront. the red just the piers are those piers that were designated for removal and most of them have, in fact, been removed. port in b cd v or c had a choice in the planning process. we have been w
